Ill have the sport including american hurdler with the goal at the World Championship just days before he is due to have a kidney transplant. Austrian police say they arrested three suspects and the owner of driver of the truck which 71 died including 4 children and speaking at a press conference in the last hour they said they were trying to identify the bodies so that their families could be informed. Translator three people have been arrested in hungry, one perpetrator is a bulgarian citizen and the owner of the vehicle. The other two one is also bulgarian and the other was hungry and most likely the drivers of the vehicle. Lets go straight to vienna and you were listening to the press conference and it was emotional, wasnt it. Yes, it was and they were deeply shaken by what had happened. So many deaths and people who would have died in a manner that barely bears thinking about 71 of them presumably sophisticated in an agonizing and slow way and its very distressing to hear they included several children and even a young baby. So i think officially in austria and indeed at a popular level as well people in this country are really shaken by what happened. We know several people were arrested because of this, you wonder what happens now then. The danger signs have been there, jane, and its come out in the last day or so that, in fact, the Austrian Police arrested three Truck Drivers in tuesday on separate incidents suspected of having driven refugees and migrants across the country. And in one of those incidents weve learned there were 34 people, mainly syrian refugees, crammed very tightly into there including ten children, thankfully they were all saved but they in their witness reports said that they had been suffocating and feared that they were going to die in that truck. So what happened yesterday was awful but in a way it was a danger, a horrific incident coming and the flow of people across austria and seeking 80 thigh Asylum Seekers this year and up from last year and its also a Transit Route to germany, the bigger country to the north which we know is the preferred destination its fair to say of most refugees. You wonder if this sort of incident will help push some resolution here because you just wonder how many people have to keep dying. Yes. I mean, i was listening to the eu head of Foreign Policy yesterday and she said we cant carry on like this, cant carry on Holding Press Conference with minutes of silence for the latest tragedy. He also pointed out that europe has responded to some extent after what happened back in late april when several hundred migrants drown off the libya coast. The European Union belatedly i suppose you might say stepped up its game and there are now more european ships patrolling those waters south of italy and many thousands, tens of thousands of people, in fact, since june have been rescued safely in mediterranean waters which is not to say for one moment that that journey is by any means safe which we saw with the tragedy off the libyan shore and shows that eu governments can be shamed if you like, proded into action but doesnt solve the wider problem of what to do with the extraordinary increase in refugees and migrants who are heading into the European Union at the moment. Im going to pick up on that point you made about the libya disaster off the libya shore, a boat with refugees capsized off the coast of libya, at least 82 people have died and over 100 missing according to the royces news agency and they say many who died were trapped in the hold when it went down and we have the details. Reporter the Mediterranean Sea has become a dark reminder of peoples desperation to escape violence, persecution and poverty. Thousands of people have been killed crossing from north africa to europe so far this year. In the latest tragedy another boat sunk shortly after leaving libya. Translator we are migrating. Our boat sank. It was in bad condition. People died. The libyans saved us. May god bless them. We have been forced into this route, its called the route of death, the grave of the Mediterranean Sea. Reporter libya is a Transit Route for people fleeing poverty to make it to europe and International Smugglers take advantage of the lawlessness and libya is struggling to cope, putting those that are rescued into over crowded detention facilities and forced to live in poor conditions and lack basic medical care. In another tragic incident a swedish vessel docked in the port after rescuing hundreds of people from their boat drifting at sea. But dozens of others were not so lucky, their bodies found in the hold of the boat. This is one of the tragedies we have seen a lot in the mediterranean. Its the first time for the swedish crew and the swedish ship. Unfortunately its one of many in total. The u. N. Estimates that more than 2400 people have died trying to cross the med train mediterranean see and thousands crossed this year in a desperate attempt to improve their lives and many are families struggling with children. The eu is still trying desperately to find and establish a coordinated strategy to resolve this latest crisis. In the meantime the people keep coming. Al jazeera, rome. Iraqi Prime Minister abadi is announcing reforms and wants access for civilians trying to enter the fortified green zone as well as other areas of the capitol baghdad. And dana is live for us in baghdad. What is behind his thinking, zaina . Reporter well, undoubtedly, jane, like you mentioned this is part of his promised reforms to the people. He instructed military commanders in baghdad as well as in other provinces to present a detailed security plan to open roads leading to politicians homes and headquarters of political parties, to allow people to move freely in the city and he is also calling for civilians to have access to the heavily fortified green zone, that is where the government is the parliament building, foreign embassys including the u. S. Embassy, civilians have not had access to this area unless you have a special permit since 2003. Now, baghdad undoubtedly is safer than it was than for example during the height of the sectarian violence in 2007 but the city is still not safe. We managed to speak to an official in the Baghdad Security command and what he told us is this is going to be very, very difficult. Just last week there were car bombings inside the city center. We spoke to abadis office to find out when is this going to be implemented and they said definitely not today or tomorrow and promising very soon but like i said its going to be difficult and this is not just the reform measures that he wants to implement that will face challenges. We have to remember that abadi, according to protesters demands will have to reform the heart of the political system in this country. You talk about the protesters demands, i believe we express protests later today and how is that going to play out do you think . Well, yes, every friday for the last few weeks we have seen street protests and its a gss roots movement, Spontaneous Movement and this is a powerful party for supporters to join so we are expecting a much larger turn out. And it has millions of supporters in baghdad. His decision has been criticized by some and accused them of hijacking the movement for political gains because at the end of the day he is part of the government and has members of parliament, members in parliament and some of these officials and opponents accused him of being corrupt. And the office has told us this is a natural decision because for us we support the people and we would like to give support to Prime Minister abadi to push forward with his reforms and abadi needs all the support he can get. He is getting support from the street and getting support from the highest religious authority, shia authority, but he is up against his ruling alliance. And what we are seeing really over the past few weeks is the power struggle coming out in the open between the shia political factions, the rival shia factions and that is why this crisis is very dangerous. We know that they had long power struggles amongst each other and cannot imagine them giving up power and privileges without putting up a fight. Thank you for that zaina. Turkeys Prime Minister is forming an interim cabinet to oversee new elections and the vote will be held in november and they rejected invitations to be part of the interim government but it will include two representatives from the prokurdish hdp. At least six people have died in fighting between the Turkish Military and kurdish separatist and pkk fighters attacked a base by the Syrian Border and near iraq. Campaigners are warning of an ecologic ecological disaster in the dead sea and we report. Reporter one of the most popular tourist destinations in the region but they say the dead sea which borders israel, the occupied west bank and jordan is shrinking rapidly. The ancient salt lake famous for the saltwater and mineral rich mud has been losing a meter of waters each year and an israeli tour guide says the decline of the dead sea and difference of neighboring governments has been shocking. I see the dead sea as an international property. Its really one of a kind in the world and it should be an International World heritage and instead of we are destroying it and its being degraded from daytoday. Reporter its shrinking because 70 of the natural water sources are being diverted mainly by israel and jordan and to a lesser degree syria for forming and drinking water, the remaining 30 of deterioration is caused by mining, operations and while the situation is worrying environmentalists they are also concerned about the hundreds of sinkholes that have opened up around it since the 1980s and some are as wide as sporting fields and as deep as a twostory building and swallowing roads and power lines resulting in closures of several nearby businesses and beaches. The sinkhole development is the drop in the level of the dead sea and associated with that drop is the drop in the groundwater level and that causes a arn area that was previously in salty water to be in freshwater. Some trying to save the dead sea but environmentalists say it could take decades to repair the damage and until neighboring countries stop diverting waters to the ancient lake or put an end to their mining, practices, its all but certain to dry up. Al jazeera, at the dead sea. Plenty more still ahead in the news hour including. Its not a finished job. That is not a full recovery. Mass protests in guatemala calling on the president to resign and becoming isolated in resent days and most of the cabinet have already stepped down, from Guatemala City david mercer reports. Reporter tens of thousands of people packed into Guatemala Citys central park and want an end to government corruption and harsh punishment for those involved. There is widespread anger and frustration at a political System People says that failed them with calls louder than ever for president molina to step down. Translator we are tired but know now is the time to rise up. Guatemala has never been poor. The government has stolen from us. We need to rise up because we want to show the world that the week united can achieve change. Reporter the president s televised denial on sunday of any involvement in a multi Million Dollar scandal only serve to bring more people to the streets. Many schools and businesses were shocked to allow students and staff to take part. They were joined by groups from rural guatemala who have been blocking roads around the country for days. Guatemala might be a country of sharp divisions and rich and poor, urban and rural seldom coming together and that is what makes this protest so unique and people from the country and social backgrounds uniting forces for a common goal. The president watched demonstrations on security cameras from the safety of a government office. Just days ago a judge indicted the former Vice President for fraud, bribery and elicit association and congress has taken the first step in a process that could impeach the president for involvement in the same scam. Analysts says the president has few choices available to him. Thousands of students marched the streets of the chile capitol santiago with delays in plans for the government to introduce Free Education and we report from santiago. Reporter the student marches have become a regular part of the chile landscape demanding fundamental change to an Education System and say the system is not fair and should be free to all. The wealthy are able to pay to send their children to exclusive schools and university and the less wealthy are having to send their children to Public Schools for which they still have to pay. They say they are under funded with poor facilities and several people are in senior positions who are appointed during the dictatorship to dictate from 1973 on ward. The marches are resulting clashes between the police and the protesters and this one was no exception. The tear gas and water canon being used and some protesters throwing stones. The government is saying with Commodity Prices falling it doesnt have the kind of money to implement the kinds of fundamental changes that these students are asking for. It does seem that with the negotiations moving very, very slowly these marches are likely to continue for sometime to come. U. S. President barack obama has been meeting with residents of new orleans and it has been ten years since the city was devastated by Hurricane Katrina and the process of rebuilding has been a struggle as Andy Gallagher reports. Reporter this is not president obamas first time in new orleans and the marked anniversary of Hurricane Katrinas devastation before but unlike previous visits he talked about the citys rising poverty particularly among the African American population, addressing a gathered crowd in the lower ninth ward he tackled the issue head on. Our work here wont be done when almost 40 of children still live in poverty in this city. Thats not a finished job. Thats not a full recovery. Reporter outside the neighborhoods new 20 Million Community center they waited to catch a glimpse of the president and remains popular in this community but many here have complaints of what they see as the citys uneven recovery. They should have gave it to the people here but they didnt because the majority of these people were black and they were poor. To rent a home now, one bedroom is at least 900 so the rental issue for housing, the market just is sky rocketing. Reporter to compound all that the lower ninth ward still carries highly visible scars of a storm that for many changed everything and the challenges that president obama was talking about you only have to walk a couple of streets from where he made his speech to see things like this, less than half the population of lower ninth ward returned with jobs and rising rents may be the biggest challenge for post katrina and new orleans but new orleans has made significant improvements and has not gone unnoticed. Im here to hold up a mirror and say because of you, the people of new orleans working together this city is moving in the right direction and i have never been more confident that together we will get to where we need to go. You inspire me. [applause] the president s focus on poverty and race will be welcomed by many here, tackling those problems may take many more years, al jazeera, new orleans, louisiana. Tropical storm erica is currently making its way across the caribbean island to puerto rico. The storm has already killed four people in domica and more than 20 others are still missing and erica caused extensive damage across a small island after floods wiped out roads and swamped villages and expected to reach hurricane status as it approaches southern florida on monday. Lets talk to richard more about this. So those islands are they in the cross hairs and how are they looking . Very much so. Jane, its only a Tropical Storm and dont have the big winds associated with a hurricane but the rain has been absolutely phenomenal from the system. As i run the sequence you can see it doesnt look all impressive with no central eye in the storm but as the rainfall which has been really significant. And 321 millimeters in less than 12 hours, that is phenomenal. The other thing to point out about the storm is its coming after a very long drought across the caribbean. So the ground is baked hard and rapid runoff of water and why we get flash flooding and risk of landslides across some other islands so where will erica go . It looks as though it will go across the far northern portion of the Dominican Republic and haiti and could be flash flooding here and through the kurks and kakos and it is knocking the top of the storm off and going to the north it may change but its moving to the bahamas and heavy rain all the way, flash flooding and lots of advisories and warnings out so stay tuned. When it gets to the u. S. It could go across florida as a storm and carolinas and develop in a category one hurricane, jane. Thanks for that boko haram in Northern Nigeria made thousands of children orphans and most live in camps but one school away from the violence is offering them a new start in life and we report from cano. This is what boko haram doesnt want them to have, an education. These children are orphans whose parents are among thousands of People Killed by the armed group in Northern Nigeria. Their school and home for now offers them a new start but the transition has not been easy. We are trying gradually to bring them out of the bad history and you can see its a drastic process known as a gradual process and coming out gradually from a bad situation. Reporter it has been six months they have been here trying to adjust. The children here may be making progress, trying to be kids again but most of them will live with the trauma they experienced for the rest of their lives. Some of them are seeing what no child should ever see. Many are still in shock. He was particularly sad. Boko haram fighters decapitated his father in front of him. The traumatized boy says very little and is detached from the rest. He tells me he wants to be a doctor to help people in pain. His adjustment to life has been particularly hard. Hello again you are watching al jazeera, the top stories, Austrian Police recovered 71 bodies from a back of a truck, four of those who died are children. Three men have been arrested, one is the owner of the vehicle, the other two are thought to be the drivers. At least 82 people have drown off the coast of libya and the boat carrying refugees set off from the town and at least 100 are still missing. The u. N. Says the number of refugees and migrants crossing mediterranean is more than 3,000 and that is more for the whole of 2014 but europes refugee crisis is still dwarfed by the neighbors and 350,000 have applied for asylum and half in germany and sweeden and iraq with the troubles is hosting 250 though refugees from syria, 620,000 are living in camps in jordan, a quarter of lebanons entire population is made up of syrian refugees, that is over a Million People and nearly two million syrians have fled to turkey. Lets talk to Bernard Smith who is in turkey. Bernard what sort of challenges do they face when they get to turke turkey . Reporter well, jane, this is the capitol of the province and this area is typical of all of these provinces across and along turkeys border with syria and the syria refugee crisis, excuse me, has changed the very demographics of the area and this prove province has a population of 1. 8 million and there are 400,000 refugees living just in this residence and puts a strain on education and housing and social services and it has to be said despite the rapid increase in the population in this sort of place they generally have been accepted by the turks and there have been social strains but not as much as people might imagine. But the problem for the sierrans living here is one of employment and almost being in the state of limbo. The few, the comparatively few that live in refugee camps have no permanent home to go to, those living among the community are also frustrated because there isnt enough work for them. Most of those that are making it through turkey towards greece and further into europe they are the ones that can afford it and route by smugglers and charge thousands of dollars to be taken on those routes. The ones that are left behind on turkey on this border with syria are the ones that cannot afford to go anywhere else, jane. Bernard what sort of stories are they telling you about what they are fleeing and why they flee . I think most of the refugees that we speak to will tell you that they leave it to the lastminute before they actually flee syria. A couple of months ago i think there were some 23,000 came across the border in just a few days as fighting intensified around the town which was controlled by i. S. I. L. Forces and was taken over by syrian, kurdish fighters so people fled at the lastminute and dont want to be here and dont particularly want to travel across to europe and would rather be home in syria and because of the constant bombardment they are under and the constant fighting they are forced to endure they end up leaving but most of them only do it as a last resort, jane. Thank you for that, Bernard Smith. Police in australia called off random checks of immigration visas following a public outcry. [chanting] and people in melbourne protested for saturday and sunday and australias Border Patrol agency said the operations announcement had been clumsy. I find the idea of people going around the street checking peoples papers. This is not happening in germany and we need to fight against it now. We fought a war against this in 1945. Reporter south korea red cross asked north korea to consider reunions and wants them to take place at the border village and it was discussed last week with efforts to deescalate tensions between seoul and pingyong and the last reunion happened in north korea in 2014. South korea and the u. S. Wrapped up the biggest ever joint military drill and 2000 soldiers rehearsed a Live Fire Exercise and we have more where the drill took place. Reporter combined u. S. , south korean drill is the largest carried out by the military and comes the same week that north and south korea concluded a deal at least for now which was a serious set of tensions on the peninsula in years and included an exchange of artillery across the border and with the size this exercise is interesting in terms of the types of scenarios being rehearsed here and there is a war time and peace one and south korea responds to enemy provocation. Going after the source of the provocation and also supporting forces and the command post responsible for it. That is very much a physical playing out of the president of south koreas response to policy, to any kind of north korean provocation and indeed she is watching on as this exercise is carried out fresh from what many people in south korea see as something of a vindication in terms of a negotiated settlement and looking to maintain her twin track approach, a harsh position against nuclear and testing and being open to cultural exchanges and we have plans for more family reunions between families divided with north and south that ended in 1953 and also plans for more regular meetings between northern and southern negotiators. However in october there is the 70th anniversary of north koreas ruling workers party, an event which analysts say could be marked by a rocket launch or nuclear test and could be the new slightly warmer relations between north and south in the three days will find themselves tested soon. Media release add video of floods that killed 40 people this week, heavy rains caused widespread damage in the Northern City near the border with china. More than 11,000 people have been effected. Hundreds of temporary shelling house earthquake has been flooded and caused water to rise and at least 15 schools and a hospital have been effected from where we report. Reporter they were made homeless by aprils earthquake and now a flash flood has again made them homeless. Early this morning at 5 00 a. M. Massive rain suddenly made the small stream over there rise and this entire area got flooded. Eight hours down this area is completely uninhabitable. All of the houses over here, its full of water, as you can see its full of mud. Earlier we met a gentleman who had to run out of the house Early Morning with a ninemonthold daughter and said it was a terrifying experience. Translator i heard people shouting. When i got out of bed the water was this deep. By the time i ran out with my daughter, the water was already this deep. We didnt get a chance to save much. Reporter Security Forces we talked to earlier said they had been busy rescuing people as well as helping them recover what is remaining from the houses, most of it got wet obviously. There were some landslides earlier further up and also have been clearing that up. In some areas children were already on their way to school when the flood waters started to rise and they had to be evacuated by the Security Forces, 12 kids were evacuated. At the same time there was a hospital further down the road where the flood was and everyone had to be referred out of the hospital. In the district more than 300 people died during the earthquake, hundreds of houses were destroyed, once again more than 800 families have been displaced because of the floods and people over here are saying they had just felt that things were kind of getting back to normal and things have fallen apart again. More than a billion people are effected by tropical diseases, that is one in seven people worldwide. The World Health Organization has named 17 conditions in its new strategy to fight the diseases and ailments such as intestinal worms and leprosy and rabies and river blindness and some diseases can be fatal, mostly suffers in chronic pain and disfigured and disabled. Its a major problem with a straightforward answer, clean water, good sanitation and hygiene but these are not easily available in one of the worlds poorest regions and we are in new deli looking at efforts there to stamp out denge fever. Reporter house to house, container by container, it is denge fever season in new deli and what counsel workers are looking for, larvae of the disease carrying moscow, its a time consuming process and workers say they shouldnt have to do in the first place. Translator the main reason we have so much denge fever is carelessness and people let water collect on their roofs and keep water stored in containers and they dont clean. There are some people who do these things and that is why we have this problem. Reporter counsel workers are meant to inspect this neighborhood once a week but people say their visits arent that regular. And she says its not just time between inspections that is the probl problem. Its difficult for us to live here. When it rains the drains overflow and our homes fill with water. Its hard for us to live this way and then there are diseases. Only last week the boy next door had a fever and was taken to hospital. Reporter during the annual monsoon season hospital words across india fill with denge fever patients and report of indian and American Research last year estimated the cost of the viral disease to india to be more than 1 billion a year. It also said the government maybe grossly under reporting its prevalence. The burden that it places on the Healthcare System is made worse by the fact there is no vaccine for the disease. Even if it is caught early treatment is only symptomatic. In this denge fever ward in new deli the doctor treats a number of patients, some arrive with common flulike symptoms and others are in a condition requiring emergency medical treatment. The people are educated and if we prevent breeding in our premises or locality then there can be much reduction in the number of denge cases. Reporter millions of indians, particularly the poor, are exposed to denge fever, keeping the dangerous moscows that spread the disease is a logistical challenge but the threat of the fatal disease lingers here, long after smoke from the familiar fog machines clears, al jazeera, new deli. Big stream of lava erupted on hawaiis big island and the fastmoving flow has crept into the forest and will not threaten Populated Areas and this is one of the most active volume volcanos in the world. Cannot deflate and balloons float over londons garden mark market. Justin gatlin paid him off. Reporter this man talks about how he has taken down to the world athletic championships coming up, in sport. In may 1944 at the height of the Second World War more than 70 prisoners of war escaped from a german camp southeast of berlin and only a handful survived and inspired the hollywood film the great escape. One of the last survivors died this australia, former pilot was 101 years old and said he help to dispose of soil from the escaped tunnels dug by his fellow prisoners and joining me from australia and he is associate professor of history at the university. Thank you very much for joining us. What do you know about one of the last survivors and his role in this incredible escape . Well, he was one of the men who prepared the escape involved with many others as well. Their task was to build a tunnel. In fact, they built three. And he prepared the building of the tunnel and he was one of the men who was lucky enough to be chosen to exit the tunnel on that fateful evening. I want to talk more about that faithful evening but i want to show a few clips from the great escape and possibly the most wellknown scene of Steve Mcqueen escaping before he gets on his motor bike, running away from the germans. These are all very good to look at including him but i mean how close was this depiction to what actually happened . Its fairly distant in reality. Above all the film features the role of americans and the airmen who escaped were british airmen. That doesnt mean they all came from the uk. They came from places like canada and australia and new zeerland and south africa so that is the biggest distortion perhaps and something that bothered paul royal a little and in other ways too. There is of course no Steve Mcqueen figure and no attempt to cross with a motor bike. Why did they feel the need to leave . Many of them would have given themselves some kind of chance of making what they call a home run, that is getting back to the uk and continuing the war as airmen. Others would have been realistic and thought even if they didnt make it back to the uk escaping by itself had some nuisance value because they knew the germans would have to recapture them and commit resources to recapture them. In a way it was a form of continuing the war effort. And actually what happened to them . It was a war crime, wasnt it . Yes, what happened to them was that hitler discovered, was told of the escape. His initial inclination was to direct that all of those men who were recaptured be executed. They settled in on a figure of 50 men, so 50 men who were among those who had escaped and were recaptured were murdered in cold blood and, yes, clearly a breach of international law. Now, when the film was being made i believe that a lot of the prisoners of war asked for the details not to be revealed and what assistance they got from their home countries, can you tell us more about that . From which home countries do you mean, from the places in the various parts of the world of which they came . Thats correct, yes. I mean they got things such as maps and papers and tools hidden in gift packages. Thats right. That is where much of the ingenuity came from and one of the australians who was involved was responsible for making compasss and all of that was kept secret at the time and within the camp it was important that the planning for the escape was kept initially among a relatively small group of men and it was absolutely crucial over those months of preparation that word not get out because otherwise the germans would have nipped it immediately in the bud. Peter thank you for talking us through the great escape. Lets get the sport now, joe. Thank you, in just four days time he will under go a kidney transplant but in a few hours from now he will run for gold at the world athletics championship and the final of 110 hurdle and he holds the world record in. Two years ago he was told he may never compete again when diagnosed with a kidney condition with his sister donating one of hers he hopes to recover for next years rio olympic. Im very capable mentally of winning the gold metal but fiz physically my body will take me so far and i focus one run at a time and made it to the final and tomorrow i will give it my all. Bolt has legs that carried him to six olympic gold metals and 10 World Championship titles and it came up after he was knocked down on a segue after beating a person in a 200 meter in beijing. He said he was sorry as much as he could but i checked to make sure he was okay because i think he got the worst of it because he was off bad and falling backwards and im not sure if he hit his head but it was pretty scary when it happened but im saying the accident happened and i have a few cuts but nothing i have never done to myself and i will be all right. And the rumor im trying to start right now is Justin Gatlin paid him off so that is what im going with and im all right so its all good. I want my money back, he didnt complete the job. Im a photographer and use balloons. And this installation is a metaphor of a huge earth and with the huge earth i created a bridge with the past. I wanted to collect this with the past and to refresh their memories. Every year we try to put culture in the garden because its surrounded by art, culture and performance and part is dna and what charles is able to do is use his art installations to marry the contemporary with the historic. It takes five days to inflate the balloons and four nights to have 100,000 balloons. I dont count them, of course. And i put a light inside like the rhythm. And when i have been contacted by the garden i decided to come and discover this place with a kind of new heart to try to find an idea that could be interesting in this place. Its a little strange, different i guess. But its cool. I like it. Its kind of beautiful. Reminds me of kind of a bit of thunder and lightning coming out of the clouds. Reporter i would definitely like to see it and ill see you in the next bulletin coming up, in the next couple minutes and in the meantime you can always log on to our website. See you later.
