This is Al Jazeera America live. Wall street is making a come back, despite another huge sell off in asia. The dow opened up 2 higher today. It is holding strong, now up 214 points on the day. The s p and nasdaq are also higher, it is a major turn around from yesterday when the stocks fell more than 3 . Mary snow is with us. Mary, you were on wall street today. I was. A market difference from yesterday at the open. And throughout the day, right . Yes. Definitely. There was really we didnt see the fear that we saw yesterday. Yeah. At the open. Was traders are still very cautious, they are saying yes this is some relief but they certainly expect more volatility. Theres so much uncertainty out there. Uncertainty, you know what, Market Analysis going on in this market, literally, friday massive sell off. Over the weekend, everyone is worried about what will happen in asia sunday night. Beware of monday we get black monday, another sell off in china. Right. And then we got resilience. Right. And then so one of the big drivers today, in this rebound, is china moving in to cut Interest Rates to help boost the economy. But even before china did that, we did see markets in australia, and europe, rebuild. One of the traders was saying look, yesterdays close was actually encouraging. Right. Because it could have been a lot worse. That wild swing at the open yesterday, thats scare add lot of traders and they knew that it could be far worse. Okay, what about confident heres . They hate uncertainty. Uncertainty, instability. And they welcome these moves from the stimulus by whether its the chinese government, the u. S. Government, but at the end of the day, chinas move, this cut is the fifth rate cut since november. So you know, one trader was telling me is this a band aid. How much is left in the tool kit. Right. And how just the exact state of chinas economy is unknown. Because it isnt terribly transparent. Correct. So thats another big fear too. All right, we will watch that throughout the course of the day. Its been a long 24 hours. Mary snow with us, so a short time ago, we asked app lee, a professor of economics and finance to explain the sudden up and down in global markets. There are a number of factors that could have caused this, right. All along, you have had bulls and bears in the u. S. Markets and around the world. About china, and so a lot of people were aware of what was going on in china. The slow down in china has been delegated to everyone, for a long time now. And the Commodity Markets have sold out long before the stock markets have. And so why the stock markets suddenly decide to turn so suddenly, it could have been that a number of the large bears decided to rally butt on their best, and maybe some of the bulls chained their mind. Given that they were spooked by the valuation, as well as the falling stock markets in china, and so any a number of these things can be the trigger, but this is not necessarily news. And you have to remember that this is a very large economy, we are talking about. It is like the titanic, and they are trying to steer this thing, and so clearly when you are turning this big tanker its going to be slow, it is going to be rough waters here. And so its you know, certainly not predictable how this is going to turn out for the rest of the markets. Ann lee adds that the chinese and the american economies are closely connected to by trade, but the two Financial Markets are not as intertwined because of chinese capitol controls. A red flag warning in effect on Washington State today for evacuation are now in place for another half a million homes. The unreleapting fires continue the grow now now measure over square miles. More testimony today in a colorado courtroom at the formal sentencing of Movie Theater gunman james holmes. The hearing is expected to last until tomorrow. At least 100 survivors and witnesses are testifying about the 2012 Movie Theater attack that left 12 people dead. These last three years since my dad was murdered i have wondered time again what could have happened had i had the opportunity to interseed before he committed such a crime. Despite the testimony the sentence will not change, the jury determined holmes will get 12 consecutive life sentences without chance for a parole. Now returning to campus, and at more and more schools they are finding new programs designed to prevent sexual assaults. If you are still struggling with consent, just imagine instead of initiating sex, you making them a cup of tea. This is one of the videos Damen College plans to use to teach its students how to prevent sexual assault. If they say no thank you, then dont make them tea. At all. Dont make them drink tea, dont get annoying at them for not wanting it, they just dont want tea, okay. It is all part of new state and federal requirements to combat sexual assaults and change how schools spotted to them, the new rules require training for bystanders so they learn what they can do to prevent assaults and in some states it changes the definition of what constitutes consent. For me i was raped in my own dorm bed. The changed were inspired by high profile claims. She vowed to carry around a mat stress as long as her alleged rapist attended the same school. If she doesnt consent, or cant, its rape, its assault, its a crime. It is wrong. The white house estimated that one in five women have been sexually assaulted during her college years. New regulations require training for personnel and notifying reported victims of their rights. A new report out today reveals a wide level of Racial Disparity in some american schools. The analysis of federal data shows black students are suspended or expelled at rates that are overwhelmingly higher than white children. University of Pennsylvania Research look at 13 Southern States those states make up more than half of all suspensions of students nationwide. Black students represented just under a quarter of Public School students in those states. But they made up nearly half of all suspensions. In 132 Southern School districts black students were suspended at rates five times their representation in the student population. The nra is gearing up for a big battle over gun control. It is going after a city law mr. Seattle that taxes gun and ammunition, Jon Henry Smith has the story. The National Rifle association and other gun Rights Groups sued seattle monday, in state court over the decision earlier this month, to tax fie arms and ammunition sales. The tax amounts to 25 for each firearm sold in the city, plus 5 cents for every round of ammunition. It is designed to Fund Programs through cut gun violence, and research its causes. But the lawsuit argues that bypassing this measure, seattle is violating on Washington State law barring municipalities from unilaterally enacting local firearms regulations. And they argue similar legislation elsewhere hasnt actually resulted in fewer gun bans. In chicago, they raised a lot of money. They did raise a good deal of money. But the problem is right now you are looking at it as a homicide firearm rate in chicago is going through the roof. For advocates of the law, the money raised is more than an ancillary issue. The city averaged 130 firearms death as year, taxpayers pay upwards of 12 million to treat gunshot victims. Stores report or stolen firearms to police. If someone steals your entire gun collection, and you are only account for 99 of the gun collection, but you miss one, and you realize that a week later, and you go to the police and you say okay, i forgot about this one i didnt realize it you are a criminal now. Well, the government has described thises a a comprehensive plan but as described by the pentagon today and the brand new press secretary, it was more of a limited agreement that seems at this point to be limited to turkey taking part in the air campaign against isil forces in iraq and syria. Here is how the press secretary made the announcement just a short time ago. The United States and turkey have finalized details for turkeys full inclusion in the count ever isil Coalition Operations this includes coalition tasking order which tracks coordinated and deconflicts all Coalition Air operations. It could take a few days to put these arrangements into place. We believe that turkey is committed to fully participating as soon as possible. So that air tasking order he is talking about, that is the United States basically planning every day, what claims from the coalition that is helping the United States battle isis in iraq and syria. What planes will be flying and now turkish planes and of course turkey is a note toe ally will be integrated into that. For now, thats really all that this agreement includes. Is for turkey to join the air campaign. The u. S. Is still talking with turkey about ways to enhance security along the syria turkey border to stop the flow of fighters, and to cut off their supply lines, that is still a work in progress. What do we know about the so called safe zone for moderate rebels in. This has been a big point of discussion, and it is interesting today, because the pentagon was dancing all around this, they dont want to create the so called safe zone in northern syria. They believe that that would exert sovereignty over part of serbia, syria, rather, they dont want to do that, so thats one of the things that when the government talks about comprehensive plan, a lot of people are looking to see if this is going to include this so called safe zone, where isil would be kept out of the area, in northern syria, and right now, thats really not on the table. Hurricane katrina slammed into the gulf coast ten years ago this week, and now the city is marking the catastrophic flooding that filled the lower 9th ward. Flood walls protected the neighborhood collapsed unleashing a wall of water, then came the slow government response. I think the early recovery was not good. There was too much fighting going on, the way the federal government was organized fema wasnt designed to be a recovery agency. And i think this country is in a much much better place because of what we went through when the levies failed they felt that the government failed too. Thousands were stranded with no evacuation plan. Cutting through the red tape, aluth general who was put in charge of the response to the disaster was a louisiana native. Who was born during a hurricane. Stephanie went to new orleans to see what he is doing today, and to get his thoughts on where the region stands now. In the darkest days after katrina, general russell landed in new orleans. When you initially came to the Convention Center here, what did you see. Is for whatever reason, the demographics was a large group of senior citizens. And women with babies. They were all along here. And stretched from the north end of the Convention Center to the south end. Some 16,000 people had amassed at the Convention Center, desperate for food, bathrooms and most of all, a ride out. We have been in the streets for five days and nights. Somebody has to come to our rescue and do something. What did you see. One of desperation, people arening haing on. An exhausted mother of twins hands over her babies and doesnt think twice about taking them. Governing civil disaster, save lives. And thats also what drove him to this moment. Weapons down, weapons down, damn it. Put your weapons down. Outnumbered and hearing reports of violence at the Convention Center, heavily armed police and troops have been on the defensive. He wasnt having it. Put that weapon down on the ground. Ten years after katrina, we went back to that spot. I worry about these people. All those weapons were loaded. What happens if one of those go off. You dont save people by pointing guns at them. Dont be stupid. He became the voice of reason, the answer to new orleans collective call for help. Theres no power in this city. 80 of the city is under water. Some of the major roads are belonged. I cant even imagine the pressure you were under, having seen what the people were going through, and knowing the challenge of getting them out. You know you have we had to break some rules. The way the government to move that many people, have everybody come by, and they have to know who you were, listen to this, we walk people down that street, get on the bus. If there were another disaster, would you volunteer your services again. Absolutely. I would be right there close asky get to it. Ten years hasnt slowed him down. Seems like you live a charmed life. A lot of peep didnt return. 55 of the city being renters and for the first three years the government didnt provide any assistance to renters. The center for student achievement is trying to close those opportunity gaps. I will be ready. Willing. Willing. And able. And able.
