President is promoting. I dont want people to have their hopes up. That standard. Well yemen records its 1st case of coronavirus leading to fears for. Their sport russias sports minister wants his countrys doping ban removed while 6 members of barcelonas board remove themselves resign in protest that president bottom oh thats coming up later in the program. Manager from the Worlds Largest 20 economies are holding an emergency meeting right now on how to protect oil markets damaged by the fallout from the Coronavirus Crisis their Video Conference follows a record breaking deal by opec and its allies to cut production to try to boost prices reducing output by 10000000. 00 barrels a day is also aimed at countering the collapse in demand caused by coronavirus lets bring in our economics editor. Tell us more about this so where are we at is it likely to happen. Well nick you know theres a possibility that this deal could go through and he said it is an exploding tail because even at the last moment were still putting leaders to make sure that base can actually take place because that cuts off 10000000. 10 barrels a day and 15000000. 00 if you take in the United States and the other g. 20 countries who are going to be Cutting Oil Production as well like norway and the u. K. Has never been done before and so the Sticking Point yesterday was that makes. A sign not to the cuts they pick was asking mexico to couple 100000 barrels yesterday what they were unfun willing and able to do so because they need the revenue from from the cuts to pay for the other services so. In the conversation that the mexican president had with with president truong yesterday late yesterday it was agree that the u. S. Would help mexico to cut its quote option so that u. S. Is offering 250000 barrels a day so that means that mexico only needs to cut about 100000 barrels now we dont know whats the u. S. Will actually do because the u. S. Has said before that they will not go ahead with mandating production cuts for their companies and that will rely on the market to do so and of this today we have the u. S. Energy sector saying that all nations need to step up and help reduce oil services and is very important for the u. S. Economy just remember in the past we used to have a situation where every sense of gasoline prices in the u. S. Meant u. S. Consumers had a 1000000. 00 in their pockets to spend and they used to go out and spend it but the situation has not changed that u. S. Hes the worlds biggest but use of oil and big. Industry employs 10000000 people and thats in the courts and constituency for for the u. S. For president trying to sell and when we saw all of those horrendous numbers come through on the labor market saying that 17000000 people had applied for Social Security benefits in the last 3 weeks because of the coronavirus pandemic its very important that there arent more job cuts adding to that pressure where the u. S. Has to find money to support the floor jobless people and so this still has really is very important it looks like everybody is on board the saudis now need to ratify whether they believe that mexico does have the support of the United States in coming war with the cuts or that is our economic plan to put into the picture i would ali thank you very much for that. Well earlier both saudi arabia and russia told the g. 20 conference that a successful Affordable Energy industry would help the Global Economy recover from the coronavirus pandemic and as youve heard the coronavirus pandemic has caused a global collapse and demand for oil in the sector had already been suffering from a price war between russia and saudi arabia and that had caused a glass of about 35000000. 00 barrels a day and thats the same amount produced by the United States russia and saudi arabia all together combined so u. S. President donald trump he asked opec and its partners that includes russia to cut up to 15000000. 00 barrels a day the deal has been quite gone through that far yet theyve agreed to cut up to 10 minutes weve just been hearing but more countries including the United States are still discussing and that it was saying what action they will take and analysts had warned that prices could fall to 10. 00 a barrel without a deal all right lets take this on we can speak to jeff colgan whos a professor of Political Science at run university and author of petra aggression when Oil Causes War mr colton welcome to the program whats your assessment of where were at right now do you think were going to get a deal going through. Well its a remarkable deal and it looks like it probably will come together but the oil markets have actually fallen on news of the deal as opposed to rising as opec plus had hoped that it would happen they were looking for a boost of up to 15. 00 a barrel and in fact prices are going into reverse and thats striking because i think theres really 2 things that are happening because of whats happening here one is that while the deal does contain some substantive cuts most of whats being announced are socalled market cuts meaning that fees are the kinds of things that are going to happen deal or no deal these are decisions made by individual producers reacting to the change in Market Conditions that are you know ramping down because of Lower Oil Prices so in some sense that this is more hype than real substance and the 2nd thing that matters for the prices is the fact that there is a can persist an overhang in supply right so the expected shortfall in demand over the next 2 months is Something Like 25 to 30000000 barrels a day and this deal is 10. 00 to 15000000. 00 barrels a day so it only goes part of the way to addressing that massive demand shock so the autumn leaves the bottom line is that its not enough 10000000. 00 barrels a day is not enough its going to be well double that is not exact exactly right so were convinced continuing to see oversupply and thats going to drive prices likely downwards as inventories continue to build so so we shouldnt really be talking this deal up in that case it sounds to me. Yeah i think its being overhyped it is significant in the sense that saudi arabia and a few of the gulf monarchies are changing their strategy to a certain degree but much of whats happening here as i said is market cut this is going to happen anyway especially in the United States where they President Trump has insisted that market cuts were all that the United States could contribute and if youre right and the prices do continue to go down with what will that mean lets say the prices go down into Single Digits what will that mean for the oil industry itself and for job losses around the world well its a very serious picture after to killer lee in north america were actually seeing downward movement in brant crude oil but even more so in west Texas Intermediate Oil right so were seeing really serious supply constraints in terms of pipelines and storage and canadian producers are going to get hit the hardest but also american shale our producers are not likely to survive at you know 101520. 00 a barrel jeff colgan its great to get your perspective on this do appreciate that thanks very much indeed thats jeff colgan professor of Political Science. All right now to a comprehensive coronavirus coverage and there have been nearly 100000 deaths worldwide the worst hit country is the United States and well get the latest from there shortly with complete heloc at the 1st as a christian tsunami reports there are signs of improvement with a drop in hospital admissions part island is new york citys potters field where those with no family or means to arrange a funeral are laid to rest they used to bury 25 people a week here in the age of the coronavirus its about that number every day. Counting the dead is now part of the daily routine for the gov 911 was supposed to be the darkest day in new york for a generation we lose 2753 lives on 911 weve lost over 7000 lives through this crisis. That is so shocking and painful and breathtaking i cant i dont even have the words for. As the daily death toll continues to reach new heights and the state builds more temporary hospitals like this 350 bed the syllabi there are signs that the spread of the disease is slowing thanks to mandatory social distancing measures that have all but shut down the city of nearly 9000000 those measures will remain in effect for the forseeable future as the number of new hospital admissions has gone down for the past 3 days if were not careful of are not strong if were not disciplined in fact this is a disease that can really us cert resurge you should be very worried about resurgence we all are. The last thing we can afford is to let down our guard and let this disease back in the door even more and then see the numbers spike up pressured to lift restrictions and let people return to work has been growing along with the Unemployment Rate the number of new yorkers who have filed for unemployment claims in the last 3 weeks has more than double but theres one industry where they cant get enough help funeral homes. The governor says new york state will be bringing in additional Funeral Directors to help people like a sous pujols whos been working long hours 7 days a week and still cant keep up right now money is not worth it its not worth it its not worth it i would give up my job any day for like a normal normal job and every much rather be quarantined in my history. And the bodies are expected to continue to stack up a grim reminder of a silent killer kristen salumi al jazeera new york well the casualties may be mounting but the top Infectious Disease expert in the United States is seeing some positive signs at the same time as were seeing the increase in deaths were seeing rather dramatic decrease in the need for hospitalizations like i think yesterday was Something Like 200 new hospitalizations and its been as high as 1400 at any given time so that is going in the right direction i say that and i always remind myself when i say that that means that what we are doing is working and therefore we need to continue to do it. Welcome to how it has been following the. Very brief actually do it with kimberly well be following the directions a preview when it happens that is not actually happening yet but came on board as we felt she there was say pose different trends he was talking about but then you see those images of mass graves in new york city. Yeah and the worry it from the top experts like anthony found she is that americans are going to see this glimmer of hope and heading into this Holiday Weekend of passover and easter that some americans may become relaxed and this would have a detrimental effect in a couple of weeks this could potentially ignite a 2nd wave much like weve seen in new york in terms of an outbreak so the concern is in the guide and still is to stay indoors for event that from happening but weve heard from the trumpet ministration repeatedly that they are also as this discussion is taking place continuing to push the possibility of potentially reopening some aspects of the u. S. Economy as early as may and this is something that has made the president s democratic critics particularly worried nancy pelosi the House Speaker saying just moments ago that if that were to happen it would only make matters worse if the country open too soon to this decision should be driven by data and it is notable that the u. S. President and his administration continue to push this possibility even as Public HealthOfficials Say that this disease has not yet been controlled and could be were the general picture of supplies and so forth around the country. That continues to be an ongoing issue and what weve also heard is its not just an issue of supplies of the Public Health side that were still getting reports of many sort of front line hospital workers not having the equipment they need because the states in some cases were not prepared in other cases. Simply that the sort of mechanism for dispatching is not working and so what weve heard is for many states is that there were bidding on the open market trying to get anything they can in the interim we see pictures on social media of hospital workers wearing garbage bags of trash bags in order to protect themselves clearly this is an adequate the white house continues to maintain that it is addressing the shortages but its not addressing them quickly enough and then on the economic side were also hearing that those big rescue packages that were put in place by the u. S. Congress well the money going particularly the Small Businesses just isnt getting to the americans that need it that this is really in the hands of the banks its a very arduous process in terms of trying to even file for all of this so well the trumpet ministration continues to say look at the rescue money is there the americans that say they need it say they still dont have the cash in hand give me things without tell you what can be ill jump the gun a bit with the w. H. A. Because i know you could be listening in lets show our view is that the podium where we will be seeing a chief toe to toe dress and also i understand crystal georgieva who is the head of the International Monetary fund that will be coming up very soon as soon as it does we will close to it you know with scientists in the United States have begun testing and to malarial drugs a potential treatment for corona virus patients president tom from patel to the benefits of hydroxy chloroquine despite warnings from Health Experts about its long list of side effects its efficacy in curing covert 19 remains as yet unproven and when its on the reports from new jersey. Its being touted as the miracle drug to cure people infected with coronavirus doctors who have tried it on coated patients are saying hydroxy clora keane has shown it potentially as a preventative drug blocking coronavirus and where its already infected a patient it could suppress it doctors who supported use are also relying on some studies that show similar there are some small clinical studies that have come out the one in french france in particular very small not the kind of study that would ever be viewed as a nothing evidence to cause the drug to be labeled for kovan 1000. 00 therapy but it did suggest there are puting benefit hydroxy clear a key has been around for over 70 years and is approved by the food and Drug Administration for f. D. A. To treat malaria lupus and Rheumatoid Arthritis through an emergency authorization the f. D. A. Approved the use of hydroxy clerking on whats called an off label basis meaning that doctors can prescribe it to covert patients with the understanding that the f. D. A. Will not even guarantee if it will work and also cant say if there will be negative side effects most doctors say its far too early to know what the true results are many doctors are skeptical we still need a lot more study studies to be times actually see the us is actually so right now its too early to tell that yes we have something that is working as you know you know actually eating very well do you support the use of doctors trying this on copd patients or do you think from your standpoint it should all wait until theres its been fully vetted i dont want people to have their hopes up that this is the old standard you know resound that the syllable is the well thats not the keys its also unclear how the drug might react. People with other conditions in a perfect storm im fragile my potassium is low lying magnesium is low i happen to be on another medicine thats cutey agitating and now i add hydroxy chloroquine to the mix that could be an explosive combination but until a proven Coronavirus Vaccine is found doctors will search for what ever my work was until. We hop in new jersey. European Union Finance ministers have agreed to a 590000000000. 00 rescue package aimed at propping up economies devastated by the Coronavirus Crisis now this includes a short Term Employment scheme which aims to prevent millions of workers from losing their jobs funds will also be made available in loans to Member States which need help with health care virus q. And prevention costs but the ministers could not agree on sched borrowing and postpone talks on how to Fund Long Term economic recovery. Dominicana joins us from berlin and doesnt it finally some agreement amongst the e. U. But not in everything. Not on everything nick as you say and told several southern european states not the agreement they were looking for its because its really inspiring really want to see the e. U. Fronts up with guarantees full then debts cold euro vons all in the Current Crisis corona vons effectively having the germans and the Northern European countries guaranteeing that debts so that they then can concentrate their economies on fights in corona that has not happened and in some ways it was probably never going to happen right now because there is resistance from the germans the finns the dutch and the austrians whole are really bulking at the idea of providing this blank check is it at least thats how its portrayed several important eminent business types in germany dont want to see that happen so whats in they have instead is solidarity they have the metaphorical equivalent of tea and sympathy for the southern European Countries they are being told ok you can have fast loans you dont have to repay them right now and theres money that will help your employers keep their stuff on the payroll without them going to the wall right now but this is temporary assistance its not something that the e. U. Can keep paying loan into next year or is it what this is not whats on the table right now and really this is the most crucial part of any agreement isnt it how to Fund Long Term economic recovery. Yes and the wording that emerged from last nights agreement as it were talking about Member States needing to find it in fiscal ideas well thats precisely the problem they cost because they have to get around this reluctance on the part of the Northern Europeans for via that blank check now the point here is that lots of countries have talked about to expressing solidarity with germans particularly and the model thats been followed in this agreement is following the german model the ideas of having what they call courts by this 20 percent of the funds agreed last night will go to helping companies to offset their payrolls so in other words some big fraction of their payroll they will be able to draw down from state aid so they wont have to pay entirely that keeps that job safe so now the problem will be 6 months 9 months 12 months down the line and that is the thing that really hasnt been nailed down as well in the agreement that emerged last nights and still remains to be agreed on at some point in the future with this whole don lemon a still there how does the southern part of southern european states in a guarantee against that debt that Northern European states dont want to provide them or i dont think maybe that thanks very much tom it came there in berlin at 50 crew on board the flagship of the french navy have been dog knows with coronavirus the shelled the goal has cut short its mission to return to base in the mediterranean port of 2 middle parts of the craft carrying a lockdown and a 700 crew ordered to wear mosques britains foreign secretary dominant rub is people to stay indoors as these the weekend as weather warms up rob is warning people to stick to the governments look down rules and not to ruin the progress made in tackling the virus jenna hole has more now from london. So easter weekend now a time when people want to be with their families extended families and friends and so on if there was ever going to be a moment of lockdown fatigue one imagines this might be it and the government of course the message is you heard it there from dominic rupp the foreign secretary mr johnsons effective stand in these please dont preach these restrictions stay at home as much as you can come out to exercise once a day by all means but no sunbathing no picnicking in the parks and behind me this park is a pretty good example of a very disciplined selfdiscipline distancing going on really not very crowded at all if that may not be the case around the country weve heard in the last 24 hours from so Patrick Vallance the chief scientific advisor also full cost with the medical director of Public Health england both pointing to a slackening of the transmission rate the rate of infections in a parent flattening over recent days also reductions in the i. C. U. Admission rate just 2 weeks ago that was doubling every 3 days its now doubling every 6 or more and they point to these 2 metrics if you like as evidence that the lockdown really is having an effect the death toll is extremely high still the latest f. L. 866 people died in the last 24 hours registered as having died in hospitals. But they say those or at least many of them would have contracted covered 900. 00 before the lockdown came in place in place so dont be put off by those figures they say and indeed the high death toll may continue for another couple of weeks before the lag effect kicks in but overall the message is the lockdown is working please please stick to it. Yemen has announced its 1st recorded case of coronavirus in the eastern regions of 100 mode a curfew has been imposed in markets and mosques order to close the war in yemen and its 6th year many fear hospitals wont cope with an outbreak or but miami has us. But we were very clear before the krona pandemic we wanted the world to stop completely and the siege to be fully lifted the siege makes yemen too weak to fight the pandemic we didnt say that the ceasefire is rejected but we expressed doubts about the intentions of the saudis who have proved that they havent committed themselves to date unilaterally announced truce. Roger federers Emotional Message to women and its. How i was turned quite hot quite quickly in some parts the reference to qatar particular where the full cost of 39 or even fortys accompanied by quite a stiff southerly breeze of the n. T. Quarter thats usually a dusty or sandy when i saw it in contrast a much lower temperatures from the eastern med inwards the histories of the 14 for example and the coolish weather comes right down into northern side use a strong breeze is still probably dusty breeze a result of yet another system which is progressing east was taking rain into iran the following breeze and will bring a few showers in all the way from northern egypt right up to sudden turkey not an unusual thing just maybe a little bit disappointing but i get to sunday i think the showers are mostly gone the tensions start to rise the breeze is less strong the temperature has dropped in their heart to 33 the same is true in riyadh as more of a northerly breeze gets in rough and not stiff and hot suddenly for north africa the breeze is still quite strong there you can see from the satellite picture but here it is run down through egypt and sudan. Has taken the temperature down in khartoum for example and or down through this so hell there are few showers of course youd expect in a good case in point a certain date is calmer with sudden storms for the next 3 days. On the trigger had been covering all of that narrative for most of my career but no countries alike and its my job to shed light on how and why on counting the cost from the Health Emergency to Economic Disaster could the world be heading for another financial crisis and as workers lose their jobs at a faster pace in the Great Depression what can governments do to help and who is falling through the cracks. Holding their friday briefing that is the chief talk to terrorists lets listen in on a personal note i was pleased to see my friend bodies johnson is no longer in intensive care i wish him all the best as they wish the best for everyone who is facing what he faced at the same time we have seen a lot of being acceleration in other countries i want to take a moment to highlight africa where we are seeing the spread of the virus to rural areas we are now seeing plasters of cases and communities spread in more than 16 countries we anticipate how to shoot for already overstretched Health Systems particularly in rural areas which normally the resources of those in cities as dr marty that regional director for africa say yesterday this means countries need to localize dirty spawns by urgently strengthening the existing Public Health and primary Health Care Infrastructure in countries. The recent meeting of the g 20 countries expressed strong support for africa which must be expedited even though the number is in africa are still relatively small but actual orating i know that some countries are already planning the transition out of stay at home restorations w. H. O. Wants to see destructions lifted as much as anyone at the same time lifting restrictions too quickly could lead to a deadly resurgence the way down can be as dangerous as the way up if not mine is properly deadly joe is working with affected countries on strategies for gradually and safely izzie breast reductions important factors to consider are 1st the transmission is controlled 2nd that sap schenn public ills and medical services are available 3rd that outbreak risks in special settings like Long Term Care facilities are minimized 4th that preventive measures are in place in workplaces schools and other places whether its essential for people to go live that importation risks can be managed and 6 and i cannot overemphasize this point that communities are fully aware and engage in the transition every Single Person has a role to play in ending this pandemic we are particularly concerned by the large number of infections reported among Health Workers. In some countries there are reports of up to 10 percent of Health Workers being infected this is an alarming trend when Health Workers are at risk we are on a trace evidence from china italy singapore spain and the United States is helping us to understand why this is happening and what we can do about it it shows that some Health Workers are actually being infected outside held facilities in their homes or communities within old facilities common problems are the lady cognition of corporate 19 or lack of training or in xperience in dealing with respiratory part regions many held workers are also being exposed to large numbers of patients in long shifts with equate rest periods however the evidence also shows that when held workers we had personal protective equipment the right way infections can be prevented that makes it even more important that held workers are able to access the mosques blabs guns and other p. P. They need to do their jobs safely and effectively to support countries that nato has launched siri tools to help money and planners calculate the held workers supplies and equipment that will be needed for the increase in 1000 patients on wednesday i mentioned the new United Nations supply Chain Task Force to coordinate then to scale up the procurement and distribution of personal protective equipment bagnall sticks and oxygen to the countries that needed most. This initiative will be coordinated by doubly join the World Food Program building on existing collaboration between multiple partners from wesen and outside the un this ystem will consist of in belgium china if your gonna my lesia panama south africa and the United Arab Emirates we estimate this chain may need to cover more than 30 per cent of the worlds needs in the acute phase of the pandemic every month we will need to ship at least 100000000 medical masks and gloves to 25000000 n. 95 respirators guns and face shields up to 2500000 diagnostic tests and large quantities of Oxygen Concentrator is and other equipment for Clinical Care to move this uprise around the world the World Food Programme will deploy 870747 aircraft a medium size cargo aircraft and several smaller passenger planes to move the money to around workers technical staff trainers and other person and clearly the associated costs will be substantial. That w. S. P. Estimates it will need approximately 280000000. 00 u. S. Dollars simply to cover the costs of storing and moving supplies the costs of procuring supplies will be my church greater we urge donor is to support this vitally important system we call on all all donors to support the world food with the World Food Program today i convened a meeting of the Emergency Committee on ebola india to see after 52 days without a case surveillance and Response Teams on the ground have confirmed a new case of ebola on yosi we have been preparing for and expecting more cases unfortunately this means the government of the sea will not be able to declare an end to the outbreak on monday as hoped but doubly joe and all partners remain on the ground and committed as ever to working with the government under the leadership of the government and with affected communities and our partners to end the outbreak i thank you. Thank you very much as defenders will now on the floor for questions i will just remind journalists to try to be short and to ask me one question so we can get as many as possible from different parts of the world we will start with katrina if young katrina can hear us and yes do you hear me can you hear me yes please go ahead katrina. Years think you good afternoon dr because. Dr bryant i would like 1st of all to see that our 100 s. You mentioned guys that last time. As you know or d. Association of a credit that correspondence at un geneva are discovering with you this outreach and we are expressing our empathy for the hard work you are doing to keep us worldwide. And well and us informed and we look forward we have clauses corp with you and that we can you will have the opportunity to have briefings exclusive 3 for our members thank you got to. This i would like to ask you a technical question about the testing i would like to have your binion above the different tests what does the difference and efficiency between them an Antibody Test like. Logic best the shift. The r t p c r what do you think which of these tests are do more states trustable a disk level of knowledge and also on your opinion about antibodies a treatment that some countries are trying testing thank you so much. I can start and maria will give you more detail i think weve issued. A technical document very recently on the on the different tests and different availability in different uses of test out there in fact this afternoon we had a very interesting and deep discussion with our strategic and Technical Advisory Group on infectious hazards just to to look at this because its a confusing world out there now with rapid tests and Antibody Tests and antigen tests and p. C. R. Test so and countries are grappling with what is the best choice for them. Best to look at that document but in to make it to be very straightforward and then this is for the p. C. R. Based test to test what you see every day of this well being pushed up somebody knows the testing for that is usually based on a dental finding the newt the the coronavirus directed by finding it say are in a by finding the actual evidence that the bug is in your nose those tests have been distributed widely around the world and are probably the most accurate way to determine whether someone is currently infected in other words the virus is in their body x. Rays can confirm that someone has pneumonia an x. Ray does not confirm that you have corona virus. But if you have a positive corona virus test and your x. Ray or chest x. Ray or your c. T. Scan shows that you have pneumonia then obviously the physician can attribute to your money to the coronavirus a chest x. Ray alone its very difficult atypical pneumonia or in viral pneumonia can be very nonspecific although colleagues around the world clinicians are becoming very skilled at interpret in those results and maria may speak to that with regard to Antibody Tests Antibody Tests do not test or are detect the virus what they do is they take. Youre immune response to the virus and it takes days and weeks to develop that full immune response so it can be detected by those blood tests and in this case Antibody Test require the taking of a blood sample or a pinprick on the finger a small blood sample and you tried to take the antibodies in general the p. C. R. Based tests are better for telling where they are infected or not and test for the blood test is better to detect whether youve been infected recently or in the past and there are different types of antibody you test for i. B. M. And i g g that can tell you more so its a complex issue right now for governments they need to focus specifically on p. C. R. Based testing or any form of testing that the text active infection but and syria logic tests are extremely important for determining how many people have been infected in the population and those days are very important to tell us where were going in this epidemic area. Yes the only tat is that it is confusing because theres hundreds of tests available so on the one hand because the virus was identified so quickly and sequences were shared so quickly a number of labs across the globe were able to develop p. C. R. Kits and so there are number of p. C. R. Are molecular tests and these are the tests that will as mike said detect if you are currently infected with corona virus so theres hundreds of those that are on the market and we are working with our collaborating center labs and with find to do an evaluation of the tests that are on the market so that we can see how well they perform when actually being tested on clinical samples so that is a process thats ongoing and that is typical when you have an emerging pathogen and this is a process that needs to take place when you have new tests on the market were going to be doing the same thing with the serologic acids that are also on the market we did issue a scientific brief a few days ago which outlines why its difficult right now to be able to use rapid Antibody Tests which do not detect acute or current infection but do detect if you were infected in the in the past and we recommend those right now for research and so those are absolutely critical to be able to evaluate what prepared for a proportion of the population has been infected with this Novel Coronavirus but there is a lot on the market and this is a positive thing what we need to do is we need to make sure that they are evaluated and that lead dated across multiple labs so that we can see how well they do perform in actual use by countries. Thank you very much for these detailed answers and thank you katrine boyle kind words on behalf of a Condo Association geneva based correspondence and for your proposal that we will consider we will go to next question is useless on on the requests from cut 3. Like to say how grateful we are to out again about these journalists and we would be happy to organize and exclusive sation was an abuse journalist so thank you so much a country being that a pink you. Acting the same as the no. I did so next question will go to Helen Bransford helen can you hear us. Hi yes and thank you for taking my question and can i just say i im so sorry about the news from north kivu thats heartbreaking that theres another case where. A black case i guess my question is for maria if i could please give us a better sense at this point about the breakdown of mild and moderate cases. What really is the percentage of cases that you would call mild and what how do you define mild and and then what is moderate at this point. So hi helen thank you for that question so as you know weve been looking at the proportion of cases that have developed disease that have developed mild disease which are moderate disease that have developed severe disease critical disease and have died. And most of the data that we have with a very clear breakdown of this came from china and initially which suggested 80 percent were between mild and moderate 40 percent being mild 40 percent being moderate that moderate category includes pneumonia includes pneumonia that doesnt need hospitalization so it is still a significant infection significant disease and im sure many of you have have seen people who have been it who have experience coping 1000 say this isnt an easy thing to get through its pretty tough even though i didnt need hospitalization so the moderate disease does include does include pneumonia what were trying to get a better handle on and were getting this through our Expert Networks were talking directly with clinicians from all affected countries who are dealing directly with patients is what does that proportion what does that breakdown look like in Different Countries the challenge with that is when you look at it at the National Level it doesnt give you the details that you need at that sub National Level and looking at certain populations for example when we know that there are individuals who have underlying conditions we know that that group or older people who are over 60 years old that group can have a very different breakdown in terms of how many of them will develop severe disease in all of our models and our forecasting tools weve used to break down to 40 percent mild 40 percent moderate 15 percent critical and 5 percent severe and we feel that thats a good basis for some of these projections and some of these tools to be able to prepare for supplies but as new data become available we will modify those percentages when they come out. And i could just add. I think. Think your concern regarding. Eastern congo i think we obviously are our sympathies are with the family of the person who has been lost but. The positive news is that the government of congo all the teams the partners on the ground to be a job are alert. Every day we investigate 2600 alerts across the 2 affected probably still we take thousands of samples every single week and we will continue to continue that active surveillance right the way through and well just have to go again for another 42 days it is trying its a testament to the strength and resilience of workers are not key to the local workers who continue to trace and track continue to investigate continue to report and continue to leave in place the infrastructure needed. The government of congo and ourselves with our partners are ready to respond and react if if the things were in any way to deteriorate it and in that sense maybe thats our lesson for cope with 19. There is no exit strategy until you are in control of the situation and you must always be ready to go back again and start again. And that sense i think there are some lessons there to learn by ensuring that the infrastructure you have on the ground is capable of dealing with the unexpected never be surprised. Thank you very much allan for that question. Next question comes from. There its meeting me live each. And one television from so you have a bosnia mr miller beach yeah can you hear me yes please go ahead. Our my question is for dr deborah. Hughes forgot about the bid but i want to ask you of for a further comment. We lost the reason lee in bars in pursuit of you know one of the leading experts on this field who are faster when he worked with the w or age and thats a very hard situation doctor punching each have passed away and we have a complete thing informations here why he had passed and he was infected and thats a very hard situation and we hear from other medical. Doctors and nurses and more cars around the world so what we can do to prevent a situation like this in the future and all saw what need can do to increase money for our research which is necessary at the moment and we know that many countries are talking about that thank you so much. I think its always been true and. More true ever than ever in this response that frontline had Health Workers have always. Been unfortunately the mine canaries in epidemic response particularly in systems that dont have strong Surveillance Systems the number of times of my career where the death of a Health Worker was actually the event that triggers if a democrat were. To many times in my career that has been the tragic. Stimulus to action. We are huge debt to our front line help workers. And they ask for nothing more than the training and the protective gear to do their jobs. And we need to ensure that they get that we also need to ensure for the future that Surveillance Systems are in place that were able to prevent infection spreading in hospitals again as we are dealing with. The ongoing situation in congo at one point during the operation of a ball in bending at one of the most intense periods in the opening nearly 70 percent of the cases were actually being transmitted within the health care system. So it shouldnt be a surprise to us with murders with sars and with ebola that the Health Care Environment is an environment in which people can be saved and treated but it is also an environment in which viruses and other things are present and we need to protect patients and we need to protect those Health Workers it takes a long time to build to help workforce and it should not be sacrificed. To to anywheres. And it should be protected and especially true in countries that have invested and invested Precious Development funds in building how were cross which is central and vital to the Health SystemHealth System is not bricks and mortar the Health System is not technology and infrastructure thats part of it the heart of our Health SystemHealth Workers and Everybody Knows that and we do have a short term objective now and that is to get the best possible protection to those workers and all of us have a responsibility in that. But also for the long term we have to learn that i said we can no longer leave Health Care Systems exposed to Infectious Diseases without the protection of the capacity to manage those. And thats going to be a big discussion that needs to happen and i believe should happen before this epidemic ends but the director general may have a comment to make on this because hes involved in much discussion with this with our g. 20 partners and others how we strengthen the system and never let this happen again. Yes so just to add to it in addition to the to the personal protective gear that we must provide to our frontline workers in masks medical masks and respirators gloves gowns. And we must train our Health Care Workers so what weve seen from the recent studies that have been published on Health Care Worker infections which were very grateful to see evidence around this i 1st should say sorry for the loss that you that you mentioned what we must do is we must train our Health Care Workers for respiratory diseases for Infectious Diseases because what weve seen is in some initial cases of Health Care Worker infections theyve been infection theyve been infected in different wards where theyre not used to Infectious Diseases they may be Long Term Care wards for older individuals and so they just dont have the training and right now with covert 19 circling the globe all healthcare workers must know about this virus it must they must know how this is transmitted and they must know how to protect themselves we have trainings that weve put up on our open w. H. O. Platform which are interactive which can teach Health Care Workers about what this virus is how it is transmitted and how they can protect themselves. And not only how what needs to be worn but how to put the materials on how to put the p. P. On how to take the people off safely we must also find ways in which we can provide Psychosocial Support to our Health Care Workers and our frontline workers because this is a very difficult position that all of them are put in now or will be put in in countries that have not yet seen large numbers of cases we need to find ways in which we can provide some rest periods for them so that they dont have very long extended shifts or too long extended shifts and they have ample time to rest because when fatigue sets in its possible. Maybe the personal protective equipment isnt taken off properly and thats not to blame the Health Care Worker so there are things that we can put in place and right now we have tools available to train every Health Care Worker on the planet and that is something that we look forward to working with all of our Member States through our regional offices to do this training so that they can be better prepared to protect themselves against infection and provide the best care that they can for all patients with call it 90. Just one thing i would like to say. Countries who you know that a lot of really have the strongest their system. Have been actually surprised by this pandemic. It shows. That any system. Could have guts and we should have the humility to see to what extent our system is prepared and where are the gobs and how can we improve it for the future i think from this bundle me we have to try to learn focus on learning what the gaps are this is not a message only for the developing world this is a message even for the developing countries across the board you see lack of preparedness of the public old system and of course the whole system and thats why it has has been advocating for human verizon has covered this for stronger systems and. With a Strong Foundation of primary health care and within that strong prepared especially in public old to prevent outbreaks thats the most the best actually. We should do the best option and if it happens to diagnose early and respond quickly and that listed as quickly as possible but we can see now through this pandemic there is a serious challenge ordered by letter ability even in countries who claim to have the strongest Health System i think this should bring humility to all our countries and see and assess the situation carefully understand the gaps carefully and understand the importance of health put on we should not go into this cycle
