The Labour Party Conference begins today in brighton, where Jeremy Corbyn is facing renewed calls to commit labour to keeping the uk in the Single Market and Customs Union after brexit. Yesterday the labour leader told delegates theyre in a moment of great change and must prepare to form a government. Joining us now from brighton is our assistant Political Editor norman smith. Mr corbin is pretty much master of all he surveys here in brighton. This conference is almost a victory conference after the general election, even though labour came nowhere near winning the general election, but mr corbin did much better than pretty much everyone expected. Significantly increasing labours share of the vote, except on one issue, and that is brexit. The issue which has divided all parties and has pretty much shaped british politics ever since the referendum. New pressure now on Jeremy Corbyn to give further ground and to concede two remaining inside the Single Market. That is hugely contentious because if you stay in the Single Market, it is argued, you have to stick with freedom of movement and therefore do not have control over immigration. For many labourmps, control over immigration. For many labour mps, particularly representing northern constituencies where there was a big turnout for brexit, they are deeply unhappy about the idea of committing to the Single Market. Against that, there are other labour folk representing predominately metropolitan seats where they think leaving the Single Market would be economically catastrophic and a argument is that if mr corbin was to take a stand against austerity, the last thing he should do is leave the Single Market. This morning, listening to Jeremy Corbyn, it seemed he was pushing back against the idea he might sign up to staying in the Single Market, saying in effect that if we stay in, he will be able to do half the things he wants to do. You will be able to pursue his radical left wing agenda, he would be able to nationalise the railways, he will be able to put government money into struggling Industries Like the Steel Industry because of the rules of the Single Market. This is what he said on the andrew mark programme. We need to look very carefully at the terms of any trade relationship because at the moment we are part of the Single Market, obviously. That has restrictions on state aid and state spending. That has pressures on it through the European Union to privatised rail and other services. I think we have to be quite careful as the powers we need. And len mccluskey, the leader of the unite union, a key ally ofJeremy Corbyn, this morning pushing back against the idea of leaving the Single Market saying that if we do that, it will be seen as staying in the European Union and that will be a slap in the face for those millions of voters who backed quitting the European Union. However, there is pressure, and we have around 30 mp5, some meps and union leaders, constituency activists, who fired in a load of motions to this conference urging Jeremy Corbyn, the labour party, to revisit its position on the Single Market. One of those pushing for thatis market. One of those pushing for that is the labour mp ben bradshaw and a short time ago i asked him why he wanted Jeremy Corbyn to sign up to the Single Market. For economic reasons. We are not going to be able to end austerity in britain if we dont sign up to the Single Market and the Customs Union. The Economic Impact will be so disastrous for the Public Services that it is the only sensible thing. With the tories now moved onto our position, i think delegates and Labour Party Members will expect clear red water between us will expect clear red water between us and the conservatives on the single Biggest Issue facing the country. Let me put you what Jeremy Corbyn said on the andrew marr programme. The overwhelming majority want britain to stay in the Single Market. They wa nt to stay in the Single Market. They want us to rescue britain from this disastrous high brexit and the chaos is the government is about to plunge as into. But len mccluskey, a key ally ofJeremy Corbyn, was saying that if we stay in the Single Market, that is almost putting two fingers up to all those people who voted to leave the eu because staying in the Single Market is staying in the Single Market is staying in the European Union. |j dont agree with that. Len is making the same mistake as theresa may is making because he assumes people we re making because he assumes people were voting to leave the Single Market. People voted to leave the European Union, although sold on a sole European Union, although sold on a sole false European Union, although sold on a sole false premise, but i think staying in the Single Market will meet some of the concerns of the public. What is going to happen at this conference . Around a0 motions have been put down about having a debate on brexit and the Single Market, many saying that we should stay in the Single Market. Is there a realistic possibility that by the end of this conference, Labour Party Policy could be continued membership of the Single Market . Yes, i hope so, and if not by the end of this conference, within a matter of weeks or months. It is the only place we can sensibly be if we want to save the economy, end austerity. What do you say to those mps representing often very traditional labour seats where there was a big brexit vote, people are very concerned about immigration and freedom of movement . Their concern is that if we stay in the Single Market, we have to stick with freedom of movement. Only seven mps rebelled against the labour whip when we had a vote last month in parliament. Far fewer rebelled earlier in the year over article 50 and the Single Market. I think the labour party is extremely united around our current position. I think labour members and the public wouldnt understand if we didnt have a debate here, at our democratic conference, where members are supposed to have a vote, sorry invoice, on the single Biggest Issue facing britain. What adds a bit of edge to all this is that you expect many of the young and enthusiastic supporters who mr corbin has brought into the party, they are perhaps among the most committed to the eu. Many Old Industrial constituencies in the midlands and in the north, where they do want to clamp down and they are not happy with carrying on with freedom of movement, against those metropolitan seats, former university towns, where the benefits of immigration under Freedom University towns, where the benefits of immigration underfreedom of movement have been much more evident, particularly in the service sector, and that tension is reflected in the party, and i suggest diane abbott falls into the latter pa rt suggest diane abbott falls into the latter part of the argument, representing hackney, and inner city seatin representing hackney, and inner city seat in london. Of course, the tories have no respect for Public Sector workers, as theirunfair public respect for Public Sector workers, as their unfair Public Sector pay cap shows. But in its moments of greatest peril, the nation turns to its Public Sector workers, they should not be played off against each other, they should all be paid properly. And you cannot keep the nation secure oii and you cannot keep the nation secure on the cheap, yet only on friday, the chair of the National Police chief s council warned that Counter Terror funding for Police Forces will be cut by 7. 2 over the next three years and home Office Documents reveal that the budget for the office of security and counterterrorism will fall by more than £50 million over the next two years. We oppose these cuts and labour will reverse them in government. And as part of combating terrorism effectively, labour is committed to a thorough review of the prevent strand of counterterrorism policy. Increasingly, there is a concern that prevent is a tainted brand and not fit for purpose. Trampling on our Civil Liberties will do the terrorists works for them because. Because what makes us free is what makes as safe and what makes this safe is what will make us free. Another key aspect of protecting communities is policing. We see the consequences of this around us with rising levels of homicides, knife and gun crime and the police themselves are suffering from spiralling levels of overworked and stressed. Labour in government will work to make communities safer and we will recruit 10,000 new Police Office rs we will recruit 10,000 new Police Officers working in the community. Another key aspect of protecting communities is keeping them safe from fire. Once again, this is something where this tory government has let the people of this country down. And the extent of their failure is symbolised by the g re nfell tower failure is symbolised by the Grenfell Tower you. Who failure is symbolised by the gre nfell tower you. Who can failure is symbolised by the Grenfell Tower you. Who can forget those images of the Grenfell Tower ablaze . This cannot happen this did not happen in a slump in an impoverished country far away, it happened here in britain, in one of the wealthiest areas of the country, in one of the richest countries in the world, and tory controlled royal borough of kensington and chelsea treated the residents of Grenfell Tower like second class citizens. And when the disaster struck, the royal boroughs response was shameful. Even now, out of all the families made homeless, only a handful have been offered permanent homes, and this in a borough with over 2000 empty properties. Am i the only person wondering why the commissioners are not coming in and taking over the failing royal borough of kensington and chelsea . But tory failure in relation to g re nfell tower but tory failure in relation to Grenfell Tower goes further than the council. Events are also the direct consequence of deregulation of fire standards and inspection, privatisation and outsourcing. We demand justice for the survivors. They will not be forgotten. We demand an immigration amnesty for all residents so they feel able to come forward. Labour in government will recruit 3000 additional firefighters and we fully support the campaigning of the Fire Brigades Union against the cuts. We all saw the photographs of the brave smoke blackened firefighters insisting on going back into the fire to save lives. We relied on our five brigades at Grenfell Tower and the fire brigade must be the lead agency for assessing risk, fire inspections and proper sign of all major and refurbishments. There are real label real Labour Market issues in terms of immigration but the labour party, under the leadership of Jeremy Corbyn, will never scapegoat immigrants for these issues. Labour in government will work across departments to counter the effects of deregulation, liberalisation and the weakening of trade union rights and freedoms. Far from farfrom immigrants far from immigrants being a drain on the Public Sector, the truth is that without immigrants and the children of immigrants, we would not have the National Health service we have today. And eu citizens in this country also play and vital role in the economy. The willingness of theresa may to use them as bargaining chips in his negotiations is shameful. We will guarantee the rights of eu nationals living in this country. It is vital for our economy and it is the right thing to do. I have visited refugee camps in calais, in greece, lebanon, and seen the pitiful conditions in which many refugees live. Even in britain, the current arrangements for housing refugees are not fit for purpose. They are not fair to the refugees and they are not fit to our communities. We will review these arrangements. Labour, under the leadership ofJeremy Corbyn, will fulfil its responsibilities to refugees, in particular child refugees, in particular child refugees, parliament passed the dubs amendment and we will implement it fully. The watchword for our approach to immigration in government will be fairness and the reasonable management of migration. But as the child of migrants, conference must believe me when i say that under Jeremy Corbyns leadership, immigration policy will always be shaped by endearing labour values.
