Baltimore City Council President Nick Mosby publicly apologized Wednesday for a chaotic scene that unfolded in City Hall on Tuesday night involving a housing lobbyist with whom he held a joint news conference, allowed to speak in Council Chambers and had promoted to his fellow council members.
