To reach category 5 you need sustained wind speeds of 155 mph. At the moment this hurricane has sustained wind speeds of 175 mph and from the centre of the eye outwards we are looking at a 60 mile radius under the influence of Hurricane Maria. Todayit the influence of Hurricane Maria. Today it is taking a track, a more southerly track than we thought yesterday, passing by the United StatesVirgin Islands into puerto rico, and later tonight, the dominican republic. As it makes contact with puerto rico it will lose some of its intensity and is likely to be downgraded to category 4. But this is still likely to cause catastrophic damage, so we are keeping a very close eye on Hurricane Maria. Closer to home it is mainly dry start. Some bits and pieces of rain here and there, courtesy of some weather fronts. The second weather front coming in will introduce heavy rain across Northern Ireland and western scotland. If you follow the isobars coming up from the south, that is a mild direction for us, so some of us will feel quite muddy today. Temperatures could get up in some parts of southern areas to around 20 or 21. A dry start, a fair bit of clout around, rain coming in across Northern Ireland and western scotland. Some of that is likely to be heavy later in the day. Push further east and there is some muck around this morning. Some of us will see some breaks in the cloud and some brighter skies. People were able to see much more quickly what they needed to do. The sunday beforehand, people were in the stores, really stocking up on everything they needed, food and water, and they were generally listening to the advice, going indoors, staying indoors, knowing it was not safe for them to be out on the roads. Those things are battened down. There is a risk that some things will need to be fixed, and that people will be more displaced from their homes and shelter by what is about to hit them. We have a big challenge, as your previous guest said, from st kitts, and we are ready to help in any way we can. I am sure you are aware there has been some criticism of the british response. Do you feel you have the resources to do what you have the resources to do what you need to do . Yes, i do. But new research from University College london and the university of liverpool suggests nearly a quarter of 14 year old girls surveyed and one in ten boys reported experiencing symptoms of depression. Researchers say the figures show worryingly high rates of depression among youngsters. Lets speak to the reports lead author, dr praveetha patalay. Thank you very much for talking to us. How concerned are you by the findings of this report . Quite concerned, because the rates are a bit higher than weve seen in previous generations, so it seems to suggest that the high levels of Mental Health problems we already knew existed in teenagers is probably increasing even further. So this has large implications for planning policy and prevention both in school based settings and Mental Health services. Isnt there an issue that if you ask teenagers to ask for themselves whether they feel depressed or elements of depression, they are likely to say yes . Can we really trust the findings of this research . Well, they werent asked if they were depressed. They were asked standardised questions that have been asked for many years, that are symptoms of depression, and how much they experience on the symptoms. And then we take those measures and we look at the scores and there are established ways of deciding how high as core indicates a presence of depression. So, yes, some teenagers might respond. More likely respond, but given the prevalence of depression in previous generations, todays teenagers are more likely to say they are feeling lonely and sad all the time. I dont think thats properly explaining this. How do you differentiate from the genuine Mental Health issues which are really serious and something we talk about a lot in this programme and the kevin and perry syndrome that many teenagers find themselves in . Well, i think in terms of severity everyone goes through periods of feeling sad and thats a normal part of human experience, however it is the duration and severity. So it is for how long and how severe these victims are and if you experience enough numbers of symptoms for large durations of time it starts affecting other aspects of your life, so it affects your relationships, your academic performance, your relationship with your parents and peers, so theres this element of what impact it on young people, not just this element of what impact it on young people, notjust at this age but also through the rest of their lives, because we know from other Research Studies that experiencing high levels of difficulties in adolescence is predictive of experiencing adverse Mental Ill Health and also other Mental Health outcomes throughout your life. How do we address and use these findings . I think they are red flag to say that we need to do more in terms of supporting schools, supporting. More resources, more provision, more research to try to understand why numbers are increasing and how we can prevent future generations from reaching such high levels to begin with. Later today some of this rain will be heavy, particularly in western scotland. I of it, across the highlands, the grampians, we will see some sunshine. You can see the cloud building across the southern up lines. Northern ireland having that moving from west to east, but for Northern England, for wales, the west of england, into the midlands, down towards the isle of wight, we have that failed cloud just ahead of the weather front. But even so, we will see some holes in it. Certainly a brighter start in some parts of the south east, with some parts of the south east, with some sunshine, and the cloud thick enough for the odd spot of rain as well. We found out yesterday that the company in the us and canada has filed for what is called chapter 11 bankruptcy. This allows the company to sort out its problems while being protected from its creditors. The reason the Company Needs this protection is that it has run up some massive debts, nearly 4 billion, and around £300 million of this is due to be paid next year. The company says it is business as usual, and it confirmed that in the uk it is planning to go ahead with new store openings before christmas in four major cities. But, nevertheless, this will all be of concern to the thousands of staff who work in the companys 100 or so stores. Russ mould watches Companies Like toys r us very closely. He is investment director at the stockbroker aj bell. Good morning to you. What has happened, what has gone wrong . You have summed it up. Debt is the major problem. The company was acquired in 2005 and it has been saddled with a lot of the debt used to buy at, in terms of leveraged buyouts. The companys terms of leveraged buyouts. The compa nys net debt terms of leveraged buyouts. The companys net debt position has gone from 100 million to around four or 5 billion over the last few years. It is busy paying interest on the debt, so it hasnt had the money to invest and reinvent itself for the digital age. So the debt has hampered it so that when amazon or walmart has come hunting, or other new Toy Companies with very efficient internet sites, it has not been able to defend itself. It has therefore been undercut on price while it has been struggling to pay off its debt, and that is a difficult combination. So what happens now . Well, they have not gone bust. As you say, they are looking for protection. They are trying to find a way to pay the debt back. It will probably take a lot longer, maybe at a different interest rate, but what they are trying to do is reassure their staff and customers, and above all reassure their suppliers. Just think about it. If you were a chinese toymaker about to put something on a boat to come to america in six weeks in time for america or in time for christmas or thanksgiving, if there is nothing on the shelves, then the cash wont come in and they definitely cant pay the debt, and thatis definitely cant pay the debt, and that is when you get into a really nasty spiral. That is what they are trying to avoid right now by saying to the suppliers we will find a way to the suppliers we will find a way to get the money, pay you, keep the customers happy and trade through this, and ultimately pay back the people who have learned us the money. It is interesting you mention the suppliers, because of the knock on effect. We saw some of the massive toymakers like mattel and hasbro, they fell off this. It doesnt mean that the toy market is weak. I dont think it is. It is growing about 5 per year. The graphics helps, more babies and more children, so that is a good thing. But it is a very price competitive market. We have amazon undercutting you, the internet firms undercutting you, the internet firms undercutting you, and if you have debt, you need to make a certain amount of profit to make a certain amount of profit to pay off that debt. Fires have been reported and people are being urged not to smoke because of the danger from gas lea ks. These distressing pictures appear to show a building coming down sometime after the initial shock. On the streets of the city, a Field Hospital with doctors treating patients anywhere they can. And its clear that the damage goes well beyond mexico city. The epicentre of the earthquake was actually more than 100 kilometres to the south east, in puebla province, where reports of deaths and damages are widespread. Earthquake alarms did sound, but some residents apparently thought they were part of a day of drills on the anniversary of a devastating quake in 1985. The territorys governor urged people to take cover with family orfriends, or in emergency shelters, if need be. If you are in a flood zone or wooden housing, he said, your life is in danger. Around 60,000 people in puerto rico are still without power after irma hit, one week ago. At the time, people here breathed a collective sigh of relief. This time, though, many fear the impact will be far more significant. The vast majority of people are now just hunkered down and hoping that this, the most powerful storm to strike the island in almost 100 years, does not bring too much devastation with it. Some of her possessions had been sold in a nearby village. Well, i was in a building in downtown mexico city and we began to feel the earth move. It was fear everywhere and we ran downstairs, trying to grab the banisters at as we went down. The movement was intense. We had an earthquake two weeks ago that was very strong. But this one was Even Stronger in the way it moved. An earthquake kind of attacks your basic security, because its something that you assume wont happen, although we know this is a seismic zone. We ran out into the street, everyone got out of the building. The streets were filled with people who had evacuated buildings. They were crying, hugging, you could see the dust on the street from buildings that had fallen, and you could smell the gas. There were instructions not to light cigarettes, be careful, come away from buildings. There was broken glass. After that the sirens began and rescue operations. They treated the wounded woman just half block from where we were. Someone said she had jumped from where we were. Someone said she hadjumped in from where we were. Someone said she had jumped in panic. Others said she was stuck in the street. We dont really know. But this was u nfortu nately a really know. But this was unfortunately a typical scene at this time. I sent some people to help there, and i tried to render aid, it was not possible for me, but it was really. I was really, really worried about it. So my desperation was really ha rd, worried about it. So my desperation was really hard, i decided to go to my place, and to stay calm, and to think more, for better solutions. So i decided to make, tomorrow morning, a provision Collection Centre at my office. Other countries, southern, thames, have all had big rises in complaints, and those are the issues we wa nt complaints, and those are the issues we want them to sort out. We are asking them to tell us what they are going to do to improve their performance. Is one of the problem is that there is in any competition in the industry, because once you are given your provider you cannot change . That is part of the problem, although it in the Energy Sector that has not necessarily be the route to Great Customer satisfaction. We have been encouraging customers to increase incentives on Encouraging Companies to increase incentives. What is the punishment Companies Face if they do not improve things . About ten years ago we change the incentive system so there are some opportunities for companies to make a bit more money if they do really well. But equally, they get quite a big reduction, quite a big penalty, if they do not perform well on complaints. So it matters to the companies and their investors if they do well on complaints. And if you are a customer who has a complaint with a Water Company and you dont feel they are dealing with it in the way you want, what can you do with it . Good morning. First, our main story. A devastating earthquake has struck central mexico, killing more than 200 people. At least 20 children are thought to have died when their school collapsed and many others pupils are missing. The 7. 1 magnitude quake raised dozens of buildings to the ground in the capital, mexico city where a state of disaster has been declared. We can see these pictures here of the collapsed school where 38 people remain missing. Rescue workers are continuing to sift through the rubble in the hope of finding survivors. Sirens. In mexico city they are struggling to save lives. This is one of the most densely packed places on earth. More than 20 Million People live here, and this earthquake has hit them hard. Translation we left, and when we left, the building started collapsing. I mean, 30 seconds after we left the building came down. In the minutes after the quake, columns of dust rose into the air, hinting at the devastation. In the capital alone, dozens of buildings, including schools and office blocks, were destroyed or damaged. Schoolchildren are among the dead. The president says its a national emergency. The huge tremor struck around lunchtime, prompting panic and sending people running into the streets. Fires have been reported and people are being urged not to smoke because of the danger from gas lea ks. These distressing pictures appear to show a building coming down sometime after the initial shock. On the streets of the city, a Field Hospital with doctors treating patients anywhere they can. And its clear that the damage goes well beyond mexico city. The epicentre of the earthquake was actually more than 100 kilometres to the south east in puebla province, the reports of deaths and damages are widespread. Earthquake alarms did sound, but some residents apparently thought they were part of a day of drills on the anniversary of a devastating quake in 1985. Now 19th september will be remembered in mexico city for not one, but two disasters. A short time ago on breakfast, we spoke to our correspondent in mexico city, juan paullier. Without any doubt it has been a tragic and distressing day here in mexico. There are rescue efforts under way in different parts of the country and this a city still in shock. It was a quite heavy and prolonged shaking and a few seconds were enough to destroy dozens of buildings. I was on the streets until recently and the scene was one of chaos and mounting desperation. Earlier on the programme we spoke to Laura Carlsen who is in mexico city. We ran out into the street. Everyone got out of the building i went out into the street. Everyone got out of the building. In the street, the streets were filled with people who had evacuated buildings. They were crying. They were hugging. You could see the dust in the street from buildings that had fallen and we watched brigades of rescue workers form spontaneously, most young people were going out to remove rubble and try and save lives. They have been working all night. People offering water. People forming networks on the social networks as well to try to help locate people that are missing. So there is a tremendous sense of solidarity amid the tragedy. And in a few moments, well return to mexico and speak to a School Teacher whose School Partially collapsed in the quake. Hurricane maria has begun lashing the us Virgin Islands in the caribbean where residents have been warned the impact could be catastrophic. The category five storm has once again intensified, with winds now gusting at 165mph. Much of the caribbean barely had time to assess the damage from hurricane irma, before maria caused yet more destruction. Its expected to make landfall in puerto rico where storm chaser mike theiss is following its path and we can speak to him now. Mike, where are you and what are conditions like there . Yes, im in the eastern tip of puerto rico. Problem with sound thats unfortunate. We appear to have lost mike. Mike, are you still there . Can you hear us . Weve lost, mike. I can tell you mike is in his hotel and he is talking about how strong the wind and the rain is and the fact that it is approaching puerto rico. It caused all sorts of issues in dominique owe. Last week, she tweeted about a run in with a group of armed men, a day before, transmitting a distress signal. Police say emmas canoe was found abandoned on the river bank. Some of her possessions had been sold in a nearby village. Emmas body hasnt yet been found, but brazilian officials arrested three people including a teenager who they say has confessed to her murder. In a Statement Last night, emmas family praised her adventurous spirit saying how proud they were of her achievements and that her strength will be sorely missing. Thats a really tragic story. A drug which can extend the lives of people with lung cancer is to be made available on the nhs in england. Its estimated up to 1300 patients with advanced forms of the disease could benefit, after the manufacture of nivolumab agreed to reduce the price. The drug is already available on the nhs in scotland and some patients in wales will also receive funding for it. Tell us what and what was it like . So, it all happened very quickly. Thankfully nobody was hurt. Obviously not everybody has been so lucky which is really, really tragic, but basically a deeply frightening whirlwind of a day really. Tell us about the tremor itself because we have spoken to people who are saying it was terrifying at the time and you were trying to look after small children . Yeah, i mean, iwas incredibly lucky. I am a secondary teacher. I dont think i have the skills to be a primary teacher. But my students are still young only 11 and 12. I would have said calmer than me initially because what starts as a tremor, really, really quickly gets to something where chairs are going up to something where chairs are going up and down, tables are going up and down and you just feel at the mercy of mother nature. As cheesy as that sounds, it is really quite terrifying and there is nothing you can do only than your upmost to protect those children. Yes, i felt very vulnerable. You had a really lucky escape. Tell us about the impact on the rest of the area where you are as well . Yeah. So im lucky enough to live on the outside but a lot of my colleagues and friends live in the city centre. And i know some of them havent bothered going into the centre. Notjust because of road closures and notjust because of the carnage, but simply because some buildings we dont know how safe they are so i have a colleague staying with me tonight. Its ominously quiet outside and its really, really frightening and my thoughts obviously are with colleagues, and friends who are in the city centre because it looks. We are seeing pictures now of the city centre. We can see buildings entirely destroyed. We also hear really distressing reports as well about the school, the Primary School where the building collapsed. What else do you know . So, a lot on social media really. So i have the privilege of being friends with, you know, several mexicans who can, who are delivering supplies and start doing acts of charity which is brave because im still reeling from this afternoon and people warning each other of places to stay clear of and another people pulling together and offering kind of accommodation to those who are without, but yeah, its kind of scary updates. Is the school you work at even opening and will you go back today . No. No, its closed until further notice and given the damage that we saw today, i think i sent the picture to the bbc, given the damage that we have seen, you know, that was just superficial damage. So even if the school was safe, it might be the fact that mexico city, all schools are not opening. For the next few days, it doesnt look like there will be school. Thank you for having me. So far the estimated amount of casualties is over 140 deaths and the death toll will climb. The government has confirmed that several children have died ina confirmed that several children have died in a school in the southern pa rt died in a school in the southern part of mexico city. This is one of biggest concerns is to ensure that children are safe. Right now, we have organised a group of volunteers to provide support, establish shelters and mobilise tools that are required to continue the rescue efforts. And we are co ordinating to provide a response. What is the situation like outside . I know it is early in the morning, we were hearing from some people in mexico city a there have been thousands of people on the streets. We can see pictures of many people trying to get to survivors who might be trapped under buildings . Thats correct. Once again mexican population is showing their solidarity. In the neighbourhoods in the city decided to just volunteer and help the rescue efforts. 40 of mexico city is still without power and it is expected in the next hours it will come back as well. We have talked about a school where 30 people are believed to have died and another 40 people are trapped in another building. Preparations in the caribbean and also rescue operations going on there, because of the the latest hurricane, Hurricane Maria. Carol can tell us some more details. Yes, this hurricane is a category 5, following on the heels of hurricane irma. Two of the most powerful ever atla ntic irma. Two of the most powerful ever atlantic hurricanes. They re following slightly different paths. This is the path maria has been taken, you can see the centre of the eye. To be a category five you need sustained wind speeds of 157mph. This hurricane has had wind speeds of 175mph. It is now 165. But in its outer rings with the gusts we are looking at about 200mph. The track it is taking is it is heading to puerto rico, where it could have catastrophic effects. Then it swings into puerto rico. So a different path to hurricane irma. The other thing is it has from the eye out wards, it has 60 miles of hurricane strength winds. It is not a pretty picture. Back at home, we have got a mainly dry start. Some sunshine around first thing. But we have some rain. And the rain will turn heavier through the day courtesy of this front. The airs being pumped up from the south so it is going to be a mild day. Particularly in parts of southern england and wales. But what we have is rain moving across western ireland and scotland and it will get into west wales and South West England. Away from that, there isa west england. Away from that, there is a lot of cloud, the cloud will break up and some will see some sunshine. Parts of the south east and the south West Midlands could hit 21. It will feel muggy. In the south west rain coming in and wales could hit 21. Moving into the isle of man and approaching the north west of england and Dumfries And Galloway and it will be heavier across Northern Ireland with strengthening winds. The same in western scotland with heavy rain and strengthening winds. For Northern England by the afternoon it should still be dry. Through this evening, our two bands of rain push slowly south east wards. Some will be heavy. And like this morning in the south east and east anglia it will be chilly in the countryside. Generally speaking we are looking at temperatures staying in double figures. That is how we start the day tomorrow, with the rain bands continuing to move slowly east. The first one clears, the second one still taking its time, some of the rain will be heavy. Behind it we should see a clearance around dawn in Northern Ireland. So a bright start with sunshine. But showers will develop and further showers in western wales, South West England and western scotland. But we hang on to the brighter skies in south east england. Through the rest of thursday into friday, that front clears, High Pressure builds and and then the next set of fronts. It will be windy again. So too put some picture on that, after a bright start, the cloud builds ahead of the front, the fronts introduce wind and rain and then we see a return to a mixture of sunshine and showers in Northern Ireland through the day.
