April 18 declared Captain Donald Gregory Smith memorial day

Thursday marks the 82nd anniversary of the Doolittle Raid on Japan. Gov. Krisiti Noem issued a proclamation honoring Capt. Donald Gregory Smith, a South Dakota pilot who flew the mission.
