Bach tells ANOC Russian athletes should not be punished because of Governments

International Olympic Committee President Thomas Bach has urged
delegates to "respect the clear majority" at the Association of
National Olympic Committees General Assembly here, while at same time
claiming it is "not the time" to change its stance on Russia and
Belarus.
