It is truly miserable. So whats irma doing now . The storm has been downgraded to a Tropical Storm and is heading north towards the state of georgia. It is daylight in miami now, people have had some hours to get used to what has happened. How bad is it . am staggered by how quickly this city is returning to normal. Yesterday, this street was a raging torrent, a river of storm surging floodwaters running through the financial district. Today, it is more of a puddle, because Hurricane Irma did not last that long. It was not like harvey, sitting over the state for days on end dumping rain. Florida had a plan, put the plan in action merrily on in the week. Miami has had many upgrades since hurricane andrew 25 years ago. Nevertheless, there is still 75 of the state without power, 72 in miami, but businesses are saying that this is more of the clean up operation than a recovery. My colleague has the latest on that. After a day of darkness and furyk, miami opened its eyes to the aftermath. Boats were lifted clean out of the bay and dumped on the shore. Darkness and fud. People are emerging from their shelters and barricaded homes to start cleaning up. What did you find this morning . Sheer devastation, everywhere you look. Cars, trees falling down. In spite of the preparation for the storm, millions are now without power, this citys financial district badly affected. It was underwater during the hurricane, inundated with massive coastal waves. 2a hours ago, there was simply no way i could have stood here in the heart of miami, notjust because of the high winds, but the flooding as well. The water may have receded, but that has just allowed people to move about and discovered the damage that irma has left behind. In naples in the west of the state, ecclestone issues and mobile homes were torn apart. And in the florida keys, there are areas where irma ravaged houses and belongings. But we do not know the extent of the damage in remote areas. It is only now that the storm has passed the National Guard can go in and start rescue operations. When americans are in need, americans pull together, and we are one country. And when the face hardship, we emerge closer, stronger, and more determined than ever. When we face hardship. They work looking for basic supplies such as water and any canned goods. The access roads are now beginning to open, meaning that people are descending into this main hub. Desperately in need of information and, of course, of sustenance. When it comes to the basic supplies of aid, we are told aid has arrived on the island, but i have yet to see ed distributed. I am told by the foreign and common that is that it has been given to the evacuation shelters, so people here are waiting for it to be distributed to the wider population. When it comes to local ministers, it is simply not true that people are hungry, according to them. But i have been here on this island for five days, and that is not what i have been told. I have seen strength and determination, but now im seeing real desperation. So, irma is now on its way to georgia. Atlanta has had the first Tropical Storm warning in the citys history. They would be able to amend other primary legislation without coming back to parliament. That is an unprecedented paragraph, and for somebody who i genuinely believe believes in parliamentary democracy, this is not what people voted for what people expected on the government, and it will not be what people in the future will thank us for. Not only is he working to smooth the passage of this withdrawal bill, through the uk parliament, he is also trying to advance those negotiations in brussels which have stalled, somewhat, through the summer. Yes, this vote tonight begins a busy autumn schedule for the brexit secretary. Here are some of the key dates, and the sticking points, that are coming up. Here we have our brexit clock, ticking towards the deadline of march 2019 the date the uk is supposed to leave the European Union. From june through august, the two sides have had three rounds of face to face negotiations and as yet, no decisive breakthrough on the so called divorce issues the size of the uks exit bill, the border issues in ireland, and of course the future rights of eu and uk citizens. All i hear, says michel barnier, is the tick of the clock and the frustrations on both sides are simmering. It is clear that uk does not feel legally obliged to honour its obligations after departure. How can we build trust and start discussing a future relationship . I think its fair to say weve seen some concrete progress i mean, michel referred to one, but there are more than that but our discussions this week have exposed yet again that the uks approach is substantially more flexible and pragmatic than that of the eu as it avoids unnecessary disruption for businesses and consumers. Which, all in all, leaves us with a big question mark over the direction of this negotiation. The uk had wanted to be discussing trade and the future relationship with the eu as soon as possible. But has any progress being made . The only thing that is shifted slightly is the government now wants transition. I think ultimately, the direction of travel has not changed at all. They want us out of the Single Market, out of the Customs Union. There is no sign of compromise. But the next few months matters because it is all about sorting out article 50 and the quicker we do that, the quicker we can talk about trade. So the government wants to try and get agreement with the europeans in october on the article 50 issues and remember, the eu negotiates in a very specific way. Nothing happens for ages and at 11th hour, everyone panics and starts to compromise, starts to negotiate. I wouldnt expect to see progress now, but i think when we get to the end of september and october, we will see things start to move. David davis will certainly be hoping thats the case but there are plenty of things to get through, so lets take a look, then, at some of the key milestones the months ahead. The next face to face meeting is next week on the 18th of september, which has become ever more important after a summer of slow progress. David davis is getting impatient and is now pushing for rolling weekly meetings. Perhaps well get more clarity, though, when the crucial german election is out of the way. There are two big leader summits before the end of this year and we can probably expect a showdown at this one in october. And then theres one more in december, if the timetable does slip, before this, the final brexit meeting of the year eu ambassadors meeting on december 20. And remember, as time ticks by, the Business Leaders here in the uk are waiting on the sidelines, delaying crucial Contingency Planning for the coming years. Just how long can they wait . People with Mental Health problems are suffering due to a huge variation in access to nhs psychiatrists across the uk, according to new research. The Royal College of psychiatrists says more need to be recruited to improve care. Our health editor, hugh pym, reports. The Royal College of psychiatrists says the Research Suggests widespread inequalities in access to senior Mental Health specialists. This could mean patients in some areas waiting longer or travelling further from home for treatment. The college says this underlines the need for more specialists to deliver improved services. The Research Reveals that, whereas in scotland there are ten consultant psychiatrists per 100,000 people, in wales there are six. Both Northern Ireland and england have eight per 100,000 but while parts of london have 13, the east of england and yorkshire and humber have fewer than half that. The Research Also reveals that, while in england the number of Psychiatry Consultants barely rose over five years, there was a five fold increase in consultants in other areas of the nhs. There are shortages in psychiatry and theyve actually been getting a little bit worse over the last few years. Theres been what we call an explosion in interest and understanding of Mental Health problems, but the services in place to help people havent really kept up with that. The department of health said there were plans to create 21,000 new Mental Health posts in england, including doctors, by 2021. I suppose the counter argument to that is that america elected a black president in 2008 and a lot of people would have said the country wasnt ready for that either. would say this, i have worked for herfor 15 years, there would say this, i have worked for her for 15 years, there are challenges that female candidates, female elected officials, female news anchors thats have to be faced, you dont need me to say that.
