And that is because of the risk of flying debris, the risk of power lines or trees coming down, and the Emergency Services say that even for them in the coming hours, it is going to be near impossible to operate. Another person in key west. We are now hearing in the last half hour that down town miami, the financial district, its flooded. While we are also hearing that the National Guards been mobilised, that there are amphibious vehicles available, none of that rescue operation can happen of course while this is going on, and the Emergency Services are saying frankly across this part of florida right now, if you are in trouble, im afraid you are on your own. We had heavier rain and stronger winds. Probably the worst of the storm will arrive here in about ten hours time. We are already feeling the effects. According to the National Hurricane centre, it looks like tam ba is directly in the path of the eye of the storm. The eye will be affecting naples, fort myers, sarasota, then making itsjourney into the bay area. Then once the storm is going to be pulling away northwards from tampa, that is when the wind will swing direction and push the ocean water into the bay area. That is when we are expecting area. That is when we are expecting a storm surge at around nine feet. Thank you. The bbc understands the government is preparing to award police and prison officers pay increases above the i pay cap. The cap has been in place since 2010, but unions and conservative mp mps have called for it to be eased. John mcdonnell today said labour would support strike action unless the government scraps the cap for all Public Sector workers. Ian watson reports from the tuc conference in brighton. The unions have been fighting on demonstrations and here in brighton now on the beaches. They claim that five million Public Sector workers have been losing out in recent years and are calling for 196 in recent years and are calling for 1 cap to Public Sector pay to be lifted. Nurses, midwives, firefighters, have put up with seven long years of no real pay increase. We are saying to the prime minister, admit youve got it wrong and give everybody the pay rise they deserve. Otherwise we are going to see that staffing crisis in many parts of our Public Services getting worse. Its not just the unions, Public Services getting worse. Its notjust the unions, but some of theresa mays own mps have been piling on the pressure over pay. For months, ministers have been mulling over what to do about police and prison officers wages, thats because independent pay review bodies have recommended increases which would breach the governments limits. Now as i understand it the ministers will accept the recommendations, though there may be some creativity in how the increases are paid. This could bejust the first step in dismantling the Public Sector pay cap. The pay review body covering prison officers has highlighted recruitment and retention problems and the treasury is expected to tell the review bodies covering other Public Sector workers they can take these circumstances into account when recommending increases next year. The government placed a 1 cap on Public Sector wages in 2010. Trade unions say that cap means workers have had a 14 pay cut in real terms. The governments been wary of lifting it because the institute for fiscal studies estimates every 1 increase many Public Sector pay costs between £1. 5 increase many Public Sector pay costs between £1. 5 and £2 billion a year. The government points out many workers have had a higher than 1 rise through increments. They want to see all Public Sector workers receive a pay rise. People see that asa receive a pay rise. People see that as a tactic of divide and rule. No good scrapping the cap for some workers. Workers alongside them are still on poverty pay. If the government eases the pay cap, it will hope the tensions with the unions will ease too. The foreign minister of bangladesh has described myanmars treatment of its rohinga community as genocide.
