Iraqs government has voir dire for help to them out. Bahrain, uae. 3,000 u. S. Soldiers are training iraqi troops. As of may, the combined operations cost the u. S. 244,000,000,000. On average, the u. S. Is spending almost 9 million a day on its fight against isil. In baghdad, many are doubtful the strategy is working. With hopes as faded as the pictures that surround them, its a mournful atmosphere for the patrons of baghdads cafe. Here, they sip and smoke what small comforts are provided. But not even these decaying momentos are enough to counter all of the reminders of the dangerous present. The majority didnt think that america has effect on the ground. Nothing on the ground. Political analyst tells me that in the years since the u. S. Led coalition began airstrikes against the islamib state of iraq in the lee vant, many have grown more distrustful than ever of their Governments Alliance with the united states. They think they have global 308. Ask them to review their strategy and dealing seriously with iraqi forces to help them fight isil. Others, though, put the blame on sectarian politics constantly playing out in the ranks of iraqs government. I think the problem in iraq is mutual trust and Everybody Knows what you are talking about. There is lack of mutual trust. With so much at stake, he has this warning if this is not resolved, you know, isis is going to be working around baghdad in no time. In a city where writers once reined t art industry no longer alleve its a dread. Amid these volumes of fiction and nonfiction, its fear that is being expressed most vividly now. Mohammed jamjoom, al jazeera, baghdad. A member of the Iraqi Parliament doesnt believe enough is being done to defeat isil. From the beginning, we say that the air campaign is not enough to fight isil. And now, after one year, we find isil, they have more ground, more power, they get more cities in iraq and wir facing a criminalnal organization. There is no serious action from the Central Government or from the local people, the tribal people who are fighting isil on the ground. We fight more displaced people. We find more refugees, iraq refugees inside the country, and no one help them. We are facing a mymanitarian crisis, no education, no future for children. The air campaign alone is not enough, and its useless. More on this. Joining us from washington, d. C. , Douglas Oliphant at the new america foundation. So you heard one view of the campaign and its effectiveness and lack thereof. What do you think needs to change to make it more effective . I can you certainly understand the frustration of the iraqi people. I think what we need to understand is that it takes a long time for a Campaign Like this to unfold. Campaign, as i understand it, the military site anyway, has about four aspects. We want to train and quip the iraqi forces and provide them with intelligence and provide them with air power. The training just takes time. The first classes of iraqis have been trained, only started graduate in the spring and are only now starting to get out to the battlefield. The equipment that was promised to the iraqis in august didnt start to arrive in iraq until june. Thats just how long it takes working through the american system. We can apologize for that, but thats simply the way it is. Likewise, intelligence takes awhile to refocus american analysts on this problem set for them to learn it, to shift assets to focus on iraq. So, i think a little more patience in getting the strategy in place will be helpful. Apart from the patients, is there anything specific in terms of hardware that would help those who are fighting on the ground against isil . Stions. The reports we have, the Iraqi Government just isnt up to this task. Is there a failure of the Iraqi Government to actually coordinate this effort and to make it happen on the ground . There are some real problems in the Iraqi Government with gridlock. I think in the persons of both Prime Minister obadi and his counterpart, the sunni speaker of the parliament. We have two guys who are relatively moderate, who are trying to cut the deal. Each of them have hardliners in their own ranks that they have trouble simply mustering the votes in the parliament to bring about a compromise solution on issues such as bringing about the Sunni National guard, on debathfication, on oil. All of these imagine issues for the Iraqi Government. Thank you very much indeed for taking time to talk to us. Very much appreciate it . My pleasure, lauren. The mayor of paris said migrants occupied a disused school there can stay at least for now. The refugees took over the building after weeks of living on the streets. Charles stratford went to meet them. Yakub said he fled five months ago. He wants political asylum in france. I find myself in france. Before i was in italy. I speak a little bit of french so that helps. He took and about 250 took over this unused building. They said they had no choice but to occupy the building because police kept forcibly removing them from makeshift camps. Local people bring them food and a group of volunteers are helping them with their asylum access . If you have no pity for them, next time, you have no pity for handicapped people. Next time, no pity for women, et cetera, et cetera. So i think the way we treat Asylum Seekers is a barometer on our level of democracy. The may ors office said he is willing to enter into dialogue to find them somewhere to stay. The situation at this former school not only highlights the migrant crisis here in france but in wider europe, also. Antieu parties have seized on the issue. French National Party leader says france cant afford to take in more migrants. The partys popularity has groaned because of her position on immigration. Around 60,000 people apply for asylum in france each year. France is not generous to Asylum Seekers. Figures have increased slightly. Only well, less than two applications out of 10 actually succeed in their asylum when the average in europe is actually 35 of successful applications. After 50 in scandinavia. European commission chief said europe must not cave in to what he describes as populist demands in eu countries automatically deport Asylum Seekers. It is unlikely that he or many of the people sheltering in the old school or elsewhere will be allowed to stay. Charles stratford, al jazeera, paris. Hundreds of people have been marching through the streets of ferguson in the u. S. State of missouri marking an anniversary of the shooting of unarmed black teenager michael brown. The 18yearold whose body lay in the street for more than four hours was fatallyy wounded by a white police officer. His death prompted violent clashes around the country and a National Debate about race and alleged police brutality. Al jazeeras kristin saloomey, what kind offints are planned for this weekend . There are a whole host of events happening this weekend from concerts to memorial marches to civil disobedience and so on. Right now, its a little bit of a down time. Not too much happening at this moment. Standing outside of the Police Department in ferguson, but there are a small group of activists, demonstrators, in the parking lot. You cant see it from here but its not too far away where they have been continuously since a year ago coming out to the make their voices heard, and i have one of the activists here with me right now. Alicia irb y to talk about whats happened in the last year. Whats changed and what hasnt . Why do you keep coming back to this spot . We keep coming back to this spot because unfortunately, the ferguson Police Department has decided that the department of justices relations are unbiased and they have, therefore, sent a lets try Something Else sort of letter to them. And they refuse to recognize our signatures to recall mayor knowles, so we believe needs to go because he believes there is no racism in ferguson. We have all seen that thats not true. So there have been some changes here there is a new police chief. There is a new city manager. What more would you like to see . You would like to see the mayor go as well. Thats a big priority, and as changes start to happen in the Police Department, with you pleased with any of the changes that have taken place . I am pleased with getting the civilian review board through the city, but we have no subpoena power, which almost makes us useless. So our next step will be to fight for subpoena power. Secondly, mayor knowles has consistently said that there is no racism here, that it is being blown up and the problem is that we have people that are still being killed. Mijima powell was killed by triggerhappy police officers. And one killed in sal city who we are memorializing this weekend. The killings continue, and yet we have no response out of the ferguson Police Department or the city Police Department for that matter. Thank you so much, alicia for joining us here on al jazeera . Absolutely. Thank you. As i said, a number of events and for the rest of the weekend as well, the main day will be sunday when there will be four and a half minutes of silence to mark the time when mike brown was shot and killed and the four and a half hours he was left out in the street as the police investigated what happened. We will be covering that and bringing it to you on sunday as well. Back to you. Kristin saloomey, thank you very much indeed. The National Emergency Response Center said there are only 4 cases reported now. More than 11,000 people died in sierra lee one and guinea. They have be erica wood reports. The first case of ebola from the west african outbreak was contracted in december, 2013. Researchers believe it came from bedsides in the southwestern Border Forest of guinea. It spread quietly until march last year, when the World Health Organization declared it an outbreak. By the end of the month, at least sixty people have died and there were suspected cases in neighboring liberia and sierra leon. Doctors without borders warned this outbreak was unprecedented. The world paid it little attention. Poor Health Facilities and governments who struggled to take action made it worse. The virus spread and so did the fear. By late july, the outbreak reached nigeria. In early august, two american missionaries were flown back to the u. S. After contracting the virus in liberia. Now, it was not just a west african problem. More foreign nationals got infected and suddenly, the world was see the scale of the outbreak. This morning, i have declaring the current outbreak of ebola virus disease a Public Health emergency of international concern. The World Health Organization stepped up its call for work on a vaccine. Medical teams on the ground in west africa were struggling. Doctors without borders admitted they were being overwhelmed. If you look at the history, you will see that Doctors Without Borders has given regularly larm signals, already started, i think, in april, if i recall well, already starting to say, this is not a normal ebola outbreak. More needs the w. H. O. Needs to take this more serious. More resources need to be allocated and while time passed, our messages bam more and more urgent up to the end where we are trying to more or less scream at the world to say, things need to happen here. By september, five country tries were affected by the outbreak. The virus was killing around 50 of its victims. In just nine months, 3,000 people had died. The World Health Organization admitted in may this year, it was unprepared for the scale of the outbreak. I do not ever again want to see an organization faced with a situation that it is not prepared and not staffed and not funded to do the job. With education, better Government Programs and a global response, the virus is now far better contained. While the west african outbreak may have started in the forest of guinea, experts warn we are still not out of the woods yet. Erica woods, al jazeera.
