He said it was essential to have in place to prosecute whoever was responsible to insure that justice was served on behalf of the victims and that the team, which is consists of countries most effected by the downing of this airline like belgium australia, malaysia and netherlands. Most of the victims came from netherlands they requested this from the Security Council but russia had a whole list of concerns quote serious concerns of how the investigation was taking place. They said that it lacked transparency. It was not in compliance with international norms. These are all points, of course, that the Investigative Team and other members of the council took sharp opposition to. They denied that and saidpointed to lack of evidence to the contrary. But russia went on to say that this was not in keeping with earlier resolutions that the Security Council had passed on mh 17, and they did not believe that the downing of this airliner while a tragedy that it jeopardizes International Peace and security. Here is more what they had to say. We do not back the idea of the creation of a tribunal under chapter 7 of the u. N. There are no grounds of this mindful of the fact that the Security Council did not classify the boeing tragedy as a threat to International Peace and security. Its difficult to explain how the events that took place a year ago were not deemed to be a threat to International Peace and security now it becomes just that. As you might imagine the four ministers of these countries that suffered losses in this crash were very upset by the outcome and by the veto, and that was expressed in their speeches. They were very heated, angry comments coming from these countries. And julie bishop vowed that they would seek another form of justice. They would find another venue to prosecute the perpetrators once the tribunal does come up with suspects that they would search for another way but obviously thats going to be very difficult without the backing of International Law and the Security Council. And the Security Council continues to back the investigation but when it comes for finding another venue i think it will there arent a lot of other options at the United Nations unless the Security Council is united they cant refer something to the International Court or establish an tribunal unless the Security Council is on board. Then it comes down to individual nations and their justice systems and their reach and again that is more difficult when you dont have the backing of the Security Council to demand that suspects be extradited to a country to face trial.
