Our correspondent dominic kane live for us in berlin how did the vote go . Reporter on the face of it this was a resounding majority i would seem for the government proposal 439 in favor, 119 against, and 40 abstentions. But when you analyze the figures, its not quite such a clear picture, because of the no votes, 60 came from the conservative side of the grand coalition. Thats around 20 of Angela Merkels parliamentary supporters openly defying her and voting against the proposal and 69 all together including abstentions and votes from the junior partners in the coalition failing to vote in favor. In that gives you a sense of how the government side of things the votes were cast. And in the debate that preceded the vote, there was vociferous voicing of discontent from several sides. Angela merkel appealed to people on her side of the chambers and others that the euro was more than a single currency it was a way of defining european identity, and it was important to pursue this path. But then there was the opposition from the leftwing party. Its leader effectively saying that what this resolution the german pavrl was voting on would abolish parliamentary democracy in greece. So there were acrimony on both sides. How reflective is that of the wider german public . How much support there do we see for this bailout . Reporter interestingly, in the course of the last few months there has been a shift away from what was previously an expression of solidarity of ordinary germans in favor of the greek people but certainly in the last few months and weeks, particularly, that has changed, and theres been a sense very much of growing distrust among ordinary germans with the tsipras government in athens. Speaking to people on the streets of berlin they say they dont see how they can trust mr. Tsipras, and certainly around half of all germans say they cannot sure they can support anymore money for greece and among those who do support more money they say will we ever get it back. So there is a sense that this is a country divided insofar as the issue of yet more money for greece. And the media, well there are certain newspapers who have taken umbrage against the idea of more money, the popular newspaper [ inaudible ] said that Angela Merkel you are saving greece with our money, which gives you a clear sense of the perspective they have regarding this situation. Absolutely. Okay. Thanks very much dominic kane live for us there in berlin. Imf chief has stressed that greeces bailout plan can only succeed if both the governments and its lenders play their parts. She said that whilst greece must carry out budget froerms its equally important for creditors to ease the burden of the debt suggesting giving athens more time to make payments and suggesting that interest should be reduced to a minimum. The banks said they will reopen on monday. As abdul now reports from the [ inaudible ] there is still a long way to go especially when it comes to greeces tourism industry. Every year we have the stability not as i said before of the [ inaudible ] we heard some statistic that were saying that were going to have a very large number of tourists this year were going to have a record this year and then there was the referendum capital controls and everything went down. This man moved back here from canada attracted by the laidback lifestyle. Yes, i regret it. And i told my wife three, four years ago, i said to her, lets go back to canada, to toronto. To yemen and the exiled government has declared the port city of aden liberated from the Houthi Rebels. He said the province is now under the control of fighters loyal to his government. Natasha ghoneim reports there is still fighting in some areas. Reporter there were smiles for the camera and cheers all around. As fighters in if aden continue to soak in what is hoped to be a gamechanging victory. These fighters allied with the government, have fought for almost 4 months to drive out Houthi Rebels from aden. This week they took control of enough of the port city for several government ministers and intelligence officials to return. But fighting with the houthis continues on the outskirts. Translator there are [ inaudible ] we will definitely by the help of god clear up this area in the next few hours. Reporter president hadi says aden will be the first of a series of victories that will lead to him regaining control of the country. But houthis have proven to be a formidable foe. This analyst says the coalition lead to the fall in aden. He adds if the strategy could be duplicated it could have the same effect elsewhere. Next step will be to cease areas where there is already resistance on the ground, and sanaa will probably happen down the road. Reporter in sanaa people went to markets to buy goats to celebrate the end of ramadan. Sources say they saw military jets in the skies above, but there were no air strikes. Translator we are so desperate from the conflict on the ground, people are struggling to get daily food. Reporter the humanitarian truce was intended to give yemenese some relief until the end of ramadan. Now yemenese must prepare ims for whatever comes next. Natasha ghoneim, al jazeera. The deputy of a newspaper says there are still pockets under the control of houthis. 10 to 15 of the city is still under control of the Houthi Rebels. Today a family of five were killed trying to get back to their home by sniper fire. Also the Houthi Rebels have taken up to the mountains all over aden. So it is a very dangerous for the refugees to go back to their homes. Also a large chunk of the city which is the district of of [ inaudible ] which overseas the sea port still under the control of the houthis and the resistance is trying to liberate that part of the city. It is not safe i mean you dont see the ministers who came back strolling on the streets of aden. Its still not that safe. Combined with the fact that all of these fighters on the ground are not allies of the of the of the government but rather of the arab coalition. They will receive help and cooperate to liberate the city but the sentiments for independence in the south has grown steadily higher. It was pretty high before the conflict started, but now its an alltime high with all of the destruction that happened in aden. Egyptian Security Forces have shot and killed six people taking part in anticoup protests. Nadine barber has this report. [ gunfire ] reporter a violent confrontation in egypts second city. This footage shows antigovernment protesters squaring off with Security Forces on friday morning. Demonstrations against the rule of president sisi erupted after eid prayers in several locations here. In giza province near the capitol, at least six people, including one woman was shot dead. They were among hundreds of socalled anticoup activists. The banned Muslim Brotherhood has blamed the police for the latest deaths. Egypts interior Ministry Says 15 armed members of the brotherhood were arrested. They wanted eid to pass without any protests against sisi. Because after prayers is a time when people can gather and take to the streets. So they were sending a message that they would not tolerate it. Reporter president morsi was forced out two years ago. The country has also been hit by a series of highprofile attacks. On thursday a rocket was fired an Egyptian Naval vessel. Flags are flying at half mast and a Memorial Service has been held in the capitol. Families of the victims carried sunflowers like those found in the field where mh17 went down. Most passengers on board were dutch. This is the scene in australias capitol. The prime unveiling a plaque to remember the 38 industrialian citizens and residents killed. Calls are growing for austin underbacked probe into the attack. Kiev and many western countries believe russian separatists shot down the plane. Russia denies any involvement. A memorial is being held in the small eastern ukrainian village, and Charles Stratford was there and sent this report. Reporter hundreds of people have come out today to pay their respects in remembrance of the 298 victims of flight mh17. Many of the bodies found in local peoples gardens here. You can see the flags being held representing the countries where those victims came from. The white balloons representing each individual victim. We have been speaking to some of the local people here about what today means to them and their memories of exactly what they saw. Translator i could see the seat with a person in it falling from the sky. I thought at first it was a paratrooper but then we realized it was a woman passenger. We found lug age, knives forks, spoons, we saw four bodies including one child in my neighbors garden. It was terrible. I cant contain my emotions my tears, even now. Reporter as you hear there, people in this area deeply traumatized by what they saw, full of sorrow for the victims. Earlier on it was a Church Service that was held in a local church just down the road. There were prayers said and candles lit by the few people that attended the service. Although there is no fighting in this area the fighting still continues. There is still yet to be a lasting political settlement agreed to in this conflict. There are daily violations committed by both sides of a february ceasefire agreement. And the investigation goes on to determine who was responsible for killing nearly 300 people a year ago. Burundis president has been holding a Campaign Rally north of the capitol. It is one of his last major represents before he standings for a third term in office in elections on tuesday. What was the president saying haru . Reporter well, the president ial elections are going to take place on tuesday the 21st, and for the last day or two, people have been talking about are these elections going to take place or be postponed again. The president said these elections will take place. I will run for a third term. And he told his supporters he is going to win. Thats bad news for opposition members who believes these elections are not free or fair. They have been intimidated and not allowed to campaign. But the main message for the president was these elections will go ahead on tuesday as planned. Laura. Meanwhile any hope that a deal could be struck between the two sides . There have of course been negotiations in the capitol. Reporter thats a good question. The negotiations are taking place right now between religious leaders, the ruling party, and the you gan ans. If the president runs for a third term they say, what are the point of these talks. Some people are saying maybe its to talk about post election. Theres lot of talk about a unity government possibly being formed after the vote. The question is who will make up the composition of the unity government and will people agree to a unity government in the first place. People want to be keen in what the outcome will be. There are fears that any instability could spread even across the border isnt there . Reporter exactly. Huge, huge fears. At the moment you have people who fled the country afraid there could be violence once the election takes place. There is a big fear that all of the generals who took part in the coup in may, all of the protesters who went into hiding there is a concern that some of them could be arming in neighboring countries planning to come in. The government said last week they managed to stop people coming in from rwanda trying to cause some sort of insurgency. They say they arrested some of them. The general in kenya at the moment is saying he is planning to remove the president from power. Lots of people are concerned if the vote happens, if he wins if he is sworn in as president despite it being a violation of the constitution, those that arent happy with that what are they going to do . Thank you for that update. While the situation in parts of burundi is tense, for many their key certain is still poverty not politics. Catherine soi explains. Reporter a Fishing Community on the outskirts of burundis capitol prepares for the night. They leave at dusk looking for fish. Without protective gear strong boats and proper fishing equipment, many have died in the rough waters. These fishermen grow up doing this. They say they dont have a way out, and they are afraid that their children will also have no choice. Translator you tell me about protests. All we want is good leaders. We just want someone who can empower us economically. Reporter these fishermen seem detached from the political crisis that lead to protests against the president who is running for a third term in Office Despite a constitutional limit of two terms. This is a very tough job that needs a lot of patience. On a good day the fishermen will make about a hundred dollars, but those days are far in between. And today is not their lucky day. Translator sometimes when theres too much of a current, the boat can capsize. But its our only job and we just have to do it. Our government doesnt care about our needs. Reporter burundi is one of the poorest nations in the world, about 10. 5 million live in this relatively small country and most of them on less than a dollar a day. Jobs are hard to find and Economic Growth is slow. We expected Something Like 7 to 8 since 2012. And now we are running at 4 , even 4. 5 which is not enough. Reporter these artists hope their thundering drums and music will encourage peace as the country gears up for tense president ial elections. A triple attack in northeastern nigeria has killed at least 13 people. The attacks targeted muslim worshippers gathering to mark the start of eid on friday morning. Reporter we know that the attack happened near a mosque and that apparently according to people we have spoken to on the ground two female suicide bombers were behind the explosion, they apparently arrived on a commercial vehicle, and in connection to one of the other blasts apparently it was a male suicide attacker who was carrying a device which went off in one of those small commercial vehicles that people use as taxis across the region. Now so far there has been no official response to the nature and veracity of these attacks from the military or police. And neither have been government spoken about their response to it. The new president did come to power, promising to defeat boko haram since being sworn in at the end of may, he has done a lot politically, analysts say to try to show the nigerian people that he is doing his best to try to defeat the group. He moved the command and control center to the northeast, earmarked over 20 million to support soldiers fighting boko haram. There has been a lot of diplomatic effort too, he went to the summit in germany, the African Union summit to talk about boko haram and help from other countries. On sunday the president will travel to the United States to meet president barack obama next week and its thought that the whole insecurity in the northeast will be at the top of the agenda. Hell be seeking help from the United States with military equipment and intelligence gathering, but there is a feeling on the ground here that even though there seems to be a lot of political effort to solve the boko haram crisis much of what has been done is not being felt on the ground because its evident that boko haram is still a force to be reckoned with when there are reports of attacks almost day in and nay out. Strong winds and high temperatures caused the blaze to spread quickly. Mohammed Mohammed Mohammed june jam has more. Reporter the wildfires are still very much visible. The fear t at this hour is that those blazes could rekindle, and we have seen fires that have been put out seemingly come back to life. Athens is not the only area in greece where there have been fires today. There is a huge fire south of attens. A lot of concern right now as to whether these fires will spread. The prime addressed the country. He is meeting with officials. He has urged people to remain calm, but he is also asking for support from italy fransz fransz france and other european countries. This is typically the season where wildfires occur in greece and there have been at least two local officials, two mayors of two municipalities who have come out and said they believe arson is the cause of these fires, but no high seniorlevel government officials have call out and commented on that or said what they believe to be the cause of these fires. There is a lot of concern as to the residents that live on that hillside, because we have heard reports that there some of the fires are getting within 100 meters possibly less to homes there, so the residents in those areas where the blaze is getting closer, they have been urged to evacuate, but as i said before officials asking the people of greece to remain calm saying they will do all they can to get the blazes under control. The u. S. Investigators say there is no evidence that the man who shot four people in tennessee was acting with anyone else. We have no idea at this point what his motivation was behind this shooting. Reporter federal officials are dealing with three crime scenes and many unanswered questions. Mainly what could have motivated a young man to open fire on members of the military killing four marines. We had someone viciously attack at two different locations, people who proudly serve our country. Reporter over a 30minute period, the gunmen opened fire on two military offices on thursday. The killer identified by the fbi as a 24 year old man. We know the shooter was killed at the scene as well. Also one Chattanooga Police officer was shot in the ankle. Reporter the Police Officer and several others including a marine and sailor were treated for injuries. Abdul aziz died at the scene. We know that somebody brutally and brazenly attacked members of our Armed Services and officers responded immediately and they were able to make sure that no further loss of life happened. Reporter the suspect pulled his convertible to a navy marine recruiting station and pumped more than two dozen rounds through the glass window and door of the storefront. Someone drove buy and shot through the windows, we went inside and the place was like something on tv furniture shot up tvs, walls all with bullet holes in them. Reporter then the young man drove to a Naval Support center and again opened fire. It was there that the four marines were killed. After the Shootings Police and s. W. A. T. Teamed swarmed what is believed to be his house. Two women were lead away in handcuffs. As mourners began laying flowers at the cite the fbi says it is investigating the attack as a possible case of domestic terrorism. Were going to see what his connections are. Well look at his friends, Family Associates anybody associated with them to determine the reason why he conducted this attack. Jonathan joins us now live from chattanooga. Jonathan any headway you are hearing of any news from this investigation into this attack . Reporter well this at hour the focus is why this attack was carried out. Authorities still have no clear idea why the suspected gunmen opened fire at those two military sites. An early search has revealed no clearances authorities say, but they are continuing to dig, interviewing every associate, contact, Family Member neighborhood, friend trying to find out what could have sparked this rampage. Authorities increasingly are worried about these threats from loan wolf attacks. But it seems to be incredibly difficult to stop them. Reporter it is extremely difficult, you are correct, to try to stop these loan wolf gunmen. One of these sites was in a Shopping Center where the public can walk through the glass doors and meet with members of the military. And that is a concern for authorities especially when you have groups like isil encouraging followers to launch attacks of their owns on Law Enforcement particularly. Authorities are trying to figure out how to try to stop them before they start. And this suspect was not on the radar of any Law Enforcement agency here in the u. S. Jonathan thank you very much. Its a time for family gathering, exchanges gifts. In the spirit of giving a local charity has set up a clothes bank handing out garments for those in need. In syria president Bashar Alassad has president ed in eid at a mosque. He is battling a fouryear uprising against his government. That conflict has caused millions of syrians to seek refuge in neighboring countries. In a camp in jordan children have been making the most of the day despite their harsh living conditions. Reporter the children are out at the camp in jordan dressed in their best getting new toys and playing with their friends. They are celebrating eid, the end of the muslim holy month of ramadan. Syrians living here are determined to make the day special. Translator this is their childhood. Do you us to deprive them of their life . We cannot. Whatever the child asks for, you should provide it with every means necessary. Reporter eid is a time for children. They make eid beautiful. The pressures here and they get to go out and get entertained and experience the atmosphere, and remember the days of eid in syria. Reporter the camp is home to more than 80,000 syrians. For some it is baiter sweet time. This man is among the 4 Million People who have escaped the war in syria and gone to neighboring countries. Translator we feel during this eid we are very far away from our children. Far from our country, far from our siblings. Reporter life here at the camp isnt always easy. Power cuts are common. Social services, basic, and petty crime is on the rise. Three years since it was opened the camp is looking more like a permanent settlement, and for many syrians, the only place they can call home during this holiday. Earlier i spoke to a spokes woman for the u. N. Refugee agency who explained the challenges facing the refugees during this holiday. This is for many their fourth ramadan, living outside of their homes, far from their families. We have now 4 million refugees spread across the region. And in jordan alone, 86 are living below the poverty line. That means putting food on the table, buying new clothes for the kids is very far from reality. We also have refugees this year really facing another crushing reality that this also may not be their last. What were asking people to do this year is to dig deep into their pockets to not forget Syrian Refugees to go to the lifeline appeal. Help us help these people especially at this time of year. I met with one woman last week who said i just want to go on television and do an interview, just so my family inside syria can see what i look like. I have another Family Living here in jordan who said this ramadan, nobody has come knocking on my door. Usually of course this is the time of year when people visit each others Family Members, share in the special occasion, and for many they have lost relatives friends, their homes, and everything they owned. We can see like in our piece, that families are trying to do the best especially for their children but its a extremely challenging, when really putting food on the table this eid is a huge hurdle. And just earlier you appealed for personal funds for people to dig into their pockets and donate. Where does most of the aid come from to support these people . Were depending massively on the international community. We have asked for 5. 5 billion to cover everything from education, shelter, food however, up until the end of june that was only covered by one quarter. We now have to turn to regular people and say, look you can help as well. 120, about 150 a month will keep a family off of the poverty line. They can cover their rent their major needs. Its a small amount but it can make a huge difference. Were seeing children out of School Working begs the oppositions for these families to support themselves are quickly diminishing. People have sold their wedding jewelry. Were facing a very difficult time when really refugees need us the most. So were turning to individuals to really especially at this time of year to help Syrian Refugees. At least 2,000 jordanian fighters have joined armed groups in syria, since the start of the war. Many die in battle or simply dont return and that leaves their widows without the paper they need to get social welfare and provide for their families. Reporter [ inaudible ] isnt her real name. She never thought life could become this difficult for her and her five children because of a piece of paper. Jordanian authorities have refused to issue a death certificate for her husband who was killed while fighting in syria. That means she is not recognized by the state as a widow, it means no identification documents for her children. She can neither remarry, nor can she and her children inherit the house her husband left behind. Translator why should we be punished . Deprived of our civil rights . Without their fathers death certificate, my children will remain without documents and without a future. Reporter many widows here are facing the same struggles. This womans husband also died while fighting in syria. They are unable to sell his car, because they too cant get a death certificate. Translator our hands are tied. When i went to social welfare, they told me we cant give you assistance, because without a death certificate, our system shows your husband is still alive and responsible for you. Reporter the government requires an official death certificate from a recognized hospital in syria, in order to issue is a jordanian one. If thats impossible a testimony from someone who witnessed the death is needed. They have left behind bereaved families who are sliding deeper into poverty. And because the fighters have crossed the border into syria illegally and without any documents confirming their death abroad, they are still alive as far as jordanian government records are concerned. Some analysts believe the government is doing the right thing at a time of regional turmoil. Translator the state has valid security concerns. It cant issue a death certificate, because if the news about the death is false, he may return and carry out illegal acts. He would be difficult to track down. Reporter activists say many jordanian fighters in syria are scared toz return. They know if they do they can face terrorism charges, and prison sentences. Sport is still ahead here on this news hour. Translator were talking about what has to change so that someone like you does not have to spending four years here until a decision is reached. That has to change. A study is focusing on how some refugees are focusing on how to help them instead of relying on aid. One of them is a school in south africa. And its proving to be a success. Reporter if it were not for this school in johannesbergs inner city this girl would have nowhere to go. The 16 year old began attending classes at the school six years ago. I couldnt communicate with the South African local languages, so my father decided to bring me here where i could continue the same curriculum. Reporter the school was opened after violence against foreigners began in 2008. One of the founders and a refugee himself, william says they have to find a way to keep refugee children in the classroom when they could not attend local schools. There was a lot of demand from the parents who are refugees in south africa and were having difficulties of registering their children in the local schools. There was a need of a better certificate, there was a lot of challenges. Reporter the school has grown from just 35 students in its first year to ten times that amount today. Its Teaching Staff is also made up on refugees but the depenning de dependency on local resources is challenging. It has had a 100 pass rate for the last two years. Some of the highest results were achieved in mathematics and science. Subjects governments schools in south africa are struggling with. Learners here qualify with a cambridge certificate. It is accepted into the world, and also they the advantage is when [ inaudible ] they will be able to contribute to the Economic Development of their countries.
