What sort of difference will this make and what sort of response are you expecting . At the border area what we are doing at the moment is in order to make sure that registration facilities are set up and make sure protection sensitive asylum systems are being put in place and are operational. We have support of the government with equipment. We are supporting them with that to speed up the registration process and we are also providing basic humanitarian assistance here at the border town in this area. Yes, i had the opportunity to speak to another one here the whole day until late at night. We have also some psychology and social workers here and to speak to a lot of them. First we need to interrogate the whole concept of refugees returning back voluntarily. I would say that we do not have enough knowledge to really understand the peoples choice. You are doubting they decide on their own and maybe they were pushed. I think its definitely something worth interrogating. Okay. At the moment we do not have enough studies that are large scale enough and indepth enough to understand that these people know exactly what is lying ahead in somalia, particularly in places like luke and two others, three locations that have been identified as pilot projects locations and cities. But i was looking at what you said a little earlier and you are saying the government does have the capacity to deal with these if they want to. No, i do not or actually think so. Large parts of south and South Central somalia remain insecure, in fact, and there is evidence that militant groups like alshabab actually still have presence in those parts and the government, as much as they are doing their best to combat militant forces along with other forces, its a difficult situation. And i would also say that the resent federalization project that has been pushed by the International Community has created political instability and some conflict actually in large parts of the southern and Central Regions of somalia. What do you suggest and you say you doubt possibly the majority are going there because they want to so where does this leave them, kenya doesnt need them. Its a per perplexing situation and what needs to be done is have a better understanding of whether the refugees themselves in kenya understand the situation in somalia. I think it has to be understood better whether these refugees when they go back to places in southern and central somalia have the social networks in place that would help them sustain livelihoods and protect them and government has presence in the places they are going back so they can Access Protection and there is some International Assistance available to them at least in the first few months when they return back and i dont know.
