Again and how this buffalo is helping to boost mill production. And sport superNovak Djokovic shines at wimbledon, winning his third wimbledon title on center court. Welcome to the program. Joep eurozone leaders told greece they must enact reforms before they look at a rescue. At the heart is whether the Prime Minister Alexis Tsipras can deliver on the promisesee has made to them. Germany, backed by other hard line countries is skeptical saying if he can, measures do not go far enough. For instance, considered greeces closest ally is pushing for a deal that would allow the central bank to intervene. We have the story covered from both sides. Neave barker is in brussels and simon mcgregorwood is standing by in athens. First Jacky Rowland reports from brussels on the days developments. The leaders from the 19 eurozone countries need to decide by sunday weather conditions exist for greece to remain in the current european union. The leaders need to show that reforms will be implemented. Im here already, and we owe that to the people of europe who wants winter united not guded. We can reach on agreement tonight if all parties wand it. Reporter a lot of factors are at play. Economic, political and emotional. Germany is among the skeptical proposals. We will have rigorous talks, and there will not be an agreement at all cost. Nerves are frayed but it has to be made sure that the advantages outweigh the disadvantages. For the future of greece and the eurozone greeces most important supporter is france. And the french dismissed an idea floated by germany that greece could take time out from the euro. Translation there is no temporary grexit theres a fre. It or none. Or to speak clearly theres a greece in the eurozone, or no greece in the eurozone that would mean europe is going backwards, not forwards and i dont want that. Reporter the partnership between greek and france is important. The risk over greece could have farreaching consequences. Theres already been marathon talks between eurozone finance minister on seat and on sunday saturday and on sunday. Those negotiations were difficult and at times ill tempered. Theres no reason to think the meeting under way between heads of government will be easier. These talks are about staffing formal negotiations for a new bailout for greece. Therell be a difficult and painful decision before they see any new money. Lets go live to brussels, and speak to neave barker. From what we understand the eurozone leaders have been meeting. Do we know what came out of that meeting, what is going on. What is the latest . You are right, we are preaching roughly about 20 hours of negotiations over two days starting with eurozone finance minister, that begone on saturday, and began on saturday and carried into sunday. Now, eurozone leaders, a mixture of the group and bilateral discussions. Talks are set to consider later into the night as well. We gather that eurozone leaders are considering a list of measures proposals, drawn up by eurozone finance minister that include extra measures and demands to be placed upon greece. These include things mentioned in the original proposal including streamlining v. A. T. Reforms, labour trade, privatisation, including with the electricity grid. That could have a knock on with the power of the countries, electricity and power trade unions. That may well not go done on the streets. Crucially on that list is the demand that these now requirements are backed by the Greek Parliament within a period of 72 hours. They may some tough negotiations going on as to how realistic it is to expect the greeks to introduce a raft of significant reforms in only a couple of days. The signals that we are getting so far is that eurozone countries are split down the middle as to how to handle greeces latest proposals, and the new list of expectations the french and italians insisting that the eurozone should throw its weight in supporting athens further. Germany, the Baltic States and finland saying no now is the time for greece to start to repay debts. One of the ideas floated was a concept of a timeout for greece from the eurozone, around five years. What do you know about that and what are people saying about it. What i think you were asking me about was the suggestion of there being a possible timeout. This is something that appears on the suggestions put forward by the eurozone finance minister in brackets i have to add. The time out would encourage the greeks to think about stepping outside the eurozone for a period of five years. The germans say that would give them a chance to restructure debts whilst remaining within arms length of administrative and humanitarian support for the eurozone countries, this has not gone down at all. Namely the french and the italians. Its impossible to be in out, and back in the eurozone. This should not happen. Neave barker monitoring developments in brussels for us. Now to athens and speaking to simon mcgregorwood, al jazeera. Different mood in athens from this time last week, then we had the results of the referendum. There was jubilation hope that thinks would be different. Doesnt seem like that now. What is the mood like there . One of weary resignation, i suppose you would describe it as. Theres simmering anger on the streets of athens there was a demonstration which a few hundred leftists and front of a parliament building, it dispersed the riot police, in case there was trouble. They were not needed. 61 of the greeks did know in an act of defiance, at the urging of the Prime Minister this extraordinary turn around. He promised by voting know that theyd get a better deal. Looks like they might get a worse deal. Two things they may cling to whether or not it would include debt reloaf and what happens to the relief, and what happens to the banks if extra liquidity comes into the bank that will improve the mood. If they do a deal in brussels how difficult will it be for him. As we here its 72 hours. Absolutely. Assuming he gets back at some point tomorrow, hell be exhausted. The political work, the shenanigans, the back room deals will have to start almost immediately. If there is a deal as you hear from neve and brussels, it will include trickery legislation that has to be pushed through parliament at the latest. We saw two days ago. Some of his own syriza members, the Left Wing Party that he has, rebelled against him. We heard others are preparing an alert warping that they warning that they will not support the deal. The defense minister, the leader of the independent greeks. The right wing party with home mr Alexis Tsipras is in coalition saying we have had enough, we will not support you. Lots of trouble ahead for Alexis Tsipras when he gets back and hard politics if he sells the deal. Lots of greek politics. Simon mcgregorwood with the latest from athens thank you al jazeera spoke with the world renowned economist and laureate joseph. Speaking from ethiopia he urged europe to support greece but described previous bailouts as largely unhopeful. I believe its in itself. First of europe. Selfinterest of eurozone to help greece. Let me point out, almost all the money, 9 of the money that allegedly went to greece didnt go to greece. It went to german french banks and the creditors. It was not a greece bailout, but Western Banks lending to greece. But this is a way in which western governments give money to their banks under the cloak of or name of another country. The first best thing would be for europe to recognise european solidarity. To recognise that they made a commitment that it would be a disaster for the european framework to leave. And there is a way for greece to stay in. If they wanted to. If its a failure, europe should be worried. On the southeastern flank of europe will be a failed state. Theyll be part of the e. U. Migration, influence from middle east russia china, this is not the most stable part of the world. If i was europe i would not want my southeastern flank to have that kind of weakness. I would want to make sure ta greece was a thriving member of europe. Negotiations over Irans Nuclear programme appear to be on the cusp of an historic agreement that would place limits on nuclear work. Negotiations in vienna including secretary of state john kerry trying to get a deal done by monday. He says theres tough issues to be ironed out, but is hopeful of a breakthrough. Diplomatic editor james bays has this update. There has been positive and optimistic comments coming from key figures. Secretary of state john kerry said he had good meetings with his iranian counterpart Mohammad Javad zarif. Other Foreign Ministers have been arriving here too including the Russian Foreign minister Sergey Lavrov and the French Foreign minister laurent fabius. Translation i hope we are entering the last stage of this marathon negotiation. You know the position of france is a position of constructive firmness and i hope it will allow us to reach the end quickly, to a satisfying result. Despite the optimistic tone im told by those close to the negotiation, theres details to work out. Its not a done deal. Im told if they were able to do a deal right now, theres a lot of paperwork that needs to be worked on and it would take some time. So the guidance im given, the earliest that a deal is possible if they Reach Agreement and it is announced is some time monday. Air strikes continued in sanaa. The u. N. Brokered truce was supposed to come into force on friday to allow aid to be delivered to 21 million in need. We have this report. Reporter theres no ceasefire in yemen. After a cause in fighting. There has been two Straight Days of air fights and gun battles, forcers loyal to president Lucie Hradecka continue to shell president Abdrabbu Mansour hadi continue to shell towns and cities. Forcers loyal have not laid down their weapons. They fought off houthis fans in tides and aden. The ties and aden. The Saudiled Coalition said it did not receive a request by yemens legitimate government to hold air strikes. These pictures show the aftermath. Many are questioning on what grounds did the u. N. Announce the ceasefire. With neither side demonstrating any willingness to stop the fighting. But the need for a ceasefire is more apparent now than ever. The humanitarian situation in cremen is disastrous. Yemen is disastrous. More than 20 million are in need of aid. Things like water are hard to find. Each yemeni, it seems, is fighting its own battle just to survive. Yemenis are digging holes in the roads to reach water any which way they can. The war will enter its third month, yet neither side appears to have been weakened into submission. All the while its the suffering of the average yemeni that increases. Four people have been killed and 15 wounded during a rocket attack in libya. They hit a Residential District in benghazi. No one claimed responsibility although groups linked to Islamic State of iraq and levant launched previous attacks. The u. N. Says some of libyas warring factions agreed on the framework of a peace deal after talks in morocco. The tripoli based group rejected the deal. Its hoped the g. N. C. Delegation will return to talks after the ramadan month. Why does the government have two governments. They suffered chaotic divisions since Muammar Gaddafi was toppled in an uprising. A u. N. Backed government is based in tobruk. It has the support. Libyan National Army and signed a peace work agreement. The rival group as based in tripoli, and claims to be the legitimate government. Its supported by a collection of armed groups known as libya down. Joining us from washington d. C. Is jason pack, president of libyaanalyst. Com. A consulting company. Thank you for joining us on al jazeera. Two governments, one is taking the Peace Agreement or the framework seriously. Is there really any hope that this will lead to a solution . There is. But we shouldnt think of it as two governments, zero governments. Theres no sovereignty in libya. You have a range of competing militias. What is encouraging, but not headline grabbing as iranian negotiations, is the u. N. Backed negotiations have most of the factions to sign their names to it. This is not going to change the situation on the ground. We have a multipolar civil war. Now we have a framework within which to build one government and some kind of Sovereign Authority that can interface with international interlock tours. The government that has not signed up to it or the major group is the g. N. C. The legally installed government. What do you think could be done to get you to the government. Ill disagree. They are not a legally installed government. They are a defught parliament defunct parliament. No one considers the g. N. C. The legal government of libya. They wield a lot of power, and they are one of two main power bases and would disagree with what you said. Just to get to the point. What could be done to get them to the negotiating table. Surely getting them to the table is important for lasting peace in libya. Well it would be great to have this hard line faction within the g. N. C. Supported by extremist elements to sign on if that does not work they can play the role of spoilers they dont have legitimacy internationally or within many communities in libya. We saw celebrations in the streets where libya down elements are based. People want a deal even if the militia groups see it as the end of their cry out for a fake legitimacy and enshrining of their position. What do you think are the risks if the deal does not lead to anything permanent . Well, im not sure the deal will lead to anything permanent. Like churchill might have said its not the beginning of the end, its the end of the beginning. The libyan war will probably intensify. What we do have now is a 15day wind when a government might be formed, and the International Community and partners can roll out a series of incentives and disincentives if you join up you can have these benefits if you dont you wont. Theyll state clearly that any government or body can request International Assistance to secure infrastructure to help keep the Libyan Government functioning. Youll see the battle taken to the spoilers. Joining us from washington d. C. , thank you so much for having joined us. A director of Asset Management services, oxford economics. Thank you for joining us. Before getting into the temporary exit idea, how damaging is it if no deal is struck tonight or tomorrow . Negotiations started over the weekend. There was a lot of hope. It seems as if the greeks folded. There was a lot of hope that there would be a deal on friday. From that perspective its important. In truth, the next key deadline is 20th of july. If there is a deal and we havent a clue if there will be one, if it is today or maybe tomorrow that is less of a listens. Except for one thing. The sooner there is a deal the sooner the greek banks can hope to some extent. That is important. Lets look at the idea floated, leaked today. A temporary exit. Five years for greece out of the euro. What do you make of it . Its a silly idea, a meaningless idea. Think about it. Two theories, two hypothesis. Greece leaves the euro has its own currency, devalues it doesnt implement reform. Does badly. Why after five years do they come in. Alternatively, greece has its own values implements reforms, does well. Why would they say well go into the strait jacket of the euro. Greece leaves the euro call it what they want. They are permanently out. After hours of negotiation, months and years of worrying about their future why are they worried about the idea . The euro has been presented as the on way forward. A permanent project. You can join, you can never leave. This would be, if you want. A facesaver. A way of saying we have not really greece is not leaving, they are temporarily out. If you think about it. A temporary exit means its no longer a momentary union, its a system of fixed but adjusted exchange rates. Its wrong. Is it wrong to contain the political contagion. It would be a way to do it i dont think it would work. You mentioned structural reforms, like many of Southern Nations its told to implement reforms, its always a cultural shock, we have seen it. How much in greece is it that because they are imposed, that things that the greek people would think, yes, this aspect of pensions needs changing but because its something imposed by the europeans, faceless germans, so to speak. Is it made worse because of that. I am sure it is. No country likes being told what to do. No country likes to be or the citizens of no country likes to be in a position of powerlessness. This is what we have here and you get a feeling of your own power by striking out saying we are not going to do this, thats part of the reason behind the no vote at the referendum. Definitely this is causing an extra problem. Just briefly if you can, lets assume theres a greek exit. How messy is it . The danger for the euro is if one country leaves the bond is broken. The next time theres a financial crisis you have the risk of a selffulfilling prophecy who is next to go. For greece it depend how it is for greece. Partners are prepared to let them go without repayment of their debt. It will be less messy. It will not be pleasant. Greeks have a tough year. From a purely greek perspective, greece has to implement reforms, and will find it easier to do it outside the euro and return to growth. Thank you so much for sharing your views with us. Thank you well greeces rural fillings are seeing a wave of people return home as work dries up in larger centers. We have this report from northern greece. When it comes to milk, has a State Government involved in promoting the animal. There are few buffalo bulls in the entire state. Because of the amount of m milk the female can produce, nearly 10 times more than a normal cow, the government is using science to agrees the low population. 50km away at the Government Research center, buffalo and shows are studied. It is having more fat, posterior protein, calcium, phosphorous, minor always resistant to most diseases. Buffalo is having more adaptability to the climate change.
