Turkey is insisting that a buffering zone is needed for the displaced refugees to, find a safe haven. Its been their demand for some time now. But it seems that the devil is in the details. They still do not agree who will police this buffer zone on the ground. What Ground Forces will be used. Now the u. S. Coalition has been bombing isil and syria since september. Theyve been concentrating in the northeast where isil has a strong presence where isil is able to move freely between syria and iraq. Now what turkey wants they want to rid the area from isil so that isil will not be able to weaken opposition group. They do not want the syrian kurds to push even further to take mortar tore. They want to avoid ethnic strife between the kurds and the arabs. Turkey is engaged in the fight against isil. Theyre hoping for an agreement of some buffer zone but we did hear that they would make clear a no flyzone is not on the table. It is not under consideration at the moment. But in order to make targeting decisions you have to be able to account for proportion analyst the value of military targets versus a school or a hospital thats right next to that military target. And algorithms are not able to make those value judgments situational contactual judgments the way that humans are. And delegating them the authority to kill without human supervision is basically abdo kateing the moral responsibility of commanders and military officers to truly make those hard decisions. You want to ban on these autonomous weapons. How would such a ban work, though . Well, i think instead of just saying a negative we dont want autonomous weapons i think you need a positive requirement. That would an requirement for meaningful human control. So at any time that loot lethal use of force is used, there has to be meaningful reason for that use of force. They have to understand the nature of the target and the risk inherent in attacking the target and the military necessity for using weapons and attacking in that particular case. Short of that you have a system that is auto mading some aspect of that, and you dont have the kind of human responsibility that i think should be required.
