Our football reporter has had his eye on things here and across europe. So much going on but firstly we are going to discuss leicester citys riyad mahrez. This is going to keep us riyad mahrez. This is going to keep us busy. It all started in the early hours of the morning. Riyad mahrez allowed to leave the Algeria International squad. They were due to fly to zambia. We understand hes gone to paris which keep his options open just in case another club comes to him. Hes wanted to leave leicester since the end of last season. His options are open as to where he goes. No confirmation on a possible clu b goes. One player are arriving in north london at spurs, if it bit of a seal, serge aurierfrom paris st at spurs, if it bit of a seal, serge aurier from paris st germain. This isa aurier from paris st germain. This is a very good replacement, its a bit of a bargain because the price has been pushed down by some off field indiscretions. He had a conviction for elbowing a police officer, he criticised his coach on social media. But he is a talented player and he said hes looking forward to showing everyone at spurs the real serge aurier. If you speak to his Ivory Coast Team mate, hes very popular and i think he will show a different side to his character at spurs. Plenty of names to discuss, another saga we need to talk about is one at liverpool, Philippe Coutinho is off to brazil. His injury has mysteriously disappeared, will he be going to barcelona . Disappeared, will he be going to barcelona . The spanish transfer deadline doesnt shut for 2h hours. This will keep rolling on into friday. Thats for me for now but you can find more on the bbc sport website. Ill have the latest on all of these moves in about an hours time. See you then. The eus chief negotiator says no substantial breakthrough has been made at the end of the third round of brexit talks. Speaking at a joint news conference, the brexit secretary urged the eu to be more imaginative and flexible in its approach. But Michel Barnier said both parties remained far apart. Translation as i said before, time is pressing if we want to get what we want, which is a global agreement. At the current state of progress, were quite far from being able to say that sufficient progress has taken place. Sufficient for me to be able to recommend to the European Council that it engage in discussions on the future relationship between the uk and the eu, at the same time as we would during the course of 2018 go on working on finalising the exit and withdrawal agreement. We remain committed to making as much progress as possible on these issues as solely related to our withdrawal, but our discussions this week have exposed, yet again, that the uks approach is substantially more flexible and pragmatic than that of the eu, in that it avoids unnecessary disruption for businesses and consumers. We propose Pragmatic Solutions to prevent this disruption, and we urge the eu to be more imaginative and flexible in their approach to withdrawal on this point. However, i remain of the view that on this, as in many areas, there is an unavoidable overlap between withdrawal and the future, which cannot be compartmentalised. He will appear at Westminster Magistrates Court later today. Police said a man brandished a 4 foot sword outside the palace last friday. A man was later arrested at the scene. As the queen and the duke of edinburgh came out to meet the crowds soon afterwards, it must have been one of the most difficult moments of her entire reign. Silence from the mourners watching, the million who have come here to london. Tears as they go past. Applause. The union flag raised, and then lowered to half mast. Another example of a breach of protocol in response to the public mood. Diana was the very essence of compassion, of duty, of style, of beauty. She proved in the last year that she needed no royal title to continue to generate her particular brand of magic. Singing. This is the last everybody will see of diana, princess of wales. Our correspondent sophie long is at Kensington Palace as members of the public are gathering to pay tribute. Lots of people have come here to Kensington Palace pay their respects, 20 years after diana lost her life in that car crash in paris. One of them is renee. Thank you for being with us. Give us an indication of how much a dress worn by Princess Diana would set you back. The first rest we acquired was a Caroline Childs dress. She was carrying Prince William on her hip when she w0 re Prince William on her hip when she wore it. All the other dresses were when she was out and about at night time. I gravitated to that because it was the year i met her and shes wearing the future king of england on her hip that one went for a lot. Six months later because we bought that dress, a lady in germany had a versa ce that dress, a lady in germany had a versace dress that dress, a lady in germany had a versa ce dress in that dress, a lady in germany had a versace dress in her cupboard. But now is seated at Kensington Palace and its the feature of the whole exhibit. It the number and she wore in private. Its insane. We had to carry on a plane. What do you think about all this . Is this something youve married into something you share personally . I was definitely married into it shes got a great passion. It was a tremendous opportunity to own a piece of history. Thats how we started in that. We decided to go for it and the second dress was totally unexpected. It was in a cupboard for over a decade, 15 years. So the auction house. Itsjust such an honour to keep it and treasure it. Just to be the people that have it now, to be a custodian of a piece of artwork. Whats your name . The Gambling Commission said the site failed to protect 7,000 customers who had chosen to block themselves from the site voluntarily, and were still able to gamble. Unemployment in the eurozone remained steady at 9. 1 , according to the latest update. Thats the lowest level since february 2009. At the same time, inflation across in the 19 countries that use the single currency rose to 1. 5 injuly, still well below the European Central banks target of 2 . A key member of the bank of englands Interest Rate setting Monetary Policy committee has said a modest rise in Interest Rates is needed to curb high inflation. Speaking in cardiff this morning, michael saunders, said it would help ease rising prices and smoothe the brexit process. The online Gambling Firm 888 has to pay a record penalty of £7. 8 million after it failed to protect vulnerable customers. The Gambling Commission said there were significa nt flaws in the firms social responsibility measures. It said 7,000 customers who had chosen to voluntarily ban themselves from the site, were still able to access it and gamble. Sarah harrison, chief executive at the Gambling Commission explains what points the company failed on. There were two counts. First, 7000 customers sought to bar themselves from 888, but that didnt work as it should have done. As a result some of those customers were able to continue gambling. The second count, an individual was gambling with the company over a long period of time, getting herself into debt. She stole from her employer to fund that gambling. On both counts the company didnt spot the issues quickly enough in a way that our rules would have expected them to. As parents get their children ready to go back to school the costs of School Uniform will be a pressing issue for many. Nationwide suggests parents spend more than £50 on each childs uniform, with additional costs for pe kit and shoes. Is enough being done to help parents reduce these costs, two years after the competition and markets authority banned schools from restrictive practices that pushed up the price of uniforms. Our school now adhering to the rules and is enough being done to help pa rents . Im joined by richard crellin, policy manager, Childrens Society. First of all, what kind of restrictive practices did the Competitions Authority talk about and do you think schools are adhering to competition policy now . The Childrens Society weve been concerned about practices for School Uniform for some time now. Schools ta ke uniform for some time now. Schools take their uniform choices seriously and that can push up costs for low income families who might be struggling to meet the high costs of uniforms. In some cases an average of £200, the government suggests. that direction towards one shop against the law . What rights do pa rents against the law . What rights do parents have two challenge a school . The guidance around School Uniforms isa the guidance around School Uniforms is a mandate aretha schools to follow, so there isnt very much option for challenging it. The best thing for parents to do is approach the head of the school and talk with the head of the school and talk with the teaching body and the governors about the prohibitive costs of uniforms. It seems to be the focus on printed badges on uniforms which is at the centre of this. For example with pe kits, saying a white piece White T Shirt have to have the crest of the school on. Does it go too far when perhaps that pe kit is only seen in school . Heavily branded items are a real problem. The most important thing for the Childrens Society is all children should be able to go to school, school should be free. Putting these kind of cost on uniform is making extra barriers for low income children to participate. Schools need to think carefully about their uniform, but ultimately every child should be able to access school. Thats quite an important point because a lot of headteachers will say uniform is important for the ethos of the school, and also to help instil discipline. So we should have the right to decide what children where. I think headteachers, when they talk to their parents, to the children and teachers can come to a reasonable policy. The most important consideration should be the cost, so that everyone can participate equally. The government need to make the guidance mandatory so the government have to follow it. Headteachers need to think carefully about their uniform policy so its accessible. Thank you. In other Business News. Two separate trials of people accused of intending to supply nitrous oxide, known as laughing gas, at Music Festivals were thrown out on wednesday after the courts heard the drug is exempt. It raises questions over the effectiveness of the psychoactive substances act, which was introduced last year. Mark easton has more. Nitrous oxide, also known as laughing gas, is taken by hundreds of people every year as a recreational drug. The silver canisters have been a common sight at Music Festivals. But the governments legislation to stop legal highs was designed to ban the sale of nitrous oxide along with all substances that affect someones mental functioning or emotional state. There are exemptions to the new law. Alcohol, tobacco, caffeine, food and drink and medicinal products are not covered and it was that last exemption which proved problematic in the first and tested cases. Hospitals use nitrous oxide to relieve pain and yesterday Southwark Crown court was told that the prosecutions own Expert Witness had expressed the firm view that nitrous oxide is a medicinal product as defined in the act and therefore an exempt substance. Two people who were arrested going into the Glastonbury Festival with nitrous oxide canisters were also acquitted in a separate case at Taunton Crown court after the judge ruled the gas is plainly an accepted substance. It is understood around 50 people have pleaded guilty to supplying nitrous oxide under the legislation and those cases may now be subject to appeal. The rulings have led to suggestions that selling nitrous oxide may not be illegal. The Crown Prosecution Service is understood to be conducting a full review of the legislation. Although cloud will build again on friday, the showers arent going to be as widespread. Many places will avoid showers and stay dry although cloud will build after the sunny start, there will be warm areas around.
