Amid annexation talk, Wilkinsburg voters to weigh creation of government study commission

If a referendum is approved it would create a seven-member government study commission to analyze Wilkinsburg’s current government and make recommendations, which could include a new home rule charter. Supporters of a proposed merger with Pittsburgh say the commission's creation is meant to delay a potential annexation.
