To see. After nearly 2 decades of the longest running u. S. War the United States and now gone taliban have signed a historic agreement. With the potential to end the war in the gun is done along the way to degree meant includes a timeline of 14 months old u. S. And nato troops to withdraw a taliban guarantee that our guns soil will not be used to threaten u. S. Security and negotiations would be up on government by march 10th leading to a permanent and comprehensive cease fire. Behind the signing was years of shuttle diplomacy up there played a central role in the negotiations it hosted the months long discussion between representatives of the taliban and american officials in the capital doha now with an agreement in place to stop the fighting and impending the draw of foreign troops and now guns negotiate a deal among themselves in peace finally come to run the sun. But there are special envoy for counterterrorism and mediation of conflict resolution been magic them danny talks to aljazeera. The agreement thats been signed in doha is being hailed as a milestone and a stepping stone for peace in afghanistan how has the to being involved in this whole process. Well we have been involved in this process for. Period of time we have been requested by the parties to mediate to facilitate peace talks between them quite frankly it was very difficult it was was extremely difficult but nevertheless we got involved and we did our at most we appreciate the trust of the parties to the point. We have been working on this for a few years alternately we managed to conclude it you have been talking to the taliban youve been talking to the u. S. Government individually youve been talking to the Afghan Government does well in a few months ago you were in kabul talking to the present government share with us how difficult was it and how were you able to achieve what qatar has achieved by bringing all sides to the table. There is a lot of cultural sensitivities to the talks because theres different of culture different perception different beliefs different characters different way of thinking. And there is a lot of unwritten rules. Mediation especially when you deal with 2 distinct. Parts or so the conflicts are quite a flexible in terms of adapting ourself with the parties. It was extremely difficult but ultimately we managed to solve this. We think from day one. And we told the parties that there is no military solution to the only option and the best option for all of you is to serve and to negotiate. Under quite frankly we felt that the parties want to negotiate a deal and want to put an end to this war i saw the opening of the office in 2013 i saw how it all fell apart when the taliban insisted in calling Afghanistan Islamic emirate of afghanistan they still do not want to sit with the government face to face there are hurdles along the way because this is just one step in the direction of peace so will qatar be involved in the process in the long run are you going to be hosting the interest of the gan dialogue and how is cutters involvement going to take shape now you should not forget that this is on on and on the process this is not we dont on nobody owns this this is the on themself on this but they cannot do it in afghanistan so thats why we are hoping. Its up to them if they want to continue we are more than happy to do so if they want to go somewhere else we will be supportive of that they want us to join and a 3rd country to facilitate 3rd or cool mediators room more than happy to do this. The most important is that the talk to each other and the put an end to their differences because this is the only way to bring peace to afghanistan but those differences remain because as you mentioned that is this is been a tough road for all of the sides whove tried to move them closer together is a difficult phase how are you going to make sure that they are talking to each other what is going to be your goal now that youve opened the door for them youve invited them to the table how are you going to make sure that they stay on the table. Well i want just to recall what we did. Last year and last july we managed to have interrupt on dialogue not negotiation but dialogue when all of ones of from a couple from afghanistan or from outside afghanistan would probably bond so i think next to each other through talking about the country and the future of afghanistan so i think this is this is this is maybe a tactic but 100 percent sure but they will talk ultimately we will again its not about facing each other this is not the direct talk is not necessarily to be like facing each other and talking directly to each other and you call this one negotiation maybe shuttle diplomacy could help at least in the meantime to facility talks even with regard to for the distance between between the 2 sides again you need to be creative you need to be an effective and efficient should be patient and you would like the parties to be patient and to Work Together and we are more than happy to help and to assist so diplomacy is side of the understand is in a situation where its struggling to meet its budget pay for its military and it relies heavily on foreign assistance especially from western states whove been invested in a van a stand for the last 20 years is there a role for putting in in that process are you part or are you going to be part of the future phase of understand where the United States has pledged that its support training assistance is going to continue for a while and Security Forces in it once the democratic set up to stay in place you know when visiting a farm stand for sometimes and we are speaking with. Partners because we need to help afghanistan is not about only peace talks its about. Development its about Economic Empowerment its about education about health care and we have good records of all of this so we are more than happy to help. Care sector indication sector after a certain initiative and certain programs. To help. Kids young men and women in afghanistan to empower them to have a future so we are open to this and we have been doing this different part of the world of honest honest so close to us our heart have been close very close to this issues and we would like to help our. Friends and brothers if you are the special envoy for conflict resolution and as youve seen in the last few years that youve been associated with the afghan conflict that it is not just of guns themselves there are a lot of external factors which are involved in there as well as including neighboring states India Pakistan other. Central asian states as well how are you or are you going to be talking to all of those activists because as you said this is a special moment for that it has. To be expanding that. Right i think. There was too much involvement in afghanistan as business and a lot of external and proxy. Quite. Some times of honest on and our advice from our American Partners to our Strategic Partners to those like minded countries we need to streamline and consolidate our efforts fragmentations proliferations efforts here not help so those countries and our partners. Came to the conclusion that we need to consolidate and streamline efforts and to focus in. The most genuine plot for him to bring peace to afghanistan and we succeeded together from this through this process because the last 18 months have been. Hectic to say the least theres been a lot of diplomacy happening in all fronts run us through that process because in that 18 months the also saw efforts by neighboring countries to take this process away from. To a point almost exceeded what happened you know i would rather not go into more details because i think if you check the record the record speaks for itself but i would recall that the negotiation started november 2018 and we agreed months later next month which is december 2018 to join the talks. We were surprised that the meeting did not take place but nevertheless took place and one of the neighboring countries with the participation of more countries. Request to facilitate that type of bond from the neighboring countries and we did why because we do not own this this is. A process that they want to go and talk somewhere else where more than happy to support that close. So the meeting was not successful. Basically. So. Those who were in the meeting came to the conclusion that we need to go back to doha and traditional in the talks because as i said. Has no hidden agenda we have been doing this for a long time were not competing with any countries if those parties to the conflicts they want to go somewhere else theyd have no problem with. Then we started in january 21st of january 2018 started with drafting. Which started with only 4 lines and then till september and september there was an issue which the process was put in whole to be frank by the president of United States so it was it was then we start thinking about how to overcome this how to. Start working on face saving how to bring the parties back to the negotiating table so we thought about 2 options or 2 ideas to work on the hostages release and then to work on that adoption of violence so we started. Exchange of. Hostages swap we released 2 western professors were held hostage with body upon and also. Falling on individuals which we hold also as a prisoners. And also we managed to release. Fun Security Forces soldiers with the taliban. By doing that we started to build some kind of confidence between the parties then we moved to the next. Idea which is used to violence. And successfully for the 1st time in the last 20 years that it doctrine of violence went almost through to 0 and when we used to hear that at least enough on afghanistan you do is all around 200 individuals if we single day and then the list and during 7 days almost 10 or so so that tells us 2 things the parties can do this and 2nd we see that collectively we can Work Together and collectively were saved a lot of lives and that paved the way for a successful conclusion of their commitment i will come to the hostage negotiations later but i want to take you take you back to that night in september where there was a tweet by the u. S. President and everything came to a grinding halt i spoke to somebody who saw you that night and told me that they were surprised as you were about the decision that which came randomly of too many people how were you able to salvage the situation afterwards and what happened in the hours after that tweet well you know that it was as we were quite surprised to be honest with you but we are trained to adapt and to be not to panic and just to try to overcome this challenge. For the u. S. Their reason for doing so but we think this is still ongoing conflict and we havent signed the deal and we should sign the deal and then judge the parties to the deal where theyre divided later for not so but what happened we managed to contain this ultimately is the through this confidence Building Measures the swap and also. Violence which resulted as i said a very successful conclusion of a Peace Agreement between taliban and the us. Your critics in the region say that with that hostage swap it short that cut their heads so way over fighting groups that it is what they say. Others influence among fighting groups and allegations of terrorism on other how would you respond to them those countries who are curious cop are trying to do to host this talks. Try to perswade certain parties to the conflicts to bring these talks in their respective countries. But for us really for done so we believe in ourselves we believe in our cause of action we believe in our record of being genuine peace approached her. Birth again i was surprised when i am surprised to hear Something Like this. But we felt. Want to move forward with this they have to get these hostages and also for the other side to move forward to give. Some in return again this is not about convertors and this is not about its about the peace talks yesterday because the body upon as a terrorist organization while today a major superpower signing could deal with poly one which they used to accuse as terrorist organization so that speaks for itself lets talk about the wider region you are the special envoy for counterterrorism and conflict resolution. What does cut his role in the region now when it comes to conflicts in syria when it comes to conflicts in libya when it comes to the conflict in yemen where does qatar a stand in each of these in these conflicts and does that have an active role in trying to resolve other conflicts besides of constant. Well again as i said at the beginning you cannot. Involvement in any given conflict mediating a conflict without being asked by a better live and part is this is one second. Mediation good offices trying to solve the news or preventive diplomacy is one of our major or the main pillars of our Foreign Policy so we do believe in solving our differences by peaceful means so we do encourage our countries to solve their differences by peaceful means were trying to utilize our good offices as much as we can but conflicts as research from our experience in afghanistan there is no military solution to any of these conflicts but unfortunately most of these conflicts in the region mostly extern no other means and i think we should call on those countries to stop intervening in the business of other countries but there has now achieved what it wanted to or part of what it wanted in the gonna stand there has been involvement in trying to resolve conflicts like the one in somalia for instance that there has been hosting many of the fighting sides there has been also developments on the so danis front im looking from outside at a country with not a lot of influence but getting involved in trying to resolve all these conflicts why does cut that want that and what does cut the Ritchie Valens to it well as i said to be given a good the credibility as a credible piece a proc or people would like to to seek out help because caught out has no hidden agenda. We have no interest and other countries in terms of. Expanding go otherwise as i said. Has a good record of mediation and pop. It has no hidden agenda and we would like to help and we continue to help and we will help those countries who are in need. So thats thats basically what it is what does cover get out that well what are the how to get there is something. Its not about recognition but i do believe in this and this is because we do we do something that we believe in so we do believe in mediation and we do believe in good in preventive diplomacy and i think this is what other countries should do as opposed to violating this 3 tauriel integrity or 70 of other countries how would you respond to the countries your neighbors whove put qatar under the blockade they accuse cutter of harboring terrorism there are other says that look at our record we are actually resolving conflicts and all of those people who were on against qatar in the very beginning have all turned sides so how would you respond to them and is there any credit to the fact that there has been involved according to them in terrorist activities well if you want to speak about the record of the packard speaks for itself if you start the from 911. 00 which. Instigated all this war in afghanistan if you speak about 911 if you sue the also the hard jackers if you see 57 is hijackers were to him right the hijackers led by egyptian pilot whose was remaining now from their support in countries abroad and we know that the grand mufti of doris is a from bahrain shall we continue this i think this is not the right discussions so. Tourism thats theres no countrys immune from terrorism and i think we should put our differences on the side this is not the right subject to engage in political maneuvering Political Campaign against each other and taking. Terrorism as a kind of a pretext to violate or just violate International Law through the poor kate who are trying to advance certain political agenda in the region author is a sovereign nation father is a resilient our economies are strong our nation is the united we rallied behind the order me and i will continue to do the best for our self but i wouldnt nation and for the International Community as a whole finally lets bring you back to to afghanistan now that this agreement has been signed how hopeful are you that the process this is phase one now there is going to be in dialogue then obviously a complete pullout in just a matter of months of foreign troops is there going to be another force which is going to help with understand how is how does cutter see the future of line is done taking shape obviously you said that its going to be a gun led but you must have a vague idea in mind of what you want to see in the guns that yes we want up on themselves to set to talk to each other to solve their differences to speak about their future and the future government for the future nation this is what it says in the agreement thats one of the major component of the agreement is the result of the intent of one to go shisha its all interop want to go she is about the future. Of afghanistan it is up to the new government to decide whether to have a certain partnership or agreement military or otherwise with all countries around the globe so that we do not decide this this is the afghans themselves decide that a future the only country outside country that was mentioned in that document was pakistan are you talking to. You said that there are like minded states is by just on one of them are you talking to them what is going to be darrell. Because theyve had a role in the since the eightys on in the future of this peace process. That any neighboring country to through a conflict zone has and has an interest to bring peace or a kind of stability to that to the neighboring countries this is a common sense so we think that pakistan has an interest and we still pakistanis and the pakistanis i think do believe in this that having a stable of honest on is in their interest. Lissa stable afghanistan is in the interest of walkers gone so as a neighboring country we have been talking to them. Focused on we have a strong relationship with pakistan and we want to continue this Strong Partnership with them. Is one of the issues that we are discussing with the pakistanis and i think the pakistanis can help. But this of process. Action youve been talking to me about sleepless nights in the months leading up to this signing. Tell us what will be the ultimate goal that you would be able to achieve and look at your tenure as somebody who was involved in this process of what is the ultimate goal that you want to see a one is done in the you will say that you are proud of that i want. Other nonpolar bond on living next to each other side by side in peace stability and security and then show a lot more respect of your excellency dr mcduck any special envoy on counterterrorism and conflict resolution thank you very much for talking to others there thank you as well but your.
