Al jazeera. Is the coronavirus pandemic of chance to tackle Climate Change Scientists Say we shouldnt forget the dangers of the warming climate foothold for Major Economies just small island nations so tiny recovery from the Global Health crisis help heal our environment as well this is inside story. I. Have air on the clock welcome to the special edition of inside story in collaboration with the International Federation of red cross and red crescent societies not world sadly well aware of the crisis brought on by the coronavirus pandemic but many experts are saying the world also urgently needs to refocus on a formal dangerous threat the reality of runaway Climate Change but the tension focusing on cave at 19 the impacts of a warming world rage on them without climate changing faster than predicted right now a record breaking wildfires the burning and launch areas of california this northern summer meteorologists have recorded the highest temperatures ever see from los angeles to the uk to the atlantic Hurricane Season is upon us already breaking records with storm after storm piling up and disastrous flooding from senegal and sudan to bangladesh and kenya and all the while the polar ice sheets are melting adding to the ongoing threat of Sea Level Rise of 19 that many say present an opportunity for the well to act urgently and change course. Were facing 2 critical crisis and Climate Change thats a 2nd dose and leave future generations with the hope that these moments is the true turning point for people and planet i have proposed 6 climate positive actions to recover better invest in green jobs do not buy large polluting industries and fossil fuel subsidies they Climate Risks into account in all financial and policy decisions Work Together and most important leave no one behind many countries and cities are now prioritizing Green Investments in their post called his recovery plans well small island states the say from the pacific to the caribbean a very much at the frontline of the Climate Crisis bearing the brunt of Sea Level Rise in the devastating impacts of extreme weather yet they account for less than one percent of global Greenhouse Gas emissions for some communities its already too late is rising seeds have inundated homes and businesses so what can be done to fix this deepening emergency for island nations or developed countries on earning their commitments to help and if not why not and how do we take advantage of the trillions of dollars of covert stimulus packages to ensure the world emerges cleaner greener and safer for all. All right lets bring in our guests on this panel for a discussion is part of the i r i f r steve climate red Virtual Conference in the caribbean island a grenade and senator simon steele whos minister of Climate Resilience in the environment Marshall Islands in the pacific collar standing by for secretary general of the mosul islands Red Cross Society and in geneva in switzerland jake in charge again secretary general of the International Federation of red cross and red crescent societies will warm welcome to you all brooke to carla lets start with you in the Marshall Islands if i may so you live on this island nation encircled by the vastness of the Pacific Ocean the the danger is right there up close give us a sense of what the Marshall Islands is going through now what youre experiencing and what the future holds. Or we experience the end perhaps of Climate Change daily and do we have compounded impacts as so it could be. As our reef systems are suffering because of Ocean Acidification Sea Level Rise and yet we have to keep living day to day and responding to all of these impacts and. Its stressful its just felt to have those compound it impacts and on top of that were still dealing with the legacy of the Nuclear Testing that was conducted here of course now you have to deal with emergencies as a 1st responder but youre also said living these experiences these threats all the time and every day tell us more about how the communities have to cope when when flooding when the king tides come in for example. For example looking tired all of our staff and volunteers are mobilized and we have to take care of our families as well assistant evacuating our families and then go back into the communities and then go back and assist with cleaning up and its and then go by it right back into our daily duties. Right then and right and when you say clearly what sort of things you see what the People Living with. After title of. You know were a small island nation and we dont have lots of. Ways to dispose of our garbage and it could be organic waste it could be waste from from the dump. Damage to houses damage to gravesites eroding coastlines and it takes a lot of effort and a lot of energy are you worried for the existence of your nation. So worried somewhat. Im more on the hopeful site to be honest. None of us are willing to give up so we are all fighting and we are all working together and i think we all have to err on the side of hope thats louis optimism is the word is that were lets cross the world lets go 40000 kilometers away on the to the island nation a grenade in the Caribbean Sea and theres some of the steel in grenada what impacts are you experiencing there tell us about your experiences and how Climate Change is manifesting itself there in the caribbean. I think. The presentation we just had from brock in the Marshall Islands is typical of what were experiencing here in grenada as well and i think its a common story and a Common Thread that runs through the challenges and experiences that all small island developing states whether its in the caribbean the pacific in genosha wherever. These are. Truly challenging times Climate Change is here it is very real and the government it is an extreme challenge not only dealing with our. Ordinary day to day National Development priorities educating our children ensuring the health care of our citizen infrastructure all of those things but we face as a developing nation and now compounded by the extreme threats. And the impacts that with seen on a day to day basis of Climate Change and that has significant economic. Challenges for us and as we look forward and we see the Global Responsibility that exists in terms of collective Climate Action ensuring that we reduce Greenhouse Gas emissions that we ensure that the temperature rise is contained within that 1. 5 degrees c. We see it only getting worse so. As a government we have to grapple with those things reality plans for the future. Of small island developing states we are showing the ambition that its called flow a global level however that our ambition and the action that we can take is severely constrained by our local resources and the limited fiscal space we have to carry out those actions ok let me leave you alone let me move on to a jagan chap again thanks for setting out the story for us both of you there in grenada or in the Marshall Islands but jenkins have again that your secretary general of an organization has declared the Climate Crisis a dire humanitarian emergency the world of course has been dealing as i said earlier with another emergency and thats coronavirus how do you think the potential impacts of Climate Change down the line compare with what the world is experiencing now here in 2020 with coronavirus covered 90. Thank you so much but the question of course is right now we have to put. This virus causes almost every country and millions of people killing hundreds of homes that have been couple of very interesting learning. One is of course proof of the new where were on some of. Them out us to find a great deal more environmentally friendly manner. The 2nd thing the big wood one thing. We have to come together as a group we out we live in a global we dont come together with the book respond to the crisis like the core business and keep business and also apply to be the climate. Sometimes we see this now i dont think around these countries affected countries affected by crime and im sort of caught type of thinking on fortunately were not were not going to have. A country in the press of a guide them of the caribbean. The quote global economys going to convict. One the world is affected by a climate since. This of the war you remember a few years ago went bankrupt or the whole supply thin was affected all around the world because bankers many of the little material from the book some maturity of to the world are manufacturing war so one can listen from the corporate to the Climate Crisis would be that we have to this. Is a global. Term were going to jump in there is all she one thing in terms of the impacts of the kind of 19th crisis that weve seen across the world do you think a problem with emergency would create fall more stress around the world far more danger and difficulties for people its probably not have to compare one crisis with with the other. Having ready see that impact. But what i feel is you know. Of the Vaccine Technology hopefully would be available next year the medical advance thats happening the countries that are loading that probably in a couple of the time line the way to deal with. What the climate. Of the climate. You know if you can have longer. I mean to have a multiple impact on the life from ivan could. Do have the impact of the Economic Impact on how the countrys finances will we could manage in the longer and who. Can have a media act. Of the human beings in the long term we think comes up to be debated and the. Impact of climate in the people i think would be better even if i dont i cannot think of any other. That would have the type of impact the climate will have. On the on the line i wrote a book to carla given that nations like yours had nothing to do with causing Global Warming thats down to the big industrialized nations yet your very existence or your way of life at least is is threatened because of it what responsibility should be borne by the Major Economies. Mitigation you know we are we have no choice but to adapt to Climate Change and constantly adapting adapting our shorelines adapting our ways of life and i think the larger economies the larger states they have a great responsibility to mitigate those impacts so that Frontline Community if from small a small island states a large ocean states indigenous communities do not have to continue adapting and to to take on that responsibility and to fully Fund Investments schemes like like t. C. F. So that we have access to assistance when we need it and senate is still a 2020 of course is supposed to be a crucial year for the climate with the 1st true test of the Paris Agreement industrialized nations supposedly pledging to step up their ambitious climate plans because of it brought what have amendment and there was to a shuttering hold how much of a setback has 2020 been in terms of making progress on Climate Change. It is a step setback however it gives us an opportunity as a Global Community as the un as triple c. To look at some of the sticking points have existed since the Paris Agreement was signed in 2015 there are some Critical Issues that have been kicked down the road over the past 5 years whether its agreements on the paris rulebook whether fisheries such as loss and damage which is something for 2 small island developing states the commitments for the 100000000000. 00 a year commitment from developed nations in support of mitigation and adaptation financing remember need i mean this year was made in 2020 up at the loosely on the call for ambition with the new when he sees so i believe we should take advantage of the additional time that we have for its an op ed for the government who now holds the cop presidency to work with nations developed and developing nations alike to have an inclusive approach in the negotiations and let us get to the core issues that as a Global Community weve been on able to address since paris so the opportunity is to take advantage of the additional time so that the outputs a block of in 2021 is actually meaningful and reflective of the ambitions and the goals that was set back in 2015 in paris. And so actually general jay can charge again as you alluded to kind of a 1000. 00 has actually over the lessons of 1000. 00 presented opportunities not least through the trillions of dollars of stimulus packages to what degree has the potential for progress improved because of the vaal sums of money that nations contract recovering from covert 1000 but also to clean a green a future which will help the smaller nations down the line i think this is a very very important point and i want to be in that this is i think a lot of time the. Amount of spend on the ocean is the discussion for meetings and conference i think if we stop moving the focus towards action that will be i think very very important the resources out of i have always been a kind of a 1000000000 dollar for resources have been a bite and of course public with the code that has been moving forces coming in but the 100 mentalistic i believe that is happening we havent been able to in the crime of crime in months if not more development we have been investing billions of dollars not one development but somehow we seem to keep the development on the one side quite the shortest the Climate Action on the other and of course the amount of resources available. So what we need to do and the government and are going to have to put we need to get the climate is climate not development out not want development not im not one. Right representing as a general. Im sort of just going to jump in there again its easy to say that we need to do these things but just yesterday the answer general intended to terry said that too much stimulus spending is already going to reinforce call concentric policies and when that just be the whole story it will be a just wasted opportunity how do we make sure that money goes in the right direction here. And i think thats exactly where the government and of course when comes the right maxim like ill step out of mathematics we have to sit through plow do we go on make the president paddies and we go and be gracious in new york but when we go back home we go back to our all happy and this is something has to come from inside ourselves were inside our own couple to protect our plans to protect the fuse of our children and their children it doesnt have to be imposed by someone someone else the Government House to make a difference in their own country and i should have that commitment to make that kind of in my organization so really chen think that. Into the real commitment is the big issue and somehow we have looking put into math lessons for important why do i need binding that laces we steer my arms and i dislike the commitment i. Can thats the fiber of the sponsor that is the Global Leader otherwise people spending time on new shiny new deprivations and were looking for within course them but not really sensing our behavior right and thats why the best discipline is the most important happened to me this is absolutely a senator still your Prime Minister said last year the grenade or another small island states are not prepared to play a waiting game waiting for the Major Economies to come to the fore from come to your rescue but realistically senator what youll turn of as a small island developing fact we have to show leadership. I believe that that is something that is in question at a global level we are at the front cloying of the impact of Climate Change we have no choice this is a matter of life and death for us. So with all without the support of the International Community we will do those things that we know we need to do and can do ourselves but were also realistic and recognize we cannot do all that its necessary without that International Support and in an environment where there is a leadership. Vacuum than we a small island of elephant states are stepping forward to demonstrate that leadership but as the secretary general said we have to convert the rhetoric and the words into concrete action and i think one of the areas where there isnt enough focus is recognizing that Climate Smart action is actually Good Business Good Business at a local level Good Business at a global level however the need for the political will to make those necessary transitions that required for us to get on to that path is what were battling with right now. Brooke to color in the Marshall Islands you know this phrase green the clean the future trips off the tongue doesnt it talking about reducing emissions electric cars and so forth different forms of Sustainable Energy but for you the land is literally disappearing under your feet all of that wont help the predicament that you are in right now what do you need to happen. I think we just we need people to realize that they they also everyone has a moral obligation to to this place to the pacific to ocean states and that our ocean health directly impacts human health so so again for for investment to be accessible to. For for larger states to to take that political will and like the other 2 guests have said. To turn that into action. And we will just keep doing the on the ground work because we have no choice here Surgeon General in geneva has a Global Response to giving you hope that we can the world can come together to solve what is this greater more dangerous problem. You know im im a little bit with my colleagues from the past live and ideally want to be on the side. Of it has gone you know if we understand the problem in kandahar i think the one difference probably between the corporate and the climate is that the flow could impact it doesnt come to us we have seeing our print families being affected by this so thats why there is an urgency in action unfortunately in the climate we had last seeing them live out of argentine action but what will be get them on stage is that if the war comes together and put all this is your sister gather is this it is a sign to the collaboration were seeing Different Countries you know we can make progress and i absolutely believe the same is possible when it comes to crime and then we need to have a poor one is a Global Solidarity i think thats extremely important what the other speakers talk about that. All short importance to put on the hook or domestic action if every government is doing what they asked of work to do in their country it will have a Global Impact so what the elements need to get the same global for that is the for the at the same time the stick x. And hes off your own countries you have reducing the Carbon Emissions you are investing on the metaphor that there is a high you have never heard of the full capacity in the conference you are creating the green job you are investing in the clean energy you are investing in the clean industry that is gone everywhere in the world that has the war thats the type of global and domestic approach needs to go hand in hand but im betting that hope. That the world will come together we ask seeing the impact on life more on war and peace well create what moral obligation but i also believe it will create a political obligation for the leadership to come together. Well to the 3 of you i wish we had another half hour of time but we dont weve run out of time we do appreciate your contribution to the Program Thanks to what i guess im still broke to carla and jake and thank you very much indeed and thank you to the fallacy for collaborating with us on this special edition of inside story and you can see the program again any time by visiting our website at aljazeera dot com and for further discussion go to our Facebook Page thats facebook dot com ford slash a.
