'Gateway to Chattanooga' project to beautify downtown interchanges in limbo

The work to beautify two of downtown's busiest interchanges on U.S. Highway 27 is in limbo after sky-high bids and a lack of interest from contractors in the "Gateway to Chattanooga" project -- and now the nonprofit group that spearheaded the effort is looking for answers.
