Remember. May we never forget. 10 years after the london lom coming, survivors and family members gather to remember. Is britain safer seven years later . No longer enemies. I got an invitation to vietnam president obama says hell go to vietnam after welcoming the leader of the communist party why it to white house, 20 years after the enemies normalized relations. Good evening im antonio mora this is Al Jazeera America. We begin in vienna where another deadline has passed with no deal on Irans Nuclear programme. For the second time in a week documents said negotiations will be extended this time through friday. Its the fourth missed deadline since 2013. Style, the white house says its optimistic. We have never been closer to reaching a final agreement. Than we are now. But there continues to be some significant differences that remain. And this is a view not just of the United States, but this is the view of all of our p5 1 partners as well. One of major Sticking Points appears to be the lifting of a u. N. Arms embargo on iran. Western powers are weary, fearing it will allow vietnam to provide weapons for yemen, syria and elsewhere in the middle east. James bays is in vienna with the latest. Reporter face to face, trying to bridge the divide on the remaining issues. There were smiles at the start of their first meeting, but by the end of the second, well after midnight the atmosphere was described as tense. This was supposed to be the final deadline but because of deadlock, the e. U. Foreign affairs chief says therell be an extension, but she is not setting a new date. We are continuing to negotiate for the next couple of days. This does not many that we are extending our deadline, we are taking the time the day, to finalise the agreement, which is something that is possible even know now we are getting to a difficult time. Reporter russias foreign minister said there has been eight its that need to be sorted. He and some other finance ministers are leaving for the time. There are is a range of issues were there needs to be trade off, and concessions made on both sides if we get this done. Reporter secretary of state john kerry in the past said hes prepared to walk away from the negotiations. Its clear hes not ready to walk away yet. Even though they are not setting a new deadline the interim deal with rein would have expired, and its been extended until friday, july the 10th ali velshi joins us from tehran. Good to see you. A lot of people in the u. S. Are wondering why they cant reach a deal and why they are missing the deadlines. The iranian people celebrated in the streets when the frame work of a deal was reached a few months ago. Are they hopeful there . Well, i tell you, i have heard rumours about the fact that authorities here are thinking about how to handle when there is a deal because they do sense that people will want to come out and celebrate it. Its the month of ramadan, and its particularly a holy week for shias. Theres a lot of religious matters this week and they dont want to overcome those events. People will celebrate if theres a deal. Iranians want a deal. The news here sort of suggested that the reason we cant get a deal is introns introns gen on the p5 1 or the world powers you called them the people in vienna. Theres a couple of issues and a suggestion that they are dealing with lifting the u. N. Armed embargo. This is conventional, not nuclear, its a good sign. It means they have made progress on bigger issues. This is not a new issue, rain always wanted the arms embargo lifted. I think the general thinking is we have big things to get to. Lets get to them. If we can get past. We can do this. Russia one. Six world powers wants iran to buy and sell weapons, because russia would like to sell them the weapons. Its important to note before the revolution in 1979 iran was one of the biggest purchasers of conventional weapons in the world, in particular from america. It was part in why america had a remarkable interest in the shah of rain. 2010 the c. I. A. Inspired coup. America sold a lot of arms. Clearly the reason america wants more in this region thats where we are stucked seems the media is pointing fingers at the six world powers being the problem. In the end, dont the iranian people care about lifting the syncs, allowing them to have a better economy. The syncs have taken a big bite out of the iranian economy. 100 . Iranians are like everywhere else in the world some are highly politicized, Read Everything about politics others are ordinary people reading the new, but are more interested in their own prosperity. That is something suffering. Three years ago, inflation is 45 in this county. Its 15 . Its a growing economy. Industrialized. So much cant be done. Most iranians are interested in the sanctions being lifted. They are less interested in the nuances and the negotiations in vienna, they want the government to come to them with a deal. Iranians are proud of a nuclear programme. Everyone i have spoken to is ready to change that for the lifting of sanctions. They see it as a win, win, if theres an agreement that leads to that. Right. Ali velshi in tehran. Thats right good to have you with us. I know well get more from you on ali velshi on target. Now, a senior iran analyst with the International Crisis group joins us from vienna. Thank you for taking the time to talk to us. I know a lot is going on there. Are you optimistic a deal will be reached. Is there the danger that the important brinksmanship going on will back fire. Look in any brinksmanship, in any high stakes game of poker, theres risk and the agreement is really at the mercy of a single miscalculation. But the reality is that we have never been closer to the finish line. The text of the agreement is almost finalised. A few difficult issues remain in the brct. Theres hope bracket, but theres hope in difficult decisions are made they can finalise the remaining details and have the agreement by the close of business hours, so the review period by u. S. Congress would be 30 days, not 60. Okay. I want to get to that. Lets talk about the possible miscall eyeingses. Miscallations. A miscalculations. One Sticking Point is lifting the weapons embargo. Is it reasonable to link that to the embargo. You could argue that the americans would argue for the release of prisoners as part of the deal. The arms embargo was a mistake to inflate concerns over weapons of mass destruction with concerns over conventional weapons. And this is a mistake that has come back to haunt the negotiate juniors, basically. The thing is it goes beyond conventional weapons, and the Russian Foreign minister. Sergey lavrov he seems to agree with the iranians saying iran should have access to weapons it needs to fight terrorism. They want restrictions lifted on intercontinental ballistic missiles. You dont really need missiles for that. Is there a split for the p5 1. I dont think the iranians insist as much on lifting restrictions on ballistic missiles. They didnt address that issue at the negotiating table. Its fair for it not to be part of the solution. Where is when it gets to disagreements within the p5 1 the russians would like to sell conventional arms to rain. That is why they side with the iranians on this issue. Back to the u. S. Congress if thursday comes and goes without a deal the deadline however, is friday. Congress will have 60 days to review the deal instead of 30. How big of a road block could that be giving congress more time to discuss all this. How big a road block to the approval of any deal . I think theres no doubt the negotiators would have preferred a shorter review period. In a 22 month the negotiating process, an additional 30 days will not make or break it. It will provide more opportunities for those that oppose the agreement to scrutinize it and try to put pressure on it. At the end of the day, theres too much political will on both sides to see this agreement through and i dont think its going to make a huge difference. I think its more important to make sure that the agreement is complete, and doesnt are weaknesses that would haunt the negotiators a few months or years down the road. It would be tragic after months and years to see the agreement succumb to a weakness that was over looked because the negotiators were rushed by an artificial deadline Senior Analyst at the iranian crisis group. Good to have you with us to Syria Kurdish fighters appear to be gaining ground. The syrian observatory for human rights said tuesday that kurdish fighters have recaptured 10 villages north of raqqa. The group said 80 i. S. I. L. Fighters have been filled. They have been hurt from air strikes from the u. S. Led coalition across northern syria. The u. S. Strategy came upped fire from capitol hill. The top military advisors faced tough questions about training Syrian Rebels about helping national forces. Jamie mcintyre has more from the pentagon the hearing was a battle of competing nar dives narratives. John mccain can fire the salvo. I. S. I. L. Is not 10 feet tall. They can be defeated. It will never happen if we delewd ourselves. Ash carter argued that the strategy must be faced on getting local forces to fight and govern. The u. S. Cant win the war for them. We know from history that putting u. S. Troops on the ground in substitution for local a forces will not rekindle results. That rekindled a dispute as to whether forces and u. S. Spotters, jtags to call in air strikes might make a big difference. We had a few advisors in iraqi battalions you are saying that that would not make a positive impact on their moral and their capabilities to win . The j tack and the special force are not a Silver Bullet to the destruction of i. S. I. L. The Silver Bullet is getting the iraqis to fight. Ash carter admitted that if it hinged on iraqi forces, its in trouble. Especially in syria, where five dozen volunteers are in training. I said 60, and i look at your faces and you have the same reaction i do thats a small number. Reporter the log jam says carter, is caused by the vetting process, screening out anyone suspected of being a danger to strangers, committing war crimes or is more interested in fighting Bashar Alassad that i. L. , and completely it would take 20 years. He called the extremist allure of i. S. I. L. Must be replaced by a functioning government that takes care of its people. Jamie mcintyre at the pentagon. Thank you we are marking two mile zones on the news. First, 10 years passed since the london bombings. The u. K. Came together to remember the victims. Well take a look at how the security situation changed there. Two decades after forging ties. President obama welcomed the leader of the communist party of vietnam to the white house. Its a day when we recall the incredible resolve and resolution of londoners and the u. K. , a day when we remember the threat that we still face but above all its a day when we think of the grace and the dignity of the victims families for all they have been through, and we honour the memory of those victims, and all those lost. David cameron spoke on the 10th anniversary of the london suicide bombings. He says the threat of terrorism still is real. He observed a moment to honour the victims in what is known as 7 7. 52 died, hundreds injured. Charlie angelo from al jazeera was at the emotional tribute. Lee baston benadetta. Reporter as britain remembers the names of the victims, families gathered at the memorials. The deaths represented the first major attack on british soil. It was during rush hour a coordination of suicide bombs on three underground trains and a bus. The violence shocked the city forcing authorities to reassess facing the country. In 2013 that changed again when two muslim converts murdered british lee rigby in london in daylight. They said they wanted to avenge the killing of muslims by the British Armed forces. Attacks are harder to track and stop. The threat we faced today is different. Its not simply a tight organization plotting terrorist attacks, as we used to see. You have now got organizations that use propaganda to radicalize others and create a violent cult across the world. Regular thrills like this authorities say, help to hone their response. Since 7 7 theres about no mass casualty attacks, but some 40 plots have been uncovered. Today the threat level in britain stand at severe and an attack is highly likely. The emergence of the Islamic State of iraq and levant has added a new dimension to the challenge. Helping the police is mick Whose Organization tries to discourage extreme itch. Radicalization takes place through many means, not through conveyor belts. Becoming more religious, and violent extremists. We think theres multiple different mechanisms. Reporter here british family joined the victims, survivors, and some of the emergency workers first on the scenes. Theres talk of promoting tolerance and respect. 10 years later, it was an attack that is evolving and hard to anticipate in our incontext segment, we look at four min three in the u. K. All inspired by al qaeda staged the attacks on the london mass transit system. Courtney kealy reports. Reporter on july 7, 2005 before 9am three bombs exploded within a minute on londons underground trains. A back pack was detonated on a westpac circle line strain. A 23yearold detonated himself aboard an eastbound circle line train. Between kings cross and russell scare a 19yearold blew himself um southbound on the Pablo Picasso line. Near an hour later, the number 30 bus was boarded and blaen up. A total of 52 people were killed, as well as the four bombers. Hundreds of others were injured. It was the first Suicide Attack in the u. K. And the worst attack since the locka by bombing. Three were sons of an immigrant, the fourth born in Al Jazeera America they met in the Early Morning hours. Less than 30 miles from london travelling into the heart of the city. They were seen hugging each other. Surveillance cameras caught their movements. In september 2005 al jazeera obtained and broadcast video, claiming responsibility. He called himself a soldiers and said he was inspired by obama. On the same tape al qaedas number two claimed responsibility as well. Earlier today i spoke with former u. K. Counterterrorism advisor. Given the number of plots foiled by Scotland Yard in recent years, i asked if britain is safer, 10 years after the 7 7 attacks. The 50 or more attacks, plots thwarted shows that the u. K. s intelligence and Security Services are on top of the game. Luckily we havent had anything significant happen for the last 10 years not on british soil. We have had this horrible event in tunisia, of course. I think we are in as good a place as we can be. After 7 7, the u. K. Went through the same recriminations after 9 11. Blame in both cases for failing to stop the attack was based on the lack of intelligence sharing between the agencies in charge of domestic and foreign gathering. I know theres issues in the United States how much has it improved in britain. Coordination improved significantly. I dont think we have anywhere like the problems that certainly the u. S. A. Had, and certainly we were in a better place than we were 10 years ago. The west faces threats from al qaeda, and i. S. I. L. Is that new i. S. I. L. Threat being addressed, especially given that i. S. I. L. Had success recruiting in the u. K. Yes, its been addressed in a serious way. The recruitment part of it is something that the government is very much on top of. Prime minister David Cameron recently in the last week talked in terms of a full spectrum response, and that means engaging with various communities, using what we call the prevent agenda which is a strategy involving the police the Community Services local organizations, nongovernmental organisations, all of whom are working to increase community cohesion, to have count narratives against extremism, to find ways of detecting extremists early and deradicalizing them. None of that can prevent the attraction that i. S. I. S. Has, more so than al qaeda, because i. S. I. S. Demonstrated spectacular success as al qaeda did on 9 11. So does the response have to be greater than the full spectrum response at home. Does i. S. I. L. Have to be defeated on the battlefield in order to limit the appeal. The most attractive thing for extremists, the greatest influence is this aura of success. In the case of d. A. E. S. H. That is territorial success, its the territory in iraq and captured in syria that allowed them to declare a caliphate and declared a socalled Islamic State. Its these things more than anything else that appealed to certain people until we get rid of that territory. Get rid of this cal fate and then we cannes contain the problem more effectively. But is there the will to confront and defeat i. S. I. L. On the battlefield, because britain seems more. Its true theres a change certainly in the new government. There is a new head of our defense select committee. A member of Parliament Julian lewis, who is very much keener to explore ideas that will contain d. A. E. S. H. Also there is a new outlook since the tunisian massacre of last week where 30 britains 30 out of the 38 people were killed by the allegedly d. A. E. S. H. Supporter, were british. There is a changing atmosphere. You are right. There isnt the appetite. And what really must come within the region and the leadership with the u. S. Because britain and france are limited with what they can do on their own. Thank you time is money, many in greece dont have either to spare. Not only are the u. S. And vietnam no longer enemies, the u. S. Is looking to make vietnam an important friend. Well certain assist. You know for us theres two things. First of all of course theres china, you have to remember we are approaching 20 years of loimentic relations diplomatic relations with oi. The United States hanoi. The United States tried to create a system free trade, institutions and societies we want to bring vietnam into that. Thats part of the conversation we are having. But, of course the diplomacy is intense, because of beijing. Now, the u. S. Is vietnams largest trading partner. The government is accused of a raping of human rights violations, should the u. S. Seek a closer relationship until the human rights record improves. This is the issue we have with cuba and bum burma. We have a full engagement. But it is falling short on important metrics when it comes to a free society, burma is moving in the right direction, if we look at it from a longterm perspective. A large part of that is because of the relationship with the United States. Theres a lot to be discussed. We can do two things at the same time. Improve security in the region, by bringing vietnam in as a partner, and moving in a better destruction. Theres a lot of potential, especially with the regime which wants to become a more important part of the world. How much of the increasing closeness is about money . Vietnam is home to 90 million people, more than france or england. Despite being economist, the economist described the leaders as capitalist communists. In a sense they are, they control certain portions of the economy. They do it for enrichment. Look at our side of it of course this is all about money, thats why he this the ceremony at the airport, where you had the dream liners in the colours of vietnams airline. Americas society is big and diverse, we have a lot of interest with vietnam, and they are coinciding. That is the important part. We want the Transpacific Partnership to be inclusive. You cant do that without vietnam being part of it. A lot of things are coinciding that is good for vietnam and the United States. Talking about coinciding, the other big reason is to make vietnam an ally to counterbalance chinas growing power in the region especially in the south sea area vietnam disputing china and other countries. Yes. You know this is very important from vietnams perspective. Theyve been the target of a lot of chinas initiatives, and they are a country that does not have a treaty relationship with the United States. The philippines is a u. S. Treaty ally, and that gives them in manila, you know more confidence. Vietnam needs to move in that direction. The one thing that was important was the state department lunch. You had the signing of agreements with vietnam in the treaty room. And, you know i think that symbolism is not lost on hanoi, and not lost n beijing. Lost on beijing should president obama go to vietnam fine question. Absolutely. Hes gone to a lot of places where we have disagreements with including burma, where he has gone a couple of times. Therell be issues with the communist state. Vietnam is small enough that we can move them in better directions, with skilled diplomacy, we could move the vietnamese government to a better place, i think we will do that because its in our interests to do that at this point in time especially because of china gordon chang, good to have you saudi arabia arrested three brothers in connection with a bombing at a shia mosque in kuwait.
