Prison again. Athens is being forced to make more cuts and thats on top of the austerity measures already in place. The Greek Parliament must also agree to the reforms by wednesday if they want that help. The deal means greece would receive its third bailout package in five years thats all worth more than 80 billion. Meanwhile, the greek people are already reacting to this deal. In just a moment, well go to patricia, but first to jacki roland live from brussels. What is the negligent step for the greek government . Good morning morgan. The next step is for a clearly fausted greek Prime Minister whose been up all night going through extremely tough negotiations, one official said that he had effectively been subjected to mental waterboarding, thats pretty strong language, he now has to go back to greece, take these measurements to the parliament and secure approval of all these tough reforms that his European Partners are dear handing Pension Reforms market reforms privatizations, its a long list and the parliament has two days to parcel those measures into law. Does this agreement mean that greece will in fact remain a member of the euro zone. Grexit, that word, has been avoided. There is this feel that the greeks have been battered and bruised by this process that to earn extent, their sovereignty undermined, that foreigners are checking up on them as though they are not full duties in their own right so it has been a very bruising experience for this ideal of european unity and its not over yet because Greek Parliament has to pass the measures. Various european parliaments have to get the bailout talks to begin. At the end of the week, the negotiations will begin for releasing that money that greek badly needs. This deal is going to be a pretty hard pill to swallow for a lot of greeks, but Prime Minister tsipras is rallying their support for it this morning. The great majority of greek people will support this effort to return to growth as they will recognize that we fought a righteous battle to the end. Patricia is live in athens this morning. How are the people reacting to this news . Well, as one prominent greek comment tater noted today while victory may have been snatched from the victories of defeat, there is anger on the streets of athens today. Not only from the people who voted no in that recent referendum, a but anger is directed toward germany because of pressure they put on the greeks. Right now in the streets in athens, there is no love lost for germany. No one knows how this will end. It will end of course one day but with the strangling news that the germans would tighten round us, doing what they want. Thats what i think will happen. Its not that people are hungry, theyre furious because they dont know whats going to happen tomorrow. Now one thing that a lot of greeks are angry about is what they call the very short memories of the germans. If youll recall, germany had half of its debt forgiven after world war ii. One country that for gave them was greece. A lot of anger on the streets of athens today directed toward germany. Speaking of short memories, isnt this deal like the one that tsipras and the greeks just rejected last week . Actually, its a worse deal, its got more punishing measures in it. One key provision not likely to go down well are are the privatization of state assets. That means selling off assets that belong to the greek people, things like the port. They are talking about a fund, 60 billion of these valuable assets that belong to the greek people. The bitter pill is half of the proceeds from that are going to pay back the bailout only a quarter are ear marked for investing in greece and creating growth and jobs. Joining us live from athens this morning thanks for being with us. Another deal that appears to be coming together is the Nuclear Talks with iran. Iranian state television said negotiators have reached an agreement and will likely make an announcement today. Diplomats say there is momentum towards a final deal and russias foreign minister Sergey Lavrov was asked to fly back to weigh in along with the British Foreign secretary, also expected back at the talks. Joining us this morning is ali velshi. You just returned from several weeks in tehran, right . Yeah, yeah. If this deal goes through today, what happens next. While i was there, i was hearing from Iranian Press that there was a deal imminent, it was drafted and almost ready and it didnt end up turning out to be true, but we are hearing from different sources. The two biggest issues is that its got to get a sign off in iran. One would assume that the iranian would not be making a deal without the approval of the president and supreme leader. Here in the United States, its a 60 day approval period. The deal will probably get voted down in congress, and then president obama has to veto it, and its got to be vetoproof. Thats whats going to happen and then the sanctions start to get lifted. Irans Nuclear Program is frozen as we speak. If they dont get a deal by today, it could unfreeze. You mentioned the Iranian Press. What do the people have to say . The Iranian Press is feeding a notion that the iranian people want a deal. They are less concerned about the nuances being discussed and more concerned with the lifting of sanctions. Thats the thing on everybodys minds. They cant be on the world banking system. We discussed this last week. They are all iranian people are very excited about what happens if financial sanctions get lifted, if iran cancel oil to the rest of the word, sell goods. Iran is an industrial country. It produces things, wants to sell them to the word. Thats where everybody said attention is in iran and theres definitely a lot of momentum toward that. Heres the issue in the press there are hardliners and conservatives in iran. They are a minority, but very influential. They hold positions in government, they dont want this deal to go through. Whats playing out is this battle between hardliners who want no deal and pretty much everybody who does. You were talking about this notion of iran as a producer. The reality is they also are the fourth Largest Oil Producer in the world. Thats right. How does that affect us here . Are we going to see more barrels of oil . Youve seen the price of oil drop in the last few days. Iran is a very, very big oil producer. 20 have the worlds traded oil goes through the strait of mormuz, 20 miles wide at its choke point. If anything goes wrong or anything attacks iran, they are going to close to choke point. Iran can affect things as a supplier and at the point where the oil ships. A lot hinging on today. There seems to be a lot of skepticism on both sides of the aisle here. Absolutely. This is an equal opportunity deal to on both sides the republican and the democrats not very favorably looking upon this. House speaker john boner this weekend said that no deal is better than a bad deal and mitch mcconnell, the Senate Leader saying this will 11 iran on the flesh hold of a nuclear power. On the democratic side, new jersey senator bob menendez said we are going to roll back sanctions, but not Irans Nuclear capability. We have both democrats and republicans very skeptical about what may come out of this negotiation in ve men that. What then exactly are the Major Concerns on capitol hill . There are a host of them. First and foremost, a lot of people on capitol hill want to know how soon will sanctions be lifted and how many will be lifted. Iran wants everything lifted right away. That is definitely not the sentiment here on capitol hill. There are a number of other concerns. Those were expressed this weekend again. Here we have mitch mcconnell. I think its going to be a very hard sell if its completed in congress, and were going to be interested in things like with him the iranians reveal their past research and development . What have they done in the past on this subject . Is it verifiable . Will we be able to look at all of their military bases . Those are some of the key issues. Is it verifiable, will inspectors be able to get in, will we be able to look at the military bases . The devil will be in the details and everyone is waiting to see what those details are. Speaking of details what exactly is Congress Looking for in this 60 days after this deal could potentially be reached . What new evidence are they looking for . We dont know exactly what is in this deal. Certainly congress is reacting as if they do. They do want to see what kind of sanctions relief there is, what kind of verifiability there is. They do have up to 60 days. They can only do a yes or no vote. They cant change the deal. They can approve it or pass a measure of disapproval. Then the president can veto that and congress will have to muster enough votes to override that veto. We would expect there will be disapproval and probably they may pass that disapproval vote. Well, they havent got a lot of choice. Russias been the name of the game for the last couple of weeks in terms of one deadline following another. This package of measures has been agreed in marathon talks that lasted over the night. That very unpalatable measures for greece, privatizations, pension reform, market reform, all words that dont sit comfortably with the socialist government there but if greece wants to stay in the euro, wants the other European Countries to stop negotiating on a new bailout deal for greece, then the Greek Parliament that to adopt these measures into law by wednesday. Thats a very tight schedule. The agreement is just the first stage. We now have to deal with the bailout terms. What is the outlook for dealing with all of those details . Many people are breathing a sigh of relief early on brussels monday. This is only the end of the beginning. Yes, theres going to have to now be nitty gritty negotiations here in brussels without exactly how that bailout will be put into place provided the Greek Parliament does adopt those measures. We are talking about a fund that would be worth more than 80, approximately 80 billion over three years. In order to get access to that, the greeks will need to privatize about 50 billion worth of state assets. These privatizations are again going to be quite a bitter pill for the greeks to swallow so yes, there is the prospect of this bailout but the root to that bailout will be by no means smooth. So jacki does the greek government have to sell some of its assets in order to comply with the terms of this agreement . The bailout would be worth 80 billion. The greeks themselves need to stump up 50 billion worth of solid assets. Were talking about things like a big port, regional airports, we are talking about infrastructure things that have been privatized in the u. S. And many western countries but still are stateowned in greece. Once theyve put those assets into a fund to be privatized, theyve got some collateral that they can use to get more funding and that money will be spent to prop up the greek banks to start repaying that huge greek debt and also put money into the Greek Economy itself. Obviously the idea of privatizing, asking a leftwing socialist government to privatize state assets is going to cause pain and bitter recriminations in athens. Thank you for that report. There is definitely anger and people are angry about these harsh austerity measures. When weve asked people about tsipras, some people have been willing to give him a chance. They know that hes between a rock and a hard place. They know that he doesnt have a lot of leverage. Even though greeks are accepting responsibility for the state their economy is in, theyre blaming previous governments for driving the economy to this point. A lot of greeks are still willing to give such practices a chance. How that plays out over the next few days, only time will tell. Right now a lot of anger is directed toward the germans especially over privatizations. Thank you. An economist in athens joins us this morning. Tell us what does this deal look like in terms of securing greeces Economic Future . Well, the thing is, it happened to the brinksmanship we witnessed over the last months had a very huge price. Trust has evaporate and now believe up trust comes with a very intrusive program a program that weve never witnessed before as far as its far reaching consequences in the Greek Economy. From the positive perspective if actually a lot of the members pass through and im talking about the privatization liablization of the private markets, measures on collective dismissals, labor market reform, we could actually have a reformed Greek Economy. Really, what we need right now is for greeces place in the euro zone to be secured investors, funds markets need to know that greek is firmly in the euro zone. This is the only way to rebuild trust. Its up to the greek people and personnel to develop alternative Business Model for the economy. The parliament has to vote by wednesday. Do you think that they will indeed do what they have to do to allow this process to move forward . I think mr. Tsipras saw the other option, a messy default. Going into the unchartered waters of a new currency. I see think he is going to make sure that the measure is passed by. He already gave a substantial consensus when he asked for the parliament to authorize him in the negotiations. I think that webbed see this majority passing through when he actually comes to pass the m. The problem is what will be the cost to his party. I think this time, he might be saving the country but dividing his party. We have only a few seconds left. I must ask you, do you anticipate the government will have to layoff some people that it recently hired when the new government came into effect . You mean reversing legislation that has been passed . Yes firing people, people losing their jobs. Well, i think for mr. Tsipras to move that he is credible when it comes to social adjustment reform, he will have to cut down or take back all the measures that really pointed to management of the economy clamping down on hirings. This is day 17 of marathon negotiations. Diplomatics say there is momentum toward you a final agreement, but john kerry tweeted to difficult issues must still be resolved. Many of his counterparts are headed back to vienna today. We have with us this morning on set ali velshi who just returned from iran, welcome back. Thank you sir. Normally when we see the ministers going to vienna, thats a good sign. Yeah, theres a lot of technical issues that have to be worked out technical meaning be the timing of the lifting of sanctions and things like that. John kerry and the european Foreign Policy director have been staying there with the Iranian Foreign minister throughout the whole thing. The others have come and go, because basically these three are representing most of the interests there. The exception is russia and china, slightly different interests in the region. Everybody else went home and said you three work it out well probably come to some terms if the three of you can do it. Theres politics in john kerry tweeting out statements that there are issues to be resolved, because Iranian Press is running with the idea that its all done by the signing. I think theyre sort of saying no, there are a couple things to be done and until they get done, we are not getting this deal finalized. The remaining sticking points, the big ones rediscovered inspection of nuclear it. And interviews with iranian scientists. It was found out in 2003 that they were doing more than they said they were doing. Remember, they are part of the Nuclear Nonproliferation treaty. Iran has been found to be a bit dishonest around its Nuclear Program. The agency wants to interview rans Nuclear Scientists and figure out what theyve been up to and whether its civilian or military. That aside ran has said it wants this 2007 conventional arms embargo lifted. That was on the table. They just didnt get to it. Now they are sort of getting stuck on this, because the western nations in vienna want it lifted. The chinese and russians, western nations want it in place. The chinese and russians dont mind a conventional arms embargo. They can do some business. If youre iran, you have an ally if youre russia, you have an ally in the region. Russias ally is syria right now, not the toughest on the block. What about hardliners in iran, do you anticipate they will cause problems . We havent talked about people opposing it in the u. S. , i dont want to call them hardliners. They have a lot in common. We saw demonstrations in iran, typical of the last day of ramadan, protests against israel. They were big they werent substantially bigger than normal. This is the last hurrah for the hardliners if that if this deal goes through it sidelines them. Its important for the people in the west to understand the role that conservatives and hardliners play. Our imagery of iran, looks like everybody is a conservative, but theyre not. The hardliners there like conservatives here are a portion of the population. They are in official positions in the government, clergy and judiciary, but they are not everybody. They realize that they are losing ground. If a deal is made, their influence wanes a little bit. Thank you for joining us. Good to see you. As negotiations appeared to reach a turning point in vienna, politicians in washington expressed reservations. At the end of the day i think people understand that if this is a bad deal, that is going to allow iran to get a nuclear weapon, they would own this deal if they voted for it, so will want to disapprove it. Congress has 60 days to review on a deal. Senate Majority Leader Mitch Mcconnell con them said the fate of that review will depend on the details. I think of its going to be a very hard sell if completed in congress. Were going to be interested in things like will the iranians reveal their past research and development. Even some democrats are expressing concern that whatever the deal, it wont be tough enough to justify sanctions relief. It makes me anxious because what a deal looks like is incredibly important.
