But the Israeli Government turns a blind eye to settler terrorists. Reporter the family shared the only bedroom. They would have been fast asleep when the window was smashed and the room set on fire. He saw the attackers lying outside with the clothes on fire. When he came back, the two men were gone. Translator smoke was coming out of the house. I saw the fouryearold child. I pulled him out. The flames were so big. There was a huge blast and no way to save the baby. Reporter this is the room where he was found dead. We spoke to the ambulance worker who removed his body from her. The way he described was as a lump of coal. Relatives laid pictures on the burned out floor. He hadnt finished his milk yet. The neighbors house was set on fire but no one was home at the time. The attackers left behind a message, it says revenge in hebrew. The parents and brother have been taken to an israeli hospital. Israel had been quick to condemn the attack in the harshest terms. The government con condemns this act of terrorism. Well find them. Reporter but the palestinian president blamed the Israeli Government for the attack. When they build settlements in the west bank, they encourage flocks of settlers to do what they do every day. Reporter people here say the same thing. That attacks happen often but they have never had such an outcome. Hundreds showed up for the funeral. His parents in too critical a condition to lay their son to rest. The israeli said they will bring what they call terrorists to justice. Not many here believe that will come. There have been some profits across the west bank in response to what happened here. But we are not seeing huge numbers. I think what that means especially when you speak to people here, they are shocked. There is a sense that they are helpless to try and change things. Certainly when it comes to trying to change this Israeli Government settlement, expansion policy which has been active over the last few years. Earlier today i spoke with a professor of middle eastern policy studies, a former u. S. Ambassador to israel and egypt. I asked him what he thinks the outcome will be of the attack. Its an important wakeup call for the government that has sometimes been a little too lax when come to jewish settlements. Its time for a significant crackdown for those on the west bank who have taken the law into their own hands. In i can the arson directed against the home was bad enough, but the fact that it killed a baby is really quite beyond belief. The attack has been condemned. Some of them do support the settlements and in general the settlers. So does israel need to figure out a way of taking control of the more radical elements of the Settler Movement . And if there is any hope for peace, do the settlements have to stop . The larger question is whether or not israel understands that the occupation is at the basic the basic problem here. And that it is breeding both discontent on the palestinian side because of settlements but also discontent and this kind of outrageous behavior on the part of israeli jews. And so yes the Israeli Government should see that, as i say, as a wakeup call not just to crack down on jewish terrorism against palestinians, but to understand the nature of occupation and the impact it has on both populations. I also spoke about the improving u. S. Relationship and the expectations for dialogue in cairo. Well have that part. Interview at the bottom of the hour. According to the Organization Peace now, there are 120 official settlement information the west bank. In addition, there are 99 unofficial settlements known as out posts. As of 2008, almost 290,000 Israeli Settlers live in the west bank compared to 2. 26 million palestinians. Attacks like the one on the west bank have become known as revenge or price tag attacks. These price tag attacks dont have to be jewish settlers going after palestinians because of a palestinian attack. They can actually be because the settlers are upset about an action taken by the Israeli Government they dont like, like the demolition of some Housing Units in the west bank. Its not that they dont have to be about palestinian attacks. Palestinians are policed by the israeli army as well as by Palestinian Security proxy forces. So this isnt a tit for tat. This is about the expanding of colonial subjects. They become the firing rod for Israeli Settlers to express their protests. They can express it in the lives and lands of palestinianings. Estimates vary. It seems that the number of these really hard line jewish settlers who carry out these kinds of attacks number from as few as a few dozen to a hundred. Why has the Israeli Government not been able to take control . I think we are underestimating how many people do t theres been 11,000 attacks on bodies and lands in the past decade. The numbers have grown by over 150 . They can be easily held to account and yet the problem is not the settlers themselves, the problem is what the israeli system sets out to do in the process of removing palestinians to replace them with Israeli Settlers. The baby was the fourth palestinian killed this week. Three earlier by the israeli army. This happens and its not just about settlers. There are israeli system dehumanizes palestinians. Its evidenced in the legal system that dehumanizes them within courtrooms and everyday life. A lot of this is by extremists in the jewish Settler Movement. This was condemned widely by all the israeli parties people across israel. In fact, most studies seem to show that the jewish settlers themselves the vast majority oppose t wouldnt it be in the israelis governments best interest to put an end to it . A lot of thing is in its best interest. It has a blank check to street palestinians as nonhumans. I think we are letting israel off the hook and looking at the wrong issue. This isnt about israeli extremists. This is about society that dehumanizes palestinians. Netanyahu decreed this as a terrorist attack. He has not overseen a prosecution of a single israeli settler. He oversaw the killing of 551 palestinian children in the gaza strip and has not overseen the prosecution of any israeli soldier. We have attacks day in and day out in a society that sees it as acceptable in ways they offer impunity to it because the charge of a single soldier will indict the entire society. The settler will undermine the entire movement. Could it make make things worse . Are you concerned we could be seeing what everybody worries about, the beginning of another war . Everybody is worried about how it will be worse. The palestinians suffer as much or more because more people are dieing on the palestinian side. They suffer and they die quietly when we are not looking. So the baby killed today brutally, whose skin melted off his body because of this attack by israeli arsons, is not an exception. He is actually the rule. Do you think well see an escalation of violence . I dont know what well see. Im concern what had we see is pressure, real american pressure on israel which is its primary patron to subject it to International Law and human rights norms to offer palestinian selfdetermination and freedom. Its being tested in africa with positive results officials want to start using it immediately. It will change the management of the current Ebola Outbreak and future outbreaks. The tests at this Treatment Center have shown the vaccine to be a hundred percent effective so far. None of the 2,014 persons vaccinateed had ebola after ten days after vaccination. Researchers have been under pressure to find a vaccine testoon the outbreak in west africa. More than a thousand people have died of the disease. The death of of a oneyearold boy in december of 2013 in ginny is believed to have started the outbreak. The neighbors were hit the hardest. For months the number of infections and death toll climbed. The disease and almost as importantly the fear of the virus spread. Some cases reached nigeria senegal, maly, spain, United Kingdom and italy. Four infections were confirmed in the United States. And one of them, a man in dallas died. New cases dropped sharply. This week had the lowest number of people contracting ebola in more than a year. The vaccine known as the canadian vaccine thats where it originated, is an attenuated version of the virus. It produce as protein that gives the human body something to swing at, get a mild exposure to and then give an immunity. We are seeing an extraordinary result. The people did not develop any symptoms after ten days. They are all becoming immune to it. Lets imagine what it would have been like in the original outbreak if this vaccine had been available. The original outbreak began with a 2yearold, then passed to the family, a grandmother a mother, a sibling and moved on to a midwife and a hospital worker. It jumped from one area and moved on to a doctor who treated the hospital worker and then it took 11,000 lives or more. To imagine that that transmission chain had been cut by this vaccine would have been an utter game changer in the words of the director. There are ethical concerns. Doctors are worried that it hasnt gone through the usual trials . Thats absolutely right. This has not gone through whats known as the Gold Standard of a double blind placebo trial. You administer a real vaccine to half of your patients and a placebo, a fake version to the other half. No one knows which is which. You cant do that in an epidemic. You are dooming half of those people to catching ebola which has an incredible fatality rate. They did a ring trial, they circle an outbreak a cluster of cases by giving about 50 of the people the choice of having it, 50 take it. In this case 100 percent of those people did not develop symptoms after ten days. A ring trial was the same thing they did when they developed the smallpox vaccine. We know that was the end of smallpox. If this is as effective as they hope could this be the end of ebola . Its a great question. You know, its not a Silver Bullet yet. This really is working very well so far. It only works on a certain strain of ebola, the strain we have seen so far. It has to be maintain in a special way, in a Laboratory Grade freezer at negative 80 celsius. Its hard to stockpile it. This is only working for three weeks so far. It could go on and turn out to be not as effective later on. Not a Silver Bullet, but a Public Health victory. Good to see some good news. Thanks. But if that piece of wreckage is proven to come from mh 370 it could be the only part of it ever found. The locals watch and speculate. It may reveal some answers. But the mystery is far from solved. The debris is headed to france for analysis. The wing part is being sent to facility in southern france. That center has assisted in other airplane investigations. Reporter they are going to be focusing on a number of Different Things to try and get some sort of confirmation as to whether this is indeed from a boeing 777. They are going to look at what are described as data tags, serial numbers to numbers that would suggest previous repairs of the plane that it was attached to. They are going to be looking at trying to figure out just how long this piece of metal this piece of debris has been in the ocean. There is speculation as to whether the barnicles attached to it is an indication how long it spent on the surface. Its not inconceivable to think this piece of debris have floated some 4,000 miles from where its suspected the plane went down. They are going to be looking at the fabric of this debris as well. Looking at patterns of rivets as well as simple things like that to try and hone down to try and get some sort of proof that this did belong or was part of a boeing 777. Thats before they then start to try and piece bring the pieces together and look for some sort of confirmation that this was a part of flight mh 370. U. S. Intelligence knew that deceased plan leader omar had died. Leon panetta confronted them about him being treated as a hospital. This week the taliban confirmed he died in 2013. The armed groups presence extends further south. Turkey has reached an agreement with the u. S. To defeat isil in northwest syria. There is still no agreement on which Syrian Opposition groups they will support in the joint fight. The Syrian Kurdish fighting force, the ypg backed by the coalition, is positioned a few kilometers behind that bridge. It says it is ready to advance but turkey does not consider them as partners. The u. S. , however backs the ypg with air strikes. This allowed the group to control more than half of syrias border with turkey. Turkey is concerned the kurds plan to carve out their own state in the area. It made clear the decision to allow u. S. Jets to take off from its territory does not involve helping what it call as terrorist organization. Translator this has already been brought to the attention of the United States. Within this context giving air support to the ypg is not one of the elements of our agreement with the u. S. Reporter it is not clear who will replace isil in northwest syria. The fact is for the last few years the amount of u. S. Leverage with egypt diminished considerably. We cut off aid for a period of time. The amount of our economic assistance is relatively small. That gap was filled by the united arab emrats and saudi arabia. Is kerrys trip a signal that its more important to strengthen an an ally . Thats the case. The fight against isis. You have the rearmament of hezbollah and hamas. You have the situation in yemen and saudi arabias concerns about its strategic standing, israeli concerns about security. The secretary is looking at a longstanding ally with which we have had difficulties in the past few years. I think normalizing our relationship notwithstanding the issues that he will discuss that are problematic like human rights i think is quite important. Knowing the country as you do and i know the divide in egypt is big between those who think they have done whats necessary and those who think he abused his authority, are you concerned that his strong arm tactics could backfire . I think thats possible. I think hes gone a bit too far. There was a need a couple of years ago when the military ousted former president morsi for some degree of stability and order to be restored in the country. That has not been done in some places like the sinai peninsula. But the country is back doing business. I think the government needs now to scale back some of the very harsh repressive measures that its taking. What about kerrys meetings with the gcc are those going to be about the iran deal and reassuring them more than the general Security Problems in the area . Hes already gotten the support of saudi arabia. Do you think the other members of the gcc will fall into line . The fact that the minister of saudi arabia has come out publicly supporting the agreement will be quite important in bringing the other gcc members around. But the agenda is also broader. The syrian situation continues to be quite serious. Both the problems that are specific to syria but also isis. And the general instability in the area. Do you think he will bring carrots in the form of military support and promises of security, aid if necessary . I think so. We are not really talking about the degree to which consistency and constancy in the u. S. Support for these countries can give them the confidence to stay with us in whats going to be a very long and challenging fight against isis and in monitoring iranian compliance with the agreement. So that means some retirees and some people with savings will not receive Interest Payments and some may not receive principal payment. It shakes the confidence of the people. How big a blow to the economy will it be . People with a that wanted to start a business or make an investment or buy property may be put off for a while. In the long term you have all sorts of other issues. They have to impose more austerity, increase taxes cut spending. That will have all of their own consequences. Its important to know that the government has been working on reform plans quite with a lot of effort. And even within the senate on reforming the education there. These are things that need to be accelerated. They need to move them forward. Only 40 of puerto rican adults are looking for work compared to 60 in the United States. That is significantly than historical averages. You got a very bad situation there. There is a large underground economy. There is one in america, too. But you still have more than double the employment rate. Labor laws are onerous. You get a lot of offbooks employment and sort of Economic Activity happening away. More latin american. How will the default affect people in the United States, are there a lot of 40 ks are that have investments . Within the Municipal Bond fund space, there is a number of funds that have big concentration. They have been managing that and taking legal actions against the puerto rican government to protect investments. I think well hear rumbles in the market. Generally people wont be affected. What about the consequences of this massive migration . The numbers now you got as many people leaving peurto rico for the u. S. Mainland on a yearly basis as what you used to get in five. Yeah. Thats a mixed bag. On one hand that means less revenues for the government, but it also means less services to provide. They need to spread themselves, they dont have to spread themselves. Quite as thin. Yeah. Whats the solution . Debt restructuring . Peurto rico is not allowed to avail itself of what municipalities on the mainland can avail themselves of, chapter 9 to restructure debt. It seems like there is not much of an inclination in congress to have that ability. I think congress is republican, they are not that interested in helping peurto rico be bailed out. Whats the solution then . Peurto rico itself has had advisers in place since march of 2014 helping them prepare for this. Those attorneys and advisers will take the lead in negotiating with bond holders. Its similar to what happened to ukraine and greece, there is not a Legal Framework to restructure debts and a series of negotiations happen and everybody accepts what the plan s.
