That is that reports are coming from both south korea and china suggesting that north korea may have carried out some sort of test. This follows seismologist picking up on some sort of explosion from the United Statess Geological Survey, they have picked up a magnitude 5. 6 tremor, im sorry, thatis magnitude 5. 6 tremor, im sorry, that is actually from the chinese authorities, from the us they have picked up also on tremor is. South korea saying the north may have conduct did another test, that is coming from the newsagency in south korea. We can speak now to Yogita Limaye tell us what we are hearing in the last few minutes. We have spoken to the south Korean Defence ministry who are saying they have detected the earthquake in the North Eastern pa rt the earthquake in the North Eastern part of north korea. They are still analysing to see whether it was triggered by any sort of explosion ora triggered by any sort of explosion or a possible test but what we also know is south korean president which are in is convened an emergency meeting of the Security Council to try and analyse what the earthquake is, however triggered. The United States Geological Survey has also said, confirmed this, but there has been a 5. 6 scale earthquake in the North Eastern part of north korea. But no confirmation that this is definitely a nuclear test. The chinese administration, chinese Earthquake Administration, has said that they think this is a blast that triggered the earthquake is that is the information we have as of now. Put this in context for us because we we re put this in context for us because we were talking just a few hours ago about Something Else that will help make sense of this, wouldnt it . Well this comes against the backdrop of heightened tensions in north korea, perhaps, you know, at a point where they have not been in recent yea rs. We where they have not been in recent years. Sure. So we know that, we have been hearing that it is artificial, they are artificial tremors which most likely in any given scenario is probably a nuclear test. This entire situation, this recent artificial earthquake, the latest photos released by casey in a kim jong un supposedly observing a Nuclear Warhead being mounted on a icbm, all of this is certainly concerning but this is not surprising. We have expected all of this to happen. It was just a matter of time. Kim jong un pyongyang this to happen. It was just a matter of time. Kimjong un pyongyang is showing their goals, the technological goals, by releasing these photos and we are at a situation and a time where seoul and washington cannot afford to have any rift in the alliance or any intentions so this is when i would argue that washington should reconsider and not pull up of the us korea trade agreement at this time because this is exactly what north korea wants. He is trying to say, to test washington, tokyo, the alliance, individually, china even, and its clear that he is trying to test his own limits but this is a very dangerous situation. Should washington react, to the other countries react, should pyongyang even go further, any sense of any hint ofany even go further, any sense of any hint of any miscalculation, any misinterpretation, that is what we are most concerned about, the miscalculations and misinterpretations might spiral into unintended military actions. Because the more test is, whether they are missiles or Nuclear Devices, the better the north gets in perfecting its technology. So that is where we should be worried. The north, frankly, would not be embarrassed with any failures, because they Gain Knowledge from every single task and every failure, so basically practice makes perfect is how the saying goes, and that applies to the north. So were in a situation when first, yes, immediately we need to find a way, as difficult as it may seem, we need to find a way to start to halt the missile tests and to try and get toa the missile tests and to try and get to a situation where we can somehow, if at all possible, to verify and eventually get to a rollback and denuclearisation situation. But this will not happen easily. It is clear the north is going to play tough, and with every test it is raising the price for dialogue. It is raising the price for any sort of negotiation. And so we are really stuck in a very difficult situation here. But that does not mean that washington should not tried to seize every opportunity. Your reaction to these two developments in the last few hours, is . Well, if it really does prove to be 6. 3, that is a very big weapon. It is still not a true Hydrogen Bomb, but it is certainly much closer to that than anything they have ever done before. So this is an advance for kim jong un, if thatis is an advance for kim jong un, if that is truly what it proves to be. At it has also got to be terrifying in china, because Chinese People across the border from that area, they were undoubtedly shaken terribly. How do you think those countries will react . Well, i think china will be very unhappy, japan, south korea, this is not a happy development, and one to which i think the world is going to want to have serious sanctions put on north korea, in addition to what already exists. In terms of washington, the rhetoric has been increasing over the last few weeks, over the last few months. How do you think a Trump White House will deal with this . Well, i think they have got to take a combination of actions. I think they will want to explore actions like saying that any more missile tests will be intercepted, if they can be. I think they will want to consider more reconnaissance flights near north korea. I think they will probably want to start taking some internal political actions against north korea, for example describing the fact that kim jong uns grandfather on his mothers side was a japanese collaborator. The people of north korea need to know what kind of individual they have leaving the country. Bruce, lets separate these two developments and take them one by one, starting with that development a few hours ago, which is north korea saying it had developed a Hydrogen Bomb. We have seen developed a Hydrogen Bomb. We have seen pictures of kimjong un inspecting it. What do you make of that announcement . Do you believe that announcement . Do you believe that to be truthful . Well, i think the first vision is that he said he was going to have a Hydrogen Bomb in december of 2015. When they tested his theoretical Hydrogen Bomb in january of 2016, it didnt come anywhere close to being fat. If the current readings that they are suggesting a true, then here is much closer now. He has actually got in a much bigger bang than previously. So we will be watching very carefully the seismic readings are Different Countries register. Just because they might have a Hydrogen Bomb, what other technical barriers do they need to get over before they pose a risk to countries further afield . Well, north korea claimed, after the icbm launches injuly that they could deliver a Nuclear Weapon to anywhere in the United States. The reality is, theyre longer range missile injuly the reality is, theyre longer range missile in july it the reality is, theyre longer range missile injuly it probably was carrying a very small warhead, according to some experts. As a result, something of the weight of a likely Nuclear Weapon, north korea probably cant yet deliver beyond parts of alaska. So there are still thresholds that they have got to get through. They havent proven that they have got a warhead that would be adequate to get it through the atmosphere for a icbm, when it goes through an incredible heat, and they havent proven that they have got anything like the kind of guidance that they would need, and the package on the missile, to get it to a target that they are going after. So they still have several key aspect of an icbm that they have two test and prove. Just explain that point for us. I am going to put it crudely, i am point for us. I am going to put it crudely, iam not point for us. I am going to put it crudely, i am not an expert like you, but it is one thing, isnt it, to get these missiles up into the ad, but getting them back down in one piece and capable of fulfilling their supposedly tangent is quite another, isnt it . Up into the air. Absolutely, it is very challenging to get it back through the atmosphere. There have been comments about the last icbm test that suggested on 28july comments about the last icbm test that suggested on 28 july that the warhead may have burned up, or part of the missile may have burned up. We really dont know. North korea doesnt seem to have ships out in the impact area, so that they can determine how accurate the incoming missile has been, or the warhead has been. Bruce, we are just getting another development in, and that is that chinas Earthquake Administration is saying that it has detected another quakein saying that it has detected another quake in north korea, the magnitude of this month 4. 6, so slightly lower than the one reported a few minutes ago magnitude of this one. China is terming it a collapse. I wonder what you might make of that . They are terming it a collapse. Well, we have to remember that the Richter Scale is a logarithmic scale, so if there really was a 6. 3 before, if that was what was recorded, that is ten times the explosion of a 5. 3, which was roughly what we had in september of last year. So that would be a much bigger explosion. If it is 4. 6, that is down almost six or eight times. That is saying that you have got something much closer to their first you have got something much closer to theirfirst or you have got something much closer to their first or second Nuclear Tests, which would only be a few kilotonnes. It could be that they tried to do two weapons, one right after another, and the second one just didnt perform very well. Because we have to say, this is not without precedent. North korea has been doing this for many years, testing weapons underground that then cause these tremors. So what might have happened tonight is not necessarily completely new, is it .
