That bag is on fire. It is still alight, the remains of a makeshift bomb left amongst the passengers. Lets move away and get right down the platform. Seconds before, a flash of flame caused panic and serious burns. I heard a large bang from the doors on the other side of the tube train, then this fireball above my head has come and singed all of my hair. I have burn marks on the top of my head and everybodyjust ran off the train, and it was quite scary. Suddenly i heard a big bang, and i turned left and i saw the fireball surge towards my side. Then i heard a lady screaming and crying and people were very panicked. It happened as the train was coming into Parsons Green station. People rushed to get out. I walked into the station and there was blood on the floor and people running down the stairs, screaming get out , people running and crying and the whole station was evacuated. People were coming out of the station covered in blood and burns. The bbc news presenter Sophie Raworth was nearby. Ive seen a woman who was just stretchered off here, and clearly her legs were wrapped up and she has been burned. She has burns to herface. She was conscious and was taking pain relief and oxygen. But clearly people have sustained a very nasty burns. She seemed to have burns all over her body, from top to toe. Her legs were wrapped up in some kind of protective plastic film and she definitely had burns on herface as well, so very clearly people have been injured. The London Ambulance Service Began its emergency response. But early reports suggest that of 18 people taken to hospital, none have life threatening injuries. As police cordoned off large sections of the area there was disruption for local people. A counterterrorism investigation is now under way. We now assess that this was the detonation of an improvised explosive device. As you have seen, there are reports of 18 injuries and i understand most of them to be flash burns. The scene currently remains cordoned off and the investigation continues. It is a terrorist attack. The Police Services are now involved in a manhunt. The person or people responsible for this attack will be caught and brought to justice. The train was barely damaged. There was no blast. The device inside the carriage may have detonated prematurely. The bbc has been told it had a timer. From this crime scene, the investigation is spreading. The area has been secured and we have seen sniffer dogs checking that nothing else has been left that might cause harm. The station sees clearly a majorforensic investigation but Intelligence Officers and counterterrorism detectives will be asking if they know already who may have planted the device, who might be involved, and they want to know if any further attacks are planned. It has become a weary routine this year. Local people we have spoken to and some of those on the train at the time are shaken, but there is a sense that this could have been far worse. A bomb in the corner of a tube train apparently not spotted by anyone. Police have again warned that there is a need for calm, but also vigilance. Asi as i have said, the police investigation, of course, is intense, and it involves, we are told, hundreds of officers and quite apart from the investigative work going on in the tube station behind me, just up the road, there is a massive amount of intelligence to be sifted through at the moment. Cctv footage, the London Underground network has an awful lot of cameras on itand network has an awful lot of cameras on it and this train had travelled a relatively short distance from the station to the west of here are down to wimbledon. It was travelling into central london. A relatively short distance and a relatively large number of cctv cameras and a relatively large home made device, it appears, from the images we have seen on it appears, from the images we have seen on that train carriage. A relatively large device, and presumably, you would have thought, it would be fairly easy for those investigating this and looking at the images to work out when it was put on and probably, therefore who put on and probably, therefore who put it on. They may well already have some sort of image that is useful to them. In addition to that, they will be looking at mobile phone records and credit card records and all sorts of other intelligence to build upa all sorts of other intelligence to build up a picture of who carried this out, perhaps who they were supported by and others in any group that was there, so they will be working on on a manhunt to try and ca ptu re working on on a manhunt to try and capture the person who put that device on the train this morning. The Prime Minister, theresa may, has led an emergency cobra meeting, and afterwards made this statement. I have chaired a meeting of cobra following this cowardly terrorist attack that took place on the London Underground at Parsons Green. Clearly this was a device intended to cause significant harm and 22 people have been injured and are being treated in hospital and our thoughts are with all of those affected by the attack. Emergency services were on the scene immediately and i would like to thank them for their professionalism and their bravery. The police and Security Services are, obviously, doing all of the work to discover the full circumstances of this cowardly attack and to identify those responsible. I would urge any members of the public if they have any information or footage of what happened this morning to pass it to the police urgently. The threat level remains at severe, which means that a terrorist attack is highly likely, but this will be kept under review as the investigation progresses. The public should go about their daily lives but remain vigilant. People who are travelling in london will see an increased Armed Police Presence on the transport network, and they will see security will be increased and the police will, of course, do what is necessary to protect the public. Any increase in security, the Prime Minister said, but not an increase of the security level which has struck some security analysts as slightly surprising. We have also had reaction from other parts of the world, notably from the united states. Donald trump has been giving his reaction in the past hour. It isa it is a terrible thing. Itjust keeps going and going. And we have to be very smart and very, very tough. Perhaps we are not nearly tough. Perhaps we are not nearly tough enough. It isjust an absolutely terrible thing. And im going to call the Prime Minister right now. Have you been braced briefed on any intelligence about the attack . Yes, there are numerous things happening, including north korea. We heard a moment ago from the Prime Minister. Lets go to our political correspondent, ben wright. This has become all too familiar. This is the fifth terrorist attack in this country this year. One wonders what, actively, the Prime Minister and government can do, and what they might consider doing in the weeks and months to come. That is right, matthew. This is something that is becoming almost familiar, about the assembling of a cobra meeting, state m e nts assembling of a cobra meeting, statements from the Prime Minister after yet another attack, or a thwarted attack. She did come back from her maidenhead constituency, the Prime Minister, to chair the meeting of cobra that brings together ministers, officials, and experts and police from across whitehall to work out how to respond to an incident like this, and you heard the Prime Minister there say that the threat level would not be changed and it remains severe. She did not reveal much more about where the Police Operation was going or if she had any leads or a sense of where this was heading or who might have behind it, or she was not telling us. There was an interesting rebuke of donald todd dashed donald trump who said earlier that he said people were in the sights of scotla nd people were in the sights of Scotland Yard. The Prime Minister was asked about that angie said it is never for anybody to speculate about an ongoing investigation, so quite a slap down for the us president but we do expect the two of them to talk on the phone at some point today. Then i wonder, in the hours after this, and maybe this question is too early, but in the days to come there is this political optic through which certainly sadiq khan at the end of his statement is viewing this, the labour mayor of london in which he said that there needs to be more re sources for the police, and we saw earlier in the week one of the big political stories was one of the increases in police wages and the removal of the pay cap, and any increase was to come from the existing budget. Does there come a moment where the government has to reconsider its funding of the police and the Security Services . I certainly think it brings the question back into sharp focus. It occurred after the Manchester Attack and the London Bridge attack, which happened during the run up to the general election, and suddenly it brought the question of Police Funding and Police Resources right into the centre stage of that general election and produced a very uncomfortable few days for the conservatives as labour hammered away on the question of police numbers. Theresa mays response today is that there has been a backdrop of austerity, but counterterrorism numbers and resources have been protected, but you did hearfrom sadiq khan that there was pressure on whitehall to increase resources, in his case, to london. He clearly feels there is an issue now about squeezed budgets in the met police that could, at some point, prove counter counter productive to policing in london and he wants it address now. He said he did not think that the cobra meeting was the venue to raise the question, but im sure in the days and weeks to come, the issue of funding for policing will absolutely gain political momentum again. Ben wright, thank you very much indeed. 22 people injured in this attack. Many of the injured have been treated at nearby chelsea and westminster hospital. In the past hour, the chief operating officer gave this update. Ican i can confirm that following the incident this morning in Parsons Green, we initiated a Major Incident protocol and we have worked closely with the Emergency Services to treat people in a safe and timely manner. The agency and plans are well tested at the hospital and the doctors and nurses have worked incredibly hard to make sure that the casualties received excellent care along with the rest of the patients we treated here. At 1pm today we stood down from Major Incident status and the week continue with business as usual. We received a total of week continue with business as usual. We received a total 01 14 casualties, with a small number of admissions to the specialist burns unit. I would like to thank all of the staff or the incredible hard work they have carried out today under very difficult circumstances. Our thoughts are with those affected by todays events. Ive been in close contact with the vigour of the church and also the head teacher and chaplain of Lady Margaret school on the other side of the green, church of england school. That was an area of concern because the girls from the school were arriving at the time the device went off and there was clearly some anxiety around. And the girls were upset about what had happened. I think the school had done it brilliantly, send the girls home early, and i think there is a bit of calm here now. We have spoken a lot about it being a packed train, and we talk about the rush hour commute, and there were a lot of adults on board that there were also children on the train and we know that some of them were crushed in the panic to get away. I know that tube station very well as i used to live down the road and ive been through it hundreds of times and i know the steps are very steep. I can imaginea know the steps are very steep. I can imagine a huge crowd of people panicking and trying to get out of the station, quite understandably, desperate to get out, and i can imagine anyone who is more vulnerable, like elderly people or children, being in quite a bit of danger in that place. We pray for them and that is where our thoughts and prayers are today, especially those people affected both by the device going off, but those injured in the stampede afterwards. These are live pictures of the tube station at the moment. The police have obviously been inside there and a lot of fire trucks around as well, but the police are in their and others investigating this at the moment and we also know that we are looking at a lot of the cctv images. But back to the impact on the community, and there was a wedding that had to be postponed, or moved. Yes, there was a wedding due to take place in the church and we had to move place in the church and we had to m ove very place in the church and we had to move very quickly to rearrange the wedding, so it has moved to the next parish next door. It is a sign of how life can go on and how londoners can adapt to situations like this and how, in some ways, Something Like this is dreadful and has an impact on those who have been immediately impacted, but actually london london is a resilient place and it is important, in a sense that the desire of people who planted these bombs and cause fear and distress around the place that that doesnt happen. We mentioned the church down the road. Was it used to help people who had come out of the station . What sort of stories have you had coming out of there . The local vicar here he heard about the incident very early on, looking out of his window and realise something was happening and open the doors of the church immediately and quite soon a number of people came in. There was a sense in the immediate panic of the device going on that people just needed somewhere to go and sit and be quiet, get some refreshments. The church was open for awhile. After awhile it was behind cord and that was why the wedding had to move as well was behind the cord. I wonder whether to bring this questioning or not, but i think it is relevant. This is a council area, dieses which has had to cope with the grenfell fire just a few months ago. A dieses. They are two very different events, but do you take any lessons from the sort of community that exists around a moment like this . The community in North Kensington is very different from the one here. They are very different situations, andi they are very different situations, and i think grenfell impacted all kinds of wider political issues away this one doesnt. This is more a human tragedy of the people affected, but also the longer term issue of terrorism in london which issue of terrorism in london which is something, sadly that seems to be here to stay. It makes me think that iam here to stay. It makes me think that i am deeply grateful for the police who fought this sort of thing. We sense that many of these attacks are nipped in the bud before they happen and we are also very grateful to the Emergency Services who act quickly, and they clearly did in this case, and they clearly did in this case, and they clearly did in this case, and they did as they did Grenfell Tower. I take that from it the resilience of the local community. In the other things that strike me, both of these things happened with the church around the corner. I was a Grenfell Tower on the morning of the fire at Saint Clement s church around the corner and it opened its doors and it was a major relief centre. Saint dianas have done the same here. Churches are right at the heart of these communities. Absolutely. The other thing that is in most interesting that you touch on is the way in which people give support. There has been a guy from the local pizza rear giving out pizzas to the police and some of the reporters. Bringing along bottles of water and things like that, so it does happen. We have a story to tell you about that in a moment. But thanks forjoining us here on bbc news. One of those who offered her support was 18 year old rachel green, who works in a cafe in Parsons Green. She described the moment when she realised the seriousness of what happened. It was not like an immediate sound that made me stop and drop everything, but we heard a small bang, but didnt think anything of it. Could itjust be the train braking . But within minutes we had tens of people coming out of the station, looking distressed, in tears, and we noticed that there were people without shoes on or without their personal belongings, so we ran out of the coffee shop and went to go and console them and ask if they were ok, get them water, tea, whatever they needed. Whatever we saw was just shock among people today. I only saw very minor physical injuries and most of them were coming from the rush from exiting the station, because as far as im aware, there was a huge commotion and a great deal of panic and we had a stampede coming out of the station to get out of the station once everybody knew there was an immediate danger. So most people were really upset from the uncertainty and the chaos and shock of that event, really. You said members of your family were close by as well. Yes, i have two younger siblings and they both take the train like me to School Every Day and trying to get in contact with them for the first ten minutes as i realised this was the time they usually commute, that was nerve racking. When i was able to make contact it was a great relief, but this is a quiet neighbourhood in london. This is a family oriented area and for something to happen like this in our community was really shocking. How have you been feeling about it through the day . We could not comprehend what happened at first and when we saw people coming out of the station. We were asking what has happened, but, as more and more police and fire and Emergency Services arrived, we began to realise the gravity of the situation, and i think a great deal of shock and sadness, but also a sense that london has some of the most resilient people in the world, and i think if we can get past this as we have been able to push past many incidents like this, that is what i hoped for. That is rachel green, 18 years old, and she works in a cafe in the Parsons Green area, and she was describing what she experienced in the hour or so after the attack. We know that this was a home made device and put on the train at some point before Parsons Green station, and we know that it only partially exploded and we also know that hundreds of police, as the metropolitan police have told us, are currently working on this. We also know as far as the mayor of london is concerned there is a manhunt going on to try and track down the person or people behind this attack, but what else are the police doing at this moment . What else will be their focus . Earlier i spoke to dal babu, a former chief superintendent with the London Metropolitan police and what their focus will be after todays incident. It will be very much about the investigation, looking at the cctv evidence and making sure we are able to identify the individual or individuals involved in this. We dont know how many it is, whether it is male or female, far right or islamist group, so that is a key thing. The metropolitan police will work with counterterrorism command to identify as much intelligence as possible. Those are the key things. They will be looking for witnesses, so anybody who has images or might have seen something suspicious, fortunately the device did not go off properly and that saved a lot of lives, but from there they will get a lot of evidence, dna and fingerprint evidence. Cctv, everyone is talking about it this morning. This is a busy underground line, but also one that has an awful lot of cameras on it. It will make a huge difference in solving this matter. Its very distinctive, a bag there that did not go off, so people will look at that and at the moment, mark rowley, the head of counterterrorism, has talked about people looking at that. The two key elements will be about forensics and gathering witness statements. Is there anything you would want to say at this stage, and we have to be careful about speculation, but from what we have seen, the photographs, the images of that device in what looks like a builders bucket, quite a large device. Is there anything that struck you about what you have seen . It wasjust how incredibly crude was. What we have seen is a dichotomy where we have encryption used by individuals on whatsapp, facebook or whatever device they use to radicalise and influence people, so the highest level of encryption you have things that cannot be broken but of the other end you have low tech terrorism in terms of a bucket with what appears to be chemicals in there with a crude timer device. On the other side of it, you have this system where people having encrypted systems. We need that these companies who make billions of pounds, and when there is concern about terrorism, they contact their local agency and share the information. A crude device and im no expert, but it would look as though it did not go off as perhaps had been intended, so we got what people describe as a fireball, yet not perhaps a huge explosion. Is that how you would see it from the limited information you have . Yes, it clearly did not go off in the way intended, so some of the chemicals might have ignited and others didnt, so they were not able to bring everything together and that is a low tech and crude element in it. We are talking about individuals who probably havent got a great deal of experience in this area. We have seen that in other areas. People who are under the radar am not known to authorities. A former chief superintendent with the London Metropolitan police. When i arrived here first thing this morning, the road behind the camera, in the opposite direction to where you are looking was closed, but now there are cars going past and the london bus has gone past and schoolchildren walking past. Every now and then a parent will we stop their child to have a look beyond their child to have a look beyond the cameras towards the tube station at the end of the road, trying to explain to their children what happened, but how on earth do you explain it to a child. In there at the moment there are Police Officers continuing to look at back carriage to gather evidence, and also, still, a massive investigation as they sift through the cctv images, trying to track down the person or people who carried out this attack. Twenty two people are being treated in hospital. The Prime Minister held an emergency cobra meeting, and condemned the attack as cowardly. The threat of terrorism that we face is severe, but together, by working together, we will defeat them. In other news, china has condemned north koreas latest missile test, but says it does not hold the key to reining in pyongyangs nuclear ambitions. In the latest test, a north korean intermediate range missile flew over japan before crashing into the pacific. The foreign secretary borisjohnson urged china to do more. Kimjong un is going to continue with these absolutely reckless and deranged provocations against what he sees as his enemies. Until somebody puts the kind of pressure on him thats going to make him sit up and listen. The only people who can do that are the chinese. 1a unions, which represent more than a million nhs workers, have written to the chancellor to request a 3. 9 per cent pay increase. They say their members wages have fallen significantly since 2010, once inflation is taken into account. The move comes after the government abandoned the annual one per cent pay cap for police and prison officers. Sarah gorton from unison explained the unions case. Every day people are leaving the nhs for better paid work elsewhere. So were taking the unprecedented step, as trade unions, seizing this initiative and setting out what we would like the chancellor to set aside in the budget, so all nhs staff can get a fair pay rise. Thats why were looking very carefully at the powers that our police and Security Services have to make sure they have the powers they need. Its also why were working with the internet companies, the home secretary has visited silicon valley, and next week ill be chairing a session, co hosting with president macron from france to talk about what more we can be doing to ensure that we deal with the terrorist propaganda, extremist propaganda, with the hatred put out across the internet. Donald trump has intervened to say this was carried out by people who Scotland Yard had in its sights, does he know something we dont . I never think its helpful for anyone to speculate on an ongoing investigation. As ivejust said, the police and Security Services are working to discover the full circumstances of this cowardly attack, and to identify all those responsible. Sadiq khan was that your meeting and said london needs more police, more police stations, more resources. Will they get it . Were very clear, weve protected Police Budgets and predicted counterterrorism policing and made sure its possible for the police to increase the number of armed police. Once again the Emergency Services, police and others responded immediately to this attack and were on the scene immediately. We thank them for their professionalism and bravery. A short time ago i spoke to our security correspondent Frank Gardner who gave us thoughts on the governments decision not to raise the Security Threat level. This threat level is not decided by the government, it is decided by an independent. Welcome a national body, the joint terrorism analysis centre, a fusion cell of around 100 specialists that sits inside mi5 headquarters at thames house on the embankment and they analyse all threats to uk security 2a hours a day. Their advice to the government is mandatory. Were currently at severe which means terrorist attack is thought to be highly likely. If they think another attack is imminent, it has to go up to critical. Which is what happened after the Manchester Arena bombing, because at the time they wrongly thought there was a bomb maker out there making other devices. In fact the bomb maker was salman abedi, who died in the blast. This attack although it appears to have failed to carry out its original huge damage, the perpetrator is still at large, so im quite surprised in a way, moving it up to critical isa big step. It doesnt happen very often, its not a decision taken lightly, it involves calling people off leave, and an extra guard, an intensive, exhaustive process that can only last a few days. They will have been reluctant to do it, but in mind there would have been justification. Frank gardner. Lets cross back to my colleague Matthew Price in south west london. He is Parsons Green. Every now and then people ive come out of the houses on this road down here which leads up to the station, you might be able to make it out in the distance, they either come out and walk past down to the police cordoned they go in. There hasnt been a large scale evacuation of people from the Properties Around here. We understand some people were moved, those within about 50 metres of the station, not a wide area, moved for their own safety because of the fact this device only partially went off so there were some partially went off so there were so m e safety partially went off so there were some safety concerns. Broadly speaking there are people beyond the police cordoned whod been coming and going and some families who live down this street as well. Much reaction has come in through the day, most notably the important stuff coming from the met police. Earlier the assistant commissioner for the met, mark rowley, gave us this update on his investigation. I want to talk briefly about the incident, about the Police Response and what we need from the public at this time. So, firstly, in relation to the incident, as you reported at 8. 20am this morning, at Parsons Green tube station, there was an explosion on a tube train. The police have attended. We now assess that this was a detonation of an improvised explosive device. As you have seen, the reports of 18 injuries, and i understand most of those to be flash burns. The scene currently remains cordoned off and the investigation continues. In terms of the Police Response, as youd expect, well practised command structures have come into shape and an operation led and coordinated by the metropolitan police, working with our colleagues at British Transport Police and others. The investigation is being led by the metropolitan Police Counter terrorism command and parts of the national Counter Terrorism policing network and there are many urgent enquiries ongoing now with hundreds of detectives involved, looking at cctv, forensic work and speaking to witnesses.
