further provocations in syria's rebel held territory reza type one says he will strike against government forces anywhere if they target turkish troops in the province he's also demanding syrian forces be pushed back beyond turkish observation post by the end of february syrian government forces have killed 15. turkish soldiers and in the recent days much of the fighting in the past week has focused on the m 5 highway which is a main trade route that links the massacres with the government forces are now fully in control of the highway and while the fighting has triggered a humanitarian crisis that has displaced nearly 700000 people russia is blaming the escalation in syria on turkey saying the presence of their troops in the making the situation worse and each really needs think it odd that see their reasons for the current a 2 year ration that we are witnessing is turkey's continued failure to fulfill its obligation under the sochi memorandum and on course transfer of units of the so-called moderate opposition to northeast as well as for much more of a stumble. the russian patrolled the northeast syria near the machine after u.s. troops in the area. killing one civilian the u.s. issued a statement saying they came under attack and had to fire the incident is now under investigation. that attack came on the same day turkey's president issued a warning to the syrian government please rationalize around 11 a little the president was up by a little and has given damascus until the end of february to put out beyond turkish observation posts it. says it talks with russia paid to stop syrian troops targeting turkish forces will respond harshly she was very strong the color we are determined to remove the syrian regime to beyond the boundaries of the sochi agreement that is behind our observation post by the end of february we will do whatever is necessary without hesitation without wavering on land and by air. damascus has dismissed the comments saying turkey is out of touch with reality but despite his anger and frustration president is still hoping he would be able to narrow differences with russian president vladimir putin. the 2 signed agreements into $1018.00 which allowed for save lives and destructive the rebels' movements the d.s. also prevented syrian president bashar assad from launching a military campaign to take over the last stronghold of the rebels as turkish russian relations remain strained the u.s. has stepped in. during a meeting with turkish officials u.s. syria ovoid james jeffrey delivered a sharp rebuke of russia iran and the syrian government which the us blame for the escalation. us tension mounts turkey sending more troops into it adding more out opposed to the 12 already established after an agreement with russia and iran 2 years ago. the syrian government has been increasing its offensive in the north taking over highways and towns from rebels but it can only do this with a close support of russia's military and its up to the russians and to the turks to decide what happens in syria next. it's the board well let's try and unravel what's going on we can speak to our senior political analyst moment shara joins us from london and what's your take on this is this coming to some sort of a head. well clearly the recent escalation. and the humanitarian situation and the killing of to the soldiers and the gaining of new territories by the syrian regime all of that of course culminating on a new crisis and this crisis is going to have to have way out and i can think of only 3 possibilities one is real escalation or the turks do carry on their ultimatum and there would be confrontations between the syrian regime and the turkish forces to a nude diplomacy some kind of a new such agreement now that the turks are visiting russia perhaps they are i about the new understanding and a 3rd possibility is that in the end the absence of an understanding that the turks might in fact lead to a new stalemate whereby they control much of a delay but instead of leaving it to some sort of an understanding to get n.t. the status quo that it would be that there are forces that would enforce that either one of these 3 scenarios could happen unfortunately the syrians will continue to suffer ended live outside a good regardless of which scenario right if if option one leads to option 2 them with the prospects of further negotiations we've had 70 negotiations over the past years that have led to the situation that we have now which is just syria in pieces what hope would you have of any resolution. absolutely this is the problem in syria that there's been too many cynical players over the last 89 years so much so that despite now we can think of so many of them geneva one and geneva 2 and of course sochi and and and so on so forth so many agreements but of course since the russians intervened in syria and september 2015 it was clear that the whole crisis in syria has moved to a whole new russia now a new strategic rationale but originally between the united states of russia and now which we in turkey and russia so something that i give now we know that over the last 40 years the turkish and the russian president met something like 17 times in only 40 years and instead it is some sort of a walk in agreement between them but personal chemistry is not enough for then to really enforce some sort of a new agreement because clearly they have totally different agendas in syria for the time being put in remains behind us neither turkey nor you at all nor the united states nor much of the international community agrees to that put in cannot seem to be able to digitalize assad then hence there will be no support for him from the west or elsewhere the fact that he had mains behind him on pushing him to take over more areas in northern syria that could lead to more escalation and more suffering unless must go changes its position i think turkey has no not no choice but to either strengthen the school session another in syria or unfortunately there will be some sort of escalation a gets a syrian regime or a moan thanks very much in the mob assure them the only good thing troubling situation in syria. now palestinians have welcomed a un report on companies with business ties to illegal israeli settlements in the occupied west bank in a illegal settlements will be and will be a legal consequence is not going to quit working in the legal settlements we do believe that the ruling court of justice in the last september. it is very clear about the legality of the production of the israeli settlements we think that maybe this report is not a legal it's a list of companies we need to war with the with the office of a commission not the high commissioner because she has to do a bit this list anyway lee we need to work with the states with countries to world view their responsibilities and to hold and as you move their responsibilities to talk to these companies telling them that what they are doing is illegal we do believe that we need to put other solution at one stage to call for these companies to the draw from from the illegal settlements in this way they will be a legal consequence over these companies another $39.00 people on board a cruise ship docked in japan have been infected with corona virus can now be charged over his decision to keep more than 100 migrants aboard a coast guard ship last year a conviction that could potentially end his political career john holl reports. as italy's interior minister matteo salvini had promised his rightwing support base that he would reduce immigration across the mediterranean from libya. so in july last year when he refused to allow $131.00 migrants to disembark in sicily salvini was keeping his word but prosecutors say he was also breaking the law and a vote that has narrowly gone against him in the italian senate means his immunity as a former minister is lifted and a trial can go ahead. the migrants spent 6 more days aboard the bruno gritty rescue ship or salvini waited for other european nations to take them in italy he did sisted would no longer shoulder the migrant burden alone now at a sensitive time in italian politics with regional elections due on sunday salvini may try to turn the possibility of legal action to security forces have reopened a bridge in central park that had been blocked since anti-government protests known to do the job it's all part of an effort to restore normal operations in the city less than 2 weeks off the mohammed tough week alone he was named prime minister designate zuma to fulton has more now from baghdad. soon that bridge here in baghdad has reopened for the 1st time since anti-government demonstrations began and of october you can once again see traffic is moving across this bridge over the river tigris now of course this bridge has been extremely important throughout the protests and has been the location of some of the major standoffs between protesters and government forces we have seen some major attacks against the most heinous occur on this bridge so as of now we only have one bridge that still remains closed here in the battle of course what the demonstrators have been trying to do here is to obstruct bridges and roads as part of a civil disobedience campaign to try to bring the daily life to a hold they want to prevent people from going about going to work they want to prevent businesses from operating all as part of an effort to try to force the government to listen to their demands well since the appointment of mohamed tawfik allow we as the prime minister designate she had cleric mark that al sadr who has until now mostly supported the demonstrators has called on them to open up roads to open up bridges for penalties against those who don't complain of course the demonstrators will not be happy about the opening of this bridge but some people are likely to welcome this move because as you can see here there are a lot of businesses who are located in proximity to this bridge in proximity to this road and they have suffered greatly as a result of this closure they have been called up inside clashes between the demonstrators and security forces we have seen even some of these shops being burned in the clashes between those 2 sides so these business owners are likely to welcome the return of normal life like it's really to see an increase in business once again now it remains to be seen how to demonstrators who will react to this move and whether they will try to retake this bridge of course we have. seen at the front lines if you want to call them that all of these demonstrations have shifted from one place to another but the cynic which has always been very important for the demonstrators and some of them have said that they will try to take it back to what we have to watch and see is how the security forces will react we have seen security forces the floyd on top of this bridge and it remains to be seen whether one protesters will try to retake this area where the security forces will use force to make sure that this bridge and these streets will remain open. a protest has taken place outside libya's national oil corporation of course in tripoli against the closure in blockading of many of the country's oil assets by forces loyal to the war i mean for half the analysts say more than $1000000000.00 worth of oil revenues has been lost since the blockade began one month ago. a pakistani court the north and even cooler down here across the gulf to the north though the snow is going to continue we're going to be seeing that pushing anywhere from turkey into parts of northern iraq and then into iran as well that will eventually make its way across parts of the caspian things get a little bit better across the region still cold in turkey as well there well here in doha here on wednesday it was quite cool we're talking mid teens things are going to be better as we go towards the weekend temperatures are going to be coming up so thursday at $1000.00 friday at 20 and by the time we get towards the weekend still into the low twenty's but plenty of sun in the forecast there well for the northern part of africa we are going to be seeing very relative got clear conditions across the north but still a lot of clouds across parts of algeria as well in those clouds we could see a spotty shower too to the north though for algiers we do expect to see a temperature of 19 degrees as for tunis 19 degrees as well and down towards the south into south africa into parts of parts of mozambique as we're going to see some very heavy rain across much of the region forecast wise harari it is going to be a very rainy day for you with the temperature of $23.00 in cape town at 32. but . in an increasingly globalized and interconnected world where digital communication technology is growing digital platforms contribute to making change and expanding civic space consequently activists face harassment states of aliens increasing restrictions on the other hand digital platforms may be used to spread hate speech and trigger violence division conflict and terrorism which in turn contributes to undermining human rights. in this context the national human rights committee of qatar organizes the international conference on social media challenges and ways to promote freedoms and protect activists in cooperation with the united nations high commissioner for human rights the european including the us space. the rental company appian b. israel has described it as shameful. the upper house of a sleaze parliament has cleared the way for a controversial far right politician to go on trial and much yourself any can now be prosecuted for kidnapping in the senate lifted the immunities and patty joyed the former interior minister. betty saunders has narrowly won the new hampshire democratic primary the senator from vermont says the united states is ready for a left wing policies about the field is still wide open as more states prepared to choose a democrat to run against donald trump in november. i mean while trump has praised his attorney general william ball off to one of his former white house advisers received a reduced prison sentence for prosecutors investigating raja stone close ally of trump have quit the case of the u.s. justice department overruled them staying was sentenced to 7 to 9 years in prison for lying to congress instruction and for witness tampering the justice department said it would reduce that just hours after trump tweeted the sentence was a miscarriage of justice a white house correspondent can be how it has the latest on that from washington. what we've got now is a growing movement in the form of a petition tens of thousands of signatures and still more being added by the hour essentially saying that there needs to be an independent investigation of the justice department through its internal watchdog they say critics of the president's action in actions and also the reversal or the move to influence the sentence of roger stone they say shows that the attorney general has been compromised and as a result there needs to be an investigation to ensure that the attorney general moving forward is not compromised in the future the allegation is that the president and the department of justice putting their sort of crony in cronyism if you will above the law so those are the criticisms and allegations but the president for his part is very pleased with what has happened so far in fact he's tweeted even more early this morning here in washington congratulating the attorney general for his actions praising the outcome saying that this department of justice in this case has been tainted from the since the start and essentially he once again called it the swamp something that we heard a lot on the campaign trail so why is the president doing all of this well he's doing it because it plays well to his supporters he is running for reelection and in fact there is not much criticism coming from the right in the conservatives because this is exactly why they elected donald trump to drain the swamp if you will this is exactly what they wanted to see so a lot of controversy and once again lot of division over this case. to mexico which says the number of migrants awaiting the outcome of a u.s. immigration case it's fallen from 50000 to about 2500 migrant crossings at the shed border with the united states has dropped by 75 percent since the start of last year the trumpet ministration has been sending many central american to cuban migrants to mexico policy has been a key element of trump's push to waves of migrants seeking asylum let's take this on let's speak to a ruse who's a associate policy analyst at the migration policy institute joins us live from washington d.c. welcome to the program so donald trump sources say 2 waves of migrants and touring the united states from mexico policy seems to be working down by 75 percent it is part of the print the work that in shows the evidence there is working we do know that there are other programs that are also working in collaboration as part of a larger. larger set of actions that are having this affecting the decrease that we've seen since the summer of last year to the ruse to reduce the preventions but m.p.p. in itself i think it's quite surprising drop that the foreign minister has announced today it could be that is true it's an it's is trying to understand actually where people may have gone if they're not already waiting for their cases in mexico still right and that's what i was going to say next i mean this is all very well these people not going into the united states but but what about them what is happening to them and what sort of conditions are they in. well what we've heard a lot from the advocates and others on the ground is that the conditions on the northern border northern parts of mexico are actually quite dangerous for the migrants waiting there and many of them for the last few months have been seeking to return voluntarily to their countries now that may be a smaller share over the total flow of people under under this program policy it's also palls very possible that migrants because they are tired of waiting in mexico may have otherwise tried to enter the country through other illegal points of entry . then we have this report from doctors without borders revealing that many asylum seekers suffering violence in mexico and there's been a doubling of those treated for sexual assaults between 280-2090 right them one of the key things that the report highlights is that the vulnerability of the migrants again that they're experiencing in mexico makes it more difficult for them to actually wait to see their case while they wait to hear from the united states it is something that's compelling factor since we've seen this program in the beginning of last year try to grow and become a larger permanent policy mexico has had this concerns for a while and they have they have said to increase their own protections for these migrants but the evidence would show that are you suggest that some of these migrants are not still having a bit the protections they need for them to actually follow up to their cases before they tried to see if they can enter the united states reisa given all of that is it fair to say that donald trump may have migrants entering the united states but it is come as a substantial cumin cost. well i think the way that i did that we look at this is to know that is not just the united states actually implement these policies but the collaboration with the mexican government has led to significant. decreases in the numbers of migrants coming to united states again this is one program of a set of a larger set of tools that they're ministration is using and therefore you begin to see that number some of the programs have more vulnerable ities in terms of huge human protections for the migrants but others are are expected to be better so i think overall you do see this as a lower increase and again it's trying to see how the mexican government will continue to sustain the will corporation over the long term history as we appreciate your time thanks very much indeed. the head of the roman catholic church pope francis has dismissed a proposal to ordain older married men into the priesthood issues from latin america put forward the controversial plan to address the shortage of priests in the arms and it would have challenge the roman catholic tradition of priests being celibate the pontiff says the solution to the shortage is to send missionaries to the region britain is set to become one of only a few countries to regulate social media companies with more on that let's return to marry him and on the merrier. that's right now the government here is saying that it's going to make social media companies responsible for harmful content on their sites companies and executives could face substantial fines or even prison sentences if they fail to act for britain has not my name's megan hence pressurized to send a nude photograph of herself to a boy at school within a day meghan hinton's private image had been circulated across the internet it can take days even weeks to be removed from the social media site so that could have a devastating impact you know when something's up there not only is out in the wide web people can save it's their phone so even when the social media company remains it's still in people's possessions social media is largely self-regulating platforms like facebook you tube instagram and tick talk largely set their own rules and standards sometimes relying on the platform users themselves to flag up anything inappropriate the u.k. government has been consulting since last summer on how to introduce a new online harms law to put the responsibility on social media companies to remove harmful content child protection charities certainly support that ultimately regulation is required that's what we would argue the big tech giants need to be held to account the regulator needs teeth so they not only need to monitor what's going on and talk about it publicly but also hold to account these multi-billion pound platforms one of the social media giants were available for interview prefer him to issue written statements the boss of you tube u.k. said to help keep our community safe we haven't waited for regulation we've created new technology hired experts reviewers worked with external specialists and reviewed our policies to ensure they're fit for the evolving challenges we face online facebook's head of public policy said we have clear rules about what is and isn't allowed on our part forms and are investing billions in safety we look forward to carrying on the discussion with the government parliament. and the rest of industry as this process continues the regulation of web content is a complex area which touches on issues such as freedom of speech censorship and jurisdiction and there's also the question of defining what is subjectively offensive and what actually qualifies as harmful but it seems the u.k. government is prepared to try to tackle the issue and the full details of the new law will be published later in the spring paul brennan al-jazeera london. i'm now joined in the studio by data protection expert tony vitale so off calm would be potentially in charge of social media regulation are they equipped for this job well it's interesting that the government chosen of course because they have a long track record of being able to issue fines and pin lies complete break the law but so far they haven't had any experience of bringing criminal prosecutions against companies or directors and if that's part of this new legislation it's an interesting choice to choose of com rather than the i.c.a.o. that regulates data breaches but that has to change doesn't it special powers will reportedly possibly include in the most extreme cases naming and shaming executives of companies and then also possibly criminal sanctions as well that you know they will have to have this ability absolutely and there's nothing that will focus the mind more of the directors of u.s. west coast conglomerates that run twitter and other social media sites then the threat that some of their senior directors may actually face personal criminal prosecutions and perhaps even imprisonment how difficult is it going to be to differentiate between content that is illegal and then content that is harmful but technically legal where these companies themselves at the moment already do a little bit of self policing and self regulation i think the important thing to remember is they generate income by algorithms and if you click on something whether it's harmful or not home for the ark with them so expect you to want more of the same and so our rhythms that make the money can actually cause us harm and that's one of the things that i don't need to go into they only need to actually look at the outputs of those arc with decide what's harmful and what isn't and stop the harmful content reaching the user that's going to be difficult yeah how did was going to say not easy to define what precisely is harmful it can. very subjective how long could this take what i think is it we already have examples we've got some very really sad cases like the case of molly russell where she was looking at self harm contents into it it took some action to remove some of that content not all of it and it's hard to remove because it's user generated they need to have teams and teams of people working on this because what you don't want to do is have a regulatory system that relies on investigations criminal investigations but actually you stop this material going online in the 1st place how might technology companies fight this we know that this is the digital tech is a growing part of the economy and it's growing very quickly might they be less inclined to invest in a in a country and start new businesses if they think they're going to be strictly regulated i think this new proposal from the government should be applauded and i think it could well set the blueprint for international ridged regime to be set up where these organizations face the same type of regime wherever they operate and only then i think we'll see them really taking it seriously i say plus the part of the potential for criminal sanctions to thank you very much genuine talent thank you going to have more from london in about 15 minutes time that's when i will see now let's get back to nick and our. thanks a lot a recent report by the world world life fund says threats to nature can lead to economic losses it's urging countries to take action against a harmless home from effects of climate change natural disasters the lead to coastal erosion and a decline in wildlife can end up costing billions hundreds of billions of dollars of the next 30 years the studies says these risks could be escalated increasing the use of fossil fuels or if there's an expansion in agriculture and urban development it goes on to say the united kingdom could be one of the worst hit countries of the united states and japan. well it's email from karen ellis who is director of sustainable economy at the world wildlife fund and she explains the rate at which these losses are occurring we're destroying nature incredibly fast globally we're destroying the area of a size of a football pitch of forest every 2 seconds so what we wanted to do with this report was to look at the economic costs of that destruction so we used for the 1st time a new methodology that combines analysis of how nature delivers benefits to the economy with global economic trade model that looks at how economies sell goods to each other to look at how those nature losses will affect different countries in the world and it showed that overall we stand to lose at least 10 trillion dollars of global g.d.p. by 2050 so the the hardest hit countries in terms of percent of g.d.p. are of the poorest countries so a country like madagascar for example stands to lose 4 percent of g.d.p. per year by 2050 which is massive for for a country like madagascar probably wipe out their growth prospects so yeah the poorest countries are the hardest hit but richer countries are the hardest hit in terms of absolute volumes of g.d.p. the u.s. japan and the u.k. other top 3 countries to be hit and for them the risks are more related to coast on ability increased coast of on ability as a result of sea level rise but also as we've destroyed some of the natural capital things like sea grasses and mangroves and coral reefs that protect the coast from storm surges and flooding so as a result of this nature loss they stand to lose a huge amount going forward. boeing says it's working to rebuild trust in the brand even as it struggles to bring its 737 max back into service the planes been grounded since last march following 2 fatal crashes the aircraft's john's reputation taking a hit and the company failed to book any new orders in january for as larry reports from the singapore. it was once boeing's best selling plane but no one is placing new orders for the 737 max these days the planes have been grounded for 11 months after 2 crashes within 5 months killed 346 people for boeing the single is a chance to put out a message that it's handling this crisis head on we absolutely have to rebuild confidence in the airplane and that starts with getting it certified bringing it back to service convincing the regulators that we've done the right thing that the changes to the airplane are right the manuals are right the training is right its focus is to have the max back in service by the middle of this year one of the 1st things that has to happen before the 737 max can fly again it's a certification test flight 5 big u.s. aviation regulator the head of that agency has hinted that a test flight could take place soon but the still no timetable for the lifting of the ban approval to fly will also have to be obtained from dozens of aviation authorities with more than $400.00 planes grounded around the world process to get all of those back in a year is not going to happen overnight is probably more like a year or 2 at least because they've got to go in they've got to service those planes it may not just be the impasse software that needs to be updated they may need to update software for the engines or lots of the other systems that are on the plane some supplies of boeing are laying off workers off to production of the 737 max was suspended last month and lines have had to cancel routes or keep older in service for longer one analyst says some adeline's could use this as an aa. but unity to reassess plans we could see you know air power lines that you know especially in this region that maybe don't need the airplanes immediate future defer their deliveries so the for taking a plane that would have been you know taken this year or next year for a few years the better manager asked the man but many analysts say the longer the mag stays ground it the worse it will be not just for boeing but also the aviation industry florence 3 al-jazeera singapore.
