The government in tripoli is absent. The hunt for he will chop poe, escaping prison through a tunnel one and a half kilometers long. Euro zone leaders are in brussels to try a reach an agreement on the future of greece. Finance ministers discussed a last ditch request from greece for a third bailout. The greek government that 24 hours to convince creditors it can be trusted to enact promised reforms and secure a bailout. Lets look at the size of the debt mountain it is trying to deal with. 323 billion euros owed to countries, euro zone central bank and i. M. F. , equivalent to 175 of greek g. D. P. Repayments will last about 40 years. In this latest plan, greece is asking creditors for 54 billion euros that would cover its debts for the next three years including a 1. 6 billion repayment that should have been paid last month. The next payment is three and a half billion euros to the European Central bank on july 20. Greece cannot repay that without another injection of cash. The before it Prime Minister, less sip said greece has shown its willing to reach an agreement. Im here already for a compromise. We owe that to the people of europe who wants europe united and not divided. We can reach an agreement tonight if all parties want it. We have extensive coverage on this story. Jacki roland is in brussels, john is in athens and hoda speaking with residents. Lets start with jacki. Any progress there . A total of nine hours of talks, they broke up about an hour ago with ministers making vaguely positive noises suggesting that some progress has been made. The talks are now underway at the head of government level because ultimately, it will be down to the actual leaders of the 19 euro zone countries to decide whether the conditions are there for them to proceed in principle with new rounds of talks on the new bailout. The real issue, the real Sticking Point here, the hard economics has been a question of confidence. There is a general feeling among lots of euro zone leaders that the greeks have in the past promised to undertake reform but then been sluggish in actually delivering the goods. At this time, it appears that the euro zone leaders are actually going to demand that reforms are put in place before they are wean willing to open negotiations on a new detail without, so we could be looking potential lip at new legislation, particularly on things like pensions, taxes privatization being rushed through the Greek Parliament in the coming days in order to satisfactory euro zone leaders that yes, we are on track and willing to begin those negotiations. Were really looking at a very tight schedule here both in teams of agreements they made in brussels the necessary approval given by the parliaments and all the European Countries and of course a lot of pressure on the Greek Parliament and Prime Minister to actually convince the euro zone that they are in factor serious about whats at stake here. All right jacki roland live in brussels. Lets cross over to athens now where john has been reporting. There are pressure on these leaders to get a deal done, but theres so much pressure on the greek people, as well who have been through a lot of mental hurdles in the last few weeks. Whats going on there . Yes there has been and the people expressed themselves through the referendum with 61 saying we do not want anymore austerity measures, but the body politic really is that upon which it is incumbent to deliver policy proposals that are viable. Theyve decided to break with greek Public Opinion at this juncture 251m. P. s out of the 300 legislature voted for the latest package of austerity measures, the actual majority or passing further austerity measures the particular measures referred to in brussels. In other words, the implementation of those things which parliament approved in principle, such as the medial abolition of early retirement, the cuts in pension spending and additional consumer tax revenue which is going to be raised this year. All that have, i think greeces creditors would like to see passed sooner than later so that we know were serious about implementation. There are views against austerity here among the people and politicians. Nobody wants more austerity but it seems to be that in the final analysis, peel want an exit from the euro even less. They know theres hardship either way. Its which kind of hardship they want. At the moment, politicians are picking a remaining greeces remaining in the euro zone, putting up with the additional hardship of the austerity measures for now even though there is a ground swell of Public Opinion over the longer term against it. If those measures do not prove effective, if things go well in brussels and policy i also delivered here, and in the next few months, we see that the and you say severity is not effective, then that could cause another change in policy direction, but thats still a long way off right now. Live in athens, thank you. Uncertainty over whether greece will stay in the euro zone or go back to the drachma is a deep sense of frustration for many people. These pocket watches are more than just collectors items. Theyre symbols of innovation and engineering of hard work paying off of a time in greece when things made more sense. Itses a fairytale the yes and no vote. There was nothing substantial in this vote, the no vote became a yes vote. Like millions of other pensioners struggling to survive on far less money the 63yearold feels betrayed by his government. I will not allow them to take my dignity away, he says. Pensioners take care of the whole family. Theyre the pillar of the greek family. The grave they are trying to dig for us, we should throw them into it. He finds the situation contemptible and wants out of the euro zone for good. Ever six we beyond the European Union only bad things have been happening to us. Greece that mineral wealth, it can take care of itself. Its an attitude gaining currency in athens. Marching to parliament, greeces president ial guard reflectses stability and tradition at a time of great uncertainty. In another part of the city, things could hardly be more different. This flea market is bustling on a sunday. Typically there are thousands of people here pouring over antiques and buying goods. Theres a palpable sense of frustration and anger people here wanting to drama about whether greece will stay in the euro zone or go back to the drachma to finally come to an end. Vendors here are tired of standing over near empty stalls. There is rage in the people, he tells me. At some point the rage of the people becomes the voice of god. Anger may be rising, but depression and desperation are whats in ample supply here, at a time when peoples patience is clearly running out. Al jazeera athens. Lets go live to hoda. Tell us stories youre hearing there. I think that people would tell you that its been an emotional roller coaster. Last sunday, at this time, we were actually discussing the referendum, the fact that people in the no vote were also voicing their anger at the e. U. , the fact that they felt the e. U. Was swashing this country hoping this would bring the country out of a deadlock. None of that happened over the past week. Actually there are more and more uncertainties hoping of the government will get a bailout. They actually voted for a no and its turning out to be a yes. Its making peoples life extremely difficult. Were been towering northern greece for a while now and wherever you go, you hear stories of people who basically fell off the bandwagon people who had too many debts with the bank who had to close their businesses. People who had their businesses, they are surviving but dont know for how long. Its becoming more and more complicate. All of this uncertainty is really bringing people down in this part of the country. There is despair and desperation. When you ask them would you like to return to the drachma most people would tell you yes because it brings back memories of the good old days when things were doing ok in this country and many will tell you ever since the euro arrived nothing was better, nothing improved, so some would tell you you also well, i dont mind being in the drachma. I dont mind keeping on living 60 euro to say day actually some in greece have been on less for a while. Thats not the issue. The issue is that our country needs to get back its dignity and we need to get back to work as soon as possible. All right. Thank you. Frances foreign minister believes talks between iran and major world powers on a nuclear deal are in the final phase. Negotiators in vienna including secretary of state john kerry are trying to get a deal done by monday. He told reporters that there will be tough issues to be ironed out but he is hopeful that a breakthrough will actually happen. Joining me is our diplomatic editor james bays, james a really long day there that seems to be getting longer. Tell us whats happening. Well, we certainly are having hopeful comments from john kerry and other diplomatics involved in this process. A short time ago, one of the iranian negotiating teams said he too was hopeful a deal could be done soon, but the final part of the deal still is not being done as weve been told. All along nothing happens until youve got all of the details done, because this is supposed to be a legally binding deal with iran thats supposed to last 10 years and beyond. That same iranian negotiator tell use it will be logically impossible even if they came to full agreement to have an announcement until monday, because of all the pieces that have to be put in place in terms of the size of this agreement things like translation and other factors that have to be in place before they make any formal announcement, but still positive noises coming out from those that are arriving here among those that came back to vienna a short time ago. The french minister. I hope, i hope we are finally entering the last stage of this marathon negotiation. You know the position of france. It is a position of constructive firmness. I hope that it will allow us to reach the end now quickly to a satisfying result. Obviously major Sticking Points, what are they still . Were not really sure exactly which of the sticking pictures weve been dealing with in the last few days are still there. No one is giving us a clear readout on that. Clearly the problems that have been in place are problems of access for inspectors to make sure iran doesnt cheat on a deal particularly the sanctions, the sanctions about iran directly on its nuclear program, sanctions on missile procurement and arms embargo that iran is currently under. Those are the sort of things theyve talked about but whether were still at those sort of difficult areas or whether weve just got crossing the t. s and dotting the i. s at that stage isnt clear but we are certainly close closer than we have been and the most positive language weve heard from negotiators at any time during this final round of this long process now going on for well over two weeks. James, thank you. Coming up on al jazeera aid agencies say millions of yemenis could face famine. The trump effect, an early lead for the controversial candidate for u. S. President. Finding it pretty hard to say goodbye to real madrid. Some of libyas warring factions agreed on the framework for a peace deal. One of libyas rival governments has rejected the deal. In a much anticipated sentiment, rival factions signed a draft agreement. A sixth meeting over a fourth draft in the moroccan city. It is seen as a breakthrough toward a binding deal. I want to emphasize and enhance this message, the door is open for those not present. They have also played a Critical Role in this text. As i have said many times, there is no text entirely satisfactory to all parties and that responds im confident that in the weeks ahead, a key decision will be made and address all sides and issues. Representatives of Municipal Councils were there, but the General National Congress and militia were not there. One member calls it a one sided agreement aimed at pressuring them to drop their demands. We have tried our best and agreed to compromise on many issues, however, the other party decided to stick to certain conditions and have not tried to meet us halfway and insisted on these points, because it has support from the international community. This is why we have not reached an agreement. The u. N. Envoy and other parties tried to drag us into an agreement that has not fulfilled the least of our demands. There is disagreement on the framework requiring a National Government based in tripoli, also recognizing the house of representatives in tobruk. It creates a National Army called for the disarming of militias, implementation of a ceasefire and the drafting of a constitution. There is hope that a g. N. C. Delegation might confer on the final points after ramadan. This man remains a key Sticking Point. The general hafta is to be removed. Many want politicians to end the political tussle and fighting on the ground. Al jazeera. Joining me from london is a political analyst. We appreciate your time. What have you heard out of this meeting, out of this potential agreement that is positive and actually realistic to you . There are many positive elements. The members in parliament are talking to one another. We talk about peace talks. They have actually melt the deadline, before are the end of ramadan will have the initialing of a peace deal. Theres much harder working to forward and many many dangers still Going Forward many elephants in the room to be addressed. The one you mentioned is general half at a the head of the army. The elephant in the room, we havent agreed to the rules of the game, that neither side can legitimate an actor into a political opponent. You have to create a sustainable peace by ensuring both sides are going to be in this government. Until youve address those things if i could stop you does any of this really have any meaning any significance, any chance of actually working with the General National Congress isnt there . It is almost piecemeal. They dont want to become a military opponent. They want to know if they are not involved in this peace deal or have a minor role, theyll be wiped out tomorrow. I think all the parties feel if they are not resolved that ultimately both dont want to wipe each other out youve got a very expensive piece of paper but thats it. You havent got a real peace deal. A lot of work to be done. Thank you so much. A palestinian freed from prison after spending two months on a Hunger Strike has been given a heros welcome home. He is a Senior Member of the senior Islamic Jihad movement, held for a year without trial in israel. He is well known in many parts of palestinian and the occupied territories because this is now his second time that he has held a Hunger Strike while in administrative detention. In 2012, he went on a Hunger Strike for 66 days before the israelis released him. This form of nonviolent protest to administrative detention which is deeply controversial a move used by the israelis criticized by international bodies, his protest has allowed the release. There are 400 others still held in israeli prisons without charge and its very, very unlikely that we will see israel changing its policy about administrative detention anytime soon. A drug king from mexico escaped digging a tub necessarily 1. 5 kilometers long. Its his second jail break. The tunnel has p. V. C. Pipe for ventilation. The last time he escaped from prison, it took the mexican military 13 years to find him. His capture in february, 2014 was hailed as one of the biggest blows to the drug trade in decades. El chapo translated at shorty in english is short in tuesday touch but large in drug trafficking. Hes made forbes magazines billionaire list. His cartel controls some of the most lucrative routes from mexico to the united states, trafficking heroin, cocaine, methamphetamine and marijuana. His expertise is logistics. He is able to move cocaine from south america to mexico to move chemical precursors used from russia to mexico to Southeast Asia into mexico to be processed and delivered worldwide. Guzman was arrested in 1993 but bribed his way out of mexicos highest security prison. He escaped in a laundry basket. This web of tunnels linking seven homes allowed him to evade capture for more than a decade. During that time he consolidated his drug cartel and built Popular Support by providing people with money, jobs and security. When he was recaptured in 2014 thousands of people took to the streets to show support for a man they saw as their savior. Guzmans escape for a second time is a major setback for the Mexican Government, which is often accused of corruption by its own people. Al jazeera. Are you spiced he was able to pull this off again . I am surprised. In mexico, sometimes, you have to know that the unbelievable can happen. Its a real place. A guy of this profile i mean, you knew that he escaped back in 2001. When he was captured, it was hailed as the worlds most wanted man being captured. It was huge, and so to see him escape in this way through a 1. 5kilometer tunnel with lights and air vents and electric rail cars is still does beggar disbelief. How did he pull this off . Is it a fact that he has connections and the system is corrupt . Well, obviously the question of corruption is on everybodys mind. Theres 18 Prison Guards who have been taken in for questioning already this morning. Theres major concern about how far up the chain this corruption can go. With Prison Guards and prison governors, or security ministers involved in this. I think for many mexican people, this really is not about confidence in the system, if the system cannot keep a gangster of this profile in prison, how much can it protect regular citizens from all the gunman that are lurking on the streets. What has the reaction been in mexico it seems were touching on a little bit that its fear for some people. What has the reaction been . Its only been a few hours weve seen this. This happened late sunday night. People have woke up to this news. On one side, a kind of disbelief, how could this happen. A lot of criticism for the government and the people, the whole security cabinet should resign. This shows corruption. This is really hard on the president pena nieto. He said the word unforgivable. Hes just arrived in paris for a visit, so while hes arrived there, this has come out. His number two the Vice President was asked about that. They said he could never escape. They are under a lot of pressure and theyve also been under pressure now for several months about corruption, about charges about a mansion, 7 million mansion belonging to the first lady and about narco violence, now the pressure coming on the cabinet will be immense. As politicians will say, you should never say never. Still to come. People in cambodia are testing a new law they say will give the government too much control. A drug gang boss in mexico escaped from his maximum security prison by digging a tunnel 1. 5 kilometers long. Its the second jail break for the head of the 16 low i cant cartel known as el chapo. Lets get more now on the greek financial crise. If euro zone leaders agree on a new bailout for greece, much of the burden will fall on germany. Many germs dont support another bailout. French and german students are here repairing this landmark. This sign that had to survive all weathers. These students feel they are repairing more than just a monument. Its our currency, our symbol. It represents the country of europe. Its important at a take care of it. This is our way of representing the unity of the heart of our country. This city has practices period since the foundation of the republic of germany. Frankfurt is the finance capitol of germany. A business friendly city attracts large and Small Companies alike. Increasingly in recent years its been decisions made by the European Central bank that have resonated throughout the euro zone and caused concern occasionally to big businesses. When the greek debt crisis first emerged, several german banks were exposed and two bailouts and billions of euros later, some analysts say a socalled grexit wont be too damaging the ecomony here. Companies have fueled themselves against grexit. If there is a bailout guaranteed by german money, the burden will fall heavily on frankfurt, more taxes collected her per capita than any other german city. The discussions are so contradictory, you almost dont want to hear about it anymore. The greeks are so different for us. For them, it was a hobby not to pay taxes. We are just not like that. I think its not the solution to give billions more euros, but we need to restructure the debt, otherwise the greeks will be in the same situation in 2018. Fixing the euro sign has taken work involving french and german cooperation. Restructuring the euro zone may not be so easily done. Al jazeera, frankfurt. An associate professor at the university of athens said it would be catastrophic if geese doesnt reach an agreement soon. This is extremely dangerous. I think today is the judgment day. I think that today, there should be an agreement, otherwise the situation for the greek banks and stability of the greek government is going to be quite dangerous and precarious. This is going to be catastrophic for about greece, not only economic, but political pain. This is going to be catastrophic for my country. I believe that the greek government should not give arguments, should not support in a way the people in the euro zone, in the European Union who think that now its a great time its a great opportunity for them to get rid of this. This is going to be a mistake a mistake for anyone involved. The tycoons controversial comments on mexican immigrants seem to be popular with conservative americans. For americans angry over immigration and there are a lot of them, one candidate speaks clearer, louder than the rest. We have to stop illegal immigration. We have to. We have to. Theyre killing us at the border and theyre killing us in trade. Theyre killing us. For many, the clarity of that message from a candidate known for his bluntness, resonates.
