Break the cease fire thats was agreed to in moscow several days ago but this is as much about the countries that are not libya about the players that arent libyans as it is about the libyans themselves so as you mentioned there you have russia on one side you have turkey on the other we have so many other players who are either directly involved or those who are trying to regain some sort of influence in what is an extremely strategic country both economically and youll politically so you have the United Arab Emirates you have egypt that have been militarily involved in libya who see in libya. Their vision of the middle east one that is essentially ruled by specifically dreams that are against the arab spring going against all that it represented then you have other countries on the other side for example that are necessarily looking gets the demarcations of their influence of the countries by that kind of promise we have things like algeria morocco and tunisia who also are impacted either directly because the border with libya or because of their influence in north africa and then you have the europeans weve got the Prime Minister of the United Kingdom burst on so you have. Italians with their history in libya you have the french who have been accused of selling weapons to how theyre trying to regain their influence. Question but lets look at the more significant ones here and the most important i think and this is probably the most tangible thing that will come up comes under the band of follow up these are points 5 point 5. 00 in this draft resolution where theyre called upon the secretary general of the United Nations special envoy on libya. Chair of the berlin process and the outcome of this and from this they see the Operational Group will be set up what theyre calling the international follow up committee or the i. F. C. And that will be under the coordination of the it will basically will coordinate the aftermath of the berlin summit will be under the chair of the special envoy the u. N. Special envoy as well as a real teaching chairmanship what we guess is between the countries that are here in berlin which will look. Different aspects to different. True it one of them will be looking at the political process and the other one will be looking at. The escalation and the arming of the different factions and so forth but beyond the regional implications and as a regional players im sure well hear from more than tripoli. Up until a political process can mature allowing for whatever it is either of conciliation new constitution study showing all the National Army and sold so forth so its not enough to depend on the whims of the parties for a ceasefire you need to take certain logical steps including. Exchange of prisoners including a special commission that will have an oversight over who is respecting the ceasefire and who isnt about suggesting and implementing a number of confidence Building Measures all of that is necessary in order to allow the process to endure and for a political process to begin heres the things that the draft communique also some of the headlines that are coming out of fed are theyre calling for a cease fire theyre calling for an arms embargo and return to the political process is the same a different from the political agreement that we saw back in 2015 with the straight out agreement does this build on that or is this a new framework altogether well i mean you would hope it builds on that but the problem is that since that was agreed on and especially over the last year there was a certain complicity a certain appeasement to a warlord that basically acted fault against the agreement of 2015 and in fact the the foreign minister of morocco spoke to our sister channel al jazeera arabic explaining why and why and how this figures in terms of the 2015 agreement clearly the europeans and the russians and others have started to appease the renegade general huffed against that accommodation of the United Nations that there is a you and recognize government in tripoli and i think that appeasement that complicity with the warlord is the thing that allowed the war to continue over the last 8 months and it was only and this is the thing that we all need to bear in mind as this process takes hold is that this is all started with turkey.
