Contrary to early reports the department of Public Safety brian ensierra pulls out his taser and takes her to the ground and much interaction takes place out of the dash cams view and a bystander is also recording. Reporter she was arrested for assault on a Public Servant and booked in the waller jail and following a meeting with state, county and local officials royce west made it public and addressed reporters. Given everything in america with Law Enforcement and african Minority Community we want to make sure that people do not perceive this anything we do as it relates to this investigation as a white wash wherever the facts leave we want to make sure no stone is unturned and make sure we get the facts and what the facts leave that those end up being the facts. Reporter waller da says the investigation into blands jail cell death is treated as if it were a Murder Investigation and also characterized blands behavior during the traffic stop as not ideal. Sandra bland was very combative. What does that mean . It was not a model traffic stop or and it was not a model person that was stopped on a traffic stop. I think the public can make its own determinations as to the behaviors that are seen in the video. Reporter texas authorities have said the trooper violated procedures during the traffic stop and has been placed on administrative duty and dan patrick says full transparency will be seen in the investigation. I want the family when they go back to chicago or when this is resolved that they believe they had justice in texas. Reporter in her online posting sandra bland talked about the black lives Matter Movement and a deep distrust between Law Enforcement and people of color. In the news we have seen as of late you can stand there, surrender to the cops and still be killed. Reporter but sister and friend says the bland she knew was also pragmatic. The initial story is she was pulled over for a traffic stop and arrested for a peace officer and once i read that i said somebody is lying because that is not sandy especially as out spoken as she was about Police Brutality and events going on lately. Sandy would never put herself in a position where she would put her hands on a cop. Reporter Sandra Blands mother closed out the Memorial Service saying that her daughter would be laid to rest later this week back home in the suburbs of chicago. Reporter the incident that ended with Sandra Blands death in a jail cell began with her sedan making a right turn followed quickly by a u turn by officer Brian Encinia and got close to her in the left land and bland moved to the right land and that is when encinia stopped her. You seem irritated. I really am i was getting out of your way and you were speeding up so i move over and you stop me so yeah im a little irritated but that doesnt stop you from giving me a ticket. Officer encinia has been placed on administrative leave and the head of department of safety says his conduct during the stop violated approved police procedures. One of the many procedures is letting the individual know in terms of what action is going to be taken, okay secondly regardless of the situation it doesnt matter where it happens the state trooper has an obligation to exhibit proofficialism and be curteous throughout the entire contact and that wasnt the case. Reporter it should be noted there are several places where the 52 minute video appears to have been edited at one point for example the tow truck driver leaves his truck and walks off screen and then without apparently walking back to the truck leaves the truck again later a passing car disappears and then reappears driving in the same direction. Questions are also being raised about the death of an unarmed black man at the hands of a university of Cincinnati Police officer in ohio. Samuel was shot in the head after a brief struggle with an officer and he reportedly refused to get out of his car after the officer pulled him over for a missing license plate and the mans family says they are waiting to see what the body cam video will show. One witness says good who has asthma was complaining to officers that he could not breathe when they tied his hands and feet. Ferguson, missouri hired another interim police chief, officials today introduced Andre Anderson and he comes from arizona and takes the top job almost a year after riots erupted after a confrontation with police and talked a short time ago about his goals for his sixmonth appointment. The interim city manager now is from glendale, arizona and this officer also comes from glendale, arizona from the Glendale Police department and say that didnt necessarily play in the decision they could not tell us exactly how many people were considered for this position but this gentleman has 24 years of experience and has over seen about 80 detectives he has had patrol experience and grew up in southwest philadelphia in a demographic similar to ferguson and leaders say his race was not a factor he is a black man and the mayor today did say it was a bonus but this gentleman says he feels like he cares and thinks he is the right man for the job and is interested in the position of the fulltime police chief. Those are the ridges caused by the rifle. Right. And feel the ridge of that. Barely at all. Barely at all and that is the glock, right. Reporter under the microscope its easy to see glock on the left the other bullet on the right. Doesnt get more dramatic than that i dont think. Reporter when we switch one out and look at glock bullets side by side its hard to match conclusively even though they were fired from the same gun which means matching a single bullet to a specific glock can often also be a challenge. Majority of them are inclusive, majority of bullets inclusive and 50 on comparison on glocks are inconclusive. Reporter nothing in if documents replaced by Franklin County linking a specific gun to a specific fatal shot and in the case of six bullets or fragments recovered from the body investigators report they could not be conclusively identified or eliminated as having been fired from any of the glock pistols used in the shooting.
