Contrary to early reports the department of Public Safety brian ensierra pulls out his taser and takes her to the ground and much interaction takes place out of the dash cams view and a bystander is also recording. Reporter she was arrested for assault on a Public Servant and booked in the waller jail and following a meeting with state, county and local officials royce west made it public and addressed reporters. Given everything in america with Law Enforcement and african Minority Community we want to make sure that people do not perceive this anything we do as it relates to this investigation as a white wash wherever the facts leave we want to make sure no stone is unturned and make sure we get the facts and what the facts leave that those end up being the facts. Reporter waller da says the investigation into blands jail cell death is treated as if it were a Murder Investigation and also characterized blands behavior during the traffic stop as not ideal. Sandra bland was very combative. What does that mean . It was not a model traffic stop or and it was not a model person that was stopped on a traffic stop. I think the public can make its own determinations as to the behaviors that are seen in the video. Reporter texas authorities have said the trooper violated procedures during the traffic stop and has been placed on administrative duty and dan patrick says full transparency will be seen in the investigation. I want the family when they go back to chicago or when this is resolved that they believe they had justice in texas. Reporter in her online posting sandra bland talked about the black lives Matter Movement and a deep distrust between Law Enforcement and people of color. In the news we have seen as of late you can stand there, surrender to the cops and still be killed. Reporter but sister and friend says the bland she knew was also pragmatic. The initial story is she was pulled over for a traffic stop and arrested for a peace officer and once i read that i said somebody is lying because that is not sandy especially as out spoken as she was about Police Brutality and events going on lately. Sandy would never put herself in a position where she would put her hands on a cop. Reporter Sandra Blands mother closed out the Memorial Service saying that her daughter would be laid to rest later this week back home in the suburbs of chicago. Reporter the incident that ended with Sandra Blands death in a jail cell began with her sedan making a right turn followed quickly by a u turn by officer Brian Encinia and got close to her in the left land and bland moved to the right land and that is when encinia stopped her. You seem irritated. I really am i was getting out of your way and you were speeding up so i move over and you stop me so yeah im a little irritated but that doesnt stop you from giving me a ticket. Officer encinia has been placed on administrative leave and the head of department of safety says his conduct during the stop violated approved police procedures.
