Herself in her jail cell days later. The credit card, you could take over. Where identifies are stolen and sold and lives destroyed. What our investigation understand covers. Plus childs play. Our first report on childs play. Playgrounds from around the world. President obama getting the nuclear deal with iran was one thing. Now comes the hard part, making the case for it with americas eye lies in the middle east. That was the job for defense secretary ash carter. He was in israel where anger in israel is rising. Al jazeera correspondent jamie mcintyre. Ash carters goal was to convince israel that it is ready. There was its obligatory handshake and photo op as u. S. Defense chief met with israels Prime Minister, who hasnt announced the nuclear deal as a mistake of historic proportions. Ash carter told reporters traveling with him he did not expect to change any minds in israel. Carter met with two hours with Benjamin Netanyahu in jerusalem and left without any formal joint statement. At his next stop the visit to u. S. Coalition troops carrying out airstrikes from a base in jordan carter said that u. S. Israel relations are rock solid. We have a longstanding extremely Strong Partnership and a common commitment to countering iranian maligned influence in this region. We dont agree on everything, and the Prime Minister made it quite clear that he disagreed with us with respect to the nuclear deal in iran, but friends can disagree. Carter is trying to reassure u. S. Allies, jordan and saudi arabia that the u. S. Will continue and even increase military support to its friends in the region, and not leave irans aggressive activities unchallenged. Its a point that president obama pressed in his speech to the veterans of foreign wars in pittsburgh. Our sanctions for iran support for terrorism. And its missile Prime Minister and Human Rights Violations those sanction also remain in place. Well stand in allies and partners to israel. The fact that u. S. Is offering increased military assistance is evidence of the deals destabilizing effect. For now the president is calling in the sunni arab countries saying well give you a lot more weapons. Well does that mean that you think that the iranians are going to behave . Or is this trying to bribe you into supporting the agreement . That idea that increased military aid from the United States could be seen as a prescribe to support the Iran Nuclear Deal as one reason that secretary cart doctor not take with him to israel and specific proposals for increased aid. That will probably come in the months to come. Carter said that u. S. Provides israel with the latest technology and he insisted that the u. S. Is willing to do even more. Jamie, thank you. Professor of Political Science and israel studies hes in boston. Is the United States trying to bribe israel into supporting the iran deal . I dont think bribe is the way i would put it. They routinely use military aid to smooth its relations with Different Countries and it has done so for decades. Its a way of trying to improve the relationship between israel and United States in a tense moment, and i think bribe is a strong way of putting it. We her very strong words from the Prime Minister of israel. One Prime Minister who has cooperated with the Republican Party to try to stop this deal. The United States israeli relationship change as an as a result of this deal . Well, its another low point of what had been a longterm deterioration of that relationship under president obama and Prime Minister netanyahu. I think this was entirely foreseeable. Prime minister netanyahu has long been an opponent to this. I dont think it will endanger the relationship. This is a relationship that has weathered many crises in the path. This is the latest of a very serious one, but i think ultimately the fundamentals are there, but the fact of the matter is that on the issue of iran the u. S. And israel and they dont see eye to eye. They have different priorities. And so to some extent this is a reflection of that. But its not just israel. Its other arab countries like saudi arabia, who are upset with the United States as well. Is this going to strength the relationship between the saudis and the israelis . That has been happening behind the scenes for some time. And both countries view iran as their biggest region allen my. Both have been worried and quite upset with obamas policy in the region. Behind the scenes theyve been coming together for a long time. But i think a strong relationship between israel and saudi arabia is going to be limited by the palestinian issue as long as that goes on, the saudis cant get too close to israel. Lets go back to politics for a second and talk about congress. Democrats who are friendly to israel and the United States, are they going to feel pressure from the Prime Minister to vote against this deal . Well, certainly not only from Prime Minister netanyahu. Its a question as to how vocal hes going to be to try to pressure congress. They are pro israel groups who are mounting a Concerted Campaign particularly in with regards to try to convince them to vote against the bill. Do you think theyll stop it . I dont. Ultimately its not just going to be a question whether they dont like the deal, and they may not like the deal, but whether theyre willing to defeat president obama on the signature foreign policies. I think ultimately those Democratic Senators or enough of them will decide to support obama and not allow an override. I think this is really a losing battle on the part of netanyahu and those that support him. Professor, good to see you again. Thank you very much. No. Georgia tonight a memorial held for one of the five Service Members killed in chattanooga. Friends and family gathered to mourn the youngest victims in the attack. There are new calls to allow military to carry guns on military soil. American women and men service should not feel vulnerable on american soil. At the u. S. Capital the flag flies at halfstaff. A memorial to the fallen in chattanooga. While at a Senate Hearing the nominee to become the next army chief of staff said its time to consider arming Service Members on service facilities. I think on basis and Service Centers we should consider in some cases i think its appropriate. Most south africa men and women are not permitted to carry weapons including on base, at Service Centers and recruiting stations. Some civilians are stepping in. We cant have these attacks happen again. I just wouldnt be able to sleep no more. In New Hampshire volunteers patrol outside of a recruiting center. Signs that prohibit guns inside, not just to visitors but military recruiters working there. To the people who say that its not going to happen here, the people of tennessee said it would not happen here. The people in south carolina, the church, said it would never happen here. Since the shooting several governors like indianas mike pens pence has moved to enhance security. Including recruiting store fronts across the state. In Florida Governor rick scott has moved the states recruiting to National Guard armories. Thats another problem. Recruiting offices are often in shopping malls because thats where the people are. There have been calls to allow firearms before. In 2009 after the ford hood shootings where 14 died, and the Washington Navy yard attack in in 2013 where 12 were killed. Now a change of in policy seemed possible. I had a very good conversation on friday with the pentagon to talk about what theyre doing. I know threat activity has been rising for some time and theyre looking at what needs to be done to make sure that it does not happen again. And john, late today the navy times publication is reporting that a navy officer and Marine Outside of shotting intoga where the four marines and sailor were slain, these two individuals according to the navy times open fired returned fired with the assailant. Its unknown if these are military mps or if there is some other explanation for why these two were armed. Mike, thank you. Now to president ial politics. Ohio governor john kasic has become the 16th candidate to put his n his bid for the white house. David shuster reports. In front of family and friends at his alma mater the Ohio State University in Columbus Ohio governor john kasic said that hes in. Im here to ask you for your prayers, for your support for your he efforts because i have decided to run for contract president. He is a twoterm governor. We are going to take the lessons of the heartland and straighten out washington, d. C. And fix. Kasich is also considered relatively independent. Under president obamas healthcare law he expanded medicaid and he often speaks about helping minorities. You think about the troubles that many of our africanamericans still face today in a world where we have worked to provide equal rights and opportunities sometimes theyre not so sure, and i dont blame them. The challenge for the 36yearold is that hes now the 167th prominent republican to enter the 2016 seal. Most of the other candidates have better name recognition and he does not rank high enough in the polls to qualify for the first Republican Debate being held next month in cleveland. But kasich has built a career out of defying expectation. Leading the House Committee in congress and running for governor after being out of politics for ten years. We put together a vision. We put together a team. They said it could not be done, and we proved them wrong again. In his president ial Campaign Kasich intends to highlight ohios economic record. As governor he has cut taxes balanced the budget, and watched his state create 350,000 jobs. Democrats say that he the recovery should be accredited to president obama. But kasich insists that leadership in the Buckeye State will work across the nation. Well rebuild the economy of this country because creating jobs is our highest moral purpose, and well move to get that done. Kasich has been known to get things done in a rough and combative style. Questions about his temperament has dogged him for years and a up in columnist recently ask is john kasich too big a jerk to be president. Note kasich is an eternal optimism. The sun is going to rise to the zenith in america again. Joe watkins is a republican strategy aid for president george h. W. Bush, and he joins us. Thanks. There are a lot of primarily observers who say that john kasichs announcement went unnoticed because of donald trump, but would kasich have gotten much attention even if trump was not in the race . Well, thats a very good question john. Donald trump has been very smart about dominating the news media. He has not had to spend a lot of money because every week he has made headlines and its all about donald trump. John kasich is a credible candidate, but ethos raise a lot of money. Jeb bush has already raised 100 million in the first quarter. Hell have to compete with people like that if he wants to be seriously considered for this nomination. Weve got donald trump, and we havent spent a lot of time on this broadcast talking about trump because there have not been a lot of substantive issues discussed. Then today he released senator Lindsey Grahams cell phone number. They go back and forth with that. What is going on inside the Republican Party and what are they going to do about donald trump . I dont think there is anything that anybody can do about donald trump but hes independently wealthy. As i said earlier he doesnt have to spend a lot of money to build his name recognition. He has tremendous name recognition, and he is tapped in to the sense of anger on the part of republican voters. Because hes so unfiltered he says what he thinks, he doesnt care about what people think, that has earned him early 20 in the polls. In a crowded field like the one were in right now hes easily dominating. He does better than dominate, doesnt he. 16 candidates, and hes getting 20 of the vote . Thats right. How does that happen . Well, he understand what a lot of other candidates dont understand. You got to understand the electorate. You got to understand what it is that makes them move. If you look at primary voters who are a little more charged than your general election voters you have to speak right to them, and he does. He sucks all the oxygen out of the race especially those on the far right side of the aisles. Hes willing to say things that even those candidates are not willing to say. Right now hes taking all of their supporters. Even if he attacks john mccain, says hes not a hero, and then says he is a hero. It doesnt matter to those voters. Is that what youre saying . They want somebody that will change the dynamic inning. They want somebody to say what he thinks and means what he says and donald trump is willing to be that candidate. Several others were saying the same thing. In the case of donald trump hes picking his battles vercelli. The kind of stuff that hes. Attacking john mccain, thats going to lose him votes though. Even his strong supporters would say they didnt appreciate him doing that, and maybe hes on probation for saying that. But its not going to lose him any votes. Attacking mexican immigrants is not going to win him votes is it . For those who have a strong sand of immigration. Thats his policy. His is strong stance on illegal and undocumented workers is beganning him lots of points. In the meantime, hell forego latino voters Going Forward . Thats not to say that donald trump is the candidate who will run for nominee . I would stick with my own policies and say what i believe because of the issues. And they keep dropping in the polls. [ laughing ] when does that change . A little tough talk here. Well, i think that donald trump is going to continue being somebody to be reckoned with. He is regoing to make that 10person cut off. And then we hit the Iowa Caucuses and the new orleans Prime Minister. And then if hes still strong hes going to be someone to contend with. Hes going to be someone to contend with. Its good to see you joe. Thanks for talking about it. Appreciate it. Thanks so much, john. Great to see you. Coming up next on our broadcast, a new report on the number of children living in poverty in the United States, and what could be behind it. Plus the the Police Killing in Washington State. The why the type of gun the officer used is making it difficult to figure out when fired the fatal shot. A new report of American Children and poverty. One in five kids mr. Living in poverty in 2013. About 16 million children. Thats 3 million more than at the start of the great recession. For hispanic and africanAmerican Children the numbers are worse. More than one in three were living in poverty. Were in los angeles with more. John, los angeles childhood poverty rate is not the highest in the state of california but in the country. Lack of Affordable Housing and lack of access to nutritious food all contributing factors. Tonight well take to you an inner City Community center that is trying to help. These are the faces of l. A. s most fragile families. A nineyearold marisa, and sevenyearold susanna. They and the other children who attend summer day camp here at the all Peoples Community in Los Angeles Live in poverty. Its a lifeline providing educational programs, a safe place to play and healthy meals. What are you having for lunch . I just finished my hot dog im guessing this is celery. I dont know. At home do you always have access to healthy food. Yes, but sometimes we dont eat enough. You dont always have enough . Yes. Come hearing do you know every day youre going to have a healthy lunch . Yes. Without the center many people would go hungry. Dazey runs the daycare program. A lot of them go to school and thats their breakfast meal. Then they come to after school program, thats their lunch and then when they go home we dont know what they get to eat at home. In los angeles one in four children live in poverty, and on skid row youll find the largest number of Homeless People in the country. Among the tents the cardboard boxes and shopping carts. Were seeing the number of poverty rates increase over time time. Andy morris with the l. A. Regional food bank said that growing up poor leads to a lifelong study. There are multiple studies that link food issues to performance in school and later in life. When kids arent able to get the kind of food they need to succeed their performance suffers in all areas. Are you going to eat your celery . And youre going to drink your milk . Okay, youre going to drink your milk right now . Another Study Released earlier this year found that without Government Support programs and local Community Support programs like the one featured in our story, that the childhood poverty rates would actually be much higher. And john, when you think about the kids that we just met and you consider that might be the only decent meal they eat for the day its clear that there is a growing need to help this vulnerable population. Jennifer, thank you. Coming up next on the broadcast. New details on the arrest of a woman in texas who was later found dead in her jail cell. Plus why native americans are killed by police at a higher rate than any other ethnic group. Well hear one familys story. Hi, everyone, im john grege what new police video could reveal about the arrest of sandra bland. And Police Killing. Theyre not there to serve and protect. Theyre there to occupy these communities. Protests over the death of a denver man. The case shining light on native americans and police use of force. Without a trace. The Police Killing in Washington State, the types of guns officers use could make charging them nearly impossible. Plus common ground. At once exotic and familiar. The moving photos of childrens playgrounds from around the world. Police dashcam video is giving the first look at the arrest of sandra bland the 28yearold africanamerican who was found dead in a texas jail cell three days later. Her death was ruled a suicide but there is there is investigation ash har quaraishi is in texas. Good evening john. The release that have dashcam video is shedding new light on what proceeded the arrest of sandra bland. State officials offered their condolences to the bland family and pledged a vigorous and transparent investigation. Go get out of the car the dashcam video showed a moment ling up to Sandra Blands arrest. Get out of the car. Contrary to earlier reports it does not appear that he tries to pull her out of her window. He does pull out the taser. Much of the interaction comes out of the dash cam view. The by stander is also recording. But at one point the officer addressed the eyewitness filming the incident. You need to leave. She was arrested by assault on a Public Servant and booked in the county jail. They made the dashcam video public. Given everything going on between Law Enforcement and the Minority Community we want to make certain that quote unquote people do not perceive this anything we do as a whitewash. Wherever the facts lead we want to make sure that no stone is unturned and we get every fact. Wherever the facts lead that those ended end up being seen. The death is being treated as if it was a Murder Investigation but he characterizeed blands behavior as not ideal. Sandra bland was very combative. What does that mean . It wasit was not a model traffic stop for and it was not a model person who was stopped from a traffic spot. I think the public can make its own determinations as to the behaviors that are seen in the video. Texas Authorities Say that the trooper violated procedures and he has been placed on administrative duty. Full transparent will be seen in this investigation. I want the family when they go back to chicago, for when this is resolved that they believe that they had justice in texas. In an online posting sandra bland talk about the black Matters Movement and spoke of lack of trust. You could stand there surrender to the cop and still be killed. But Sorority Sister said that the bland she knew was that she was also pragmatic. She was pulled over for a traffic stop and then arrested arresting a peace officer. Someone is lying. Especially as out spoken as she was about Police Brutality sandy never would have put herself in a position where she would have put her hands on a cop. About yet as friends and loved ones gather to memorialize the young lady they loved many questions remain about how they ended up here. That Memorial Service is currently under way here in texas. Not far from where she was stopped and where she lost her life about a week ago. Ash har quaraishi thanks. People of color dieing in police cud, recent headlines have been filled with cases. Largely absent are the stories of native americans, but that could change. The killing of a denver man is shining new light on a troubling fact about native americans and the police. This is the last place i saw him alive. I personned some sage to retrace his last footsteps. Shes mourning the death of her son who was shot by police in this alley on july 12th. He was cornered here, and then he comes out and he has the knife to his neck, and the Police Member were standing about where that oil mark is right there. Thats where he fell. Thats where he fell right here. Is that my daddy . Yes that is your daddy and. You native americans despite their small population theyre more likely to be killed by police than any other ethnic group. Eagle feather is still trying to comprehend what happened that day. He walked in. He was intoxicated. I didnt expect it, and he was very agitated. He pulled out a knife and i know he was just trying to scare me with it. And he was in a psychotic mode. And i never saw him like that before. And i was scared. Cast away had a history of mental illness, alcoholism and drug abuse. He also had a criminal record including felony weapon possession assault and dui and served time. I grabbed my phone and called the police. I asked them for help. I was scared because i knew they were chasing him. Then i heard the gunshots. They went, pow pow pow one after another. Rapid fire. At close range. I knew that my son was gone when i heard those gunshots. Vigils are taking place every nights at the Mobile Home Park where paul cast away was shot and killed. These surveillance cameras recorded the shooting. A reporter from denver fox 31 was able to view the tapes the night of the killing. Denver police contend that it was dangerously close and they open fired. We need the videotape. Weve spoken to numerous eyewitnesses who were on the scene. Unfortunately, most of these eyewitnesses are small children. David lane is a prominent denver attorney who is representing cast aways family in a civil rights case against the Denver Police department. Hes challenging their mindset. The police are there to serve and protect. But they are occupying these communities. No one was made available to comment citing an ongoing investigation. The continuing legacy of antiindian sentiment while it may not be as vicious and overt as it once was the fact is that American Indians remain at the bottom of every socioeconomic indicator in the city. The situation that paul cast away would feel being completely alienated in his own homeland here. According to data from 1999 to 2011, native americans were killed by police at a higher rate than any other ethnic group in the country. In a theoretical population of 1 million people, 2. 6 native americans were killed on average per year by Law Enforcement, a rate higher than africanamericans and more than three times the rates of whites. If we can get accurate information, we can decide if its a matter of Police Training whether or not there is antagonism between the police and certain communities, and certain jurisdictions that lead to a high rate of injuring and killing involving Law Enforcement. There are a lot of questions here that need to be answered. Denvers native community has been asking those questions sometimes in heated protests with police making several arrests. [ sobbing ] lynn eagle feather is struggling with the knowledge that her 911 call led to her sons death. What the police did was very wrong. Very, very wrong. They need to be retrained to deal with mentally ill people. Had he been different approached in a different way they might have calmed him down. They might have stopped him. But i think because he was a person of color they didnt color. The Police Department dont care. Paul cast away will be buried on thursday. Al jazeera denver. And now to Washington State a major stumbleing block into the investigation of a Police Killing of a man last february. Three officers fired at Antonio Zambrano lopez. Finding out which one fired the fatal shot could be nearly impossible. Adam schauffler has this report. The bullets fired into a water tank from different piss falls including a glock 21. The same type of pistol carried and fired by all three police officers. In the february 10th Fatal Shooting of Antonio Zambrano captureed on cell phone video and widely shared on social media. They are one of the most difficult guns to identify. Forensic scientist whose state crime lab did not work on the case said its all about the rifling that grooves the inside of the gun barrel. It twists that bullet that is going down the barrel. But glock barrels are different than most. Less traumatic and leaves fewer marks. He retrieves the spent bullets and shows us the difference. The slugs have expanded dramatically on impact but its the base that is important. Now thats the block glock. Under the my crow scope its easy to see. Glock on the left and another bullet on the right. And when we switch one out and look at glocks side by side its hard to match them conclusively even though they were fired from the same gun which means matching a single bullet to a specific glock can also often be a challenge. The majority of them are inconclusive. The majority of glock bullets are inconclusive. So far there is nothing in the documents released by Franklin County linking a specific gun to a specific fatal shot. And in the case of six bullets or bullet fragmentless recovered from the body investigators report that they could not be con crewsively identified or eliminated as having been fired from any of the glock pistols used in the shooting. Youre as guilty of in this case of a crime in principle as if youre aiding and abetting. You dont have to be the one pulling the trigger. Long time defense attorney John Henry Brown said uncertainty about who fired which bullet should not be a reason to avoid criminal charge but could make those charges less serious. Manslaughter one carries the same sentence as murder two. They have declined to speak about the glock evidence, telling us that theyre still reviewing all of the evidence. The pentagon said that the u. S. Airstrikes has killed a longtime alqaeda operative. They described the man as the leader of a dangerous Group Planning attacks against the west. Jamie mexican tire is in washington. The pentagon said that the airstrike two weeks ago killed the leader of the khorasan group, an off shoot of alqaeda operating in syria and pleased to be plotting attacks against the United States. The pentagon statement gave few details of the killing except to say that it cured onoccurred on july 8th, and he was traveling in a vehicle when he was taken out. Theyre applauding the killing as a significant victory and said that he was a facilitator and leader of a veteran group of alqaeda operatives who were operating in syria. They say he was an important member of alqaeda, so important thats one of very few trusted members of alqaeda who were given advance information about the september 11th attacks. Pentagon statements said that his death will be grave and disrupt the external operations of alqaeda against the United States. They said that he was particularly dangerous because he was operating a group of alqaedalinked operatives who were said to be doing two things. One, trying to recruit western operatives who would be able to pass through security at airport check points, possibly attract attracting less suspicious, particularly if they had u. S. Passports and they are also trying to develop new kinds of explosive devices that would be either difficult or impossible to detect. So the u. S. Saw him not just as a regional threat but a threat to the United States directly. Jamie, thank you very much. The u. S. In cuba are moving towards a new era of diplomacy but several sticking points remain including the u. S. Naval base at guantanamo bay. John, most people know gitmo is infamous for housing terrorist prisoners but the prison itself dates back to the early 1900s. They held on to adequate adequate because of its strap i can location in the caribbean. The u. S. Leases the land from cuba for just 4,000 a year. Clearly the term of the initial agreement were unfair, unbalanced, and in a different time in history. And i think it will factor in to the normalization process. Its just not a front burner issue. Its a backburner issue. Oh although they have always been paid it has not always been collected. Well explain in the next hour, and well discuss Nuclear Weapons in the middle east as ash carter tries to sell the nuclear deal with iran to israel. We continue with the nuclear deal with iran. Its raised the hopes of many iranians in the u. S. But others are less optimistic. Residents call this stretch of West Los Angeles pico robertson, home to Small Businesses and cafes of the kind you might find in downtown tehran. Its also sanctuary to the Largest Community of iranian jews in the United States. An estimated 50,000 of them. Thats where we broke bread with simone. Thank you. At the kosher can kobe kabab the house made flat breads keep coming. Let me ask you something. Sure. I often heard my iranian friends refer to themselves as persian. You know t doesnt make a difference. But it was after the hostage situation in iran that i noticed more iranians were calling themselves persians. Yes, thats right. In 1979 some people wanted to be associated with iranen. He insists that no such case with him. A naturalized u. S. Citizen he is hes proud to call himself an iranian. He said he eyes more as an iranian than as a jew and his old com patriots are suffering. You know the number of people in iran who go months and months without meat, chicken rice because prices are high . You know the high rate of prostitution and drug use in iran . You would think that he would support the landmark deal between the u. S. And iran, the deal that would lift sanctions and ease that suffering but he calls the deal a disaster. If my wife and kids and mom if my father was in iran i would not change my opinion. I will not sacrifice mankind for my family kind. It does not make sense. You mean to tell me that i for one should choose the comfort of my family in iran over the danger that iran with a Nuclear Weapon would do . My family were happy about it. Im happy about the deal. But in the long run i dont think anybody knows what will happen. Here the worlds crises will not be solved before lunch is over. Nor will everyone agree but tomorrow theyll break bread again. Now to our first person report from photographer james malison. He traveled around the world taking pictures of playgrounds. The settings are striking and reveal a bond that connects children everywhere. The playground project is 58 photographs of School Playgrounds taken around the world during morning break or lunch break. The photographs come from england, which is where i started the project. I was fascinated by the different types of schools. Then i expanded it to kenya america, to china and then also to the west bank and to israel. There was an incredible difference in terms of the locations and types of playgrounds and the landscape and the background from which the children came, but then there was this incredible similarity between how children played. The differences between the playgrounds could be huge in terms of the facilities, some of them very basics. Other schools which had some amazing equipment is different types of climbing frames. In china the School Playgrounds stood out because the School Children there dont have free play. I think recreation is very important because i can remember that the playground for me was one of the first space where is you go out and explore a little bit on your own and i think it was that place where you learn to handle relationships. You learn how to deal with problems within groups and i think that was really important space forit was for me, and i could see it for the children as well as i went around. Remarkable images.
