Let me begin by expressing my appreciation to everybody, to those who started this process and those who continued this process in order to reach a winwin solution on what in our view was an unnecessary crisis and open new horizons for dealing with Serious Problems that affect our International Community. I believe this is a historic moment. We are reaching an agreement that is not perfect for anybody but it is what we could accomplish and it is important achievement for all of us. Today could have been the end of hope on this issue but now we are starting a new chapter of hope and lets build on that lets consider this everybodys achievement. So just hearing there from the iran foreign minister zarif and federico the Foreign Policy chief and given initial statements on this before they went this a private plenery session to hammer things out once and for all we understand that is over and james base is live in vienna diplomatic editor on what we can expect now. Well, the plenery session was taking place in a u. N. Headquarters which happens to be in vienna and interestingly the headquarters of the u. N. Agency that will police the deal and who you were speaking to a moment ago and used to be the boss of and the compound is linked to a walkway called a Conference Center so we are expecting soon the participants to move from the u. N. Through the walkway and appear on a stage where they will start a series of News Conferences to discuss this deal. We have been talking about the deal and i have it in my hand and we have printed out the first page and its 100 pages long and its still on the printer and we have it ourselves and we can start to pour through 100 pages and five annexes of the deal and taken a lot of work because this is supposed to be a legally, watertight deal that will deal with irans activities and according to those who negotiated this make sure they are clearly for civilian purposes, for initial ten year period that some of the clauses that deal with years beyond that. In terms of obviously the devil is going to be in the details of that deal and obviously as you said we are just getting the text of that now and still a lot to chew on there but the essential issues have not changed, they revolve around the sanctions that have been placed on iran and when they will be lifted and the Inspection Program of Irans Nuclear what it says as civilian Nuclear Program. Absolutely. When we go back to the beginning of april when they did that interim deal in lozan the reason it was an interim deal is there were Sticking Points they needed to deal with and you are right thank you dealt with to issues the issues of sanctions and how the sanctions lifting would work and also the issue of inspections and access by the inspectors from that agency the iaea on the ground in iran and those have been the Sticking Points throughout this as they came here to vienna they have been here in vienna 19 days working through the details, slowly going line by line trying to sort these issues out and even though they sorted them out and the issues are all talked about in this report i think that those two issues are probably going to be the ones that the critics of this deal are going to seize upon. For example, the access of inspectors, there are many who said they should have been any time any where inspections, that the iaea at a moments notice could say we want to see this site, that is not going to happen. Iran is going to adopt what is called the Additional Protocol of the nonproliferation treaty and something, sorry for the buzz words, called managed access and means if iaea wants to go somewhere they have to arrange access with the iran side, if they want to go to a military site and speak to them and arrange a time and date of what is suitable to go and look a them and that will not make the critics happy and on the other side and the other problem we are talking about is sanctions and in the en end that was the sticking. With u. N. Security Council Resolution that will remove the previous resolutions and previous sand sanctions and the arms embargo in iran and what happens to the Ballistic Missiles and they have done a deal and restrictions will be lifted but some limitations on the arms embargo for eight years on missiles for up to 15 years, is that going to satisfy the critics of this deal . I can be pretty certain on that no. All right, james base live for us there in vienna with the news of that Historic Deal on irans Nuclear Program, much more on this to come and irans neighbors of course have been following the talks in vienna very closely especially israel and saudi arabia and israel has been suspicious and worried they are capable of developing a nuk nuclear bomb even after the deal and wants sanctions to remain in place and says a stronger iran economy will mean more iran interference in countries lebanon, iraq and yemen. And the lifting of sanctions could be relief for other gulf states and iran is a trader partner for the united emirates both on the other side of the persian gulf and Prime Minister says the deal is in his words a bad mistake of historic proportions proportions. But our concern of course is that the militant Islamic State of iran is going to receive a sure path to Nuclear Weapons, many of the restrictions that were supposed to prevent it from getting there will be lifted and in addition iran will get a jackpot, a cash bonanza of hundreds of millions of dollars that will continue to pursue aggression and terror in the region and in the world. This is a bad mistake of historic proportions. Netanyahu to try to derail tell deal at least in the United States. Of course israel and the u. S. Are very close allies and israel has disproportionate influence over u. S. Lawmakers and will no doubt be pushing members of congress and indeed members of senate particularly on the democrat side to vote against this bill to ensure that mr. Obama is not able to push it through or use his veto to be able to push this Historic Deal through. Whatever the case mr. Netanyahu as we have been saying is certainly very unhappy about this deal. He again has been the most vocal critic but there we have it a deal with iran and one that is likely to stick. All right for the moment. In ts joins us there from jerusalem. Some details we are getting in the full report which we are now looking at were already there because remember some of this had already been worked out back at the beginning of april when they came out with the perimeters of this deal at lozan but there were still Sticking Points beyond that point and there are some people in this world who have been studying this literally for years and years and years and this has become a major part of their life and that applies to my next guest who used to work for the cia and the state department and has been a professor and author on this very subject and first Quick Reaction to the fact we finally have a deal. Well it is definitely a step in the right direction. The Nuclear Issue has been a major impediment to any possibility to improving relations between iran and the United States. Now it seems that impediment has you know pursuant to implementation of what is being announced today, that impediment is going to be removed. Iran for its part is already indicating that under the right circumstances it would be open to the possibility of trying to find other areas where the United States and iran can cooperate in relations. I think that is going to be a very controversial issue in the United States. We will talk about that in a moment but first looking at the deal and i know you have been looking at our copy of the deal and its a big document and i know you dont have a proper assessment of that and Sticking Points and you are hearing the information and all along they are in two areas and sanctions relief for tehran and the other access for the inspectors and lets deal with access first because there were some who were arguing and critics will still argue that inspectors should be able to go anywhere they want in iran at a moments notice and we have not got that. No, and i think people who advocate that and unfortunately i think its a mistake the Obama Administration made to talk in terms of any time anywhere access, that basically does not exist in the real world, Additional Protocol to the treaty doesnt say it no country would ever sign up to it and iran was prepared to accept the Additional Protocol as the basis for verifying, monitoring this agreement and what actually has happened is that iran and the other parties have you could say gone beyond the Additional Protocol, the Additional Protocol envisioned situations which the iaea may request access to a nonnuclear site and the host government may not want to grant that but the Additional Protocol provides no basis for resolving that kind of situation. In this agreement you actually have an effort to layout a process, an International Community that would in effect adjudicate, why does the iaea want access to this and why is iran uneasy about it, are their reasons good. As i look at this agreement what this committee decides is going to be binding on the parties so i think in terms of verification in the real world this is probably about as good as you can get. There are other Sticking Points i want to talk to you about and we will do that later on during the day at al jazeera and back to you. We are expecting at any moment statements from some of the principal players in this deal that involves in addition to iran, the western powers the so called p 5 plus one and five permanent members of the United Nations plus germany, we earlier heard only from the iran foreign minister Mohamed Zarif and u. N. Foreign policy chief a couple hours ago and expecting more reaction in the next few minutes and of course we will bring that to you. Lets get more perspective and Mark Fitzpatrick is part of the program at the International Institute for strategic studies and joins me now from brussels and your initial reaction to this deal, is this something that is going to hold . Its going to hold for at least a few years. Iran has every incentive to honor the deal. Its hard to predict what will happen in the out years. Im sure there will be some perhaps cheating or certainly accusations of cheating but its good there is a dispute resolution process to deal with such questions and all in all, yes, i think that the prospect of an Iran Nuclear Weapon is put out for the foreseeable future and with that the prospect of any war to try to prevent it and the verification is good, the restrictions on research and development appear to be pretty good. I have not seen all the details yet so over all i give this a plus. What about your view on the snap back clause that is mentioned as part of the deal and we understand if there is a situation where International Inspectors are for any reason denied access to certain sites in iran that that will automatically trigger economic sanctions, again how viable or effective is that in terms of enforcing this agreement . Im not sure how that would work but there are u. N. Sanctions and sanctions that countries apply individually and its the latter that impose the greatest burden on the iran economy and the latter that can be reimposed immediately and doesnt mean any u. N. Snap of approval and in brussels right now i was speaking to officials of eu Member States yesterday and they said they dont need u. N. Approval if there are violations they can have violations soon and so can the United States of course. Based on your experience of these kind of deals, how much of a question is there on the verifiability of all of this and the timetable for these inspections, i mean are you confident that there is enough there and that there is enough sort of good will on both sides for this to succeed . Thats a very important question the verification is crucial. Two things and first of all the verification in iran will be the most intrusive that the Economic Energy agency conducts anywhere in the world and secondly this is not any time anywhere inspections like your previous guest noted except in defeated country and war but they will have access where needed when needed and if there is a dispute that arises there is this dispute resolution process that should short circuit some of the delays that might otherwise arise. If there is a dispute and if iran says i dont want you to go there and says that how do you resolve it and it could go to the Security Council but there is this process built in the deal and americans have the majority of votes in the process and should come out the right way from a western perspective. Lets get an overview a little bit more of exactly what is in this landmark nuclear deal and this contains what is described as a snapback clause and means u. N. Sanctions will be restored within 65 days if iran doesnt comply with its terms. The u. N. Missile sanctions will stay for eight more years and tie ran would also have the right to challenge a u. N. Request to visit Nuclear Facilities and bans on Economic Cooperation with iran would be lifted in fields in oil and gas aviation and iran will retain the right to enrich some ur rain uranium but not enough to make a weapon and we are joined now from london and so plenty of reactions starting to m column come in now about what the deal entails and the implications of it how historic is it do you think . Zarif said this is not a perfect deal but its important for everyone and i will add it will affect everything in the middle east and everything in terms of western relations to the middle east in so many ways. As you were mentioned earlier everywhere from the Energy Markets to arms race the economic being of citizens in iran to the elections in the United States, from security in saudi arabia and the gulf region to the war in yemen, from i. S. I. S. And the developments in iraq and syria to what is going on in israel lebanon, palestine, egypt, north africa and so on and so forth so i think probably every aspect of the political strategic life of the middle east region and the approach to middle east region will change with it. I will try to separate between what is happening on the Nuclear Front per se meaning verifiable limiting of Irans Nuclear deal and how that is going to play out and the implications for iran and its role in the region once the sanctions are lifted now the two aspects are related in so many ways if the United States and iran are dealing on the Nuclear Front with good faith i think to inspire in terms of how iran will be dealing in the region in general but if its good will and bad faith i think depending on which way they go i think the region will change accordingly as well. And all right we are going to leave you there for a moment because we will go live now to we understand the latest pictures now to the Russian Foreign minister Sergei Fedorov giving his reaction his first reaction. This landmark deal with iran comes of course after decades of condemnation and widespread sanctions over the Nuclear Program and since 1970 it has been party to the nonproliferation of Nuclear Weapons but in 2006 iran announced it would enrich ur uranium but said Nuclear Development was for peaceful purposes and matt is a Nuclear Scientist and used to work with iraqky Atomic Energy commission and joins me now via skype from attorney toronto and what you know of this deal what is your initial reaction and this is an agreement that can work . Yes. Its Encouraging Development at least its a peaceful way forward but i think one has to look back at 25 years ago when we embarked on the Nuclear Program which entails four stages finding the uranium territory and enriching it and then design Nuclear Reactors and use its youre uranium and has forfeited two of the stages its right to design new reactors and develop them because russia in 2014 suddenly made agreement that it will be building new uranium and the fourth is the processing and iran has forfeited that. So on the whole with this agreement iran only maintains two of the four cycles. Prospoekting for the uranium and enrichment and these 25 years iran has achieved all of the nuclear admission which is to manufacture and to enrich uranium for power stations 3. 4 enrichment and to be able to enrich to 20 which is for this which the americans turned down and blocked in 2010 upon agreement of iran and brazil to be provided with this. So achieving the nuclear processes. And some concerns they are going to close 10,000 center fuges and that doesnt mean anything because they forfeited the right to manufacture fuel for power stations and russia will have to do it for iran and therefore if they close the center fuge that doesnt mean much and doesnt need them any more and then after 5 1 2 years of negotiations iran has been enriching enriching uranium and we are going to send it to others and therefore its a good bargaining chip and they have now their fuel for the Research Reactor and 20 rich and for the power reactors 3 1 2 percent so to me i understand it. It is a great step forward for iran and the world and iran persistently and major negotiator managed to get this agreement and after following the program for 40 years since i was in rack in 1974 and now i am convinced and the foreground was basically for peaceful purposes and not to make atomic bombs especially when it is religiously forbidden by the shia shia. Joe, i want to ask you how important is the verifiability of all of this and the provisions that are in place to make sure that the inspectors will get completely unfettered access to those sites and that the perception that iran at any point might deny them access to this, is that a possibility and is there enough provisions that that wont happen . The p 5 we are asking too much and the inspectors in the 1990s completely demolished their credibility by insisting on inspections and found nothing and didnt admit they found nothing in the end which led to the 2003 occupation of iraq. These inspections demanded by the p 5 plus 1 are really intelligence they are not scientific or intelligence purposes and they are right to stop them even the inspector in iraq in the 1990s had come out against these unannounced inspections and i agree with them. Iran has taken a stead fast position and they have done well. All right, good to get your perspective on this. Nuclear scientist joining us there from toronto and live back to those pictures in vienna, this is the Conference Hall we are expected to hear from a number of the principal players involved in this deal some of the Foreign Ministers who have been hashing out a deal and heard from the foreign minister Sergei Fedorov a little earlier welcoming a deal and we are hoping to hear from some more of those western Foreign Ministers from those western powers and we have not heard from the u. S. Secretary of state so it will be interesting to hear what he has to say on all of this so we will bring that to you as and when it happens but for now there has been reaction elsewhere, russias president Vladimir Putin welcomed the Iran Nuclear Deal saying the world can breathe an sigh of relief and rouhani on twitter to give response to the deal and expecting him to address them but tweeted they show constructive engagement works and unnecessary crisis resolved new horizons emerged with the focus on shared challenges and iran people themselves reacting to agreement and here is some of what they had to say. Translator every iran will be happy and went through a lot over the years and im happy and i think everyone is happy about it. My personal opinion is that i wish they had done this sooner so people wouldnt have to go through all these difficulties. A lot of people will be happy. You will have a lot of lets say parties in the street between the young people but in about four days they will see that nothing has changed and they have to wait for four five or six months so effects of the deal will start to effect the economy or to effect their life. Millions of iran people have been waiting, waiting and waiting to hear words from vienna during the past two weeks. And its a psychological more than anything else it would be a sigh logical psychological effect only iran people and feel relieved of waiting and expectation anxiously to see whether or not the countrys negotiating team have struck a deal wil five plus one. It wont change anything between iran and israel and Islamic Republic of iran has maintained that and i do not recognize the state of israel and iran has always maintained full support for palestinian, their cause and to some extent it will change maybe, their relation to saudi arabia and other arab states in the region. Lets get reaction now to saudi arabia. We are joined from a senior columnist at the Saudi Gazette and thank you for being with us and among concerns expressed in saudi arabia is this idea that a newlystrengthened iran can be seen as a threat to the region as a whole and there is some concern about that in saudi arabia and other arab countries, is that a view that you share . Yes, i do. You see without, with the restriction and lifted iran has been intervening in the arab world and presented with and starting wars everywhere and trying to influence events and action in every arab country and now they are free to get back a lot of money, more than 100 billion that was frozen in the United States alone and with the economy and with the relations and what we expect i hope is that they will think sensibly and take this back to the company and rebuild the country, 50 percent of their population is under the poverty line and they really need to restart the economy in corporation with the region. If that happened that would be great news but if the upper hand of rouhani and his people, his extremist extremists get the upper hand and use this money to give more power to malitias in the region that would be bad news for all including the iran people. What about the chances of cooperation then, do you think in the longterm there is potential we could see more cooperation between iran and some of its arab neighbors . It could happen again if they choose to use this opportunity to open up to the world and instead of being our own nations to be a bigger nation a nation that would restart their company and incorporate with the region in saudi arabia and iran have a lot in common and they have the Oil Production the Chemical Industries and they are neighbors and they have been neighbors for ages and they could cooperate in all aspects of religious and also Economic Life and held and stop this in the arab and muslim world if they worked in the iran decided to work in good will and keeping the goals of putting this region together as one block, one islamic block prospering and working for the best of their people. And as far as irans ongoing Nuclear Program, those involved in putting together this deal and western powers says this is an agreement to prevent iran from obtain agree Nuclear Weapon do you believe that . Yeah, i do believe that and that is good news for us. In the past we were worried also that because of the Nuclear Technology they are using for example its technology and worse than the reactor that went past in 1986 and saw what disaster happened then and this reactor is right on the coast of the gulf the ray arabian gulf and we always suffer in the region, in the gulf region so to just make sure that the reactors are under International Surveillance and all is going according to international standards, that is in itself is very much like the worries we had before. And while we wait i have been pouring through the report and have a copy of the deal here and looking at contentious issues and the Obama Administration is talking about any time anywhere inspections but will be made in good faith with the sovereign rights of iran kept to the minimum necessary to effectively implement the verification responsibilities and we have the Foreign Ministers coming on stage and is about to speak to us and explain this deal to everyone. Yes, indeed james, these are the Foreign Ministers who have been principally involved in putting together this deal all of them assembled. I hope you know. And we are expecting to hear from them momentarily. We have already heard from the Russian Foreign minister russian president as well as Vladimir Putin saying the world can breathe an sigh of relief as a result of this agreement, he went on to say despite adjustments with scenarios based on force negotiators have made a firm choice with stability and cooperation and you see there the iran foreign minister zarif joined with frederica and heard from them earlier and the foreign minister says this deal was not without its problems and its not perfect but he says in his words its the beginning of hope. We also heard as well from i want to bring you some reaction from the turkish finance minister and they have all walked off now without giving any reaction it appears but hopefully we will be getting something from them at some point. I want to tell you as well the turkish finance minister saying this Iran Nuclear Deal is great news for the turkish economy and likely to boost trade and economic implications to this deal since many of these countries have trade relations with iran and iran one of the main Oil Suppliers to the world and the sanctions that have been placed on iran have crippled the economy over the last few years. More reaction and senior iran official saying he expects iran will implement its side of the Nuclear Agreement in due course. He is saying he does not anticipate any problems reaction has come in as well from the iran president rouhani saying he is very confident this is a deal that can work. A lot of questions as well over the kind of Inspection Program that has been put in place as par of a text to this deal and the kind of access that International Inspectors over seen by the International Atomic energy authority, what kind of access they will get to the various Nuclear Sites in iran. Another senior getting reports, another senior iran official he expects the country to begin using advanced center fuges over the next few years and that is a concern in the agreement, the extent to which iran can enrich uranium and if it goes to the level of a Nuclear Weapon. We the eu for Foreign Security policy and foreign minister of the Islamic Republic of iran together with the Foreign Ministers of the peoples republic of china, france germany, russian federation, United Kingdom and United States were brought here after intense work with values to join the comprehensive plan of action based on the key perimeters agreed in the 22nd of april and have agreed on the text of the joint comprehensive plan of action. Eu plus 3 and Islamic Republic of iran welcome this historic joint, comprehensive plan of action which will ensure that irans Nuclear Program will be exclusive peaceful and mark a fundamental shift in their approach to this issue. They anticipate that full implementation of this comprehensive plan of action will positively contribute to regional and International Peace and security. Iran reaffirms that under no circumstances will iran ever seek, develop or acquire any Nuclear Weapons. The joint comprehensive plan of action includes irans own longterm plan with agreed limitations on irans Nuclear Program and introduce the comprehensive lifting of all u. N. Security Council Sanctions as well as National Sanctions related to irans Nuclear Program including steps on access in areas of trade, Technology Finance and energy. The comprehensive plan of action has a main text and five technical annexes on nuclear, sanctions and Nuclear Energy cooperation, a joint commission and implementation. These documents are detailed and specific. That is important because all sides wanted clarity so as to ensure the full and effective implementation of the agreement. The comprehensive plan of action is a balanced field that respects the interest of all sides. It is also complex, detailed and technical. We cannot fully summarize the agreement now but the full main text and all its annexes will be made public still today and will be presented within the next few days by the e 3 plus 3 to the Security Council for en doersdoersment and we know this will be under intense krut scrutiny but its not just a deal but its a good deal and a good deal for all sides and the wider International Community. This agreement opens new possibilities and a way forward to end a crisis that has lasted for more than ten years, we are committed to make sure this join comprehensive plan of action is fully im med counting also on the contribution of the International Atomic Energy Agency and we call on the community to support implementation of this historic effort. This is the conclusion of our negotiations but this is not the end of our common work. When we keep doing this important task together, thank you. [applause]. We have more reaction on this from james base who has been following all of these developments in vienna and james in terms of the timetable of all of this we understand the u. N. Security council in new york is going to take up this agreement as soon as possible and work to ratifying it. Yeah that is the next stage of this. They will be taking it up the u. N. Security council possibly as soon as a week from now and there were some suggestions and not confirmed yet but will be at foreign minister levels and maybe we will see zarif speaking now and he is not on the Security Council but he will be present with his country concern and john kerry at the Security Council in new york and we are telling you one tidbit which is a think tank is already saying that john kerry and mohamed jarif should be nominated for the Nobel Peace Prize because of what you are hearing today and more of what will come out is pouring through the long report and looking at the section that is controversial and the section of implementation and sanctions and they have done this with a series of key dates, today, the day of the deal is actually called finalization day. Following finalization day as soon as possible it simply says promptly that security Council Resolution takes place in new york then there is something called adoption day, this is important, 90 days after that resolution, both sides have to start doing what they said they would do so irans have to dismantle parts of its Nuclear Program and the other side the p 5 plus one must start lifting sanctions and then there is something called implementation day and on that day all the work by iran removing its Nuclear Program should have been completed and all sanctions on that day and way in the future and called transition days and its eight years after adoption day day and they will check on it and termination day and everything has been complied with and then this ends ten years from now and interesting timeline on how this is going to play out in the coming weeks and comeing years, of course if iran complies but there will be inspections carried out by the iaea and facilities in iran and they will be able to go to Nuclear Facilities but after agreement with iran about when they are going to visit. Indeed in all of those key dates we will be closely watched by all of those involved but in terms of the sanctions, the u. S. For their part are saying that the sanctions on iran can be in their words snapped back if there is any sort of a violation of any of this implementation, how is that going to work . Well, its going to be in that u. N. Security Council Resolution that has a snapback procedure and if they find there is noncompliance and this is up to the iaea and is based in jee enthat and vienna and they will send inspection teams and have been training here in vienna and have new specialized equipment they will be using for this and they will go there and decide if there is a problem. If there is a problem there is Something Else being set up and called the joint commission and this is sitting on it and make sure there is no misunderstanding there really is a problem and if there really is a problem then its up to the u. N. Security council to look at it and they will say that sanctions snap back in place and because they dont want that they are crippling and deeply effected the economy and iran hoping its going to get a huge economic boost and i think mr. Zarif and his boss president rohani hopping it will help because there are parliamentary elections in iran beginning next year. Indeed james and reminder to the viewers at the right of the screen this is zarif giving his endorsement of this deal and we understand essentially saying the same thing that the eu policy chief had said. We understand we may be hearing from him speaking in english in an it will little bit and if and when that does happen we will attempt to go to him and back to you james for a moment and lets talk a little bit more about the iran Foreign Ministers role in all of these negotiations and how significant of a player he has been in all of this.
