On reforms. And the bodies of. Board the passenger jet accidentally shot down by iran arrive home to a solemn ceremony in kiev. Is back in the cage after 15 months away and it takes him just 40 seconds to defeat the pope. Hello we begin this news hour in berlin thats where libyas warring leaders and powerful outsiders who back them are at a summit aimed at ending years of chaos and conflict so the chancellor Angela Merkel is hosting 12 World Leaders including the president s of Turkey Russia and france as well as the u. K. Prime minister Boris Johnson their priorities are to curb Foreign Military interference and solidify a cease fire or Russias Vladimir Putin met turkeys regift earlier on they back rival sides russia supports war lords. While turkey is helping the u. N. Recognize governments have to is fighting against their previous ceasefire efforts have broken down. We have been trying on a number of occasions to have a cease fire agreement signed the National Government of accord signed a cease fire agreement yes it wasnt signed by the other possibly by hostile if we failed to have a cease fire in place and if we failed to have an agreement signed we will never see how fatahs hostilities coming to an end we go with. We think both the parties for coming to moscow as they both had heeded our calls and they had both responded to our demands of a ceasefire now we are in berlin we hope for more success in this particular crisis. Well back in libya fighting has continued near the capital tripoli and there have been reports off artillery fire thats have tied his forces try to take an area south off the city. Who is standing by in tripoli to tell us more about that well speak to him in just a moment but 1st lets cross over to standing by for us in berlin and jamal with many different players and different stakes in libya what are the chances of success and what should we be looking out for. Well it depends what you mean by success really durian i mean if were looking for some sort of solution to this civil war essentially thats been going on for several years now then thats close to impossible from this meeting if were looking for maybe at least the outline of a political process that might get us closer to finding some sort of a solution then yes there is some sort of reserve optimism that is being expressed but lets look at some of the signs that have come out for example both the Prime Minister of the u. N. Recognize government and star in berlin however the Prime Minister refused to sit down on the same table with saying that he cannot sit down with somebody who essentially has the blood of libyans on his hands and continues to. Break the cease fire thats was agreed to in moscow several days ago but this is as much about the countries that are not libya about the players that arent libyans as it is about the libyans themselves so as you mentioned there you have russia on one side you have turkey on the other we have so many other players who are either directly involved or those who are trying to regain some sort of influence in what is an extremely strategic country both economically and youll politically so you have the United Arab Emirates you have egypt that have been militarily involved in libya who see in libya. Their vision of the middle east one that is essentially ruled by specifically dreams that are against the arab spring going against all that it represented then you have other countries on the other side for example that are necessarily looking gets the demarcations of their influence of the countries by that kind of promise we have things like algeria morocco and tunisia who also are impacted either directly because the border with libya or because of their influence in north africa and then you have the europeans weve got the Prime Minister of the United Kingdom burst on so you have. Italians with their history in libya you have the french who have been accused of selling weapons to how theyre trying to regain their influence. Through this conference as well so all of this taking place all of these different cards being played by the different players how theyre going to come about some sort of a solution were waiting to find out but thats all happening behind closed doors all right so once they open these Doors Germany what should we be looking out for talk us through the next couple of hours. Well were getting weve got these draft resolutions that have been coming through and then we kind of read out a couple of them some of them are expected lot where they say you know participants reiterated their commitment to the sovereignty independence territorial integrity and National Unity of libya obviously cynics would kind of laugh at that considering that participants have actually been actively supporting different sides in a civil war and have been they are Foreign Countries and therefore that integrity and National Unity and sovereignty of. Question but lets look at the more significant ones here and the most important i think and this is probably the most tangible thing that will come up comes under the band of follow up these are points 5 point 5. 00 in this draft resolution where theyre called upon the secretary general of the United Nations special envoy on libya. Chair of the berlin process and the outcome of this and from this they see the Operational Group will be set up what theyre calling the international follow up committee or the i. F. C. And that will be under the coordination of the it will basically will coordinate the aftermath of the berlin summit will be under the chair of the special envoy the u. N. Special envoy as well as a real teaching chairmanship what we guess is between the countries that are here in berlin which will look. Different aspects to different. True it one of them will be looking at the political process and the other one will be looking at. The escalation and the arming of the different factions and so forth but beyond the regional implications and as a regional players im sure well hear from more than tripoli. Remember how many weapons flooded into libya in the arab spring with the fight against but dunphy remember the makeup and the social fabric of libya in terms of the tribal factions that exist or about further complicates the situation and makes it such a tool tall so to expect some sort of a solution notwithstanding all the different parties in all the Different Countries from china to the United States trying to agree on some sort of way forward ok jim out thank you for that update from berlin were going to put some of these points to our senior political analyst Madeleine Bashar hes joining us here in the studio hi my one and just to pick up on what jamal was saying that last point in the draft communique that i have right here so theyre calling on the creation of an international follow up committee in order to maintain coordination in the aftermath of this berlin summit going on right now is that achievable is this a good step i think it is and i think it is a good step in the sense that this is the logical step because one thing is to say i want ceasefire and im having a cease fire another thing is to talk about a long term truce as was in vision from the United Nations early on meaning you need an extended time of a certain seizing of fire. Up until a political process can mature allowing for whatever it is either of conciliation new constitution study showing all the National Army and sold so forth so its not enough to depend on the whims of the parties for a ceasefire you need to take certain logical steps including. Exchange of prisoners including a special commission that will have an oversight over who is respecting the ceasefire and who isnt about suggesting and implementing a number of confidence Building Measures all of that is necessary in order to allow the process to endure and for a political process to begin heres the things that the draft communique also some of the headlines that are coming out of fed are theyre calling for a cease fire theyre calling for an arms embargo and return to the political process is the same a different from the political agreement that we saw back in 2015 with the straight out agreement does this build on that or is this a new framework altogether well i mean you would hope it builds on that but the problem is that since that was agreed on and especially over the last year there was a certain complicity a certain appeasement to a warlord that basically acted fault against the agreement of 2015 and in fact the the foreign minister of morocco spoke to our sister channel al jazeera arabic explaining why and why and how this figures in terms of the 2015 agreement clearly the europeans and the russians and others have started to appease the renegade general huffed against that accommodation of the United Nations that there is a you and recognize government in tripoli and i think that appeasement that complicity with the warlord is the thing that allowed the war to continue over the last 8 months and it was only and this is the thing that we all need to bear in mind as this process takes hold is that this is all started with turkey. When turkey decided against the complicity in that piece meant of many of the partners europeans the russians certainly the egyptians and others and said look we have a United Nations recognized government and no one is supporting it and we are the turks are going to support the United Nations because nice government against the onslaught of a warlord called Khalifa Haftar that is not necessarily recognized neither by this fraud or any other process that is legal under goodness international and that turkish move plus of course the russian complicity stirred fears and anxiety among the europeans who for a long time many months now thought you know what lets just leave it to the warlord well have another sisi of egypt in libya that can guard our interests that ensure the flow of oil and that can fight terrorism and stop that a few jews for us and hell with democracy and human rights in libya well the turks disagreed they moved in and since then we have a whole new dynamic whether this dynamic would copy the surat or it will bring in a whole new process that takes in consideration the changes in the ground remains to be seen raisen says it will take into consideration whats going on in the ground you see it ok you might have a new dynamic yet the facts are that you have many different players supporting different players on the ground and they have very stakes in libya from what youve seen in the past couple of weeks and the movement when it comes to libya are these gaps getting any closer so do you see any chances of a breakthrough from this and then i think thats a great question and im not sure i can answer it in a minute or 2 but clearly. Going to give iran the let me give iran the figure lets say. What drives the various parties there are none libyan parties and berlin is not libya what drives them is their own strategic calculus and they have or now paid attention that their disagreements their appeasements their complicity sitting on their hands have allowed the situation in libya to deteriorate and now theyre going to move in to try to consolidate so the french and the italians who disagree now are agreeing the germans and the french who are more or less sitting on their hands now theyre getting up and doing something the turks and the russians who are standing on the different sides of the equations have come together in moscow and decided that they will work towards a ceasefire because it does serve both of their interests so there is some consolidation for the time being where there are different parties are seeing that they all have a stake in calming the situation in libya and for all of them to have a stake not in that deterioration but they could have a stake in the reconsolidation in libya and that in and by itself is a good thing ok. Thank you very much. Well lets find out whats happening on the ground in libya and bring in what ive done well head now hes joining us from tripoli and we are hearing that there may be some fighting ongoing in the south of tripoli. Is the ceasefire thats meant to be in place actually holding while these talks go on in berlin. Will jury in the civil war let violations by have to us forces on the ground have been documented by the government of National Accord including. Targeting the areas saw that in an area called the book rain but today here in the capital tripoli we have been hearing sounds of heavy fire and did the Government Military sources say that have those forces tried to advance a couple of axes and southern tripoli but they say they have very pilled. Up attack they also say that have to the forces that used to live the fire and mortar rockets in that attack meanwhile the situation remains very chaotic in the east of the country has located of 5 major Oil Terminals by forces loyal to the world a lot of money for have to continue and service south of the country we have been getting get reports from the south saying that tribal men have been trying to block 2 major oil fields. And theyll feel in the south of libya it seems that as their peace talks are going on and believe but both rival factions on the ground out of not abiding by the Cease Fire Initiative proposed by the key and russia 10 days ago the lack of trust is a key expression here seems that book. Factions need a long time and effort in order to build trust between them all right thank you for that update from tripoli. And just to let you know that were waiting for the post summit Media Conference out of berlin and once that happens well take you back to the german capital to hear what the leaders there have to say for now we have the rest of the days news coming up right here on the aljazeera news hour and Police Officers are beaten up by protesters arrested after a violent end to what had been a peaceful rally in hong kong. We join the Philippine Coast guard trying to convince villagers in a volcano evacuation zone. And in sports a late late show to rescue for ac milan peter has the show coming up a little later. For now though we take you to lebanon and Security Forces there have reportedly fired tear gas at crowds of protesters gathering for another day of rallies it happened near the Parliament Building in beiruts antigovernment protesters are frustrated over the worsening financial crisis and the impasse over the formation off a new government on saturday months of peaceful protests descended into rioting leaving nearly 400 people injured. Lets get an update from santa joining us from beirut and we understand that tear gas has been used once again to Disperse Protesters right outside the Parliament Building what more can you tell us. Yeah thats exactly where we are outside Parliament Building a short while ago Security Forces used tear gas protesters threw stones at them the situation is now called but tense a concrete slabs and barbed wire really separates both sides a few 100 have been here over the past 2 hours we are expecting a much larger crowd its not clear why. People really didnt show up is it because of the bad weather conditions or were people afraid of what they saw last night running battles in the streets of South Central beirut to almost 400 people injured both Security Forces as well as protesters even though yesterday protesters. Defiance they vowed not to back down and they said that their movement will only escalate in order to bring about a change in leadership. Revolution the revolution but so far those in power the Political Parties which have been in power for the last 3 decades remain in power and are refusing to make any concessions. Rage in the streets of the capital in what might be a new phase in an uprising against lebanons leadership that is now in its worst months fierce confrontations between antiriot police and. Protesters turned downtown beirut into a war zone this is the epicenter of a protest movement that until a few days ago was relatively peaceful running battles began when demonstrators who want the Political Class they blame for mismanagement and corruption to leave power try to storm Parliament Building Security Forces responded with tear gas. Protesters and that they cant win and i think that the message of at. The biggest thing here is that the more violence they face the more. Lebanons economy has been in turmoil for months a proposal to tax whats up calls which should be a free service triggered the protests in mid october unemployment was rising and the lebanese local currency was losing value we are in an economy crisis everybodys going to get hungry everybodys going to need to do this so. I dont have to convince anybody about whats happening today its clear whats happening who can get hold of their money in the banks we lost everything jobs finally everything this is good with 5000 years of history it is an amazing country they took everything we have nothing left this is our only option is to go down on the streets and violence we have to use violence we are fighting a 40 year corrupted government. There is anger at banks which imposed caps on withdrawals there is a shortage of dollars antiriot police have been using excessive amounts of tear gas to disperse the crowd but antiestablishment protesters 2 are defiant the wounded were in the dozens both protesters and Security Forces were taken to hospitals there is a political vacuum many lebanese are growing impatient with politicians who are there fusing to form an independent Government Free of the influence of Political Parties instead they are bickering among themselves for ministerial posts in the next cabinet this you know government alleging technocrats it was really just a smokescreen for the old ruling oligarchies elite so the protesters were really upset this is the 3rd night of violence since tuesday when activists said they planned to revive the momentum of the protest movement after a brief they announced what they called a week of rage. They seem to be living up to that promise the United Nations has already described events in lebanon as dangerous chaos it is what comes next that many fear. Lebanon has been without a government since the end of october a Prime Minister was appointed approximately a month ago hes now at the president ial palace holding talks with the president michel aoun to finalize the lineup of the next government but what is clear is that the next happen is that they are discussing. Members of the Political Parties and they may appoint experts but experts who are loyal to Political Parties and this is what the people in the street i do not accept and it is something the International Community may not accept because the United Nations envoy in lebanon has repeatedly said heaven on the International Aid to deal with the worst economic crisis in decades and they will not be forthcoming until there is a government that is seen to be credible and a government that meets the aspirations of the lebanese people so even if a government is formed and now it is not going to solve that one on the crisis. Thank you for that update from beirut in an exclusive interview with aljazeera the spokesperson for iraqs hezbollah brigades has confirmed a meeting in iran of all the major armed groups in the region it was held in the city of qom and he said they talked about the future course of action against quote u. S. Aggression lets find out what more he had to say from osama bin joining us from baghdad. But there again in this exclusive interview with this spokesman of the lawyer has been our Brigade Group is opening up for the 1st time in front of the media after the attacks which took place on the border between iraq and syria and then the attack on the u. S. Embassy and the ensuing targeting of the command of the Popular Mobilization forces a more of the media and 100. 00 and customs in mind as well as the attacks that followed does by iran in vide ranging interview he did tell us about this important meeting which took place in the city of being what he called forces which are aligned to the resistance in iraq and the forces which are the shia militia fighters not just in iraq but across the region he said they answered the call of the us so that in the old sat down and you will see that as a result of one of the outcomes of this meeting is going to be protests which are going to happen in baghdad in a few days where others called for a 1000000 man march about the future course of action against u. S. Forces he said the 5 has been there has been a brigades group has the capability of striking the u. S. Forces whenever and however it wants but it is going to follow the iraqi governments decision to make sure that they expend u. S. And foreign troops out of iraq he refused to confirm that it was them who were behind the kook attack which resulted in an attack on them on the iraq syria border but he did say they have the capabilities including drone capabilities and i asked them whether it was clear that they were chosen by us and send the money to carry out these attacks inside iraq. Not only cut in iraq will face the u. S. Troops and not only qatar you has the ability for confrontation but the whole iraqi people will face down these troops it is true that has high capabilities and high training due to its history in fight against the Us Occupation its also due to accumulated knowledge in fighting i saw after 2014 may be cut so you was the best and only force to deal with different kinds of weapons especially those modern weapons and dealing with us weapons this may have made the tube a target but we say that we are ready and prepared to fight against anything iraq faces we will not be alone in the confrontation the whole iraqi people and the resistance groups all of them will be confronting the u. S. Troops. And this is a group which has been designated a terrorist organization by the United States i asked them whether they are in hiding after these threats and they said theyre operating out in the open. In the middle of the street he said they are here to stay and on another note about the protesters will be asking for an end to the influence of iran and the United States he said that he and the get out of his beloved group is against the presence of any Foreign Forces whether those are american troops or any and all right thank you for bringing that for us from baghdad. Meanwhile iraqi demonstrators are blocking major roads there saying the governments promised reforms arent happening fast enough theyve set up barricades and put burning tires on the roads in the countrys south and in baghdad at least 12 people have been injured by Security Forces the ongoing protests began in october over widespread corruption and a lack of Public Services and demonstrators are threatening to escalate their Anti Government action and possibly even cut off large areas of these south of iraq iran can reports from babylon. Preparations begin for what protesters say will cripple iraqs roads they may be small in number at the moment but these protesters say they will cut off the south of iraq from the rest of the country by blocking all the main roads the reason is simple they say their demands for a new Prime Minister a new elections have been met and if theyre not met by sunday night they will make good on that threat all across the south and the shot or so out of ostend we block the roads and are demanding our rights the rights of young people to get jobs we want rapid elections an independent candidate who doesnt belong to the old parties are going to demand the Central Government go to early elections and nominate a new pm independent and accepted by protesters if not we will escalate and block the highway and all the entrances of the city and kick out the corrupt officials so far iraqs Security Forces are letting the protesters make a stand. And thats in babylon we allow the demonstrators to express their Constitutional Rights but not affect or harm other residents when demonstrators block the roads the Security Forces negotiate with the protesters to find solutions and we become mediators between babylons local governments and the demonstrators. Throughout the south of iraq protesters gather every day in large number but they concerned that theyre not being listened to Prime Minister id love to muddy has said he will step down and hes currently in a caretaker role but so far none of the alternative names put forward for the top job are acceptable to either parliament all the protest movement and thats frustrating the protesters the protest movement faces a decisive moment in the coming days they need to put enough pressure on the government so it meets their demands by threatening to cut off the south or off from the rest of the country is a bold move whether it works remains to be see iraq on aljazeera. An eruption warning is in place for the taal volcano in the philippines but some fishermen and villagers living in the area have ignored it and gone home or back to work from mcbride house more. The philippines coast guard hes making this Early Morning patrol every day at the moment theres still a restriction in force on anyone going to the island its simply too dangerous to go there and this is part of that. Just as we were approaching the island we saw boats also coming to the island and also we see people on the shoreline here that people still have fish farms here so they come out very Early Morning to tend to their fish farms despite warnings that they should be staying away. So theyve been telling the fishing boats they cant stay here they have to leave and some of them have left but we still have these guys on the shoreline here who are determined to stay and theres not much the coast guard it seems can do about that. Were urging them to leave the island and those we see trying to come across we stop because its still a level 4 and weve got to think about safety and as weve been driving around here we see just over the hillside huge billowing clouds of steam and dust coming from the volcano having said that it does seem as though the emissions have dropped in the past few days or so it seems a lot more peaceful so its hard trying to tell people that they can come out here people say look we have livelihoods were going to make a living we have to come out and attend to our fish farms or come out and fish what else are we going to do there are villages dotted all around the coastline of this volcanic island as weve been going along weve been seeing boats at all of them and people happily at work as though life is getting back to normal and seemingly impervious to the warnings and from the coast guard. It seems risky enough just visiting here seems inconceivable that anyone would want to spend any time here with people left they left behind livestock also left behind. Domestic animals we just noticed there was a dog on the shoreline the coast guard here just made an attempt to rescue it put it in the boat but it doesnt seem to want to leave. The coast guard will be out again tomorrow morning to do the same warning people to stay away and that this is still a very dangerous volcano but what also annoys them they tell us is that while other people are putting their lives at risk by coming out here so well the coast guard by coming out and trying to tell them to stay away. The 1st people from a Migrant Caravan moving north through guatemala have been allowed to start crossing into mexico but under pressure from the white house i suppose government says it will try to stop them carrying on to the u. And washington impeachment managers have laid out arguments for the charges against President Donald Trump the senate trial has formally begun with Opening Statements expected on tuesday in their briefing document democrats say transfer mobile is necessary to protect the integrity of this years election. Well the white house released a statement from trump in response saying the articles of impeachment submitted by House Democrats are a dangerous attack on the right of the American People to freely choose their president this is a brazen and unlawful attempt to overthrow the results of the 26000 election and interfere with the 2020 election now just months away when the president s legal team says trump is on solid legal and constitutional grounds debra lis although has more on the president s Defense Strategy they are going to argue they say the fundamentals of the 2 articles of impeachment against the president the abuse of power and obstruction of congress theyre going to say from a constitutional and legal standpoint that nothing the president is being accused of is necessarily a crime and they will say it does not rise to the levels of high crimes and misdemeanors something that a president shouldnt be impeached for so theyll have one argument on a legal basis then they will say also number 2 that theres a procedural problem theyre going to argue that the democrats in the house of representatives did not follow proper procedural avenues when they were pursuing impeachment in the house of representatives and that that was biased against the president theyre going to argue that and number 3 theyre going to also are a few a 3rd more subjective thing they are going to say and they wrote in this brief and this is their words that this impeachment is a brazen attempt to overturn the 2016 election and they will say it is also an attempt to affect the 2020 election theyre basically going to make the argument that the democrats could not be donald trump at the polls and so that is why theyre trying to impeach him and kick him out of office. Heavy snowfall and freezing weather have killed dozens of afghans in recent weeks and people in Herat Province one of the worst affected places have told al jazeera that winters are getting more extreme from their samus ravi reports. That in villages all over the country afghans live in much the same way they have for centuries there are no gas or electricity lines people still collect the wood they burn to stay warm in winter. Thats how 18 year old died his father said he walked to a nearby forest to gather brush for a fire to keep the family warm through the night but he never came up out of the lot of them were all the junk others of what we thought that he went to his sisters house on the other side of the woods find the orcs to not work at night so we went there the next day we found his body in the snow our next years father said his son probably became tired walking in the heavy snow and with no one to help him fell asleep and froze to death conditions are miserable for people in other risk on district one man in this village said here in the forgotten corners of afghanistan people there are living waiting to die. Snowfall was so heavy this year the roof of my johns mud house collapsed in the middle of the night her family was sleeping when it happened. I ran out of the room and my husband was screaming for help it was only able to pull my children out of doing my husband was trapped and died on the develop will when the neighbors came they removed his body buried him. Even before the storm she did not have much now a widow sitting outside her broken home she seems completely lost though tragic local Officials Say the overall death toll in this area has been low but village elders say they are in serious need of help. Weather related illnesses and injuries have affected nearly every one of the 700 homes in this Community People we met said that the winters in this part of the country have been getting increasingly more and more extreme but the cold is more severe and they have ever experienced in the past and we are expecting 2 more months of snow fall and theyre already worried about the next disaster when the snow events room else and floods their homes even if people wanted to leave their Ancestral Lands they say they have nowhere else to go if they dont get help soon elders here worry out of work young men could join armed groups like the taliban more as a matter of survival than ideology. I got these people are jobless and they do not have anything to eat if these men commit rogueries or join insurgents it is the right the biggest complaint we heard was that people here need a Medical Clinic the nearest one is in district headquarters on the other side of snow covered hills one woman said people have no choice but to walk while they still can before the next storm it seems desperate but they may be the lucky ones deeper in the mountains where the roads are still covered in snow district Officials Say many villages remain inaccessible and the true scale of human suffering still out of sight zain bus ravi other risk on district Herat Province afghanistan. Libraries around the world are looking for ways to keep up in the digital age in australia one initiative has driven especially popular and its gaining traction elsewhere Andrew Thomas reports on how one small change has helped bring people back. Its a brand new library with a new way of lending borrowing a book has been the same for decades people read them for a set amount of time then return them if they dont books become overdue and read is a find when they bring them back. But thats changing Many Australian libraries have since 27 so you tested i know following policy managers say yes to save stuff time and the costs of administration which were 10 times higher than the revenue raised from fines potential fines also put off poor people from using libraries and stopped them borrowing books once they owed fines they couldnt pay in the 1st trial that we had the amount of items that got returned to the library was 3 times as many that we usually have any its sorry that was close to 70000 items that came back so we regained a whole lot of customers that hadnt been using our services because they were either afraid of the fines that with a or get embarrassed to come back the trial has become a permanent change we just want this to be a welcoming friendly place and having fines and chasing people down for money is really not the kind of relationship that we want to have with that community in the digital age libraries like this one mostly lend traditional books they need to change to survive but opinion is divided its great because i get them during have to try and remember the dates and things like that and then if you just come in whenever it suits us people is waiting for the opportunity to read to the same bolt if they are not penalized than the other person will be lost opportunity but the no Foreign Policy is spreading this initiative is one thats proving popular with councils across australia i mean beyond borrowing the idea libraries in scandinavia britain and the United States have scrapped the fine system other countries too considering taking a leaf out of the same book under thomas algis their sydney.
