This update has just reached us, from a Global Chemical company, they said they are evacuating remaining workers from their Chemical Plant in south east texas amidst the risk of an explosion. The storm continues to wreak havoc. Our north america correspondent, james cook, is there. In the chaos, some order, at last. The boats have come from all over the United States, and not a moment too soon. Its ok the operation was fast and smooth. Police, soldiers and civilians all working together. Were trying to get to a safe and dry place. Hows the baby . Hes fine, just scared. Are you scared . Just a little bit. From above, they can see the problem, and its a big one. A reservoir a few blocks away is overflowing. It was built 80 years ago to protect the young city of houston, but no one then imagined this. The pool of the reservoir is still rising, so flooding is going to continue along the structures and the homes that are against the western edge of the pool. Streets will be flooding and will continue to flood. New streets and homes will continue to flood. For the people being rescued here, this is clearly a nightmare, but it could yet get worse. These floodwaters will eventually make their way downstream to houston, which is already struggling to cope. This shelter ran out of beds last night. More than 7000 people are here, tens of thousands more are looking for a haven. Little by little, the human cost is becoming clear. We now know that four children and their great grandparents are among the dead, drowning in their car. For houston and for the us, this is a wake up yell. The millions of people live around the rivers and swamps that surround the city. Is it wise . As harvey makes landfall again, its a question for another day. The storm no longer packs the power of a hurricane but remains dangerous and is heading east. Lying in wait is louisiana, crippled by Hurricane Katrina 12 years ago. Rescues have begun here, as well. The International Condemnation over north koreas latest missile test continues to grow. The latest launch travelled overjapan in the early hours of tuesday morning. The Un Security Council is meeting right now in an emergency meeting. This was Us Ambassador to the Un Nikki Haley before the meeting. The United States along with japan and south korea have called for an emergency Security Council meeting this afternoon and we are going to talk about what else is left to do to north korea, and no country should have missiles flying over them like those hundred and 30 Million People in japan. Them like those hundred and 30 Million People injapan. That is not acceptable, they have by later did every single Un Security Council resolution that we have had they have violated. I think something serious needs to happen. Earlier the bbc spoke with balbina hwang, who is a a former Senior Advisor on Asian Affairs at the us state department. She said north koreas continued missile tests are an attempt to push the boundaries of acceptability. This is essentially part of the problem, that we are getting used to it and we are relegating this as to essentially the same repeating the same kind of condemnations, this is pa rt same kind of condemnations, this is part of north koreas Long Term Strategy. To incrementally polish the boundaries of what the International Community is willing to a cce pt International Community is willing to accept push. This is not justice one test or the previous tests, this is the entire purpose of a Long Term Strategy on the part of north korea this is notjust one test. The question, is this time for diplomacy or action, and i think thatis diplomacy or action, and i think that is the wrong way to look at it, we had to understand that diplomacy is and always should be one of many options and ways, just as defence, deterrence and even military strikes might also be possible, but it is not a question of whether north korea is winning to talk, it is about whether those talks lead to any result willing to talk. Many of them had horrific stories. Translation they are shooting at us without any reason, burning our homes every day, those who are not able to flee our being locked inside homes and they are setting them on fire. They are shooting at people from a distance, killing them if they can. Translation if we return they will kill us and yesterday the military shot at a boat and sank it and it was carrying elderly people, women and children. We cant return. But even though they were able to make it ashore in bangladesh, they wont be able to stay long, because the Border Guards said they are under strict instructions not to allow any Myanmar National into the country and they will be sent back at nightfall. They have said they tried to cross at night, but in the daytime they have attempted to cross the river. The wits of the river here is little more than the places in the north width. Normally in the north they try more but here they also try with the boats. The violence in myanmar has become a familiar situation for people in this bangladesh city, rohingyas have been coming here for decades to escape the violence, last year a similar crackdown led to more than 70,000 rohingyas to take shelter in bangladesh, almost all of them are still living here. The smoke behind me is from a area in myanmar and the locals say they have seen the smoke since last friday and since then thousands of rohingyas tried to cioss thousands of rohingyas tried to cross the north river which marks the border between bangladesh and myanmar. Despite the current restrictions on allowing rohingyas to enter banker desha, thousands have managed to enter and are living in many areas to enter bangladesh will the government has more than 5000 undocumented rohingyas. The countdown is on for the end of the Cassini Mission to saturn. The spacecraft which has spent two decades in space has performed its lowest orbit before its destroyed on september 15th. Scientists say theyre hoping this final phase of close up exploration will solve some long standing mysteries. Our science correspondent Rebecca Morelle has more. Instantly recognisable, saturn and its spectacular rings. The cassini spacecrafts revealed this planet in incredible detail, and these are some of its latest close up images, from its hexagonal north pole to its ring system and even an aurora. But this missions very nearly at its end. Cassinis been in space for 20 years. Its set down a probe, spotted plumes on one of saturns moons and discovered colossal storms, but now its running out of fuel. Its final days, though, will be crucial. Weve learnt so much, but in that process weve also raised many new questions. One of the things that we still dont understand about saturn is simply how long its day lasts. Over the last few months, cassinis been exploring a region where no spacecrafts been before, swooping between saturn and its rings, and in its final days, it will get closer still, giving us our best ever view of the planet, revealing its atmosphere and what lies beneath its thick clouds. But these last dives could also show us whats hidden within its rings, including a mysterious object, nicknamed peggy. We noticed this smudge right at the edge. The blurry speck was spotted by carl murray in 2013 on his mother in law peggys birthday, and the name stuck. The ball of dust, more than a mile wide, is either a moon being born or one in its death throes, and this is his last chance to find out. We need to understand what object peggy really is. Weve only got, literally now, a matter of days. Our last look at peggy will be on september 14th, and i cant wait to see those images. Times running out, but this spacecraft will go out with a bang. The rain will clear away from wales and the south west will have a few showers and sunshine further north. Temperatures typically 16 17 and that goes for east anglia and the south east where it will be raining all day, significant drop in temperature, pretty miserable day on the way. Maybe staying fine with sunshine across much of england on friday, further north and west, rain beginning to arrive slowly but surely, the winds picking up, as well, but the southerly wind is evident and anything coming from the atla ntic evident and anything coming from the atlantic will take some time, we need a westerly wind to push everything along. There is rain waiting in the atlantic. Higher pressure to the east of the uk. Next week, the chance of warmer air in the south east, the risk of thunder, but that is a lower probability. What is more likely to happen, the westerly winds from the atlantic will win out and steadily we will have bands of rain pushing east across the uk. A change to something more unsubtle into next week, rain and shower, the wind picking up, but also some warmer nights on the way, and it will be that bit drier with a bit more warmth in the south east.
