Policy is getting local forces to fight and then support them. Chairman Martin Dempsey pushed back against the idea of putting any u. S. Forces in with the troops or calling spotters. Theyre not turtles to not do not try to pass other amendments and put up other flags and symbols of the confederate for hatred. Take it down and give people nothing to fight about. That they remove the plag and the pole and that nothing go up in its place. Now if the house can get through all of those amendments tomorrow and vet on the bill tomorrow, it could likely move to be voted on a third time on thursday, and if its voted on and passes, it could go to the governors desk and it could be voted on and assigned by the governor by the end of the week, but we dont know when that flag might come down. And i talked to a history professor who said that this bill in the house and the senate that they have been voting on has been a long time coming. Certainly advocates of what we call the new south progressive whites as well amps africans, saw it as a divisive symbol, and the past that the south was trying to move beyond and outgrow. Lets bring in former baltimore prosecutor debbie, and good to see you. Good to see you tony. 95 of the nearly 25 elected state and local prosecutors across the nation in 2014 are white . Whats your reaction to that. Thats just absurd. And the reason why in the criminal justice system, its almost a reverse from the number of africanamericans over 90 of africanamerican defendants that enter the criminal justice system, and here you have a system where 95 of white prosecutors are the ones handling those cases. Okay, something is very wrong here. We put together a little graphic here. Lets show this. 14 states, debbie, with exclusively white elected prosecutors. Now, wait a minute, if were talking about having a conversation in this country about imbalances in the criminal justice system, isnt that just too much power in the hands of one demographic . It definitely is. But the other thing tony, the thing left out of the study is in the United States, only 4 of the lawyers are africanamerican. 88 of the attorneys are white. And obviously theyre not all white males, but theyre white. Lead me through the discussion here, a quick discussion of discretion. Some of the decisions that prosecutors actually make, the decisions that you made as a prosecutor in cases. Exactly. And in a lot of ways, a prosecutor has more power than a judge. Because its the prosecutor that reviews the case initially and can determine if the charges should be dropped and if the charges should be placed on an active docket or increased or moved forward. And the prosecutor gets the plea bargain offer in cases that youre proceeding on, and in most cases the judge just accepts the prosecutors recommendations, so in a real sense, the prosecutor has a tremendous amount of power in the criminal justice system. I to the get to some issues in a second. So youre from baltimore. How often do you suspect a mostly white prosecutor makes the decision that the states attorney such as in baltimore made in the freddie gray case, to the Police Investigation . I think that thats so rare, and i just commended her for doing that. I think thats what happens its no thinking out of the box in terms of the prosecutors office. And this is one thing that state attorney mosby did that shows that theres another way that we can do it to show fairness in the system. Wait a minute, debbie, you were a prosecutor, a black woman. When you were prosecuting cases, wasnt it said of you that your job was to put black people in jail . Thats a saying that a lot of people said, not prosecutors, but actually the people coming before the court. They looked at me and said, oh, your job is to put black people in jail. Thats not the job of a prosecutor black white or any other color. Job of the prosecutor is to bring justice and be fair. If the case should be dropped it should be dropped and if it should not be prosecuted, its not just about making numbers right. So heres what im driving at. How would adding more diversity to the ranks of prosecutors make a difference in the way that justice is dispensed in the country . It would make a tremendous difference because when you have folks that are either more diverse, looking like the folks that theyre actually prosecuting on, it makes a sense of fairness of the system. When i came to the prosecutors office, i told you im from the same street where the riots broke out in baltimore and i brought all of that with me. Not just my ivy league education. But i brought all of my background with me. And thats what you need to make the system more fair, to have someone who doesnt always take the word of the police officer. I like the way you dropped that in there your ivy league education. Thats smooth. Changing the numbers. 4 of the prosecutors in the country are black but how do you get them through college and then get them through law school to be attorneys. How do you do that . Thats an uphill battle because obviously, with everything going on in the country in terms of tuition oh, my god, its more than a notion for blacks to be able to get that opportunity, even the ones that want to go to law school. So that is basically a start, i dont want to sound political but the cost of tuition going to college, and law school now is absolutely outrageous and money is what is preventing a lot of africans from a reaching those goals.
