I think its a mistake, however, for them to think that a delay in the discussion about the european economy and the european trading relationship wouldnt damage them if we dont get a move on soon on those issues, too. How much should we pay the eu . At the moment net we are paying just £8 million to the European Union. That gives you a ballpark figure from which presumably the negotiations. For the i wouldnt put an exact figure on it because i dont profess to know all of the different liabilities and obligations that weve signed up to up obligations that weve signed up to up to this point. What i am clear about is that clearly we are going to have to pay something. And as the crisis has developed, you have seen actually the two major parties, sinn fein and the dup, grow significantly in electoral strength in the Northern Ireland Assembly Election in march, they came very close to being the Largest Party in Northern Ireland, gained significant support there. And then in the general election, the dup came roaring back and added many thousands to their vote tally. That put them in prime position at westminster, the position at westminster, the position where they are propping up the theresa mays minority government. Yet in this case, the Opposition Party, initially it had feared that the courts would not rule firmly, but eventually it took its case forward to the courts and got this ruling. It says the Electoral Commission was not transparent in tallying the votes. So, what happens next . 60 days we have been told until another vote can take place. The local Government Association says schools will be thousands of places short over the next few years as a population bulge moves up from primary. But the department for education attacked the figures as thoroughly misleading. Joining me is mary bousted from the National Education union. Thank you forjoining us. So, first of all, do you agree with the assessment from the local Government Association, which is forecasting a shortage of secondary School Places for 125,000 children by the 22 23 academic year. I do agree with them. The local Government Association is the spokes body for the councils, for local councils. And local councillors and their officials know just how many School Places theyve got and how many they need. Their previous forecasts about primary School Places have been accurate. And actually, you know, the figures are very easy to get, because these are very easy to get, because these are real children moving from primary to secondary schools the bike as we mentioned in the introduction, the department for education says these figures are thoroughly misleading. I mean, we are getting the part opposite response to what the lg eight years saying. Who is right and who is wrong, or is the answer is somewhere in the middle . Well, the children that are there, the School Places that are there, the School Places that are there, the School Places that are currently available are there. The councils know the amount of children they have in their schools. A big bulge of children per yearin schools. A big bulge of children per year in schools are going through to secondary schools. Which is why the lga is saying it is working with one hand tied behind its back. Does that mean, as an incidental point, but, you know, pretty incidence is a important incidental point, that schools which are not academies are having to take in more children even if they feel they cant expand . Children even if they feel they cant expand . Yes, it is very unfair. Ifa cant expand . Yes, it is very unfair. If a secondary school is still governed by the local council, they can be told, you have to take more pupils. If you are an academy ora more pupils. If you are an academy or a free school, there is no compulsion to expand and the local authority has a legal duty to get the school place but has no means to do so. It is a ridiculous situation. Are many of these academies and free schools saying that they wont expand . Is schools saying that they wont expand . Is that schools saying that they wont expand . Is that why the lga is coming up with this forecast of a sorted of secondary places . Some say that they will expand, others say they will not because dont have the buildings or the teachers. The government says it has pledged to open another 503 schools by september 20 20. If that is the case another 500 free schools. Will back not go towards solving this problem that the lga is predicted by the National Audit office did an independent investigation into free schools and it said that they are hugely expensive, much more expensive to open. The developers see the department for education coming along buying land and in the weight prices by about 20 . Some land is inflated by 60 . The Free School Programme is dogged by delay, by legal challenges, schools are being opened in an suitable places, in an suitable office buildings. Would you characterise their position as blackmailing the uk . Well, its clear that they are. They have the issues that they want to make progress on. I think its a mistake, however, for them to think that a delay in the discussion about the european economy and the european trading relationship wouldnt damage them if we dont get a move on soon on those issues, too. The programme says it has covert footage recorded at brook house showing officers mocking, abusing and assaulting people being held there. Our Home Affairs Correspondent danny shaw is with me. Danny, first of all, tell us more about brook house and who is held there, and what this covert fudges reports to show . M and who is held there, and what this covert fudges reports to show . It is a centre near Gatwick Airport. It was set up as a kind of staging post for people who were being deported or removed from the uk. It holds around 500 men. They are a mix, just under half of people hes been convicted of crimes, Foreign National who who have been convicted of crimes, and people whose asylum claims have been rejected, and others who have overstayed their visas who the government are trying to remove. The problem is that some of them arent just there for hours or days, but weeks or months. There isa or days, but weeks or months. There is a huge amounts of frustration being built up, so it is a difficult centre to manage. There are around 1a,000 people coming and going through the Centre Throughout the year. A big chernove people. Its clearly a difficultjob year. A big chernove people. Its clearly a difficult job for the year. A big chernove people. Its clearly a difficultjob for the 200 plus staff to manage the people there. What the panorama investigation has uncovered is very disturbing. The footage, which was filmed by a member of staff who was working there, who approached the bbc and filmed undercover, suggests that some of the staff are not treating the dk knees with respect, and in some cases are abusing them. There is some evidence of violence and so on the detainees. The programme is going to be aired on monday night. But already gas has taken quite strong action. Gas havent seen the material yet. I spoke a short while ago to the managing directorfor spoke a short while ago to the managing director for custodial and detention services. He said that if these allegations are proven, this sort of behaviour is completely up for in the said to gas and the vast majority of its staff. What sort of training do staff employed by gas have in terms of their interactions with detainees . They have eight weeks of training before they take them on. They are taken on on salaries of around £23,000. They also have some ongoing training in terms of the techniques they have to use, the control and restraint techniques and so on. Some will say that eight weeks training and a £23,000 salary for controlling some very difficult, desperate, and in some cases dangerous people, isnt enough. And thats why you get the problem that do occur. I know that gas is very concerned about the allegations in the programme, as well as suspending the nine members of staff, including one female nurse, there are six detention custody officers and two managers who have been suspended, all of them are male. As well as that, several have been placed on restricted duties. They are also going to do their own investigation and look more widely at culture in the organisation, the cultural practices in the organisation, and that other institutions that are managed by gas. But it reasons really serious questions about this private company, and whether it is capable of managing institutions like this in the future. The contract for brook house by the way is up for tender at the moment. So there is a process going on, and the home office will decide whether to award it to gas or some other company. Office will decide whether to award it to gas or some other companym march, the chief inspector of prisons said he had had an encouraging inspection at brook house. But just encouraging inspection at brook house. Butjust on that last point that you are making, danny, obviously gasi think its fair to say has been on the wrong side of the headlines on a number of occasions for various reasons. Previously, gas has been in the news regarding the electronic tagging contract that it has, and also the episode before the olympics when it was unable to fight security guards. On the other side, it also runs five prisons, and several of those prisons, and several of those prisons are well run and have received positive inspection reports. A deal to restore devolved government in Northern Ireland has been rejected as the two main parties, the dup and sinn fein, continue to be at loggerheads. Northern ireland has been without a functioning devolved government since january, when the dup Sinn Fein Coalition collapsed over a botched Green Energy Scheme. Earlier, i spoke to our ireland correspondent chris page in belfast. Northern ireland has been to an administrative autopilot for eight months thousands it collapsed in january. Civil servants have been running Northern Ireland, but they havent been able to make any major policy decisions. That means that the longer this has gone on, the longer the effect is felt by people in Northern Ireland. There is the potential of cuts in public services, uncertainty for people working in the Public Sector. But these exchanges between the two parties at the centre of the crisis, the dup and sinn fein, mark the end of the summer political break here in Northern Ireland and there is no sign ofa in Northern Ireland and there is no sign of a cooling off and no sign of a meeting of minds whatsoever. Last night, the dup leader Arlene Foster gave a speech in which she outlined the proposal to bring back devolved government. She said ministers should be allowed to return to their desk immediately and deal with those immediate pressures. But she said in parallel to that there could be a time limited negotiation talks process to resolve what seems to be the key Sticking Point, around the issues of language and culture, in particular, sinn fein want legislation to promote and protect the Irish Language. Arlene foster said that the Irish Language didnt present any threat to unionism. That was seen as a softening of her language, perhaps an olive branch. But sinn fein perhaps an olive branch. But sinn fei n pretty perhaps an olive branch. But sinn fein pretty much immediately rejected her suggestion. This is an issue, the issue of parallel process has been discussed and disregarded throughout the course of all of the negotiations which we have had to date. They want the institutions to work, but they have to work in the way in which they were intended. They have to work on the principles of through power sharing. So, in terms of the offer last night in regards to Arlene Foster, it was an offer which they knew would be rejected, and it is certainly not a new offer. And, chris, i heard part of a discussion this morning where people were talking about, you know, if it was still Peter Robinson and martin mcguinness, would Northern Ireland be in this situation now . And certainly perhaps Michelle Oneill and Arlene Foster dont have that personal connection that those two did. But is it more about, its got to be more about than personalities, there are really deep seated issues here at stake, and one wonders how and when theyre going to be sorted out. Yes, this dispute is really all about identity politics. And as the crisis has developed, you have seen actually the two major parties, sinn fein and the dup, grow significantly in electoral strength in the Northern Ireland Assembly Election in march, sinn fein came very close to being the Largest Party in Northern Ireland and gained significant support. And then in the general election, the dup came roaring back and added many thousands to their vote tally. That put them in prime position at westminster, the position where they are propping up theresa mays minority government. You have got a sense of polarisation here. There are outstanding Sticking Points, the Irish Language issue being the biggest one. Sinn fein have said they will return to stormont unless there is legislation to bring in same sex marriage in Northern Ireland, and they have maintained their position that Arlene Foster cannot return as first minister for as long as that Public Inquiry is going on into the controversial Green Energy Scheme that triggered the collapse of the executive back in january. It is hard to see how this dispute can be resolved. Some expectation that talks can begin again in earnest next week, but at the moment there is certainly no sign of any agreement whatsoever. But im not at all pessimistic about the way things are going, despite the headlines yesterday, there was some progress of the talks. But i think that liam fox is right. We really have two increase the momentum of the talks generally. We have to press the point that an agreement on free trade isjust as much in the interests of the European Union as it is of the united kingdom. I think that this is something that we need to reiterate over the next month, because the next a 6 weeks are going to be crucial. Do you think there needs to be a more forensic clarification of what exactly the eu expects the uk to pay, and what the ukfor expects the uk to pay, and what the uk for its part might be willing to pay, a setting out the figures, this amountand pay, a setting out the figures, this amount and that amount and what those amounts would be expected for . It has set up the three key issues, including this bill, this exit bill, that it says must be dealt with before any other matters can be discussed. Surely the uk isnt going to be able to press this point any further, positioned as it is, as one country ranged against the other members of the block . I do, because i think that there are already signs that certain eu Member States are becoming increasingly concerned as to the lack of progress. Michel barnier of course is hamstrung by the terms of the guidelines that have been set out. But as time progresses, we see for example that the french have started to indicate that they want to see some progress. And i think it would be pressure from the eu Member States upon the commission that sees this deadlock broken. So you waiting and watching to see any signs of that. At 22 year old man found guilty at Basildon Crown court of attempting to rob the premier League Striker andy carroll of his wristwatch which was worth £22,000. 22 year old jack obrien was sentenced notjust for that offence but also for a string of burglaries and robberies. Given five years and three months for the burglaries, using motorbikes, another concurrent 18 months. Six yea rs another concurrent 18 months. Six years but andy carroll, the attempted robbery at andrew carroll. 11 years and three months in total for all those offences. All of those concurrent sentence. Obrien had approached andy carroll as he waited at traffic lights in his car. Obrien on a motorbike. Andy carroll thought he had a gun. I think we can now go to our correspondent lisa outside Basildon Crown court where that sentencing has just happened. Take us through the details of that again if you would. We have heard that jack obrien who is just 22 has had a string of convictions in the past and he asked for a number of offences to be taken into consideration. He had even been before thisjudge and he has spent a lot of his life before the court order in prison and they have tried many things to try to stop him continuing to go on with a life of crime. Thejudge said he continuing to go on with a life of crime. The judge said he sentenced him to six years for the attempted robbery from andy carroll of his wristwatch, worth £22,000. He sentenced him overall to 11 years and three months. We heard he was with a motorbike going to isolating homes and stealing and carrying out a number of burglaries. From the impact statements we heard how the terrible effect on people, finding that someone had come to their has, especially isolated houses. And on the andy carroll attempted robbery, what happened was andy carroll was coming back from the west ham Training Ground bust november. When he pulled up at traffic lights in essex and motorcyclist came up alongside him. His window was open and he said, nice watch. Then he demanded he hand over the watch and andy carroll drove off and was chased and he smashed into ten car is, this premier League Footballer smashed into the cars, on the wrong side of the road and made an 999 car. He heard that in court where he said he was frantic and scared for his life. We heard of the impact statement he now has to have security guards to pick him up and ta ke security guards to pick him up and take him back from the ground. And that he thought the motorcyclist had a gun. And he was scared for his life. It was ten days later when jack obrien was found hiding under a bed in dagenham and Police Arrested him. That incident was one of a series of similar incidents across public and private sector establishments. I think it is actually wrong to say that was caused by gas. That was caused by a number of factors. Do i believe that we deliver a good value for Money Service . Yes, i do. And they say that on the back of 35 Years Experience in this location in both the public and private sector. I believe the private sector delivers very well, delivers to the taxpayer very well, delivers to the taxpayer very well, delivers to the taxpayer very well, provides the stimulus for wider ranging development within the custodial the state. And they say that with a dispassionate view. I hope the dispassionate person that you spoke about actually sees both sides of the argument and it doesnt come down on simple ideological grounds. It is a much wider discussion than that. Of course it shouldnt be up to the media necessarily to hold any organisation, be it private or otherwise to account. Obviously in the medway incident that was a discovery by the Panorama Programme as well. In relation to these latest allegations as you say you havent seen the footage and you are investigating and there has to be a full investigation, but do you think there needs to be a system of stronger checks and balances to prevent Something Like this or allegations like this . There already isa allegations like this . There already is a very strong suite of scrutiny. It ranges from my visits to establishments to a completely independent to me and my business strea m independent to me and my business stream whistle blowing system which is operated by the company and looked after by a legal team under the ethics committee. We had the independent to give expect a presence, we have got embedded luckily the independent modern board which are laypeople in the area who are consistent visitors. We have other organisations who visit, we have embedded Home Office Officials at brook house. If i were to believe for a second that all of those organisations and individuals were saying things like this going on on a widespread basis and ignoring it i dont believe that for a second. That is why i come back very forcibly to say that these behaviours are unacceptable to us what they do not believe that that is the normal behaviour from the overwhelming majority of my staff. Reality checks chris morris has more. The uks main goal in the brexit negotiations right now is to move on as quickly as possible from talking about past obligations to talking about the nature of a future partnership with the eu. But the road ahead looks bumpy to say the least. The eus chief negotiator Michel Barnier said yesterday that there had been no decisive progress on any of the main issues. In other words for the moment, its no go. So a quick reminder about the issues on which the eu says progress has to be made before it will talk more about the future. First, the status of eu citizens in the uk and uk citizens elsewhere in europe. The uk says eu citizens whove already been here for five years will be able to apply for settled status, others will be given a chance to complete five years of residence and then apply. Its also been agreed this week that eu citizens living here and british citizens already living elsewhere in europe will still be able to use their ehic insurance cards after brexit although theres no agreement on that for the rest of us. The eu wants more detail on all of this and heres the big Sticking Point who would have Legal Authority over any deal. The eu wants it to be the ecj. The uk says thats not acceptable after brexit. The second major focus at the moment is the border between Northern Ireland and the irish republic. The uk says it wants to maintain an invisible border after brexit, with no physical infrastructure at all, and there were, were told, good discussions on ireland this week. But while the eu understands the sensitivities, it says frictionless trade is impossible once the uk leaves the Single Market and the Customs Union. And the toughest issue of all is money what are the uks financial obligations to the eu when it leaves . The eu hasnt published any final demand but it could be as high as a net amount of 60 billion euros. That is based largely on commitments the uk has already made but the uk questions the legal basis of these calculations, and went through them line by line this week. It hasnt, though, yet published any counter proposals of its own, so how do we get from where we are now to where the uk wants to be . It accuses the eu of being inflexible, liam fox talks of blackmail. Well, two more rounds of negotiations have been scheduled in the weeks beginning september the 18th and october the 9th after that the eu will have to decide whether it thinks sufficient progress has been made to allow the talks to move to the next phase. Thats not a decision for the eus negotiating team. It will have to be made unanimously by the leaders of the other 27 eu countries who will meet for a summit in brussels on the 19th and 20th of october. The uk probably shouldnt rely on mrs merkel to suddenly change course on brexit though so how can disputes about money in particular be resolved . A transition period after brexit could be one way forward. It would mean the uk still paying uk budget payments money into the eu budget for a couple of years, and reducing the size of a final bill. And, hopefully, it would help create a smoother british exit from the eu and offer reassurance to business. Still, there are an awful lot of ifs and buts. If the eu doesnt think sufficient progress has been made by october, for example, eu leaders wont meet again untiljust before christmas. And that would mean substantive talks on trade wouldnt begin until well into the new year, with time ticking away. Thank you very much. From today, they can apply tojoin the raf regiment a front line combat force whose main task is to patrol and protect air fields. The defence secretary, sir michael fallon, has described the move, which is a year ahead of schedule, as a defining moment. Our correspondent mark lobel has got the details. This is a significant moment for the raf. The first branch of the British Military to open up all areas of the service to men and women. Women can already fly planes. But now they can apply to join the rafs currently all male infantry combat unit, which patrols and protects airfields. They fought in afghanistan and suffered casualties. The raf regiment is relatively small, just over 2,000 strong, and with women making up about 10 of the air force as a whole, theres unlikely to be a flood of applications. Having a joined up path which allows people to walk around the whole of the periphery of the country has to be a good thing. The path will incorporate many existing routes and add new ones.
