Annapolis residents raise concerns about planned office building at Quiet Waters Park

Residents argued at the first County Council meeting of the year that the Earl Conservation Center, an office space slated to be built in a five-acre parcel of the park for the conservancy and other environmental groups to use, will disrupt the view from the park overlooking the South River.
