Are you ready, pal . Are you ready . Why the former england and man united defender is launching his boxing career. Good evening. 0ur good evening. Our main story. President trump has delivered his first speech to the United Nations General Assembly. Addressing World Leaders in new york, he argued that terrorists and extremists had spread to every corner of the planet. Lyse doucet is at the United Nations in new york. Today, President Trump, who campaigned on an America First logan, took that slogan here to the biggest multilateral bodies are the International Community. In front of the representatives of 193 nations, he set out his stall to the world. It was a world, he said, strong sovereign nations but he cast it in a very different way, he said the righteous many had to fight against the wicked feud. If not, you said, evil would prevail. And he left no doubt who those wicked you are, starting with north korea, and for the North Koreans he had his sternest warning yet. The United States has great strength and patience, but is it is forced to defend itself or its allies, we will have no choice but to totally destroy north korea. Rocket man is ona destroy north korea. Rocket man is on a Suicide Mission for himself and for his regime. The United States is ready, willing and able, but hopefully this will not be necessary. That is what the United Nations is all about. That is what the United Nations is for. Lets see how they do. It is time for north korea to realise that the denuclearisation is it only a cce pta ble denuclearisation is it only acceptable future. President trump throwing down the gau ntlet President Trump throwing down the ga u ntlet to President Trump throwing down the gauntlet to the United Nations, and warning that if it did not do its job of bringing about peace, stopping nations like north korea, the United States would have no choice but to take the situation into its own hands. Strong words, too, and harsh warnings at the second country on his list of rogue nations, and it was no surprise, iran. The iranian government masks a corrupt dictatorship behind the false guise of a democracy. It has turned a wealthy country with a rich history and culture into an economically depleted rogue state whose cheap exports of violence, bloodshed and chaos. The longest suffering victims of irans leaders are infact suffering victims of irans leaders are in fact it own people. Rather than use its resources to improve iranian lives, its oil profits go to fund hezbollah and other terrorists that kill innocent muslims and attack their peaceful arab and israeli neighbours. President trump casting his view on the middle east. This was not a speech about america retreating from the world, about being isolationist. America, he said, wanted to be a friend of the world and made absolutely clear it would no longer, as he put it, be at americas expense. Ina expense. In a moment we will hear from a european foreign minister for a reaction to that but first mike connolly, the presenter of our programme beyond 100 days, you have seen so Many Programme beyond 100 days, you have seen so many president addressed the United Nations, what was different today . The silence was one thing and the white house must have given him an hour to speak, the whole thing took 45 minutes because there was no applause. If you go back over speeches that barack 0bama gave in this assembly, there were moments when the whole place burst into applause. It was met with fairly stony reception from the rest of the world, perhaps not surprising. I wondered if donald trump would come here and give a more conciliatory speech, more along the lines of what we heard yesterday. This was really tough, he was throwing down the gauntlet here on several fronts, was throwing down the gauntlet here on severalfronts, north korea, iran, no talk of human rights, no talk of democracy, reagans idea of america being a shining city on a hill absent from this discussion, it was about other countries are sovereign and strong, they can do what they want, america as well will be sobran and strong, and his Foreign Policy theory or doctrine is that america can no longer be taken advantage of, that we have given too much in the past, that will not happen under donald trump any more. And yet there were small glimmers of light for those who value and want the United Nations to come first, pointing out that the United States pays 22 of the budget and perhaps more, he said the investment was worth it if the United Nations brings about peace, which was at odds with the rest of his speech. But what did he go on to say after that, that there are countries going to hell, literally country is going to hell, literally country is going to hell, literally country is going to hell under the Current System and he ended his speech by saying people have long thought multilateral trade deals, multinational treaties, have long thought multilateral trade deals, multinationaltreaties, big global organisations, ie the United Nations, people for a long time thought they were the best thing for people, they were wrong. The American People were forgotten by those organisations and they will not be forgotten any more. Maybe he believes the United Nations is capable of bringing global peace and it will be worth 22 of the financing, but i did not get much from that speech that made me think he thinks that is something that will really happen. We will get more from view when beyond 100 days is on eb cdb, for more analysis of the speech. Now is the time for other nations to react and i guessed what the president of the United States of america had to say. Shortly after resident trump left the building behind me i spoke to the Swedish Foreign minister and asked herfor her reaction. Well, i have to tell you i felt that it was the wrong speech at the wrong time to the wrong audience. But luckily we first had the secretary general providing a platform, and outlook of the world, and also something about the challenges that we all share, some of the problems, the perils of this world, and also some hope that we can do it if we work together. And also the president of the General Assembly actually did put that platform there and maybe this is also why the president of the United States felt that he had to relate to the un, and of course he speaks about un reform, which is a good thing, we have done work for decades on un reform, and that is a positive thing i can say about the speech. What is the most dangerous part of the speech for you . I felt that it was first of all very bombastic, it was first of all very bombastic, it was of course a speech for the nation states, building nation states. But the world would agree that if north korea does pose a threat . Turning to commenting on certain countries and certain situations, and of course we all condemned the bomb tests and missile tests that have been carried out by north korea. That is also why the United Nations Security Council have put this on their agenda several times and also agreed on the toughest sanctions against north korea in a very, very long time. These have to be implemented and then very soon try to lead this into a political, diplomatic channel. There is no military solution to the situation on the north korean peninsulas. That is why it was something that took us aback, listening to the speech, there was also a war of words that he entered into with a threat, a direct threat to north korea. That he would take them out. And i think this is not helpful at all. But then he continued to comment on the tehran agreement, the iran deal, which is one that the European Union has of course fought for so many years now and we think make the world a safer place, and to unravel that would be very, very dangerous. What can you would do. We have continued to argue for the iran deal, to defend it and work with our partners. As far as we understand, the iaea a comedy Atomic Energy agency, has also said iran is keeping up to the deal, and that is a very factor here. So ijust felt it was not helpful at all, and i must say there we re helpful at all, and i must say there were sort of gasps in the audience during the speech. So i think it was a lost opportunity in a time that is so a lost opportunity in a time that is so full of worries about the world and where it is going, we heard nothing about the role the strategy of the us. At the same time, we will continue to work with the us, we will reach out to the diplomats to try to get the state department to engage with us so that we will get their presence. That was margot wallstrom, the Swedish Foreign minister expressing her views on Donald Trumps vision of the world and challenges to come. Today and all week here at the United Nations General Assembly the leaders of the world will be in sharp focus as the leaders continue to meet and speak on the United Nations podium just behind me. The french president Emmanuel Macron will also speak for the first time today since he came into office, we will bring live coverage of that on the bbc. But that is all from us here in new york for now, back to you in london. Thank you very much, least set at the un General Assembly. We will have more reaction to what President Trump activate there just after 5 30pm when we will to lord malloch brown, former deputy secretary general at the un. Another major hurricane is sweeping through the caribbean just a fortnight after Hurricane Irma devastated some of the islands. The latest category 5 storm hit the island of dominica overnight with winds of 160 miles per hour. The nations president said the devastation is mind boggling. He said roofs had been ripped off the homes of everyone he had managed to speak to including his own. The storm is now heading towards guadelope, where theres a communications blackout, and also the British Virgin islands. Well have a report from there in a moment. But first our correspondent jon donnison has the latest. In the caribbean, the hurricanes just keep on coming. Maria, the third in less than two weeks. The French Island of guadalupe latest to takea pounding. In nearby martini, people found themselves overwhelmed by floodwaters, and by daybreak they we re floodwaters, and by daybreak they were waking up to survey the damage. The island of dominator also suffered. This unverified video was posted online as a hurricane hit and the lights went out. The church roof has gone in. My neighbours roof gone. Maria also hit the island of dominica. Theyre even the Prime Minister was in spread, taking to social media to announce his group. At his house was flooded. From space you can see the scale of the hurricane. It is now tracking north west towards Antigua And Barbuda as well as the british territories angry and the British Virgin islands. In the Us Virgin Islands they have not even begun to rebuild after being flattened by Hurricane Irma. Two weeks on, they are bracing themselves yet again. There is not leave, every is bent. Buildings, houses, businesses, everything devastated. We have paradise but this is what we have to go through. Been here before, done it before and well do it again. It will stay fine, for one thing. 0n the island of saint thomas, Tristan Joseph already lost everything to irma. He now knows he is facing another battering from Hurricane Maria. Yeah, thats what im preparing for now, again the double header. These caribbean communities are going to need help. The british governments Emergency Cobra Committee has already met. With maria, they will be keen to avoid a repeat of the accusations that they were too slow to respond to Hurricane Irma. Hms 0cean, the navys largest ship, will arrive in the caribbean carrying aid this weekend. Its been more than a decade since an atlantic Hurricane Season as devastating as this one. But it could still have some way to run. The season does not officially end until november. The storm is heading at the moment the British Virgin islands. 0n the line is colin 0neal, a resident and businessman on the largest of the British Virgin islands, tortola. Thank you for talking to us, can you painta thank you for talking to us, can you paint a picture of what it is like right now . Lo, as far as the weather is concerned, there is no immediate indication of anything nearly as perilous as Hurricane Irma was approaching. It is generally overcast but apart from that there is no imminent threat visible by the naked eye. The island is under a cu rfew naked eye. The island is under a curfew and there are few people about. The only traffic on the road is official vehicles, military, police, public utilities, some refuse all still appear to be continuing their work. Most people as far as continuing their work. Most people as farasi continuing their work. Most people as far as i can tell have obeyed the cu rfew as far as i can tell have obeyed the curfew and are at home taking such precautions as they have been able to ta ke precautions as they have been able to take post irma. You will appreciate that with the level of destruction that irma wreaked on the bvi, people are taking measures to secure their homes and businesses and the fact their lives are compromised but everybody seems to be doing what they can within their own limited capabilities and resources. Own limited capabilities and resources. Of course, and that is why people watching are so concerned because there is still so much debris, so much devastation from irma. Is there and nervousness, therefore . How would you describe it . I would say there is in fact a lot of nervousness, a lot of tension, a lot of trepidation, fear. I think that people realise that if we we re i think that people realise that if we were to get a direct strike from maria, the consequences would be extremely dire. The island, notwithstanding the efforts of local, international and uk authorities, ngos and the like, but the island is still extremely vulnerable to weather systems of any magnitude. We had a light shower this morning and the drains and the streets remain clogged with debris in certain areas, so it doesnt really ta ke in certain areas, so it doesnt really take much to magnify the dire plight of the general population. Really take much to magnify the dire plight of the general populationm course, and because of all of that, colin, it is really, really good of you to talk to us at a potentially difficult time. Colin 0neill there who runs his own business on portola, the largest of the bvis. We hope you and your family will all be safe. 0ur weather presenter matt taylor is here. He ably painted the picture there, this is one area that suffered so much before and the nervousness is that it will happen again . Yes, and a good 2a to 36 hours still to read. The residents of dominator we re to read. The residents of dominator were not quite sure what was to picked them this time 2a hours ago, the storm underwent phenomenal strengthening in the space of 24 hour. Just a category one storm at the start of monday, 80 mph wind, but by the time it approached the island it was in excess of 160 mph, producing unbelievable devastation. It has moved to the east of the island, weakened slightly, but has recently and again, now a category five storm, and is sitting over warm waters, which will be the key. If i show you some of the temperatures in the area, everywhere you see the orange and yellow colours, these are temperatures higher than we would normally expect, no strong winds in the upper atmosphere either to rip the upper atmosphere either to rip the storm apart so it is of great concern for the likes of the Us Virgin Islands and puerto rico in particular because it is these islands where the strongest of the winds, potentially gusts in excess of 195 winds, potentially gusts in excess of195 mph, winds, potentially gusts in excess of 195 mph, will push through in the latter stage of tuesday night into wednesday and indeed thursday, but the British Virgin islands and anguilla still not out of the danger zone because even here, given the weakening from recent storms like irma, there will be strong wind, torrential flooding irma, there will be strong wind, torrentialflooding rain, irma, there will be strong wind, torrential flooding rain, and irma, there will be strong wind, torrentialflooding rain, and as irma, there will be strong wind, torrential flooding rain, and as the storm passes puerto rico it will hit high ground so as well as storm surge and those gusts, there could be catastrophic flooding and mudslides before it heads northwards and weakens to the east of the turks and weakens to the east of the turks and caicos. A storm to keep a very close eye on. Thank you very much, for now, matt taylor and the team keeping an eye on all of this. Im joined now on the line by gus jaspert, governor of the British Virgin islands, who is on tortola. It is very good of you to talk to the bbc at such a busy time. How are you feeling, how are people that you have spoken to feeling . Well, we have spoken to feeling . Well, we have obviously been through a rough patch, a very difficult time, irma was an unprecedented hurricane in terms of the damage and devastation caused, up to 90 of buildings destroyed in some of our key population areas. But the community here, i have been out and about to all of our different islands, they are incredibly strong, incredibly resilient, and they are staying positive. But also now we switch to preparation. The skies have started to dark in here, first bits of brain are starting to come in, and the message now is for people to seek safe shelter until it all passes. But in some instances surely the shelters themselves are still damaged as a result of irma . Yes, completely, lots of peoples houses have gone. However, i have got confidence that we focus very quickly on making sure each community had a shelter that we strengthen so people can go to theirs, and we have pre positioned aid and supplies, the bvi is lots of different islands geography is a challenge, and we have also got the British Military and uk police and police on cayman and bermuda are already here, they are staying, bunkering down with us, and they are going to be out on the street as soon going to be out on the street as soon as going to be out on the street as soon as it is safe to do so to make sure we can get on with the recovery effort and the response effort to those who need it. And that is, reg retta bly, those who need it. And that is, regrettably, one thing which will be a very, very long job, to have had two big storms in such a short space of time, really you have surely barely had time to recover from the last one . Yes, that is right. The premiere, myself, cabinetand last one . Yes, that is right. The premiere, myself, cabinet and all the government here have been making each day has been getting better, each day has been getting better, each day has been getting better, each day we have been making progress, electricity came on in some parts, we started to get the water going again, we have been making progress on security. This will be a long term challenge, our Immediate Response as the storm passes will be making sure we get relief and help to those who need it, but we have got to be got a big job of rebuilding this fantastic territory, and i know the people here are going to very quickly turned that mindset over the next 2a to turned that mindset over the next 24 to 48 hours. Gus jaspert, very good of you to talk to us, thank you so much for your time and we wish you all the best. Gus jaspert, the governor of the British Virgin islands talking to me there via webcam from portola, and we will of course keep an eye on that story and all of our weather forecasters will be keeping an eye on the path of the hurricane. Turning to other news tonight. Myanmars leader, Aung San Suu Kyi, has insisted her government has made every effort to bring peace to Rakhine State, where hundreds of thousands of Rohingya Muslims have been driven from their homes. Shes been under International Pressure to stop the military crackdown which began in response to attacks by rohingya militant groups. In geneva, the head of the Un Fact Finding Mission on myanmar says his team has received widespread allegations of mass killings, which they intend to investigate. Jonny dymond reports. The exodus of the rohingya continues. A treacherous escape from burnt out villages and savage assaults. More than 400,000 have fled myanmar in under a month. Its leader, Aung San Suu Kyi, pushed back at the swell of International Condemnation of her government and military. Action will be taken against all peoples, regardless of their religion, race or political position, who go against the laws of the land and who violate human rights. Aung san suu kyis star has fallen fast. The newly elected leader was once the darling of the west, feted after years of house arrest by myanmars military rulers. But she no longer has time for questions. Have you become an apologist for ethnic cleansing . Do you have something to say . Her countrys military stands accused by the United Nations of ethnic cleansing. The defence minister denied it. Its not because of the soldiers, he says. The rohingya are lying on purpose. In fact, our people, he said, are the ones facing ethnic cleansing. The rohingya were the ones who started attacking the security forces. Aung san suu kyi said the burning of rohingya villages has stopped. There have been no conflicts since 5th september, and no Clearance Operations. We too are concerned. We want to find out what the real problems are. But the burning has continued. The bbc filmed rohingya villages being torched within the last fortnight, well after she said it had finished. Human rights campaigners are critical. Hundreds of thousands of people are suffering, amnesty staff on the ground receiving them at coxs bazar. It is a scorched policy, nothing short of ethnic cleansing. The way it came across was southee was basically saying, yes, we have a problem, but it is not that serious, half the people have not left. 0n the whole it was quite shocking. Her silence is self has been deafening. For the refugees, a question, are they safe to go back . Are they welcomed . 0n they safe to go back . Are they welcomed . On this, from Aung San Suu Kyi, they heard nothing. Jonny dymond, bbc news. The un estimates at least 400,000 Rohingya Muslims have now crossed the border into bangladesh. 0ur South East Asia correspondent Jonathan Head has sent this report from the city of coxs bazar, on the border. There was a real sense of unreality. All the things she talked about, the deep rooted problems in Rakhine State, the need to address reconciliation, long term development, thats all well and good. Those problems were there before this crisis. There was no acknowledgement of the scale of what her own armed forces have done in Rakhine State. The un called it ethnic cleansing, anybody whos seen it would call it ethnic cleansing. It is a deliberate strategy of wiping out muslim villages and driving their inhabitants over here in the most appalling conditions. And youve had 400,000 people arrive here in the space of three weeks. That doesnt happen for no reason every single one of them has given the same account, that their villages were attacked by the military, they were chased out, they were told to leave, in some cases shot. 0ther abuses took place, and they fled, carrying very little. There was no acknowledgement of that at all from Aung San Suu Kyis speech. There were some bizarre moments, that statement that military operations finished, Clearance Operations finished on 5th september. I heard gunfire when i was in Rakhine State on 7th september, saw more villages being burned there and, we actually watched people doing it under the noses of the burmese authorities. Weve seen columns of smoke from here in bangladesh, across the river just two days ago, rising up. Clearly villages still being burned. So, you wonder really whether she is in denial or somehow she has simply cut herself off from the reality. We can speak now to tun khin, president of the burmese rohingya 0rganisation uk. Hes currently in bangladesh and has been meeting some of the refugees what have people been telling you, what stories have you been hearing . Yes, what im hearing is totally, you know, totally awful, you know, unbelievable stories, horrific. I met many reindeer refugees rohingya refugees, they have told me the ministry came to their village and shot dead their husbands, even elderly men, women and children, thatis elderly men, women and children, that is what they told me. They have also, the military planted mines near the border areas, that is what the witness and all ive met, what theyve told me. They are telling that they continuously burned down all the villages, village by village, and they cross the border, some people took 15 days passing through the mountain, so it is totally horrific situation they face, and here in bangladesh i have seen face, and here in bangladesh i have seen that they have passed through 15 days, during that time some women told me they gave birth on the way, so told me they gave birth on the way, so when they arrive here they have still not given the baby milk and medical aid and shelter, it is totally horrific and awful. I do not know how to express. They have clearly been through some absolutely desperate circumstances and i should explain that these pictures we are running are those that you have filmed and you have sent to us, and given everything you have just described, therefore, what do you make of what Aung San Suu Kyi has been saying . She says those who have committed violations will be punished, but she didnt go much beyond that. Im not shocked because she has denied everything since 2016, those attacks. We have seen a un record. So shes doing the same thing here and so im not shocked. She isjust lying and telling the International Community, calling all diplomats, just to ease the pressure especially with the un when they released the report. So International Pressure is growing but shes just trying to ease the pressure. The point is what the International Community must do now, why half the population has fled and the other half faced genocide, and both sides in the situation, totally hopeless and helpless. Im witnessing here with my own eyes today in bangladesh these refugee camps. We appreciate these refugee camps. We appreciate the support of the Bangladeshi Government but we need emergency programmes and people who can help to save the people in these bangladesh camps and the us Un Peacekeeping force in burma. We must leave it there, i apologise, thank you very much. We must leave it there. But im sure we will be speaking again. Thank you very much for your time. The president there of the burmese Rohingya Council in the uk. Lets catch up on the weather prospects. We had a dry day across much of the uk today after that morning mist and fog. But a more uk today after that morning mist and fog. Buta more a uk today after that morning mist and fog. But a more a bit more cloud is coming in across ireland producing some rain in western areas. Mostly dry tonight with just areas. Mostly dry tonight with just a few showers running north across wales and eastern scotland. And temperatures initially dipped down but then rise later in the night. Further west we have the biggest rises with temperatures in the teens. A big change from recent mornings. Northern ireland and western scotland, some heavy bursts of rain possible. Later rain into western parts of wales and cornwall. Increasing amounts of cloud elsewhere and quite mild. A little cooler in the west with that rainfall and through the night and into thursday the outbreaks of rain push further east. More updates in half an hour. This is bbc news at five the headlines. In his first address to the General Assembly, President Trump said the us will destroy north korea if its threatened. The second major storm to hit the caribbean this month, Hurricane Maria has caused massive destruction on the island of dominica. Boris johnson has denied a claim that he could quit as foreign secretary before the weekend, unless theresa may agrees to his vision of life after brexit. Myanmars leader, Aung San Suu Kyi, is accused of being in denial after saying she doesnt know why 400,000 rohinja muslims have fled her country. More about events in new york later but now we catch up with the sports news. Police now say the death toll in the Grenfell Tower fire say the death toll in the Grenfell Towerfire might say the death toll in the Grenfell Tower fire might not be quite as high as previously thought. It was believed that around 80 people died for top detectives have also revealed that 240 people managed to escape the blaze between midnight and eight oclock in the morning. Matthew thompson has this report. Its now over three months since the Grenfell Tower disaster, but still, the final death toll remains uncertain. Today, police said they had reason to believe that the number of dead may be fewer than the official figure of 80. They are investigating eight cases of alleged fraud in which survivors may have falsely claimed they had lost relatives or property in the fire. Progress in retrieving remains has also been better than expected, police said, and cctv footage showed 240 people had left the tower that night. The death toll has been a running sore in the grenfell debate, as some survivors have accused the police of concealing the true figure. Scotland yard also said today that they were considering a wide range of charges against both individuals and corporations. Everything from corporate manslaughter, manslaughter via gross negligence, all the way through to fraud, misconduct in a Public Office and obviously health and safety. There is nothing that is off the table. But i know for many people, it is going to feel like three months is a long time. For us, it is still so new and so until we have had an opportunity to look through that, i dont know if there are other offences that i have not spoken about. Such individual convictions have long been part of victims demands forjustice. I want individuals charged, prosecuted and sent to prison. Its more than three months now, and you havejust had the latest update. Do you think it is moving quickly enough . Do you feel like you have got enough from the services . As time goes on, you understand the scale of everything and it would be wrong to want things done quickly. We want things done properly. Just because there are lots of people with manpower and resources, that doesnt mean things will move quickly. I would prefer that they take their time so that it is done properly. 0fficers also apologised as it emerged that four cases of theft were suspected of taking place while the tower was under 24 hour police guard, one involving a considerable sum of money. The fire tookjust moments to wreak its havoc on Grenfell Tower. At three months and counting, the process ofjustice will be significantly slower. Lets talk about President Trump now and his first speech to the un General Assembly. He said he would totally destroy north korea if it threatened the United States or its allies. It also contained a warning that nations like iran were a threat to global security. Lets just listen to a section of that speech to the General Assembly in new york. Known as shown to the General Assembly in new york. Known 3s shown more to the General Assembly in new york. Known as shown more contempt for other nations and for the well being of their own people than the depraved regime in north korea. Does no one shown. It is responsible for the starvation deaths of millions of north korean. And for the imprisonment and torture, killing and oppression of countless more. The United States has great strength and patience but if it is forced to defend itself or its allies we will have no choice but to totally destroy north korea. Rocket man is ona destroy north korea. Rocket man is on a Suicide Mission for himself and for his regime. The iranian government masks a corrupt dictatorship behind the false guise of democracy. It has turned a wealthy country with a rich history and culture into an economically depleted rogue state whose chief exports are violence, bloodshed and chaos. The longest suffering victims of the iranian leaders are in fact its own people. The socialist dictatorship of Nicolas Maduro has inflicted terrible pain and suffering on the good people of that country. The venezuelan people are starving. And their country is collapsing. Their Democratic Institutions are being destroyed. This situation is completely unacceptable and we cannot stand by and watch as a responsible neighbour and watch as a responsible neighbour and friend, we and all others have a goal. That goal is to help them regain theirfreedom, recovered their country and restore their democracy. I ask every country represented here today to be prepared to do more to address this very real crisis. The United States has stood against the corrupt, destabilising regime in cuba and embraced the enduring dream of the cuban embraced the enduring dream of the cu ban people to embraced the enduring dream of the cuban people to live in freedom. My administration recently announced that we will not lift sanctions on the cu ban that we will not lift sanctions on the cuban government until it makes fundamental reforms. That was just pa rt fundamental reforms. That was just part of what President Trump had to say in new york. Lets speak now to lord mark malloch brown, who was deputy secretary general at the United Nations under kofi annan. Hes also served as a Foreign Office minister in the uk government. It was a speech received in silence. From what you have read thus far had you been in the role that you were in at the time, what would have gone through your mind . You know it has echoes in a way of an early george bush speech at the un only talked about the axis of evil and singled out again iran and north korea and others. And in a sense this is a highly by naturalised, highly nationalistic american speech. It did not go down well in a multilateralist place. They have much more respect for the us than people often think in the un but respect for america that is the kind of guarantor of a global progressive move law and liberal order and when instead after the opening things about the charter and such like the speech becomes about American Power and how it is going to keep order in the world, this really tens of delegates, north, south, east and west alike. He is partly questioning the money being handed over, he has raised this number of times, i think 8 billion us dollars year. Was this president standing up and saying you know what i want to make sure my money is well spent. Frankly i think by any more rational calculation america gets a great deal for its 8 billion. It is saved from peacekeeping operations which would directly costed a lot more Un Peacekeeping is a few cents on the dollar of the costs for the equivalent american operations. America, its great humanitarianism asa america, its great humanitarianism as a nation is reflected in the work of the un high commissionerfor refugees, unicef, Many Americans are passionate about the climate and Development Agenda of the organisation. So it is still the largest economy in the world and in real terms of gdp america is the biggest contributor. Equally as the country with the biggest global interests, it is getting a great dealfrom the interests, it is getting a great deal from the un. Interests, it is getting a great dealfrom the un. Does interests, it is getting a great deal from the un. Does that affect then the response of various countries to his tone . Yes, i think people will be worried first does that mean less american money for the un and you know, certainly many of them would agree with him that the un is bureaucratic and could operate much more efficiently. But that needs smart reform, not the butcher s knife, just slashing things for the sake of it. But even more than the money what many of us who have devoted our courier to the un passionately look for is enlightened american leadership. Because the country that took the lead in writing the charter, its imbued in that charter and when america leads of the of the un the world is a pretty good place. When america is bolshie and growling in squalor, the un is frankly very undermined and it is difficult for it to operate. And as a time when north korea is a particular problem, there was a lot of talk about that as would be expected but want to make of the language, rocket man . 0bviously make of the language, rocket man . Obviously the language will not have won him many friends are allies and yet the un Security Council has so far done more for him or north korea than he has been able to do himself. It has tightened up sanctions and i think that is a diplomatic triumph for President Trump and his un ambassador. It is, china went along with a much tougher sanctions regime or north korea, they won success in terms of increased pressure so far. And he needs that Security Council and above all he needs china and russia to sort of combined with him to find a solution to this problem. What this speech does is almost certainly setting up the cause of getting more chinese leadership on solving the north korea problem. Im sorry we have to leave it there, plenty more to discuss. Thank you so much. A fascinating assessment. And therell be lots more on President Trumps speech at the un on beyond 100 days at seven oclock tonight here on bbc news. The foreign secretary has dismissed suggestions he may resign as foreign secretary over differences within the government about what kind of brexit deal the uk should pursue. Some reports in newspapers suggested he would have no choice but to walk away if the Prime Minister backed permanently paying for access to the single market. 0ur assistant Political Editor norman smith is in westminster. Just a few journalists just a fewjournalists happen to be around when the foreign secretary was running in new york, it seems it is striking, borisjohnson and theresa may may be on the other side of the world, in new york, but no escaping the hard questions they ask here at westminster about what is going to happen with the keynote speech from theresa may at the end of the week in florence, after Boris Johnson has drawn a line in the sand and pretty much insisted they should not be any payment of huge amounts of money and they should not be a lengthy transitional period. Theresa may has been dogged by questions about whether Boris Johnson may has been dogged by questions about whether borisjohnson might quit, what she would do about disunity in the cabinet and today again, under pressure once more about this rift it seems between borisjohnson about this rift it seems between Boris Johnson and his about this rift it seems between borisjohnson and his approach and her approach to brexit. This was theresa may when she was challenged over suggestions that borisjohnson could still resign after her florence speech. The government is absolutely clear and the cabinet is clear and boris and the cabinet are clear and boris and the cabinet are clear that we have one focus on what were doing in the European Union, were doing in the European Union, we are very clear that we have one focus and we are all working together to achieve that aim which is the best possible deal for the uk in leaving the European Union. What we want to ensure is we have a full trading relationship with the eu in the future, a good cooperation on security and justice and criminal justice and Law Enforcement but also we are a able once outside the eu to have trade deals with the rest of the world bringing prosperity and jobs to the uk and we take back control of our money, our borders and our laws. Well Boris Johnson pretty much was ambushed by reporters after he returned from an alleged four milejog reporters after he returned from an alleged four mile jog around new york where he was pounced on as he tried to get back in the lift over reports here in london that his friends have been told that he could quit if theresa may gives too much ground in florence and more than that he does not think she will be able to get a good brexit deal. This is how he responded to some of those claims. You are not quite clear today. I was rather surprised by the question. I was trying to think ofa the question. I was trying to think of a polite answer. Although both borisjohnson of a polite answer. Although both Boris Johnson and of a polite answer. Although both borisjohnson and theresa may are in new york they have not yet actually met to discuss the florence speech. That is going to happen on thursday ata that is going to happen on thursday at a Cabinet Meeting in london. 0ne key piece of information it seems, this is yet to be confirmed, it seems borisjohnson will this is yet to be confirmed, it seems Boris Johnson will accompany theresa may to that speech in florence. That would suggest to me that Boris Johnson florence. That would suggest to me that borisjohnson is on board for what theresa may is going to say because it would seem extraordinary that Boris Johnson might because it would seem extraordinary that borisjohnson might go there and then flounce out of the cabinet. So if that is correct that Boris Johnson is to accompany theresa may then i presume he has signed up to whatever theresa may is going to offer to other eu leaders in her florence speech. Thank you for now. Just an update in relation to Hurricane Maria. It is headed at the moment towards the British Virgin islands. Just tell you some coming through from the Afp News Agency, says one person has been killed in guadeloupe as Hurricane Maria batters that ireland. It is the first confirmed casualty of the two other people are missing, who were out ina other people are missing, who were out in a boat. So one present confirmed killed according to the Afp News Agency on guadeloupe. Batters that ireland. And we are tracking where it could head next so we will keep an eye on that. Sir vince cable has used his first speech to the liberal democrat speech as leader to call for a cross Party Approach to prevent a hard brexit describing it as one of three great disasters to hit the uk in recent years. Sir vince also proposed higher taxes on foreign property speculators and second home owners in order to help tackle inequality. 0ur Political Correspondent Eleanor Garnier is at the Party Conference in bournemouth. It was a steady and serious performance from Sir Vince Cable, his First Leadership speech here at the party autumn conference. He set out the broad principles on the big issues that he thinks the party needs to be dealing with. There are tackling the country right now. And of course front and centre of this speech was the party stands on brexit. At the end of these tortuous divorce negotiations the British Public must be given a vote on the outcome. Let me be clear, this is not a call for a rewrite, not a call for a second referendum on brexit. This is a call for a first referendum on the effects. But vince cable warned also that the party could not become a single issue party and needs to be about more than simply brexit. He wants the party to be a new workshop of ideas and he put ideas forward, things like a radical overhaul of the financial sector, saying the economy could support those businesses who make up the real economy as he called it. He called for greater government borrowing to invest in public services. He repeated the party pledge for an increase of 1p in the pound on income tax for more money for the nhs. He also floated the idea of a significant increase on higher taxes on those at the very top end of the housing market. |j wa nt to top end of the housing market. |j want to see fierce tax penalties on the acquisition of property for Investment Purposes by overseas residents. Applause. And i want to see Rural Communities protected from the blight that absentee second to ownership which devastates local communities. Which devastates local communities. Which devastates local communities. Which devastates local economies and pushes young people away from the places where they grew up. Holmes are to be lived in, theyre not pieces on the monopoly board. The liberal democrats look to Sir Vince Cable as a heavyweight politician, a former business secretary, one of the few to predict the financial crisis. And they helped their party is safe in his hand. But it really is safe in his hand. But it really isa is safe in his hand. But it really is a big challenge, leading the liberal democrats. Sir vince cable needs to improve on the party and is disappointing results in the general election and convince voters that the party has a stance on brexit and he needs to bring the liberal democrats back into the centre of british politics again. Making them releva nt british politics again. Making them relevant once again. We are approaching six oclock, the six oclock news coming up very shortly.
