Former prime minister Atal Bihari Vajpayee is regarded by some as the father of India's second-generation economic reforms. He had launched the ambitious Golden Quadrilateral and Pradhanmantri Gramin Sadak Yojana projects, kicking off infrastructure buildup in the country. Vajpayee also established a department of disinvestment to privatize public businesses and launched a telecoms revolution through the New Telecom Policy.
