Chris froome do the triple . Hes hoping to add to his trophy cabinet by becoming World Champion at the mens time trial this afternoon. And coming up in the sport on bbc news, two major paralympic World Championships are postponed by the ipc after the earthquake in mexico. They were due to take place there later this month. Good afternoon and welcome to the bbc news at one oclock. Rescuers in mexico are desperately searching for survivors after a huge earthquake caused widespread damage in the capital mexico city and surrounding areas. At least 220 people have been killed, including more than 20 children who died when their Primary School collapsed. 30 children are still missing and the death toll is expected to rise. The earthquake struck exactly 32 years to the day after mexicos worst ever quake which killed 10,000 people. There are some distressing images in this report. Overnight in mexico city, a desperate race against time to try and save lives. Much of the focus on this flattened Primary School where at least 20 children were killed and dozens more are still missing. Family and friends clinging to hope their loved ones might still be pulled out alive. Translation the only thing weve been told is to go to the hospitals to check if our family members are there. But my family has gone and there is no news of her relatives. In some places sniffer dogs have been brought in to try and locate people who might be trapped. But shifting the rubble is going to take time. The mexican president visited the Primary School to see the rescue Operation First hand. Translation as of now 22 bodies have been found including two adults. There are 30 children missing, eight adults still missing and the rescue efforts are ongoing. And, remarkably, those efforts are paying off. Several children pulled from the wreckage. In daylight the scale of the damage across mexico city is even more striking. And all this in a city of more than 20 million with one of the highest population densities in the world. It seems inevitable the death toll will go up. This is the moment the earthquake hit at lunchtime yesterday. This massive city looking like it was under attack. You were lucky if you got out alive. This is my building, i was inside the building when it collapsed. We got to the bottom and everything came around us. Everything is gone. This cctv film is from a Shopping Centre as the roof begins to collapse. This woman getting out of the way not a moment too soon. And for those who survived, theyre going to need help. Translation well need antibiotics, wooden boards, ropes. Blankets, food, medical help. Much of mexico city is now in ruins. But the epicentre of this massive quake was some 75 miles away. In small remote communities the situation could be even worse. Jon donnison, bbc news. Well a short time ago manuel bohawkez a correspondent with the american broadcaster cbs sent us the latest from mexico city. Right now every minute is critical in neighbourhoods like this one, we are in one of the hardest hit, this is the roma neighbourhood of mexico city, and if you take a look behind me you will see what is left of the 6 Storey Office building that collapsed. We are told that at this point 20 people have been rescued but up to a0 may still be trapped inside. There are firefighters here, members of the mexican police, mexico citys police as well as Mexican Marines all helping in this effort and there are also family members who have gathered nearby, they are looking at a list of names hoping that their relatives may have been rescued and taken to a hospital and hoping that they are not still on the list of missing people. Scenes like this are being repeated throughout the mexican capital. There is a school that collapsed where dozens are reported dead, including schoolchildren. Mexicos president is urging for calm right now after the earthquake expressing to the people here that the priority is search and rescue and to get people medical attention. But it could be a while before theyre able to explore all of these hard hit areas and make sure that everyone is accounted for, because at this point at last count there were up to 44 buildings in the city that have collapsed. Mexico is prone to earthquakes. It sits close to several large tectonic plates. Yesterdays quake was the second in just two weeks. It struck after many people had just taken part in a drill to practise how theyd react in the event of another earthquake. Our science editor David Shukman is here. They are used to dealing with earthquakes in mexico but this was particularly bad. It has come at an awful time given the anniversary. Mexico sits on the pacific ring of fire, fault lines running round the pacific rim which is seismically active. The mexico is more than used to this. You have one tectonic plate to this. You have one tectonic plate to the south, you can see on the map, pushing up into mexico. And every little dot on the screen represents where there has been an earthquake. So an incredibly active pa rt earthquake. So an incredibly active part of the world. In addition mexico city where that star is just the north west of that, it is based an old lakebed, the city expanded over previous centuries of this lakebed where the soil happens to be soft. Finders know from studying previous earthquakes that when you get tremors running through the rock they are amplified as they come up through the soft soil. As much as five or six times. So the effect on buildings standing in mexico city is all greater than it would have been otherwise. We know the death toll is around 220 but undoubtedly it will rise but given the comparisons from 32 years ago, 1995, 10,000 people died. There have been more Safety Measures put in place. 1985 was a terrible shock to the country, 3000 buildings in mexico city collapsed. And following that disaster they improved building standards and research into how to make building safer has motored on in a great pace. But questions will focus now on the school amongst other institutions that have collapsed because maybe the regulations were bypassed, perhaps contractors took short cuts. People will want to know what went wrong. Thank you. For the latest information on the mexico earthquake you can head to our live page at bbc. Co. Uk news. Hurricane maria has hit the island of puerto rico with winds of 155 miles per hour. The category 4 storm is the worst to hit the island in almost a century. Residents have been warned that the impact could be potentially catastrophic. Communications with the island of dominica which was hit yesterday remain largely cut off but aerial photographs show flattened buildings and fallen trees. Our correspondent will grant is on puerto rico he sent us this report shortly before the hurricane struck. Whole swathes of the caribbean have barely had time to draw breath from the last storm before Hurricane Maria started causing fresh devastation. Among the most vulnerable are the smaller islands including the former french colonies of guadeloupe and martinique. The authorities there had ordered evacuations but reports say at least one person died in guadeloupe. The tiny island of dominica was directly in the path of the huge storm and apparently suffered some of the worst of the damage. The countrys Prime Minister Roosevelt Skerrit described the situation as it was unfolding on his facebook page, calling the damage mind boggling. As the storm began to bear down on the Us Virgin Islands and puerto rico, people boarded up their homes and shut down businesses and schools. The territorys governor, ricardo rossello, urged people to take cover with family or friends or in emergency shelters if need be. Although it looks like a direct hit with major damage to puerto rico is inevitable, i ask for americas prayers. My administration has done everything within our power to prepare for this event and to protect the lives of everyone on the island including establishing over 500 shelters. We know this will be tough. But i have faith in our resilience and our capacity to rebuild. Around 60,000 people in puerto rico are still without power after irma hit a week ago. At the time people here largely breathed a collective sigh of relief. This time though many fear the impact will be far more significant. The vast majority of people are nowjust hunkered down and hoping that this, the most powerful storm to strike the island in almost 100 years, does not bring too much devastation with it. Will grant, bbc news, puerto rico. We can speak to will now in the capital, sanjuan. The hurricane struck puerto rico a short time ago. What is it like now . Asi short time ago. What is it like now . As i speak there are fallen trees, pa rt as i speak there are fallen trees, part of a roof has been blown along. The wind is extraordinary. It is lashing down rain on the island. As isaid in lashing down rain on the island. As i said in my report the vast majority of people are staying hunkered down and they will remain so hunkered down and they will remain so for some time because this really is an extremely powerful storm at this stage. Just looking at telegraph wires flexing in the wind, it already looks as if there will be quite a lot of damage. Because of the sheer power of it passing through the capital. 3. 5 Million People live on the island . Exactly and many of them still trying to get over what theyve just been through with hurricane irma. This is even more powerful and brings with it new rainfall, a lot of rivers are in puerto rico, a Mountain Range with Rivers Running all the way through it and the possibility of them bursting their banks and flooding flooding warnings are being received an iphone. It has been a dark and dismal light and looks like being an even worse day. The Prime Minister, theresa may, will address the United Nations General Assembly today and she will urge internet companies, including google, facebook and twitter, to take stronger action against online extremism. Shes expected to tell them they must block access to terrorist material within two hours of it first appearing. Our Diplomatic Correspondent James Landale is in new york for us. Is her message is likely to be listened to . It is a familiar message from the Prime Minister. The hope among her officials is that the recent terror attacks will focus minds within those companies. Her target is that a very early moment of two hours of this material being put up onto the internet, which is when it gets disseminated. The government will say, you have got to deal with that crucial moment, if not, there is the implicit threat of legislation. The problem she has god is if any of those messages will be heard today over the hullabaloo that continues over the brexit policy and the position of borisjohnson. Both mad at a reception in new york last night. It is still not clear whether there was a reconciliation. The Prime Minister gives her big speech on brexit in florence, italy on friday. At the moment the image being presented to the outside world in new york is of a British Government still making up its mind about what exactly it wants over brexit. James landale. Our top story this lunchtime. More than 220 people have been killed by a powerful earthquake in mexico with at least 20 children dying at their school. And still to come. The bin strike in birmingham is suspended after a judge blocks the councils plans for redundancies. Coming up in sport, chris froome tries to add a world title to his years achievements that already include victories at the vuelta a espana and the Tour De France. He rides in the World Championship time trial this afternoon. Foreign secretary borisjohnson says Aung San Suu Kyi must do more to stop the unrest in myanmar which has left many Rohingya Muslims dead and provoked a refugee crisis. In the past month, 400,000 rohingya people have fled to bangladesh, and are now living in makeshift camps along the border. The Prime Minister of bangladesh, has today called for myanmar to take back the hundreds of thousands refugees. However, de facto leader Aung San Suu Kyi has not put in place any plans to do so, and has failed to blame the army for the crisis or address the allegations of ethnic cleansing. Our chief International Affairs correspondent, lyse doucet, is at the United Nations in new york. Yes, Aung San Suu Kyi decided not to come to the un General Assembly this year. She would know the kind of reaction she would get. In her speech yesterday, she talked about how she did not fear international scrutiny. That has raised a lot of questions here about the woman many expected would do more to help the price plight of right wingers. Joining me is the un high commissionerfor joining me is the un high commissioner for human rights. Joining me is the un high commissionerfor human rights. You have spoken to Aung San Suu Kyi many times in the past year, what did she say she could do about this crisis . On the penultimate occasion when i spoke to her in november of last year, i asked for access to rare kind state because the first attack on the border facility had occurred. Right kind state. Nothing came out of that. We waited for three weeks. I decided to dispatch a team to take down testimony in bangladesh from those who were fleeing. When we produced the report in early january, which was horrific and its content, i spoke to her again and they appealed that she used are emotional and moral understanding in the country to assert pressure on the country to assert pressure on the military, that this had to stop. To my great regret it didnt seem to happen. There was always a low intensity friction in rakhine. We warned this would not be resolved unless we were allowed in and meaningful steps were taken. Sadly this never happened and the predictable occurred at the end of la st predictable occurred at the end of last month. Very regrettably so. You called it a classic case, a textbook case of ethnic cleansing. They love of concern about the plight of the rohingya. It is an issue which is not going to go away. The crisis gets worse. Thank you. The bin strike in birmingham has been suspended, after a high courtjudge blocked the councils plan to make more than a hundred refuse workers redundant. Sincejuly, piles of rubbish have been building up on the streets of the city, as binmen and Council Officials fought over the proposals. The council says it needs to modernise the service, and find ways to save money, but the judge has condemned what he called a sorry saga. Sophie long reports. It day 84 of this dispute. The rubbish is still mounting and so now his frustration. When we your bins last emptied . His frustration. When we your bins last emptied . About four weeks. They need to be collected now. There is too much mess. When you come back at night time you see the rats running on the road. Everywhere there is rubbish. There are a cat droppings and rat droppings everywhere. It is not good. A mountain of rubbish on every corner. Union leaders at Birmingham City council providing about at the high court in london. This is what people in birmingham are living with, piles of rubbish. One man told me he cant remember the last time his bins were emptied. It smells foul, there are flies everywhere and that has been going on for months. It began injune when the council announced plans to restructure its Waste Management services. There was a pause in strike action in august when it looked like a deal might be reached. Work stoppages then resumed on the 1st of september, after the council issued redundancy notices to 106 staff. The refuse collectors then went to the high court to ask a judge to block those redundancy notices. They said they were unfair and in breach of employment contracts. This lunchtime, the strike has been suspended, asjudge Justice Fraser granted the injunction the unite union was looking for. People here will hope the rubbish will be finally removed. But this dispute might not be over yet. Sophie long, birmingham. Tata steel and its german rival, thyssenkrupp, have agreed to merge their european operations, in a move that threatens thousands of jobs. The two companies have been in negotiations since last year, when tata abandoned plans to sell its uk operations. The deal includes britains biggest steel works at port talbot in south wales. Our correspondent brian neetham is in port talbot. It has been a turbulent few years for the workers here in port talbot. There was an abandoned sales process and they had to take a reduction in pension benefits. This merger shows some certainty for them. However, pension benefits. This merger shows some certainty forthem. However, it does mean they will have to look to the long term as well. That is why the long term as well. That is why the unions are calling for investment here including the refurbishment of one of the blast furnaces, to show a long term commitment from this new merger. They want to see that workers will have jobs they want to see that workers will havejobs here, they want to see that workers will have jobs here, not just they want to see that workers will havejobs here, notjust in three yea rs 01 havejobs here, notjust in three years orfor years, but havejobs here, notjust in three years or for years, but ten and 20 yea rs. Years or for years, but ten and 20 years. The company has said there will be no reduction in production. They also say there will be no closure of the site. But the world is producing more steel than it needs and that is still a concern. Thank you. Nearly a quarter of 14 year old girls in the uk have felt depressed, according to a study. It looked data from more than 10,000 young people. They also found that one in 10 boys had experienced symptoms of depression. Dominic hughes reports. Down and lonely and a little bit hopeless. I couldnt see a future. This is how Catherine Perrin describes her 14 year old self, struggling with anxiety and depression, and desperately trying to hold her life together. You have to hold her life together. You have to pretend youre ok every day. The only reason you have to do that is because you dont really know why you are sad and its easier than making an excuse. But you get caught ina web making an excuse. But you get caught in a web of lies and eventually someone find you out. It makes your situation worse. Now a longterm study shows a significant number of teens are also struggling with Mental Health issues. At age 11, pa rents of boys Mental Health issues. At age 11, parents of boys and girls reported that 12 had experienced emotional problems. But at 14, when the children ask themselves, nearly a quarter of girls reported feeling depressed. Among boys, one in ten said they had felt down. The numbers of people experiencing depression is increasing. One of the authors of the report says this issue needs to be faced. Problems you express an adolescent predictive of the goodies later in life. When these people become adults they are more likely to suffer from Mental Health problems. In terms of public health, this is a big issue and we need to look into it. Opening up about how you are feeling can be hard at the best of times. But for these 14 year olds, social media seems to be an added source of pressure. Everyone takes pictures of themselves posting them on instagram. You have to be dressed for all your pictures. It is a must and artificial version of you. They are pushing you towards stress. She says she is going to get top grades, so says she is going to get top grades, so you have to keep that up. These young people born since the turn of the century are the smartphone generation. There is a concern the prevalence of social media on those smartphones is adding to the pressure these teenagers already get from friends, family and school. Dominic hughes, bbc news. The raf says its Bombing Campaign against the Islamic State group has prevented a number of terrorist attacks in britain. Its three years since the raf first launched air strikes against is. On a visit to the middle east, the defence secretary, sir michael fallon, said British Military action had been an important part of measures to avert attacks in europe and britain. This report from Jonathan Beale contains some pictures you may find disturbing. This is where theyve been running the Bombing Campaign against the group known as Islamic State for the last three years. A sprawling Us Military Base in the qatari desert. And hidden away in a reinforced concrete bunker is the nerve centre. From here they watch live feeds from dozens of Coalition Warplanes flying over iraq and syria round the clock. And in one small corner is the uk desk. Where decisions of life and death are made. This is the first time british media have been allowed in the command centre that is coordinating the campaign against is. We cant show you the screens because theyre all classified. But this is where the british officer who approves the air strikes sits and makes those decisions. We followed the wagons in and out and saw what was going on. The man tasked with overseeing the air strikes as they are notjust targeting the extremists but saving british lives too. By stopping more terrorist attacks in the uk. By engaging key people here we have prevented threats materialising in the uk. How many . I cant get drawn on that, but the number. But you think you have saved lives in the uk as a result of what youre doing here . Yes, i think we have. And notjust saving british lives, for the first time the raf has released this Cockpit Video of an is public execution in syria. In front of a crowd, forced to watch at gunpoint, in the cross hairs on the roof is an is sniper who is targeted with a hellfire missile. He is killed and the execution is halted. In the chaos the civilians flee unharmed and the extremists scatter. The raf has now carried out more than 1500 air strikes. They still say theyre not aware of causing any civilian casualties but they do admit it is likely they have killed britishjihadists whove travelled to fight with is. The defence secretary says the mission is farfrom over. He travelled to the region to thank the british troops who have been helping train iraqi forces and to tell them they were making a difference back home. But what we have been faced with over the last three years is specific attack planning from cities like mosul and raqqa against targets in western europe and against targets in britain. It was essential therefore that we take action to deal with that. The uks contribution may be helping in the fight against is in iraq and syria. But the recent attacks in britain show its ideology has spread. And it will not be defeated with just bombs and bullets. Jonathan beale, bbc news. He has plenty of medals to his name, but the british cyclist and Tour De France champion chris froome has never won an individual title at the World Championships. Today could change that. Hes due to compete in the individual time trial this afternoon in norway. And hes one of the favourites to win, asjoe wilson reports. You dont come to norway if you like life flat. Today riders will com plete life flat. Today riders will complete a 31 kilometre course in bergen which ends with a climb riders described as brutal. Chris froome wants to be timed trial World Champion. He really is ready for more. Mentally im a little bit tired, of course. I havent seen family and friends for a while. But just get through this week and then ill be able to switch off a bit. Quick review of froomes summer, he won the flooded espana and the Tour De France. The vuelta. In norway, he won brands in the team trial with tea m he won brands in the team trial with team sky. Today he will be in Great Britain colours. He insists that makes a difference. It is a huge honour to put on the gb colours and raise for something more than obviously trade team. There is only one occasion a year i get to do that and that is at the World Championships and obviously the olympics every four years. It is a special occasion. While it is important to enjoy the moment, briefly, what froome really seizes anotherfinishing line briefly, what froome really seizes another finishing line ahead briefly, what froome really seizes anotherfinishing line ahead of him. Others can admire the view. As the centre of the cycling world this week, bergen certainly wants to be seen. Joe wilson, bbc news
