A simple yes or no answer to that with more than 50 of votes counted. Latest results show that over 61 are in favor, over 38 against. Well, after casting his ballot in athens Prime Minister tsipras said greece was determined to take its destiny into its own hands. Lets go to Barnaby Phillips in the greek capital for us. Barnaby, it looks as though Prime Minister tsipras political gamble might have paid off for now. Tell us more about reaction after this result. Reporter well as i speak large crowds are assembling in the center of athens. The streets have been closed and people are waving the greek flag. This will already go down in history as a second day after that in 1940 whether the italian facists are defyieddefied. Again, an extraordinary act of defiance from the greek people. All week lets not forget we had european leaders queueing up to tell the greek people that a no vote means a return to sliding out of the euro zone and economic disaster. They defied that message. They defied a message i felt that came from the majority of the greek media, Electronic Media was telling greek people they should vote yes, that nobody would be catastrophic. The message that Alexis Tsipras gave throughout this breech chaotic Referendum Campaign was that no meant he could go back to brussels with a stronger mandate. No would instead mean a rejection of austerity, and he could still get better terms from his creditors. Let me bring in my guest at this point. Hes from new democracy, the center right conservative opposition. You would have obviously voted yes today. You were a minister in the previous government. No fan of Alexis Tsipras. Why do you think the greek people voted so decisively for a no tonight . Because the greek people believed what Prime Minister tsipras promises that he will get a better deal and promised we will stay in urow zone. It will be less austerity on the outstanding dekt. We hope he will deliver. He promised a new deal in 48 hours. When you look at the referendum only 40 of the voters believed that the question was euro zone membership. 60 of the voters believed that the actual question at hand was whether this specific awe austerity is a good deal for us. Its not a good deal. Actually, as the economy is getting back into a recession, the gap is increasing. We hope now that the Prime Minister will deliver. The greek people sent a strong message not austerity but a very, very strong message they want to remain part of the euro zone. Reporter are you saying tonight that the opposition rallies behind the Prime Minister and you heed the call from the greek people and he has the whole country behind him as he goes back to brussels . Absolutely. Greece needs to be part of the euro zone. The only Sustainable Way to keep the Greek Economy from falls again into a debt trap but now its up to the Prime Minister that has the historic strength but also the historical responsibility to deliver on his promise. Do you toous him to deliver both keeping greece in the euro zone and ending the ruin yus austerity policies . 60 of the greek people believe he has the mandate, and we hope he will deliver the mandate. Thats what matters, delivery. You know full well that european governments including perhaps the bubble of the germans desperately hope that this referendum would result in the fall of this government because they do not see this as a government that they can do business with. I cannot accept any government telling the greek people how we were the government, but on the other hand i understand that i said before that only with a balancing budget and it was a gain competitiveness. Thats the only sustainable recipe for greece to become a growth economy again and create the level of welfare people expect but created by our own economic growth. With the benefit of hindsight, all those interventions across europe over the past week telling the greek people why they should vote yes were not very helpful to your side of the campaign. With hindsight every nation wants to make its own decisions. Reporter theres an urgency to the situation. Absolutely. Reporter are greek banks going to open on tuesday as this government says . Its up to the ecb, but i understand the way i understand the situation, the ecb is anticipating an agreement that will be ratified from all parties involved in the proper way before they inject liquidity. I hope the government gets a better deal than that. Reporter theres many people in the opposition in your own party who think that mr. Tsipras in his heart of hearts doesnt care whether greece is in the euro or not. That is not what advertise practice believes in. How do you read his intentions now. Theres a fracture that oez posing european membership and return back to dragma. They think it will create a higher standard of living but thats not true. The Prime Minister was very publicly and openly promised that his priorities is euro zone membership. Thut the day ive been saying how do you think it will be . They say we dont know. Its neck to neck. While that didnt happen we dont know the specific results of this. This is quite interesting to see, because people here do point to the differences between them and maybe People Living in athens. They say this is a more conservative society tradition traditionally. The mayor of this city who is very popular came out in favor of no campaign. That said it is the evening of the yes campaign. Its behind me on the square where the headquarters is. There were young people from the city waiting to hear the results. As soon as they heard those results and they went up and chanted a big no. They were underlying the fact that this is a big no. Elsewhere, we have to see if people pour in the streets. Elsewhere, there is a certainly worry. A lot of people said yes, we will vote yes or no but everyone said that come tomorrow nothing much will change in the daily lives. Some said that things will get worse because politics will make things more complicated, domestic politics gets in the way as things get more complicated. Some said that it will come two, three months from now theres another crisis and theres another decision. Certainly a decisive vote on paper, but whether things will be changed it will bring the outcome people are hoping for a more settled life, i think not many are pinning their hope on it. There is a greek saying that there is a hole in the water. That is something i heard from a young chap just a couple of hours ago. Voted no he was safing at the end of the day this is a hole in the water. Nothing will change. Just a little point as well. Earlier in the week i was on one of the islands and over there people live off tourism. Tourism levels are high this year. Nothing much has changed there. There i heard much more people say i will vote yes. They were afraid the consequences of this referendum would be for greece to come out of the euro zone to return to the drakma and they say that would be disastrous for the tourism industry. Its worth making the point saying theyve had this referendum that mrs. Merkel said a few days ago to vote no as the greeks appear to have done would be the equivalent of driving into a blik wall with your eyes open. That gives a clear sense that the German Government very much wanted a yes vote here. Rather than in the manner that the french government and others said equally thats what they wanted to have happen. There was a slight difference in policy, though between the german and french governments in the sense that the germans were very clear, no negotiations before a referendum. The frefrn a few days ago appeared to suggest that perhaps there could be room for negotiation. That is ancient history. We have a no vote. Of course, whether the position is strengthened whether mr. Tsipras position is strengthened is a moot point. The other no we heard is from the European Central bank when the Greek Central Bank asked for more emergency liquidity assistance. The greeks and ecb said no to that. Whether the position has been strengthened, its very much open to question. Lets remember also that as things stand the greek government has to repay 3. 46 billion euros to the ecb on july 20th or it will be again, in arears. Rather than in the manner it is with the imf when it failed to pay back 1. 6 million on june 30th. So very much a sense of uncertainty in the euro zone following what would appear to be this resounding no vote in greece. As reaction continues toe come in to this vote dominic, one senior german lawmaker said greece might be better off outside the euro. Might those calls go louder in the coming days . One thing we know for certain. The German Government is very wary indeed of making more bailout commitments without consulting the German Parliament parliament. They said to the euro zone finance ministers at a meeting last week he couldnt guarantee being able to get support for another series of bailouts. There have been opinion polls in german newspapers which should ask people, are you prepared to consider more money for greece and increasingly the suggestion is no they are not. That definitely puts a sense of the irrelevant irresistible for of the immovable object. The greek government has a mandate for more negotiations. Clearly the euro zone leaders believe that the package they put forward was the best package put forward. Quite how to mix that and square that circle is very unclear right at this minute. As we were hearing there, if Prime Minister tsipras is very keen to claim this as a victory and to say that his party, that his government has won. That might be one view. One view from greece at the moment. As we heard from Dominick Cain in frankfurt there, the ecbs help is needed to prop up greek banks. This is a Banking System this crisis and are running out of money and have another payment due in about a weeks time. Its a banking crisis. People find it harder to get cash out a cash machine and atm. Eventually the banks will have no more money, and once they have to pay back to the ecb, they will cut the lifeline and the banks will close. You think the ecb will step in soon in the coming days . Because there are reports that the 60 euro limit people are able to withdraw right now, that might have to be cut. The banks in greece will find it difficult to survive in these conditions . Nobody wants to be seen z athe last man that cuts the lifeline. In brussels or berlin or paris. People will try to be as cautious as possible and as slow as possible. What will probably happen is one day there will be no more money left in a bank machine, and in a way the economy has already switched to a cash economy. So this will be all fine. When you think there will be another kind of referendum in three months time probably not.
