And welcome again im peter wu watching aljazeera live from our Global Headquarters here in qatar also ahead more chaos in mali and now there are reports of senior politicians being arrested in a military mutiny. I was actually a walker some protests continue in belarus with growing calls for president Alexander Lukashenko to resign. Lets get going our top story a u. N. Backed tribunal has now convicted a member of hezbollah for the assassination of the former lebanese Prime Minister rafiq. The killing in 2005 set the stage for years of confrontation between rival Political Forces judges at the hague found salim. Guilty of committing terrorist acts and of homicide they say. Bought the car used in the Suicide Attack and coordinated surveillance of hariri beforehand the 3 other hezbollah members were acquitted because of a lack of evidence none were in court has denies involvement and has refused to hand them over the judges so that while hezbollahs leaders and the Syrian Government might have had motives to kill harry there was no direct evidence they did but they say the nature of the killing was clear the attack was an act of terrorism that was designed to spread fear among lebanese population it was committed for political and not personal reasons the Trial Chamber is of the view that syria and hezbollah may have had motives to eliminate mr hariri and some of his political allies however there was no evidence that this hezbollah leadership had any involvement in mr hariri murder and there is no direct evidence of syrian involvement in it all the former lebanese Prime Minister saad hariri says his family doesnt accept the ruling from the court today about his fathers killing but the punishment must still be served we had like many president s and many from the Prime Ministers were killed either in the office oh outside the office and we never had any truth of what happened i think today is. I mean everybodys expectation was much higher than what came out but i believe that that tribe came out with a. d result that is satisfying we accepted aljazeera correspondent is in beirut with more reaction to that verdict. That was a very different. From the back in 2018 when he made a statement during the Closing Argument of the tribunals at the time he was Prime Minister the Prime Minister of a unity government that included members of hezbollah today saddam heidi is a member of the opposition a man who is like a likely candidate to be the next Prime Minister very Strong Language when you compare it with previous speeches in the past when he says we will not rest until justice is served and he adds and the verdict is implemented and he said that twice the verdict is implemented and really there is a lack of practical means for this verdict to be implemented you have a country where hezbollah controls political power its highly unlikely that you will find them handing over. To the court theyve repeatedly said that will not happen in fact he even had a swipe at hezbollah secretary general hossam just a few days ago has addressed the nation and he said we are not concerned with the verdicts outcome we are not concerned with the ports what saddam had he says no one can claim that you are not concerned now whats the next step and how these 2 main political actors are going to Work Together were just going to have to wait to see how that pans out when a lawyer representing one of these 3 men acquitted since the trial was ill conceived. These accusations against Hussein Hasan se should have never been made should have never been approved and this process should have never taken place today were obviously very happy for mr honesty but at the same time i am particularly very saddened that millions of dollars were spent on a file so empty and a verdict that was from the beginning said to be so mediocre. Well unpacking all the International Legality of this for us here on Aljazeera Kevin john hello hes an International Law professor at the university of amsterdam he joins us now on skype from melbourne kevin welcome back what did the tribunals actually conclude today concerning hezbollah and the Syrian Government involvement in the assassination. Well i think one of the kind of the ironies of the case was that syria and has followers so incredibly critical of the special tribunal for lebanon but in the end they were basically received what they wanted from the tribunal which was a statement that yes maybe they had a motive to kill her airy but that there was simply no evidence that either has instructed the conspirators to kill mr hariri or that syria had any direct involvement in the assassination so that is about as close as one could get to an acquittal of hezbollah and syria by the tribunal and when he says justice must be done it must be seen to be done surely he knows in all probability thats not going to happen. Im pretty sure that hes just trying to put on a positive spin or a brave face for this if youre the victim if you are the prosecution you cant be happy with this i mean there were there were 5 initial defendants the most important one was stop a dream he died hes the only one that was alleged to have been a high Ranking Member of hezbollah and not only do you have 3 of the 4 surviving defendants acquitted today but you have the tribunal essentially going out of its way to reject the prosecutions arguments about mr budgeting they basically said that the prosecution didnt prove that he was the mastermind of the conspiracy they said that there wasnt even enough evidence to conclude that he was involved in the conspiracy given that he was a deceased defendant that they didnt have to say anything about if they didnt want to its pretty remarkable that the tribunal did in fact go out of its way to make those statements is there another legal scenario perhaps inside lebanon where by hezbollah could hand over this man whos been found guilty and therefore hezbollah could be seen to be doing the right thing for lebanon because if were talking about closure if were talking about finally turning the page and closing the book and moving on etc doing the right thing by the country as opposed to doing the right thing for hezbollah. Absolutely you know i would have said that that scenario was completely ridiculous yesterday but i think its important to emphasize that even though mr yosh was in fact convicted on all counts this was not a slam dunk for the tribunal this was not an obvious case of guilt so there you know theres a lot to read in the judgment but clearly this was not an easy decision for them so hezbollah could certainly roll the dice do the right thing and presume that when mr i ask got a retrial in lebanon that who knows maybe in fact he would be acquitted as well of all as well as all of the codefendants so so yeah i can see that that being a possible scenario ok kevin listen thank you so much for coming on and talking to us again to thank you for keeping us company and giving us your insight over the past few hours or so thank you thank you a judge in lebanon has now issued a warrant for the arrest of the manager of the port in beirut explosion there on the 4th of august originated at the port more than 200 people were killed when according to the government Ammonium Nitrate stored in a warehouse exploded Stephanie Deca has more now from beirut. He is part of those 25. 00 people who were detained 10 days ago as part of investigation senior customs official boards officials and Security Officials he was questioned today for 4 hours we understand and now an official arrest warrant has been issued this means that he will now be officially arrested it comes after yesterday the judge also issued an official arrest warrant for the customs the head of customs here at the port so what youre seeing now is the senior man people in charge of this ports being officially arrested they have been detained theyve been the subject questioning their 21. 00 more whove been detained was still subject to questioning Going Forward so were seeing some movement lets say when it comes to this investigation when it comes to officially arresting people but there are still a lot of questions to be answered i can tell you we just left interviewing a family their father a husband who worked at those silence he still hasnt been found they were saying we want answers theres no one we can talk to and theyve apparently stopped looking for bodies so people very angry blaming the system wanting alters and they were saying particular they wanted an International Investigation they didnt trust the lebanese to be in charge of finding answers here because they say that the system is responsible for what has happened there so yes the investigation is moving but i think certainly for now the aunts are is going to be a long time off and whether the public will that accept them is another question. Busy news day weve got another developing breaking story for you coming to us this hour out of mali where the Prime Minister is calling on soldiers staging a mutiny to stand up a c. C. Made details as a still sketchy what do we know and can we separate out what we dont know from what we do know. Well basically what we know right now is that president bush has been. Is being protected at a secure location and one possible place is the United Nations missions in mali on the other hand in the teeth of the mutiny originated remember this is the same military zone where the 2012 cool originated. This situation there is a bit come on it was early this morning when gunshots or gunfire was heard throughout that town but the mutineers are still on the streets Controlling Movement they have also been protests by opposition supporters who may all have been declared to give support to the mutineers the presence of military personnel around the state broadcaster or to m. And the airport is confirmed and right now what we also know that is that reactions from different parts of the world are coming in the United States said it does not support any unconstitutional change of government so also is the Economic Community of West African States the regional bloc which should a statement which for the 1st time since incidents started happening in the morning at knowledge is the fact that they has been a mutiny in mali this is the same organization thats been trying to mediate between opposition and the government of britain book a ticket to it because unfortunately that mediation failed to secure a lasting agreement between the 2 sides the french government has also issued a statement condemning the attempt to seize power in mali but its not clear for the time being whether the mutineers will agree to sort of lay down their arms and return to the barracks and if they do what will happen to them after its not clear what that it goes. Times will be or what they are right now so its still a few weeks situation in mali it could fizzle out it may not fizzle out ok ahmed will leave it there thanks very much but it was our correspondent there in a picture. Hello there thats a good place guys most to place guys across the Korean Peninsula and also japan in the last couple of days now there is some more rain on the way but really the bulk of the rain still is out across the north and the west of china have a look at this because this is weve got to the northwest to china and you can just see how widespread these a flood waters are 11 villages were severely impacted by these flood waters and they were certainly cut off for a time but theres more heavy rain in the forecast again extending out towards the west but also becoming a little bit more widespread across Central Regions extending further east was wednesday on into thursday and we could see more rain across north korea but not really making much headway across the south maybe just a few scattered showers across the central honshu but really for the most panos a bad couple days across much of japan that we had across into south asia the rains of course have been very extensive weve had flooding fairly widespread certainly bangladesh again in the last few days but weve also had some heavier downpours further to the north and this is what that has done just look at these streets in new delhi they actually almost like rivers as a so much water on the streets more of that as you go through wednesday it will also extend up into Northern Areas of pakistan but all the while the rains very extensive across Central Regions on the northeast. Mollies Prime Minister is urging soldiers staging a mutiny in the town of carty to stand. Some senior ministers and Army Officers have been held but its not clear by whom the president has been taken to a safe location. The governments ability to submit some police resigned as pressure grows on the president Alexander Lukashenko to go as well more workers are also on strike to the delight of the demonstrators. They say last weeks president ial election was rigged and the birthday of the jailed opposition leader. Supporters rallied outside the prison where hes been held since may step passed and has more from the capital minsk. Here at the k. G. B. Prison in the center of minsk. You cannot presumably be held but some reports say that he was brought away from this prison to another because some people have been gathering here for his birthday which is today. Is the husband of for the main opposition candidates for the planet the kind of guy who also had a message for his birthday but that message was directed at the government. This blatant injustice and lawlessness demonstrates how this decaying system works the system where one man controls everything one man has been holding this country in fear for 26 years already one man stole from belorussians their choice my husband asks me to pass you his words he and other Political Prisoners are wasting their time in jail he asks you not to waste your time not to sit still but to do Everything Possible in order to live in a country for life happy birthday sergey while protests and strikes are still ongoing and valorously is also increasing diplomatic russia. The european leaders. Are well mcallen have been in touch with the vladimir putin. Interesting lead they have been calling him and not look as shanker that means that putin is increasingly turning into a mediator and even possibly a kingmaker in the situation and the future in the balance of course for russia its very important that the bellows is not too much under the influence of the European Union or nato even so theres a key role for moscow here but its also very questionable if put in a still willing to to back a look at shanghai was on the increasing pressure to resign and who has lost so much support in the last couple of weeks so another solution could be in the making to look at the not or a less toxic leader here in.
