We begin with the urgent situation in greece a nation in the midst of a deepening crisis. The greek Prime Minister will face an emergency meeting tomorrow. He is expected to present a new proposal, after voters rejected the bailout. Many greeks are proud they stood up to international pressure. But things could get much worse for them before they get better. Jonah hull reports now from athens. Reporter on this day there is one sentiment amove others on the street. Im proud of my people. Yes, i feel proud for my people but also confused because we say no to the proposal of europe. We want a better proposal. Reporter but pride in greeces die fiance of its International Lenders isnt enough to avoid the fall. The banks are still shut. Thursday opening the earliest but even then theres no guarantee they will reopen. Meanwhile, work on a wider bailout for greece is well underway hostageway. Prime minister tsipras, armed with the backing of oppositionparty leaders will present new proposals in brussels on tuesday, and theres a new finance minister the oxford educated man who replaces the flam boyant finance minister not widely liked by his european counterparts. There is an ill feeling that has built up in recent months. Theyll be negotiating with people like this the german finance minister and likely poster boy of the resounding no hated by many greeks as the architect of their pain sucking their blood for the past five years they say. Within the week i will not predict it will be tomorrow or the day after tomorrow but there is no reason why within the week we cannot exit this very, very dangerous moment, not only for greece but for europe. What would that take . It will take mutual compromises it will take putting at the heart of the negotiations the good of the people of europe and the European Union, the stability of the European Union above other kinds of priorities and interests that prevail now. Reporter meanwhile the drip drip drip of cash from the banks continues, making a bank rescue harder by the minute. In a joint News Conference today, the leaders of france and germany say they respect greeces vote but they warn that tomorrows summit will be crucial to greeces future and the future of the euro zone. Reporter together their countries account for nearly half of the euro zone so the views of the german chancellor and the french president are crucial. Angela merkel has taken a firm line of greeces need to live up to its commitments. The time had come for fransz and germany to speak with one voice. Translator it is now to the government of mr. Tsipras to submit proposals so they can remain in the euro with a program that is sustainable. Translator it is not only the greek population and the greek people who have a say here. It is also the other 18 countries. We have one common currency. We want to keep this common currency, and therefore, all sides need to be responsible and show solidarity. Diplomats from iran and six world powers have less than 24 hours until their self imposed deadline to reaching a agreement on Irans Nuclear program. There are still some key hurdles to clear. Reporter for days and days now intense negotiations have been underway taking place at all times of day. But now those meetings are being carried out by Foreign Ministers themselves all of the Foreign Ministers are here in vienna and for the first time in this final stage of these negotiations, they have also been meeting together. The Chinese Foreign minister says they are now pretty close. Translator new progress has been made in the negotiations. There are still several issues outstanding on the table. We believe that Acceptable Solutions can be found to these outstanding issues. Hence the comprehensive agreement is within reach. Reporter were told there are only a few items on which they now have to try to getting a agreement, but in this process, the last details were always going to be the most difficult ones. Theyll continue meeting, knowing that time is running out. The deadline is tuesday. Theres only matter of hours left. Iranians are keeping a close eye on the talks in vienna. Reporter we are less than 24 hours from the extended deadline for those negotiations in vienna to figure out the future of Irans Nuclear program in exchange for the lifting of sanctions. I have to say from the people i have been speaking to there does seem to be some optimism. There has been a lot of coverage of these negotiation here in tehran, and a lot of talking from the foreign minister zarif as well as others at the negotiating table about what iran is expecting, what it wants, and what is likely to happen. The latest we are hearing on the record is that these negotiations are closer than they have ever been and that the iranian negotiators do anticipate a deal. Now what we have heard is that it may not be a deal by the end of july 7th, which is the deadline that was extended last week but that possibly within 24 to 48 hours after that before the end of this week there should be a deal. Now what we had heard from members of the p5plus1, the other powers negotiating with iran in vienna is that they are not going to stretch this deadline beyond the end of tuesday, but pretty much every deadline in this negotiation has come and gone. I have spoken to some iranians who would like there to be a deal, the lifting of sanctions, but in fact dont hold out a lot of hope that it is going to happen now. It is the same sort of game of wait and see that we have been experiencing with the last deadline, some sense that they are in fact getting closer. The important thing to iranians is that the sanctions get left lifted as soon as possible. How quickly after the deal will sanction be removed . Will they be removed completely or in stages . And will they go away if iran sticks to its side of the deal. You are watch ali velshi right here on al jazeera. President obama made a rare visit to the pentagon today to get an update on where things stand in the fight against isil. Confronting and destroying the group, the president says will be a longterm effort. Jamie macintyre joins us live from the pentagon. Troops in a combat role on the ground in either iraq or syria. After an hour and a half meeting, president obama made a rare appearance in the pentagon Briefing Room flanked by ash carter and his top commanders the president gave a 15minute defense of his antiisil air campaign, which he says when combined with effective forces on the ground has handed isil a series of defeat. Indeed were intensifying our efforts against isils base in syria. Our air strikes will continue to target the oil and gas facilities that fund so much of their operations. Reporter over the weekend the u. S. Unleashed a wave of air strikes in iraq and syria, which the u. S. Military called its largest deliberate engage inspect syria so far. Of the more than three dozen air strikes conducted july 4th, twothirds were in syria, in and around raqqa, the primary targets were bridges like this one, the idea to disrupt their supply lines and freedom of movement and confine isil to the northern syrian city. Earlier in the day, defense secretary carter said the punishing air strikes were possible because of the effectiveness of Kurdish Forces who have been able to in carters words nominate targets. President obama argues that while isil has scored some tactical victories, including capturing ramadi in iraq he says it has some real strategic weaknesses. It is surrounded by countries that have vowed to destroy it. It has no air force and no allies. But one of the administrations sharpist critics john mccain says nothing the president has said shows that the u. S. Is on a path to success in iraq and syria, and hell be able to level that criticism tomorrow. Jamie, what is the next step in the fight against isil in iraq and syria . Reporter well, you heard the president and the secretary talk about the need for effective forces on the ground. In fact secretary carter again went out of his way to praise the fighting ability of the Kurdish Forces in the north, and by omission did not praise the iraqi forces. The key is getting those local forces in. The u. S. Has said it now has trained some of the first Syrian Opposition fighters that are going to be able to go back into syria and begin battling isil in syria, and is still trying to ramp up the training of iraqi force. It believe that is the key, and that is just going to take some time and that also requires a political will on the part of the Iraqi Government and the very uncertain situation in syria. Okay. Jamie thank you. In iraq at least 12 people were killed when a fighter jet accidentally dropped a bomb on a bagdad neighborhood. Iraqi Officials Say the bomb jammed and failed to deploy. Civilian deaths in iraq are growing as iraqi forces backed by air strikes from the u. S. Lead coalition seek to push isil out of iraq. Jane arraf has more from baghdad. Reporter fighting is intensifying around one of isils biggest strong holds. Fallujah was one of the first cities to call to isil and will be one of the most difficult to recapture. Iraqi Security Forces are using air strikes and artillery. The intensified operations, though, on the edge of the cities are killing civilians as well as fighters. The government says it is only targeting isil. But some of the victims are clearly women and children. The details are difficult to confirm. Hospitals in fallujah and ramadi are controlled by isil. Iraqi government doctors here have been pulled out. This isil video appears to show young men said to have been killed when Government Air strikes hit a gathering on a football pitch on saturday. The Defense Ministry denies they were civilians playing football saying isil bans the game. Medical sources and political leaders are saying some civilians are being killed by barrel bombs dropped by iraqi Security Forces. Military leaders here deny that. Among those killed a seven year old boy gunned down during an Independence Day celebration on saturday. Usher what are police saying . But shootings and murders were down from last year. About 80 last year and 16 fatalities, and police are saying that, you know this is something that they try to prepare for. And most of these shootings took place in the south and west sides of the city and the most concentrated gun violence erupted from dusk to dawn. One of those fatally shot was a 7 year old who was shot in the chest just before midnight as he was sitting outside his fathers home watching fireworks. Police say his father was a known ranking gang member who had been arrested some 45 times. And the boys father was somebody that should not have been on the receipts and had he been behind bars that the boy would still be alive, police say. As you heard me say time and time again, if we dont hold criminals accountable, if they do not fear the criminal justice system, if they feel repercussions from the gang that they long to for loosing the gun, outweighs the criminal justice sanctions that they would be subject to were going to stay in the position were in. Im listening to Angela Merkel there, and rereading what i just read a moment ago, and what is the greek Prime Minister going to say tomorrow . What is he going to offer . What proposal did he bring with him . Well i think that thats the trillion dollars question. He he is going to have to do a complete somersault if hes going to salvage anything tomorrow. And he has run out of town. Yeah and i dont think that there is any evidence that he is a gymnast. Greece has been locked in negotiations, right, with his creditors for months now, and then and then we get this unexpected referendum, so what has changed since yesterday in the dynamics . The fundamentals of tomorrows talks . What has been changed by the referendum and the results . It has made arriving at a deal much harder. Much harder . Much harder there is little or no room to negotiate. Let me give you an example until okay. Prior to this the imf is negotiating a repayment of 1. 6 billion for last week. They missed that payment. They held a referendum and said we dont want more austerity, but we need more money. And the imf is not going to reverse itself just because a referendum was held by a country it owes money to. So essentially hes going to have to agree to everything pretty much on the table, at least in the short run. Yes. Yes. Okay. So let me put a fine point on that, right . Germanys vice chancellor is quoted somewhere as saying i really hope that the greek government if it wants to enter negotiations again, will accept that the other 18member states of the euro cant just go along with an unconditional haircut, a debt writedown, right . Absolutely. So in those talks tomorrow is tsipras being told that this is the way it is going to be or is he thinking he can dictate terms because of the outcome of the referendum . This is the tricky part. Were not sure if he is just playing domestic politics or he is truly politically naive to believe he has any room to negotiate at this point. So i think he accepts the deal or the banks stay closed on wednesday, and he has a real problem on thursday. But what about the imf lifeline right that tsipras is clinging to here. The imf saying that restructuring of greeces debt was necessary. See, and here is the tricky part, in the short run, because of all of the political brinkmanship there is very little room to negotiate. However, everybody understands in the medium to long term the debt solution has to be another bailout and restructuring. But this government has brought these talks to such a point that no one can back down anymore, not in the short run. The European Bank maybe this is more oxygen has said it will maintain emergency cash to support the banks. What does that mean . Its 89 billion a day, which they have stopped by the way, and they will rethink that on wednesday because they feel out the mood of the other e. U. s leaders. The head is not going to be judge and jury on this. So he is going to wait for the mood after the twoday meeting that starts tomorrow and then proceed from there, and if he does not resurrect the lending assistance, then theres real trouble on the ground. Gotcha. Will any of this this drama thats being played out greek drama will it impact the United States, the u. S. Economy in any way . If so how so . Yeah it will absolutely effect it but nowhere near what would have happened in 2010. In 2010 we would have been scared about what was going on. No longer. The markets have caught on that this is a greek issue, not an i euro zone issue. As far as americans are concerned, look on the bad side, we are all going to worry about our 401k plans and investment plans. Theyll be guy rating for a couple of weeks to a month, but it will settle down. On the Positive Side you know, janet yellen will be much more reluctant to raise Interest Rates this summer and therefore, also Mortgage Rates will be lower for a little bit longer now. So is it inevitable in your opinion, i need you to come down on one side of this or the other, is it inevitable in your opinion that greece ultimately exits the euro zone . No. Really . Absolutely not. This would be the worst decision they would ever make. The greeks want their cake and they want to eat it too. They dont want this austerity, but they also want the euro. They cant have both. Its good to see you. Thank you. Professor of International Finance. The Nigerian Military says it freed 180 people who had been held by boko haram. Many of the detainees were women and Young Children but in the central city two bombs killed more than 60 people. Ivan reports from abuja on from part of the story. Reporter reports suggest that one of the targets of the attacks was a popular cleric who had denounced activities by boko haram and preached peaceful coexistence between muslims and christians in the area which has been a flash point of religious violence for many years. Its not clear whether he was killed or injured in the attack. The other blast we were told it was frequented by local politicians and well to do businessmen. Now it is unclear what this all means for the authorities and how they will handle this latest violence. It comes at the end of days of violence in the region which has seen more than 200 People Killed by boko haram. When the new president was sworn in at the end of may, remember he came in to power promising to defeat the group. He moved the command and control center of the military to the northeast from the capitol. The ordered the release of more than 20 million to support soldiers fighting the group. There has also been diplomatic effort, he traveled to germany and the African Union summit in south africa he has always been to chad and nigher and then hes go to cameroon and then to the United States where it is expected that insurgency and insecurity in the northeast and boko haram will be the main topic of discussion. But even with all of the effort the government seems to be making its not filtering down to communities. These attacks for many are just evidence that boko haram is still a force to be reckoned with. A huge crowd turned out to see pope francis deliver mass today, the second day of his visit to ecuador. He traveled to the coastal city and some of the people in the crowd even camped out overnight for the service. Lucia newman has more. A weeklong sentencing hearing got underway in michigan today for a prominent cancer doctor who has pleaded guilty to defrauding medicare of millions of dollars. Prosecuteders say he gave unnecessary and in some cases dangerous treatment to patients whom in some cases didnt even have cancer. Reporter tony its an almost unbelievable story. The Justice Department says he poisoned his patients for profit. He gave unnecessary treatments including chemotherapy infusions, tests for his own financial gain. This week some of those patients will face the doctor in court for the First Time Since his arrest. He travelled to detroit to talk to some of those who put their trust in this doctor and tonight we have one patients story. Patricia hester thought she was going to die; that she has a terminal illness. She set about creating memories taking our niece to disney world and planning a fair well. And gave all of these things away because i was saying goodbye to my family. Her husband of 37 years, began drinking and smoking heavily. This really had a great effect on me in a negative way. Reporter yeah you thought you were going to lose your wife. Yeah. Reporter patricia had gotten a terrifying diagnosis in 2010. She had been feeling sick and run down and was referred to this renowned cancer specialist to rule out anything serious. He did a bone morrow biopsy. He said well im very sorry that you have this cancer. Reporter her cancer known as mds, and is a serious blood disorder that can lead to leukemia. It is not cancer. In some cases, though it is treated with chemotherapy. And thats what the doctor recommended immediately. And i just panicked and im like no. Reporter she ultimately agreed to iron infusions and later infusions of a blood product given to those with immune disordered. You were treated for how long . From 2010 to 2013 and i was due for an infusion when he was oar arrested. Reporter that week . That week. Reporter he had the largest private cancer practices in the state of michigan. He had his own pharmacy diagnostic station, and 1700 patients a virtual cancer empire. That empire is now shuttered as is the 1. 5 million home he lived in with his family. Seized by the government. The department of justice also confiscated federal records, they estimate he fleeced at least 20 million. But its more the medicare fraud, you know . The oath to do no harm. Not to do as much harm as you can. Reporter this attorney represents patricia and other victims. He held himself out as the expert of all experts in this area. He convinced his patients that he was the only person who could save them. That looks like his signature there . Yeah. Reporter after the fbi raided his office they gave patricia her medical records, which she brought to another oncologist, who gave her shocking news. Reporter this says Patricia Hester has no evidence of mds. No ef densz of mds. No evidence of any cancer it was all a lie. Patricia made the doctor write it down. This this is like surreal. How can you do that to somebody . And the entire family. Reporter patricia and her husband will be in court this week to tell the judge how the doctor ruined their lives. Patricia and mike want the doctor to spending the rest of his life in prison in fact thats what the Justice Department is asking for. But there are still so many unanswered questions, primarily how this fraud could have gone on so long. Lets take a look at what is happening up towards that region right now. The temperatures have come down just a little bit from yesterday. We talked about 90 in spokane, which is still above average for them. Were still talking about the very dangerous situation in terms of fire. Fireweather watches in effect across the region. This is not going to change through the rest of the week because those temperatures are going to stay well above average. Take for example seattle, thursday, friday the temperatures will drop back down. 82 degrees, which is still above average for them. And towards portland on friday youll start to see a little bit of relief with 84 degrees. Thats about five degrees above average for that area. I want to show you the temperatures in europe. Yesterday was the highest temperature that germany has ever scene at 104. 5 degrees. And up here towards berlin this is how they took and dealt with some of those high temperatures as well. Getting out there, getting wet, getting cool staying in the shade as much as possible. Unfortunately we do expect to see those temperatures across parts of germany still very difficult, and for rome also dealing with the same type of heat. Take a look at the temperatures we saw across this particular area. We were talking about in this area with the temperature across there, 105 degrees 105 degrees .
