Saying the move doesnt mean the u. S. Is backing away from its commitment to finding a political solution to decades of war a negotiated political settlement among afghans is the best path to achieving this outcome. Until there is accomplished we will continue to pursue an aggressive military campaign against the taliban and terrorist groups that continue to conduct violence against the people of afghanistan also in kabul on monday to meet afghan leaders a u. S. Congressional delegation led by House Speaker nancy pelosi reducing the number of foreign troops in afghanistan was the focal point of the recent talks between the u. S. One last months general election the results have been delayed because of technical problems both parties to the conflict programs american and Government Force be equally responsible for the killing of civilians and people are really tired with the violence and they want Something Different and they know that both the United States and the taliban has failed already and thats why theyre looking for another party to come in and actually only be as the feature of afghanistan remains uncertain theres no official indication of talks resuming with the taliban or what the departure of u. Lebanons government seeks to ease nationwide protests passing a raft of reforms but demonstrators say they will not give up until the cabinet resigns. Hello im barbara sara this is al jazeera live from london also coming up what about the. Angry residents were all fruits and vegetables at the parting american troops as they drive through a kurdish dominated city of Northern Syria. 11 dead and hundreds of arrested after days of protests in chile the president extends the state of emergency saying we are at war and for Big Drug Companies reach a 260000000. 00 settlement over their role in the u. S. Opioid epidemic to a 1st a landmark trial. Thank you for joining us we begin in lebanon where protesters are still out in force despite the government approving sweeping new. Make reforms the Prime Minister saad hariri announced the measures on monday and the effort to diffuse the biggest demonstrations in years against the ruling elite but activists say that will not go home until the entire cabinet steps down they also want new electoral laws to stop the same sectarian leaders holding on to power there is more now from the lebanese capital beirut. Often the people have spoken calls go beyond fighting corruption they want accountability and early elections and they say they arent leaving the streets until that happens protests are growing by the day the lebanese government however is refusing to step aside instead it is offering a plan that is supposed to fix the economic crisis without hitting the public with more taxes my thats awful with fear the cabinet approved the 2020 budget with a deficit of 0. 6 percent with no new taxes the salaries of top officials including legislators and members of parliament will be cut in half as part of the economic reform package the central bank and the Banking Sector will help in reducing the deficit by i have dealt 3400000000 are the decisions that we have taken might not fulfill your demands but they fulfill what i have been calling for i will not allow anyone to scare you and its the governments duty to protect your peaceful demands. For too little too late the proposed reforms are not enough to calm the anger people have no faith. They are right they have no faith and no one the government. Prime minister the president and the fundamental people have not made them over the even if they tell them that they were going to do to force the positive for the city i would begin to believe that the way forward according to the protesters involves the government resigning a Transitional Council made up of judges who dont have political affiliations taking over until elections and those elections will be held under a new law whereby lebanon will become one single constituency and sects will no longer just elect their own sectarian leaders. Demands the governing alliance has already rejected the protesters are up against those in power who wont hesitate to use it but there is hope. For many here its a new beginning. Those who are taking part in this protest movement say it is a rejection of the political elite who have been in power for decades exploiting the sectarian system of government at the expense of building a strong state. The states resources to support in their communities some of their supporters. At the 1st serious. The path for political change in lebanon has now been drawn but the road ahead wont be easy so. Is the sense of. Insecurity visit. From the field believed to be going to. Be mobilized within the lebanese the want to live together. Beyond the. Crowds this size protesting for this long young old rich poor Muslim Christian and without backing from Political Parties has not happened in lebanon some recent history a revolution seems to have already happened but the crisis is far from over. Beirut lets go live to Stephanie Decker she is in beirut for us now we just heard at the end. There the crisis over even though these measures have been offered have been announced it doesnt seem like its having much of an impact with the protesters tell us what the mood is like in beirut now. People remain defiant certainly everyone who has been here the crowd has thinned out somewhat now but there were thousands of people here say. They dont want this. Government to solve the issues that they create the old guard of the political elite in this country so were going to have to wait and see these unpredictable times extraordinary but unpredictable times here in lebanon people to find that they will continue to come out and protest we had an incident with that with that with a gang of bikers the supporters of the abbot and hezbollah movements arm movements of movements moving towards the center here in beirut they were stopped by the army but it gives you a sense of just the sense of intimidation or how things can change you have Many Political groups here they do have armed men that they could bring to the streets if they wanted to so its a very complex we have to situation when it comes to the politics they are but certainly the Prime Minister called the head of the army before we had this news of the speicher gag urging him to to protest to protect the protesters in these peaceful protests but also to open the roads because remember this country is remains at a standstill the balance remain closed schools remain closed so theres still a real issue to deal with there how much pressure are these protests going to continue putting on this government also is the momentum going to continue not just in beirut but in other countries i think that were just going to have to monitor the next couple of days in the weekend to see how things are going to unfold because some activists of course asking for the entire cabinet at the step down how realistic is that. I think its going to be very difficult there seems to be no intention of that even we heard from the sector general of hezbollah is that arlo has a very powerful man really has the power with his allies of controlling this government saying that it was not the right thing to get this government to full so there doesnt really seem to be any anyone in the political echelons that want this to happen so it really is the people against. So i think that is a very difficult struggle people know its a difficult struggle but certainly they do say that theyre going to remain adamant theyre going to remain defiant theyre going to keep coming out to the streets or were going to have to gather wait and see how downfall the interesting thing is everyone you also will tell you that they dont know how this is going to they dont know whats going to happen they dont know its unprecedented times. Of course well be monitoring developments there for us for the moment those the thank you. A Turkish Military sources told aljazeera a deal has been reached to allow up to 1000 kurdish fighters to leave the northern border town. This is u. S. Troops cross into iraq as part of their withdrawal from syria reports. Close to the turkish Syrian Border. American military vehicles heading towards the syrian iraq people with a kurdish residence in the town of could be sleep through fruit and specifically to try to. Run away like the russians says this man that. The kurds of Northern Syria say washingtons decision to pull out its soldiers who are trained for and worked alongside the kurdish fighters in the battle against myself was a stab in the back. They say the green light to launch its military operation against them. The military campaign has caused an outcry against President Donald Trump at home and abroad critics accuse him of exposing the kurds of Northern Syria to the 2nd largest army in nato weakening the fight against eisel and losing influence to syrias allies russia and iran. The u. S. Defense secretary says military cooperation with could his fighters was aimed at defeating eisel in the border areas with turkey and nothing for our mission was to work with by whipping through the s. D. F. To defeat isis. We believe we defeated the physical caliphate of the isis in march and but no where in there was that we would fight a long Standing Nato ally and in defense of the kurds to enable the establishment of an autonomous kurdish state. Turkeys president received the one says kurdish fighters in Northern Syria are aligned with the outlawed Kurdistan Workers Party that has been fighting turkey for decades he calls them terrorists and says they Must Withdraw to a proposed safety zone approximately 400 by 30 kilometers along the border to which Syrian Refugees in turkey can return a 5 day u. S. Brokered cease fire seems to be holding but Kurdish Forces have not withdrawn from large areas of the border or the one has promised to resume military operations against kurdish fighters in syria if they dont withdraw behind the proposed safety zone area by 17 g. M. T. On choose day he will be in sochi on tuesday him to meet the russian president unlist say russia has a plan for potential reconciliation between turkey and syria but cannot guarantee that turkey will not restart its military offensive if the kurdish fighters dont leave the border that there was a political to which the dialogue is necessary between the kurds and damascus and of course dialogue between turkey and syria is necessary in which we are also prepared to play a role playing kerching such direct contacts the kurdish estat for alliance with the Syrian Government is purely a military one analysts say were a long way off any long term political solution which begs the question what is the Syrian Government and its russian backers have for the kurds of Northern Syria the priority at the moment is to prevent a resumption of the fighting but at this stage according to the demands being made by president all the while it seems unlikely that Kurdish Forces will fully withdraw from the border in time for aljazeera sunnily off in the turkish Syrian Border. Well meanwhile speaking at a Cabinet Meeting in washington u. S. President donald trump said he never committed to remaining alongside Kurdish Forces in Northern Syria we helped the kurds and we never gave the kurds a commitment that wed stay for their kids 400 years or protect them theyve been fighting with the turks for 300 years the people know of. And nobody ever committed gee if you do this were going to do that were going to stay with you forever nobody ever said that weve secured the oil if you remember i dont want to go into iraq i was a civilian so i dont power over it but i always was thinking against going into iraq was not a great decision but i always say if youre going to keep the oil same thing if keep the oil we want to keep the oil and well work something out with the kurds so that they have some money they have some cash flow maybe well get one of our Big Oil Companies to go in and do it properly. Thousands of people are back on the streets of the chilean capital santiago protesting against the government the United Nations is calling for an independent investigation after 11 protesters were killed during rioting over the weekend hundreds more have been injured or arrested during the violence which began after a hike in the price of public transport thats since been scrapped but the unrest remains the president has extended a state of emergency to 11. 00 regions across the country and that nighttime curfew is in place lets go live now to my Noel Raffaello who is in santiago for a seminal tell us a little bit about whats going on there now. Sure its a very tense moment that were having now in the chilean capital there were about a few 1000 people that were gathered here only about an hour and a half ago protesting peacefully banging pots and pans continuing these protests that have been going on for several days now there was a large crowd of police and military that were here in the scene that were here in the scene and they began to use they began to use tear gas they began to smoke bombs to disperse the crowd if you can if you can see behind me what were hearing chants from from people is for no violets people calling for peace people saying that theyre demonstrating peacefully and since the government has already backtracked on all the decree that would increase because of the metro people are now protesting a larger list of things were talking about individuals from all sectors of Chilean Society that have come together to continue in these protests and one of the main one of the main issues one of the main list of demands is for the police and the military to to stop what theyre referring to as repression against Peaceful Protesters but just remind this exactly because this was all sparked by a hike in the price of public transport that was scrapped is. A clear idea of all protesters want now. Thats part of the confusion that were seeing now on sunday evening the chilling calls are smart for an extraordinary show session to ratify a reversal on these measures that would increase the cost of the metro what weve seen is actually an escalation of protests since then so people are no longer protesting the issue of the increase in the metal prices there theyre protesting against against any against pension reform there is the protests against a low minimum wage the protesting about increasing inequality across chile its a long list of grievances they have and right now the biggest anger that people are showing apart from a deep distrust of the National Media is anger against the way that the military and police have responded again using tear gas using smoke bombs and there have even been accusations of police using live fire to disperse the crowds here in the chilean capital mother whereupon the will be checking in with you to see have the story develops in the next hours for the momentum and will wrap around santiago thank you. And still ahead in this half hour of news a stark warning from bolivia as Opposition Leader after delays in getting the final result of sundays and lection. And yet another setback for britains Prime Minister is he tries to push his brakes a deal through parliament. Heres some probable good news for an old europe and not so good news for western europe just watch the satellite picture this is the train the conveyor of right its been running for a few days but look whats happening and its sudden flank this is a breakaway area of cloud which will eventually turn into a circulating low so all the energy will go into rain thunderstorms Severe Weather actually in Southern France and the eastern side of spain the west and the problem of trading typically but that does mean this conveyor has gone from the sun will come out over a quieter Northern Europe for the most part now and take you over that tween tuesday and wednesday now and this is the Development Area they will be flooding in spain and france are this that could be some tornadoes a potential damage is there the rest of your foreign and its still warm in the east not 30 but certainly in the twentys well above where it should be for this time the year so thats whats happening in europe but of course the western med connects to Northern Africa particularly to algeria and morocco the picture in morocco on tuesday is a wet one is in the Atlas Mountains flash flooding seems quite likely and again the rain does move eastwards wednesday is only a small improvement yet as sponsors look fine the coast maybe not. The environment doesnt know any boundaries what goes out into the environment goes around the world. And crowns that its a very modern way to do probably. The measure of. A little mystic population. Hello welcome back heres a reminder of the top stories on aljazeera protesters in lebanon say they want to give up this by the government approving sweeping Economic Reforms a Turkish Military source has told aljazeera a deal has been reached while our up to a 1000 kurdish s. T. s fighters to leave the northern border town of ras. And thousands of people are back on the streets of the chilean capital santiago for another day of antigovernment demonstrations. Bolivias Opposition Leader is warning the results of sundays president ial election could be manipulated to stop the vote going 12 runoff only 83 percent of the results have been released by the Electoral Commission president ever morales is ahead with 45 percent of the vote with Opposition Leader catalyst meza on 38 percent just short of the 10 point lead he would need to avoid a 2nd round accuse the president of halting the vote counts to change the result but alice says he is waiting for the rural votes to come in well John Heilemann is live for us in the plaza so john the opposition candidate said were going to a 2nd round of the government said no on the sara lee so where does that leave us. Well it leaves us with a scene that i think if we pan around slightly here you can see here lots of protesters here outside of the hotel where the electoral tribunal or apparently workers from Carlos Mencia this is party mainly these are opus ition supporters so basically 33 percent of the. Counted and then suddenly it froze up weve been speaking to analysts who said that thats quite unusual usually the preliminary vote in make believe it does keep ticking over through the night so that was something that made especially support opposition supporters doubtful particularly as it was showing up to that point that theyre kind of economists meso was going to be in a head to head run off with president marleys thats quite an achievement given the fact that president ial run is one where landslide was in the last 2 elections so this Morning Press Conference where i found myself was pretty serious about this lets have a listen to say. A single people. We want to denounce that the government is trying to prevent us going to a 2nd round the money into that was clearly established on sunday following the orders of the government of evo morales the Supreme Electoral Tribunal stopped the vote count of 83 percent but we know it has the rest of the information and we demanded make it public. So john why is there so little trust between the opposition and the electronic sources was the 1st time was sunday night. Was pretty much all of this what happened he said the president of iran in some ways sort of was a time to change the constitution from time to say that you had to call random house she asked the people if they wanted that referendum now really they said no and then he did so anyway he went straight ahead and the electoral tribunal let him do that now analysts also say that its made up of government. Thats why he decided to buy this. So he says it was going to trust really. Was a country in which many was trust the city state apparatus with. The elections know the latest news and they said they will be frozen up for women recount the election try to insert told us they start to go boom the boat over to the post doesnt have 50 percent of them counted yet it is a poll saying that they dont talk to the c. Was i think if it says its true the growth of the steroids and there was this the 1st 3 to get it through the. China with the latest from among a very vocal demonstration there johns thank you. For large Drugs Companies have reached a last minute settlement in the United States in the 1st of many federal court cases over their role in a massive opioid addiction epidemic the 260000000. 00 settlement came hours before the trial was due to start in the city of Cleveland Ohio it had been seen as a key indicator for the 2600 other lawsuits across the u. This. Helps us address the mitigation of the terrible damage thats been cause theres still more to go in and were going to continue to work on it john hendren has more now on the settlement. In a potentially landmark settlement 2 communities in ohio that have been hard hit by the Opioid Epidemic have reached a settlement in a lawsuit with 3 drug distributors those are Amerisource BergenCardinal Health and mckesson and with the israeli opioid maker teven that settlement is worth 260000000. 00 for those communities and they were asked whether that is enough the leaders a each of those counties Cuyahoga County and Summit County in ohio they were asked if that is enough money and they said it might be it might not but they really needed the money to treat people in those communities right away number of people being prosecuted in prison and also undergoing drug rehabilitation in those communities that was part of a larger prosecution in which thousands of cases were consolidated in a cleveland courtroom thats a 1st federal case in the Opioid Crisis that his killed 400000. 00 people over 2 decades now that case keeps continuing to go through the court system it began this week however there is talk of a settlement for 48000000000. 00 that would be the largest settlement in the Opioid Crisis yet. The british Prime Ministers push to have a straight yes or no vote on his brakes a deal in parliament has been blocked just 10 days before the deadline to leave the e. U. The speaker of the house of commons said the vote was too similar to the one held on saturday and wouldnt go ahead catherine stansell has all this is not persuasive the application is another blow for Boris Johnson as the october 31st deadline looms the speaker of the house denying a meaningful vote on his brags its deal todays motion is in substance the same as saturdays motion and the house has decided the matter todays circumstances are in substance the same as saturday circumstances my ruling is therefore that the motion will not be debated today as it would be repetitive and disorderly to do so. On saturday m. P. s voted to make support for the regs that deal conditional on passage of the Withdrawal Agreement the legislation to implement it johnson was forced to send a letter asking the e. U. For an extension which he never signed now parliament will have to debate the actual Withdrawal Agreement bill with out having had the chance to approve the basic parameters but that too is an uphill battle for the Prime Minister as opposition m. P. s try to add on amendments like a Customs Union with the e. U. And a referendum on the agreement which could drag out the process further. Johnson says any further delay to practice it will be harmful for britain and the e. U. But despite his determination to leave by the 31st some analysts say the Prime Minister will find it difficult is an irritant for the government because the reason they were hoping to have a meaningful vote before tabling Withdrawal Agreement bill is firstly because its a legal requirement but also because doing so would allow them to have a kind of up down vote on the principles of the deal and that would kind of allowed the do a sort of show of strength to create momentum behind the deal and they would hope that that kind of Fragile Coalition is in favor of the deal would be able to carry on throughout alleges that process the house of commons is such a vote on the Withdrawal Agreement bill on choose day the result will be very close but even if Boris Johnson gets the support that he needs theres just over a week left before the u. K. Is due to leave the European Union 7 getting everything ratified in that short period of time is a tall order e. U. Leaders may grant a short technical extension if they feel like things are progressing here but thats not 100 percent guaranteed caffein stansell al jazeera london. And canadians are voting in an election which sees Prime MinisterJustin Trudeau facing a battle to keep his liberal party in office to do is facing strong competition from the main opposition conservatives led by Andrew Scheer preelection polls have put both parties neck and neck and i have more on all those stories in half an hour stay with us the stream is next asking if legalizing marijuana can stop mexicos drug cartels thanks for watching. Hi im femi oke am and youre in the street and im really going to live today can Legal Marijuana put an end to mexicos drug cartels join our conversation you can tweet us at 8 a strain on your comments and i live each in chat and you may well be in the story. Mexico is set to fully legalize marijuana that some move proponents of cannabis believe will help the rampant violence but critics say drug cartels with stop trafficking of the drugs will move on to know in drug related crimes like human smuggling and fuel saft regardless Mexico Supreme Court has ruled the prohibition of marijuana violated the constitution and ordered lawmakers to come up with and not just let the framework and the deadline to do so is this week so joining us from mexico to discuss this and ken current one i asked her as landa hes a lawyer and secretary general for Mexico United against crime in mexico city deborah up another low shes a journalist and founder of mexico reporter also in mexico city you know im grillo hes a journalist and author of al narco inside mexicos criminal insurgency welcome everyone to this stream now weve got so much feedback on this because emotions are high people have opinions about this but i want to start our conversation with someone who is involved in this intimately this is Ali Hans Romans razzo hes a professor in mexico and he also advised the ministry of interior on the revision process for this bill have a listen to what he told the string Mexican Congress is about to regulate marijuana force under court order to change the law in order to get away from prohibition after 5 years almost Congress Finally moving along towards regulation this is a huge huge huge and its very important for Mexico Mexico has been invested in that sort of drug war for the last 30 years which has taken homicide rates beyond any historical limit that we have had ever since the revolution so it is very very important that we do regulate drugs in order to move away from that very violent base. So was this a huge huge win is that for your feeling as well what are your thoughts. Well im a little bit biased because im very close to oleksandr so were part of the same gang if you will that has been advocating for a change in policy in mexico we were among the 1st ones to actually advocate for the Supreme Court ruling that eventually authorized us to get personal permits for very want to consumption and demand we are convinced that the quicker we move away from prohibition the better off we will be the reality is that violence in mexico obviously the result of many factors but one of the most important one is the presence of organized crime that it was very evident has been there evident for a while and of course thats weeks events weve had 3 very significant events and the truck running out of it all and he said my law proved precisely what type of venue that we have in front of us how well organized they are and how financially. Important their resources may be so on as we change that logic we will just see those events repeated themselves over and over again and i think people are fed up with violence and we deserve Something Better than being witnesses to an increased level of. You know challenging the state challenging the government or in some cases replacing a state such that the situation where living in mexico its a real value to one for people who are outside of mexico and not feeling or have the tiles on the face of news thats happening those 3 events i quickly want to well want. We had basically 2 events where policemen were killed every truck out and then subsequently got better and the 3rd one died might have brought a lot more coverage within and outside of mexico was a failed attempt to initially capture a chapel and ill beat you on and go see how the organized crime react that they actually were able to seize a cd that we actually seized you know im 46 families and said oh yeah and by effectively extorting procure they are taking the release of the son and they can be defeated you know the effort to impose a you know order of justice so we just saw how the rule of law theres a period you know a few hours because of the sights of the opponent death for the minute but you know you knew that one was going to be in our conversations you had questions you had a meeting it questions what was i go out i mean i am im im a big big found of legalization and them and eggs to the preservation era i think my and my curiosity is 1st of all whether he thinks that there will possibly end of a type that was set a deadline that is getting ahead but also i have concerns as to you have back to its utilizing my own wanders into a. In stopping violence to stay with us from festival because i think thats thats really important because we have you have a deadline of on there is a deadline. Yeah im very hopeful that you know im sure i share the sort of a question but i also share the fact that we have in front of a golden opportunity to finally deliver on what the government has suffered bear in mind that the current government controls congress so the only thing that is really required is political will they dont need to negotiate they dont need to talk to anybody else they dont need to act and deliver on their promises and this particular promise is included in the National Development plan so its basically part of their agenda and we big question here is whether the president will ultimately controls everything today is sympathetic and actually calling site without agenda so that we will know in a matter of a few days and if he doesnt deliver then we know that we dont have you know symmetry between what is being said and what is being done. So you know i want to bring you into the conversation here because when we asked the question to her Online Community will legalizing marijuana help reduce violence in mexico we got back several answers this one stuck out to us this is all of our shuffle says maybe 20 years ago it might happen what do you think of the why now when the fact that this is a little too late. All the time what he said about 20 years ago can drop cartels were not as powerful were not as violent as they are today 20 more years i mean they could be making. Say 30000000000. 00 every year setting drugs to americans plus the stuff they do in mexico so over 20 years thats like you know 650. 00 resources going to that theyre buying drugs from the states that frightening and thats why the heavy weaponry we see the violence topic today in mexico but i still completely supportive of. One in this endeavor i do not think it will likely reduce violence in the short the problem is the drug cartels already practically all the heroin that can already they are trafficking all the crystal meth already on with all the cocaine in both human smuggling and if you go to the United States right now documented you have to pay money to the mexican cartels to do that. Mexico has to deal with this problem of drug cartels who are taking chunks of the country and what we saw on sunday that was mentioned was a 100 drug Cartel Hit Man rising up and taking a major city 800. 00 guys with guns which classic olds were spiffed the catalyst. If you really wouldnt use the power from them then you need to start to talk about legalizing some drugs however president Lopez Obrador i think is confusing this argument about ending the war on drugs the idea of ending the war on drugs is to take money away from these groups not to surrender to these groups and allow these kind of actions that happen. This is where you are taking us to fill your 2nd thought here about the idea that just legalizing maulana will help mexico with its drug cartel and drug go ahead have more to say. I mean there are there is a basic economics in this and now argument which which my 2 colleagues will already know about marijuana has long stopped being the cash cow that it was the cartels 20 years ago you know as weve seen state level legalization happen in the United States a black market continues to exist in mexico used to be the biggest supplier of ilLegal Marijuana to americans but as you can now buy illegal weed of all strengths and sizes and flavors in the u. S. The demand for matt meagher up for mexico has gone down i took a brief look at the customs and Border Patrol see just before we came online in 2013 i was teasing all in 2000000. 00 pounds of marijuana at the u. S. Borders per year and thats dropped to a quarter of a 1000000 this year so you know as you know mention these are wholly Drug Trafficking organizations and increasingly were also seeing a drop in the in the demand for heroin paste and theres been a sperry very important switch to synthetics both in terms of what the Drug Trafficking organizations are producing and what people are consuming not talking about spencer now which is killing more americans in the United States than any other drug im talking about methamphetamine which is a huge killer United States and increasingly a problem in mexico and this is where a lot of the organizations are start focus their energies on in terms of drugs as well as obviously cocaine but but marijuana has long been. And probably the least important part their portfolio so i feel like ok lets take those revenues away from them and thats gray and like like you know and i absolutely support the end of prohibition of with any of your. Tax that you can regulate but just marijuana i think its not going to make im sorry but i hate a pessimistic i think sense of finals i think that concept is way bigger than this i mean this is a 1st step towards regularizing over regulating all drugs i think what we shouldnt just do that is that we need to open to discussion and not one is a 1st step but by definition i mean anything that we leave in the context of prohibition is something that they are going to crime will be very happy to organize and to keep for themselves so the discussion here doesnt end with what he wanted it starts with what he wants and he should go on to every single substance the state should have never relinquished control of this substances as it does for example regulate tobacco or alcohol or medicine it needs to regulate everything because anything that the state does not regulate it is regulated but its a real it regulated by youre going to strike which then fuels their all their activities by multiple lives in the economy of that market so there you see those funds to diversify into other very significant activities you know i was referring to so they they dont need to there are you surprised theyve already been diverted what we need to stop is their economic power that allows them to have so much dominance you know all of those other activities and body one i get is a 1st step towards a long term process we take and vacates to get to where we are today you dont take a few years to improve things but and then we start working in that direction well just see more dramatic events like those of last week and im glad you raised that deborah in the 1st place because so many people are in line are i thinking the same thing this is james whos watching live in you tube he seems has laughed out loud its the its the cocaine that is worth the money in the end that it means another person writing and watching life and as the big problem is really not associated with marijuana its more like methamphetamines and cocaine so several people on the same wavelength but i thought here your answer to that one so keeping that in mind i want to play a video comment from someone else this is a lot of smoke or make shes a chair in mexico us for lesions at a university here in the u. S. Syracuse and you know i dont give this to you heres her thought. The decriminalization of marijuana in mexico wont actually do much to alleviate the current security crisis south of the border the majority of drugs are actually consumed by those outside of mexico and tellingly the United States and on top of that the decriminalization of marijuana doesnt address issues of corruption impunity and we saw that was on display this past week in mexico with a series of massacres in places such as we track on and get randall and most telling in the capture and subsequent release of the son of the chopper guzman in the streets of qui a common scene aloa on thursday so all of this goes to show that the stew criminalization is basically a bandaid and it doesnt address the root causes of whats driving mexico to be so violent today you know and what do you make of that and how to then address the root causes of this so i differ with somebody is ideas are we have to remember that marijuana even if the amount of marijuana going to the United States has been reduced we still have. Reduced by drug cartels go to the United States as we speak so there is still people who are buying cannabis by we in texas you pay 20. 00 for that 20. 00 go to a drug cartel that money is going to mexico that is used to buy guns that is used to pay our sas ins look carried out horrific murder and i mean weve all heard the numbers but the humanitarian catastrophe is where you have mass graves with 250 bodies where you have many red parents crying the quantifier and that disappeared too good because the capacity that needs to be addressed now to study that which is a band that i do agree with its not going to solve all the problems this is a major difficult long term crisis to deal with but you have to start somewhere so if you do that i and i dont you know if. Ok look if you talk about corruption you have to deal with corruption would you do with corruption by taking away the drug money if the drug cartels are getting lets say 30000000000. 00 a year from selling drugs americans you know we dont really notice that estimate that that is a huge amount of money to bribe Police Officers to bribe politicians so again you fight corruption by the same party to want to reduce the black market drugs and the same time with you know rehab programs for americans who are taking heroin for taking crystal meth who is spending again. Ever into the conversation he had about us like i had that look i had. I mean i agree with you and on to a certain extent but you know what i would argue is that the drug cartels in mexico are aggressive aggressive capitalist organizations and one thing that i actually been impressed by last 2 years is how they recognized the Market Opportunity that the synthetic fuel expansion was off them so what you see yes marijuana is still a revenue stream for them but its small and they have proved themselves absolutely capable of adapting to changes in demand for drugs so i think they will quite easily replace any in any Revenue Streams a view that marijuana secondly i would argue and again im im im citing things that was that was that. This has to be a bilateral that when you look at the violence thats playing out in mexico yes its domestic market to recreational drugs this growing but legalizing drugs on this side of the border is only going to be you know its only part of what has to be a huge bilateral effort if the United States doesnt start moving towards legalizing tokay methamphetamine heroin then those products will remain in there you know the high levels of demand that they are today so i would say its a bandaid but i dont think interest is this is a small step of the burial process but im very certain small step is better than nothing at what youve said basically true in a sense the u. S. Has not really is already working in that direction so why should you expect that not to start with us 30 states have some way of regulating marijuana in some cases you know were where we have no hard data supports the fact that about is a good look a lot of the oregon watching a very good information as to why it is now being dealt with as what it should have been all over time which is relate a problem not a safety problem which we turned or converted those into by prohibiting goods which. You know from one who doesnt have to have the time to explain or understand this this is very similar to alcohol prohibition and i know there are some critics that say that its different but the very basics are very similar and nobody would dispute with me that the u. S. Global group vision was a good decision it was actually a devastating one and very bad work well this is very similar proven gross any benefit for anyone except were going to explode so the minute we have the money we were better be able to do a different direction and i think i think mexico also needs to move towards a change in culture and something because mexico is a very concerted society and to have this sort of criminalize ation and marginalize asian drugs and i think preservation is a very very important step towards that deborah as that culture changes there is a question about what to do with those who are left behind namely farmers i want to share a video comment we got from someone who wrote this piece her name is zahra and the headline of this piece you can see where she stands mexicos historic opportunity to get cannabis right and she sent us this video comment have a listen hi my name is our snap from instinct in mexico this week the Mexican Senate is debating how to regulate cannabis and this will include 3 access routes cultivation for personal use which has been recognized by the Supreme Court cultivation in association and a regulated market which must put at the center the communities that have cultivated illegally and that must now have the opportunity to transfer it to a regulated legal market using social justice and reparations to change the conditions of our country so how best to center those communities that she talked about. I think thats been one of the fundamental tension in writing this bill too is trying to bring in structures and institutions that are going to bring in the impoverished farmers and and humble farmers in the mountains to 3 years have survived on marijuana and cultivation that to me is is a key part of making this work offering them alternatives to be part of this new legal industry. Which is yet to be seen whether thats been baked into the barrel that would be one of my concerns last time i was in the mountains you know a lot of which initially was a better rate farmers were telling me that they make bad sound of marijuana that they were driving i what i would i would bring another concept we were talking about a cultural barriers and the like and i would dispute the fact that reality what we have been having for many years is a lack of information the reality is that the government has systematically. Wanted to support the drug prohibition thats a valid policy to tell us you know life is like because of your children its because somebody thinks the reality is that its never worked so the minute we have hard facts and information about whats really happening i can tell you the culture goes away the reality is we need to understand the size of the problem too dont understand the size of the solution i would i would find it very difficult to for anybody to say that what happened in quebec and lost there is a part of our culture and something we going to change i would say its because i think that we need to have part fact thats why do we want to Say Something to you because you mention could a con i visit. Debras instagram site and then i also i 1st had. A twitter account and they showed very similar pictures youre talking about a part of the wealth of internet me so this is not going to be a shock to you but audience when we show you. From just recently this is fun Deborah Instagram feed this is for the benefit of our audience. Ok. And the comment is a little is accurate and the comments of why this looks like a movie this is this is this is real life and then let me just switch across to here this is from you on twitter and he read this and again cooler cant shooting at police never 50 or write for mexico 50 caliber rough rifle excuse me again look at this quick this is extraordinary so when you were talking about political will all we need is political will but this isnt a bad place where the drug cartels are so powerful house what you will how is that a no. But i think political will we can change we can change the laws we can change the principle not enable the guys to buy those the reality is that theyre not buying them because theyre very patient or because theyre very competitive or because theyre real interpreters the only reason they come by those weapons because they have a monopoly and prudish it gives them the right to actually be the only ones and started to cultivate and distribute and sell goods if that was regulated just as we do again with tobacco alcohol and others the matter would be different i one important thing is that we regulate things differently we dont regulate everything the same because we know the fire and the consequences of using some type of duct is very different so sometimes you know one type of drug may be used for Recreational Purposes like. When its different but you need you need to make sure that you regulate think differently and one of the culture has been this silly idea that we are criminalizing our children on that we want the want to criminalize them because they have access to guns their reality is they have access but we dont know what theyre selling them we just know theyre selling them pills of all colors we need to change and change for the sake of our children and do so as quickly as possible to actually watch you and just very quickly as i write into the show magnify pike i had. Started. With a 50 caliber rifle that is accomplished about drugs about Drug Trafficking those 50 caliber rifles coming from the United States. Evidence that people have to buy those addressed gun shops with the same laws that people apply and shotguns pistols to change you have to feed this conversation and hopefully we do see the money drug cartel top project to buy such weapons i want to close from our community with this video comment we got from want to live a protocol data her thoughts on this moving forward. On the legalization of marijuana as a way to fight organized crime and violence in mexico this is not going to be an effective strategy because we need to remember were not talking about drugs or drug policy were talking about criminal station that have diversified directivity is that have access to high caliber weapons and we need to write their strategies they can adapt very fast to the needs of the market that provide for the market the drop the debt that the markets need also we need to understand his needs additional problem while we need to fight this problem fighting corruption and building institutions needed for this effort a perspective of one person of course many more comments online as well thank you to i guess thank you while on and depor a you for talking about the idea about decriminalizing marijuana and the impact it may or may not have this conversation continues online in usa monica myself ate ice cream the next time take everybody say you say. These are the top stories on aljazeera protesters in lebanon say they wont give up despite the government approving sweeping Economic Reforms the Prime Minister announced the measures in an effort to diffuse the biggest protests in years against the ruling elite. Reports. The although the people have spoken calls go beyond fighting corruption they want accountability and early elections and they say they arent leaving the streets until that happens protests are growing by the day the lebanese government however is refusing to step aside instead it is offering a plan that is supposed to fix the economic crisis without hitting the public with more taxes my last i phone within my old maclet fear the cabinet approved the 2020 budget with a deficit of 0. 6 percent with no new taxes the salaries of top officials including legislators and members of parliament will be cut in half as part of the economic reform package the central bank and the Banking Sector will help in reducing the deficit by of down to 3400000000 the decisions that we have taken might not be to fill your demand but they fulfill what i have been calling for i will not allow anyone to scare you and its the government doing. To protect your peaceful demand. But too little too late the proposed reforms are not enough to calm the anger. Minister. Even if they think that there will be more positive. I would begin to believe that the way forward according to the protesters involves the government resigning a Transitional Council made up of judges who dont have political affiliations taking over until elections and those elections will be held under a new law whereby lebanon will become one single constituency and sects will no longer just elect their own sectarian leaders. Demands the governing alliance has already rejected the protesters are up against those in power who wont hesitate to use it but there is hope. For many here its a new beginning. Those who are taking part in this protest movement say it is a rejection of the political elite who have been in power for decades exploiting the sectarian system of government at the expense of building a strong state that view the states resources to maintain support in their communities now some of their supporters have risen up against that the 1st and the serious challenge. The path for political change in lebanon has now been drawn but the road ahead wont be easy so i think the most important thing is the sense of. Me. Believed to be protected and be mobilized to the narrative that would be nice to live together i think thats a possibility beyond the. Crowds this size protesting for this long young old rich poor Muslim Christian and without backing from Political Parties has not happened in lebanons recent history a revolution seems to have already happened but the crisis is far from over. What goes up into the environment goes around the world and ultimately this then layer of topsoil. In generations to come this Senate Agriculture committee is considering a bill that would ban the export of dangerous pesticides farm workers from abroad told lawmakers yesterday of Devastating Health problems from exposure to chemicals made by American Companies coast to reagan former morio zimbardo used to grow bananas for export to america until he believes the pesticides sprayed on the plants made him and 800 other workers and. He told a Senate Committee there were times when he virtually bathed in a chemical that u. S. Companies and officials knew could render men impotent if a chemical is banned or unlicensed as too dangerous to use in america should it be morally wrong to export it somewhere else aside from morality many experts believe americans are eating these pesticides can produce grown over see the socalled circle of poison. We know the circle poison really started for me years before when i was in the peace corps in afghanistan and my wife and i were in this little remote northern town called has absolutely nothing to do there and. We were bored and one day. We picked up some food from the American Embassy when we were in kabul and she was reading the ingredients on the koolaid packet that shed gotten which shows there was a lot of greed in telecom and she said holy cow theres cycle mates in the us i said wait theyre banned about the Us Government how could a banned substance end up in a poor country like afghanistan and so that started the investigation where i started to realize that systematically anything that was banned or heavily regulated or restricted to run registered in the us was being allowed by the Us Government and in fact encouraged to be sent overseas almost as compensation for the companies for losing the us market. Pesticides pushed on grounds that its a very modern way to do. I remember. Years ago reading a book that india is on to develop because it doesnt use pesticides and weve made poisons the measure of progress and catalytic this its called god some countries it is so beautiful it has some of the best Health Indicators in the world 100 percent literacy. And you go and pray parson. You know so again you so. You actually got us into the office. For certain categories of really unique is the 1st response in our custom back to for a series on animals. Initially the people were really happy because the snakes are dying the cause of dying so the nobody will know your color will come and catch you if you can so youre happy you can walk in the plantation freely because all the snakes are gone but in a years time they found that the chicken is also visible. To your spark then they found that they can no longer keep dogs because the dogs again. Suddenly you have the facts of this of your own human beings and when the impact became physically human beings like. The one we call brain in the man. People born with old limbs in certain cases people born with you and then there are things outside the body you named the human disorder which can happen to a body you see in constable and. Then be active and then and then to understand the issue of. This is that and aside from the local community generally they were not to tell every adult that in fact its a place that they can pass. There is no source of other source of pollution in that area because except for standing in each city that also not initial every discussed of a the basis of the letter and then slowly even the minister. And collecting the information they said only relates that now these things can happen. Probably the signs and symptoms was in really early ninetys like 919293 thats going to be here by someone it was a. This names of stuff hes suffering from a lot of us. So so the national this head of awfulness will be yes and were going to all of the spectacle. Of some fun living in cuba and. You perceive the u. S. Government as one of the just for the corporates are starting to be demanding to do in the u. S. Abandons to distill the news to the next will be to africa and asia even after 50 years theyre doing the same the it is very unfortunate. Forgat dropped from brain leader of the brain or in gas bombs but the enemy rated you with gas against your community there is no reason for there are planning. Before world war 2 there wasnt widespread use of pesticides there was reliance on some of the goods but during and after world war 2 when Companies Began to develop these chemistries for war they were looking for new markets for the same chemicals and so turned to food in agriculture after war and things like organophosphates which. Where nerve poisons when then pushed into agriculture many of them are still used mites might spread and. Without war we would never pass decides thats maybe thats an irony maybe maybe not but one way or another way this is what we ended up with in the early seventys it was clear we had problems Health Problems environmental problems weve never experienced before thanks to pesticides thats when the u. S. Government in the act of 51 provision of which allowed to continue production and manufacturing the pesticides that were not permitted for use here to be exported overseas that set up the whole regulatory loophole that created this allowed the circle poison to come true. Limited data from the e. P. A. In 2013 revealed that banned restricted an unregistered pesticides a manufactured in 23. 00 states to export only the e. P. A. Doesnt track the volume or final destination of these pesticides which are then applied to crops like coffee tea cotton fruit and vegetables and may indeed be imported back to the u. S. As pesticide residues on these foods the f. D. A. Only inspects 2 percent of imported produce so the true risk to the u. S. Consumer is unknown. Theres a contradiction here because i think when you look at Nuclear Technology were very careful in how we export that technology but you know i think one of the Major Concerns weve got to admit is that where we worry that an abuse of that technology or misuse of that technology will come back to her the United States in some way or another we need to have that same attitude with pesticides. You know when i step back and really think about the scope of what weve done its been a giant terrible tragic experiment it goes way beyond past asides to a specialist lead paint to flame retardants to all kinds of products Drugs Pharmaceuticals that. Were not properly studied and cleared for safety before we turned them into products all those products and all that export and all the damage thats been done for decades the 1st politician that really took notice of this was president jimmy carter when i was gay regular leave office i had exhausted by effort to get congress to pass it but we had all the material to show that we were doing something it was basically unscrupulous or illegal or as International Law goes but the manufacturers of these dangerous materials and i dont wish for so palpable that they obstructed what i did so they were they i could do with issued executive order as a last resort and it precluded the distribution of sale of any material basically overseas that we couldnt safely present to consumers in america i wanted the brand made in america to me to mean something. That i left office they descended on president reagan while reagan and he agreed. To protect their right to continue selling. The sides and pliable clothing and on prove or disprove drugs. To people overseas as a manufacturer to get rid of it and not to have a big loss. For the 30 years after i left the white house the issue is still unresolved and i would say that at this point they are powered employers all Unscrupulous Companies and their lobbyist. Is even more powerful than it was when i was in the white house. When we speak of the circle poison we most often think of the danger to American Consumers we think of foreign grown food senator leahy was the 1st elected official off to president carter order to try to stop the 2nd poison by introducing 3 bills in 1900. 12 when i 1st suggested we have a lot of pushback. I lobbyists in the senate we had the people in the senate who realized that it is important to stop to circle poison and we passed. Once i got to the house representatives walked his frame to work lot harder. And they were able to stop it from being in the final we tried mightily to work on saturdays weekends Everything Else. How on the bill but could not get that part through. There are very powerful interests and make a lot of money by side of things they know are contaminated and the fact that we might be able to make money and create a few jobs here and poison people in other countries where theres a bet as best us or lead paint or something we shouldnt do that. Its rumor you just center. Youre the lead op that allows all your members to be able to say i fully agree with you or i got what youre talking about thats correct go ahead. Thank you mr chairman senator lugar i would like to. Welcome the other 6 exact Senior Executives of n. A. C. A Member Companies to join me on this panel today. One of senator leahys main opponents to the bill was chave room mr of room has represented the Pesticide Industry in washington for nearly 3 decades dance rhythms state an argument in 1900 with senator leahy and others as it is today is that. We would rather that the United States be a principal source providing proper texan tools for farmers around the world and the incubator if you will for innovation for that kind of Product Development and the follow on stewardship that Companies Like those that are based here in the United States can and do provide over the years rather than having those needs served by product producers pesticide compounds from places that other than the United States. You think youd find everything sacred you figure to find a whole lot more. Perhaps a little of both i will tell you when the agency undertook its investigation last year we did find a number of violations. And filed a number of cases against companies it was the 1st time that we had really enforced j. Vroom also had lies within the government. Of the e. P. A. Also opposed to suckle a poison bell so take the case to linda fisher she was an e. P. A. Official who argued against a circle of poison bill during the 1st Bush Administration after that she went to work for months on top actually as a lobbyist after that she went back into Government Back as a high official of the e. P. A. In the 2nd Bush Administration and since then shes become a high official at department is a perfect example of how the revolving door of officials moving in and out of government regulating pesticides and other toxics and then going to work for the people that produce. The big 6 are the 6 agra Chemical Companies that control upwards of 75 percent of the global has to sign trade and the big 6 names are monsanto dow bear syngenta. M. B. Hello im Barbara Starr in london these are the top stories on aljazeera protesters in lebanon say they wont give up the spite the government approving sweeping Economic Reforms the Prime Minister saad hariri announced a series of measures in an effort to diffuse the biggest protests in years against the ruling elite but activists say they wont stop until the entire cabinet steps that they also want new electoral laws to stop the same sectarian leaders holding on to power stephanie that koreas in the capital beirut the crowd is in doubt somewhat now but there were thousands of people here are saying again that did they dont want this government to solve the issues that they create the old guard of the political elite in this country so were going to have to wait and see these are unpredictable times extraordinary but unpredictable times here in lebanon. Dont want to be done with even. In a get out of a hat on a plane. Probably the most dramatic way to understand the difference between domestic regulation and the lack of regulation once you cross the border as it affects Pesticide Use and people is just south of the border in mexico take the sonora desert split down the middle by an arbitrary border between countries so on one side pesticides that cant be used are being used on the other side they are used and theres evidence of the are facts. In 1998 dr conducted a study of pesticide exposure in mexico she compared the children living in the pesticide intensive yaki valley to those in the nonexposed hotels. After playing catch with the children and observing them dropping raisins into a bottle cap found disturbing differences in hand eye coordination between the groups of children. She. Looked at 4 and 5 year olds and 5 and 6 year olds and one of the things she asked them to do is draw a picture of a person and found that the children in the non examples areas through people just like i think any kid anywhere you could tell they were people drawn by very Young Children many of the children in the highly exposed areas to pesticides just to scramble you couldnt even tell that they were people. E u s n l r r g e in. The woman was on my list looking for men i was it was the 1st one asked usually if you mean that you will be only one of the 1000000. Im in the thankless equation of the time its. All for mobility to be with you stories and not because you need. To be here but i want to write a script as your news was there for malicious or not while all boards are out there because youre honest. So i would do that but a mystic of what ill get up to cant because im proved was a time of the toxic waste. Is a little bit about your level of the little bit of earthly were. A little bit in the book for it theres a pull him out the illustration here. You. One of the best examples of a place where people are chronically exposed to chemical pollution is in louisiana between baton rouge and new orleans along the mississippi where theres 150 Industrial Facilities all along that corridor. In fact the industry calls it the chemical corridor residents they have a different name for it or they call it cancer alley. In many communities especially here in louisiana you can look out of your bedroom window and youre looking at a smokestack and you smell the toxic fumes on a daily basis we have lost historic africanamerican communities because of the toxic exposures from those companies warranting the relocation of those communities and the entire towns of these historic communities have been raised and only thing you now see if theres any value they once existed might be their own cemetery grounds while the facilities have gotten larger and expanded into those historic communities that once lived and thrive in this area. Theres a culture in the state that really gives the industrial corporations running these facilities a blank check. They pay nothing in property taxes they get to do their Campaign Contributions and basically elect whoever is going to be in the legislative control of lawmaking in the state they have a lobby that denies and takes away rights of citizens in the state for health care for Health Monitoring in the event of a toxic exposure. So were in a real sad situation in terms of the pallor that is industrial corporations have in louisiana and Companies Like monsanto along with. Monsantos it is like all big ever come across Companies Highly profitable and highly influential in political circles few years ago the complete. A 100000000. 00 expansion of the round up plan for instance and cancer on welcome our governor bobby jindal and our 1st lady so pretty agenda. Governor jindal whose wife is a former monsanto employee praised the expansion of the round up plant in 2010 every year since then this plant in cancer alley has had the most toxic releases in the entire state. Is really important to remember theres a real difference in any pesticide between is active ingredient which in the case of roundup for example is go ifas 8 verses all the surfactants an urge to go into that for pesticide when its sprayed and to demonstrate this research it had to ponds with frogs in them and in one pond you just put the active ingredient of roundup like to say very little impact on the frogs. In the next pond he put the whole formula devastation 8090 percent depending on the developmental stage of the frog of death in those frogs so that shows you the difference between just an active ingredient and the whole form and it turns out that its are fact and that part of roundup that makes it stick to the crop was so fatal working with the other ingredients in in round so failed of us frogs so roundups legal by the way round up is in the band chemical so one thing its important to consider is on some levels it doesnt matter whether an agricultural chemical has been banned or restricted very much yet because we simply dont know what the negative effects of most of these chemicals will be over time theyre not studied as complete compounds that are isolated narrow chemical tests that are performed on them of course theyre not studied on human beings that would be unethical so essentially its a big experiment and we just dont know whether its regulated theyre not shouldnt private us from speculating and also investigating what are the effects of these legal chemicals some of them may be as bad as the banned ones. The standard of argument against. The health and environment and other regulations in the country in order for exposure is that its harmful to business which is where he is now this business can kill people freely more profitable than if you have to put it into you which do seem to look at if it some people want to know and if you do peer harming people of this just a matter. Of fact its kind of interesting in this country that. Major Industries Like to lead as best as tobacco. Chemical industries have so often succeeded for decades of poisoning people quite consciously you know the person who perfectly well the children are going to die of lead poisoning but you got to make profit of course by the time you get to export its a little more vicious because here whats happening of course is. That the domestic population has become organized enough and active enough so theyre saying you cant kill us a so then the ideas if it will cool will kill people who are more vulnerable and thats what the export is but yes its good for business and that it. Despite these threats sophia and the mothers continued deaf fight they ultimately succeeded in getting a new aerial pesticide spraying within 2500 metres of homes. About 2 years ago the Prime Minister of bhutan invited me to help with become 100 percent about it so what weve been doing in these 2 years is my team goes twice a year and works for the farms and the brittanys come and train at our farm and that are the way we practice and ecological and without it with no chemicals and we have no pests enough at all we have lots and lots of insects. To make old local farms organic would make it the 1st country in the world to convert to a fully organic agricultural system and the sale of pesticides. Has been almost very important because our country has very little land under cultivation and of the whole country and we have only about it percent of that under section ever and off that because of our limited Human Resources we only come to 512 point one percent of the land and to keep that percentage very low percentage of land cultivatable for a long time it has been important for people to make sure that theres enough organic matter so that the soil doesnt degenerate. Because for generations this is only the length that we have to farm on and on to use it up in one. Generation and not leave productive land for the next generation so it has always been a tradition that. The lot of. The British Government has very very clearly decided to not measure growth which measures only how much karma sticks place and of course you can have lots of growth by 1st creating best decides the Pesticide Industry makes lots of profits thats grow people get cancer the same Pesticide Companies sell your patented gobs of medicine thats growth this growth is not measuring welfare. It is measuring destruction death at illness. Decided it was going to make happen is the objective. And therefore they focus on Gross National happiness and the Prime Minister when he wrote to me he said theres only one way i see growing Gross National happiness its by growing. Bhutan is not alone after seeing the devastating effects of Pesticide Use in their communities Small Farmers around the world are turning to sustainable methods of agriculture. It again and im going to be an ac went down your liberal. As it is yes say that we were in it there were iraq there are a time when its gone. Not around again he says he on from media has the gun you are less a nazi as a muslim and also knows dorsett there is a on your side that has implemented cliches the logic and the net on the tone of get almost in there a lot more joking aside the rossetto. He went and sought out the name of the 10 men to the motor locus of way but it was hed seen a loosening want people to give me god. And i see lexie thing if i shook as an idea but he ducked it in and i thought that it made there we had to take up and we figure yes at the end im not signing up to dallas we dont need just one with reporters any good night yes if they do it and they mean its immunity i guess and what i have found in my 25 years of working with biodiversity but going to build ecological Agriculture Systems is that chemical free boys and free Agriculture Systems which intensify ecological processes which intensify biodiversity produce more food and money attrition but thats the way we must cope precisely because the populations increasing. Keys does he embarrassed released of our media has to come its nothing me i get what i news sisto local sort of on the border and it has eunice is the most are on the quite interesting point i use against the media a focus of course the chanteuse appropriate say me again monita gave us if you see mentee a sip then on up because youre in that place he has a use for asian i mean pick or knows him. Work at that hour is the last time you released him an illegal in front of people in age of consent is he not up with it be it can month they need not even the susana. Is that. A look. Since 2003 gannett bizarre in carolina has helped Small Farmers give up chemical intensive agriculture to deliver safe sustainable produce. This Farmers Market was inspired by the growing organic movement in the United States. Where i thought might happen hope my happen it turned out didnt happen this year again a farm bill people started paying a lot more attention and they had a hobby type saying that they detractors called it is now turning into a 30000000000. 00 a year business to only agriculture businesses growing but also more importantly people started asking questions we need people to say we dont want the hazards we dont want to support the hazards we all want to export our chemicals we dont want to import poisons on our food we want communities where food is produced to be safe we want our food to be safe we know the systems exist we need leadership desperately we need an uprising. But you know that. On this planet the better everybody. You know that youre. In or not. Has i would like to focus more rain in New South Wales and victoria but i dont think its going to be much to clades as hes further west. Hello im Barbara Sarah this is the aljazeera news hour live from london thank you for joining us coming up in the next 60 minutes. Lebanons government seeks to ease nationwide protests passing a raft of reforms but demonstrators say they wont give up until the cabinet resigns. Protesters clashed with police and cheerless capital where a curfew has been ordered for a 3rd night after 11 were killed. And theres angry kurds hurled fruit and vege at the parsing american troops in syria president from says the u. S. Never promised to protect them for a. Rally in support footballers in colombia off threatening to go on strike is very demand better conditions fast despite facing threats of having their contract told up if they continue with protests. We begin the news hour in lebanon where protesters say they arent giving up despite the government approving sweeping Economic Reforms the Prime Minister saad hariri announced the measures on monday in an effort to diffuse mass demonstrations against the ruling elite but activists say they want the entire cabinet to step down they also want new electoral laws to stop the same sectarian leaders holding on to power in a hotel has more now from the capital beirut. Often the people have spoken calls go beyond fighting corruption they want accountability and early elections and they say they arent leaving the streets until that happens protests are growing by the day the lebanese government however is refusing to step aside instead it is offering a plan that is supposed to fix the economic crisis without hitting the public with more taxes my thats awful with fear the cabinet approved the 2020 budget with a deficit of 0. 6 percent with no new taxes the salaries of top officials including legislators and members of parliament will be cut in half as part of the economic reform package the central bank and the Banking Sector will help in reducing the deficit by of down to 3400000000 are the decisions that we have taken might not to fill your demands but they fulfill what i have been calling for i will not allow anyone to scare you and its the governments duty to protect your peaceful demand. Too little too late the proposed reforms are not enough to calm the anger people have no faith. They are right they have no faith and no one the government of. Prime minister or the president of the fundamental people have not made them of or. Even if they think that they were the only force positive for. I would begin to believe that the way forward according to the protesters involves the government resigning a Transitional Council made up of judges who dont have political affiliations taking over until elections and those elections will be held under a new law whereby lebanon will become one single constituency and sects will no longer just elect their own sectarian leaders. Called the demands the governing alliance has already rejected the protesters are up against those in power who wont hesitate to use it but there is hope. We dont know whats going to be close to transition. Or not while we go in the fall of the like in 2005. Position this is. This is the be the people who. We are going to be able to do it with. For many here its a new beginning. Those who are taking part in this protest movement say it is a rejection of the political elite who have been in power for decades exploiting the sectarian system of government at the expense of building a strong state that view the state the source is to maintain support in their community now some of their supporters have risen up against that at the 1st and a serious challenge. The path for political change in lebanon has now been drawn but the road ahead wont be easy so i think the most important thing is the sense of liberation would be achieved so fun to live in a difference and revisit the principle that in the district to feel and believe to be protected and the be mobilized within not a defense to be nice to live together i think thats a possibility beyond the. Crowds this size protesting for this long young old rich poor Muslim Christian and without backing from Political Parties has not happened in lebanon some recent history a revolution seems to have already happened but the crisis is far from over. Beirut. Or for more on this im joined now in the studio by james watt whos a former u. K. Ambassador to lebanon ambassador thank you so much for joining us here on aljazeera i mean the draft of reforms really does seem to cover most sames that a new health pensioners obviously some kind of trying to end the corruption support for poor families do you think a that the government means it and the b they can actually deliver on all of this i think there are reformists in the government to take this very seriously and i think the Prime Minister is one of those whos always been pushing for the quite big changes that are needed to solve this very deep Financial Economic and constitutional if you like a problem thats facing 11 of the situations arisen over many years and you might even say for many decades. 3 reforms are not i dont think its to snuff to do a few Economic Reforms i think the need to be a change of mindset and a change of if you like approach the political system its very difficult of course to unpick it spits a little sense that sort of what the protesters are asking for because these reforms arent enough they want the whole cabinet to resign so that in a sense is what the protesters are asking for but is it likely to happen i think the cabinet resigning in itself wouldnt solve anything because who would take their place a bit i think the point the protesters are making in asking the government to resign is that we distrust the whole system and we distrust all the personalities involved in the system whether some of them are former sins on them or not but the whole system has been discredited by the failure to act of seeing similar protests like this 11 before i guess im thinking of the rubbish crisis at a while ago but nothing quite as big to the scale certainly for 10 years so what do you think the governments plan is now theyve passed though you know theyve announced these reforms doesnt seem to be washing with the protesters now what. I think that those who want to reform are very serious about it and naturally we welcome the pressure bringing being brought by bit by surprise because people that want it when the Prime Minister is one of them i mean these are very serious resign and yet is that one and there are others who can clearly see that the country is heading into a really major problem has reached the edge of the cliff economically and financially because of the failure of the Political Class as a whole to respond urgently enough to the crisis which had been brewing for years and ever since early last year when paris was a pledge by all International Donors to provide lebanon with very significant sums of Financial Assistance to see them through this difficult time but on condition of reform so since then some people been taking it very seriously and some people just havent been that has been hoping to to ignore to support to brush it off and to write the write off whatever pressure comes but the pressure on assad come in a very big way bigger than expected. And i dont think anybody should ignore it the structure of government in lebanon is obviously specific and unique really where its balanced among the various secretary and groups what impact does that have if any because its been interesting that the protesters actually havent fallen along sectarian lines they seem to be more it against wider issues like corruption and mismanagement i think you put your finger on it the lebanese people as a whole theyre very loyal to their own confession their own Community Community i feel very proud to be lebanese and want to want to have a proper state that treats all citizens the same so in that sense are not being sectarian unfortunately the constitution and the way its been applied and entrenched if you like over recent decades provides everybody a seat at the table so every single religious confession according to its size has a place in the cabinet a place in the Public Service in the Civil Service a place in parliament and so on so the result is its very difficult to get people to agree and to take clear executive decisions which is whats been needed for a long time and thats still the problem facing the moment just to see how it develops in the next few days and maybe weeks james what former British Ambassador to lebanon so i think you and your. Police in chile have used tear gas and water cannon and thousands of protesters who have again gathered in the capital to rally against the high cost of living chiles been rocked by 2 weeks of protests which the send it into rioting over the weekend leaving at least 11 people dead hundreds more were injured or arrested during the violence the protests began after a hike in the price of public transport thats since been scrapped but the unrest remains the presidency of a stand pineda has extended a state of emergency to 11 regions across the country and the curfew has been ordered for the 3rd night while residents of the capital have spent hours queuing for food and fuel as they venture out for the 1st time since the weekend locked down most schools and businesses remain closed grocery giant walmart says more than 100 of its stores were looted over the weekend and in some cases even burned lets go to mine well in santiago following all those developments for us so the situation very tense obviously ed tell us what its like right now were you watching. It is a very tense scene only about 2 kilometers behind me we had to move to a safer location we had earlier in the news hour found ourselves in a situation we did not want to be and right between demonstrators and police who were using tear gas they were using smoke bombs and Water Cannons to disperse the crowd so we decided that we needed to get back a little bit of a safer of a safer location for us as you mentioned in your introduction there is a state of emergency that remains in effect a curfew that will be renewed again tonight for the 3rd night in a row this means police and military will once again be in control of the streets here in the capital somewhere around 10000. 00. Just under 10000. 00 military personnel have been dispatched to restore order in the streets what we saw today in blasts which is an iconic part of the city its a its a place where Political Movements historically have begun in the past where thousands of people who despite the orders from police to disperse were were committed to continue to demonstrate and demonstrate peacefully is something that we need to stress these are but these are protesters who are chanting no more violence theyre chanting with their arms in the air theyre trying to show that the vast majority despite there being a few people who have who have taken advantage of the chaos and and participated in looting participated in arson the vast majority of people here are protesting peacefully and one of their biggest gripes one of the biggest points of anger and contention during this whole thing has been the response which has been characterized as as as repression people are saying that this is a in a heavy handed response by authorities against mostly Peaceful Protesters but so what are authorities saying about what their next moves might be. Well there was an expectation that that monday morning was going to be a calmer day that the curfew would be lifted after that extraordinary session by the Chilean Congress to reverse course on measures that would bring an increase of the price of the metro that there would be call me on the streets of that there at least would be so many people protesting at this point theres really no way to know whats going to happen next theres so many more demands from protesters so many different sectors of society that that have joined in on these demonstrations and the list of demands is growing longer people upset about low minimum wage people complaining about Pension Reforms people complaining about the rising inequality in the country so there really is no sense of when the column is going to return to the capital of chile monograph either with the latest there from santiago thank you for coming up on this news hour from london for a Big Drug Companies reach a 260000000. 00 settlement here with their role in the u. They run away like rats says this man. The kurds of Northern Syria say washingtons decision to pull out its soldiers who are trained for and worked alongside the kurdish fighters in the battle against eisel was a stab in the back. They say it gave turkey the green light to launch its military operation against them. The military campaign has caused an outcry against President Donald Trump at home and abroad critics accuse him of exposing the kurds of Northern Syria to the 2nd largest army in nato weakening the fight against eisel and losing influence to syrias allies russia and iran the us defense secretary says military cooperation with kurdish fighters was aimed at defeating eisel in the border areas with turkey and nothing or a mission was to work with by with and through the to defeat isis. We believe we defeated the physical caliphate of the isis in march and but no where in there was that we would fight a long Standing Nato ally and in defense of the currents to enable the establishment of an autonomous kurdish state. Turkeys president receives type murder one says kurdish fighters in Northern Syria are aligned with the outlawed Kurdistan Workers Party that has been fighting turkey for decades he calls them terrorists and says they Must Withdraw to a proposed safety zone approximately 400 by 30 kilometers along the border to which Syrian Refugees in turkey can return a 5 day u. M. T. On tuesday he will be in sochi on tuesday him to meet the russian president on lists a russia has a plan for potential reconciliation between turkey and syria but cannot guarantee that turkey will not restart its military offensive if the kurdish fighters dont leave the border that the worst of the political. Dialogue is necessary between the kurds and damascus and of course dialogue between turkey and syria is necessary in which we are also prepared to play a role playing kerching such direct contacts the kurdish a stand for alliance with the Syrian Government is purely a military one analysts say were a long way off any long term political solution which begs the question what is the Syrian Government and its russian backers have for the kurds of Northern Syria the priority at the moment is to prevent a resumption of the fighting but at this stage according to the demands being made by president all the while it seems unlikely that Kurdish Forces will fully withdraw from the border in time for al jazeera suddenly off in the turkish Syrian Border well speaking at a Cabinet Meeting in washington u. S. President said he never committed to staying up to protect Kurdish Forces in Northern Syria. We helped the kurds and we never gave the kurds a commitment that wed stay for their good 400 years or protect them theyve been fighting with the turks for 300 years a people know of. And nobody ever committed gee if you do this were going to do that were going to stay with you forever nobody ever said this weve secured the oil if you remember i dont want to go into iraq it was a civilian so i dont power over it but i always was thinking against going into iraq was not a great decision but i always say if youre going to keep the oil same thing here people who want to keep the oil and well work something out for the kurds so that they have some money they have some cash flow maybe well get one of our Big Oil Companies to go in and do it properly well meanwhile u. S. Secretary of state might pump aoe has warned in an interview that trump is fully prepared to take military action against turkey if needed ellen fisher joins us live now from washington d. C. Out this is perhaps the departure from some of the language we heard from him a little earlier what exactly did say. Well essentially that that donald trump would be fully prepared to take military action if needed but the chances of that happening seem so incredibly small if you look at the situation although everything comes with the caveat of course that this is america and 2019 if you go back to the beginning donald trump essentially gave the green light to the touch to start this operation there was then the cease fire he did threaten the could be some sort of economic sanctions against it and might pump again said that they would prefer to work through economic and diplomatic sanctions before they considered any sort of military action but stop for one second and think if the u. S. Did carry out military action against Turkish Forces in syria essentially they need to remember would be attacking another nato member who could then asked need 2 members to step in and defend them against the action of any 2 member i to that the fact that the u. S. Actually has an air base in turkey as well. The possibility of this happening seems incredibly small this sounds like might pompey or simply saying that theyre not ruling out any possibility at this stage they want to look tough with president and theyre saying look this could be another stage if the economic sanctions dont work but really everything is headed towards economic sanctions if a turkey crosses some red line which is ill defined in fact not even defined by anyone in the Trump Administration interestingly enough as the state department for a comment on what might pompey has just said in this interview in the last couple of hours and they had nothing to add to what might pompey was said so it seems like. The headlines are he did see what he said the headlines are perhaps over hyping this story its highly unlikely the u. S. Would want to get involved in military action particularly as donald trump at the moment is saying he wants to back away from wars in that region which is the reason why he pulled troops out which of course is the reason why turkey sent troops and so i guess in light of all of that if the aim of this statement that might prevail might or might not completely was to intimidate turkey and presumably its not having that effect because it seems pretty unrealistic well it seems the president of the one doesnt really care what donald trump says i mean when he threatened economic sanctions and warned that he could close down the turkish economy and he could do some damage to the turkish economy president of the one seemed unmoved and i think what isnt factoring in any of the calculus when were hearing statements from the white house of the state department of the secretary of state is that president everyone really doesnt care what the american see at this point and tell large degree doesnt really care what they do quite simply because he is doing this for his domestic audience he is doing this because he believes this is popular in turkey and will increase his popularity and so it really doesnt matter what comes out of the state department or the white house or donald trump or might pompey or turkey has a plan of action they were willing to take action for a cease fire brokered by the americans but really they have a plan of what they want to do they have talked about the save zone in syria for a very long time and it doesnt seem as if the president of the one is a boat to back down on that no matter what my computer says at this stage yeah its certainly interesting developments alan fischer with the latest from washington thank you. Israels Prime MinisterBenjamin Netanyahu has failed to form a government for the 2nd time this year netanyahu says he made every effort to form a Broad Coalition but failed to secure support for a parliamentary majority president throw in rivlin is now expected to task and yell centrist rival benny gantz with the job against theres no clear path to a majority and if he fails israel could likely face its 3rd general election since april we force it has more now from west jerusalem. Well after the end of the last of a series of jewish holy days and on his 70th birthday Benjamin Netanyahu admitted defeat in his efforts to try to form a Coalition Government he laid the blame for that squarely at the feet of the head of the opposition blue and White Party Benny Gantz saying that he and his colleagues had rejected all of his efforts to try to form a unity government indeed they have rejected those efforts they say because they are unwilling to sit even in a rotational arrangement as Prime Minister with a man who as netanyahu is is facing indictments in 3 separate Corruption Cases than young is accusing benny gantz of wanting to form a minority government with support from the outside from the 10 members of the joint list the mainly palestinian israeli parties who have committed their support to benny gantz is a proper tensional Prime Minister the head of that joint list grouping has accused netanyahu of inciting against arabs again and he says that he hopes that will be the last time he does so as Prime Minister now the israeli president riven rivlin has indicated that he will give the mandate to benny gantz potentially on tuesday he would then have a 28 day period in which to try to form a government but his prospects either of forming a minority government or indeed of a unity government with could with the could potentially jessops jettisoning netanyahu as prime as Prime Minister in their leader theyve both look extremely unlikely prospect so he may well fail as well if that happens then the mandate would go to the knesset as a whole potentially with anyone from the knesset any member of the knesset who was able to muster enough support potentially trying to form a government him or herself but that too is exceptionally unlikely and that period could well coincide with the attorney generals final decision on whether to indict nessun yahoo or not in these 3 Corruption Cases if there is no government formed after all of this the netanyahu could stay in office until a 3rd election in less than a year that would be potentially in march next year but there may well be a legal challenges to whether a Prime Minister could continue to sit in office while being indicted and so it does seem that there is a very turbulent bumpy few weeks and months ahead in israeli politics. Canadians are voting in an election which sees Prime MinisterJustin Trudeau battling to keep his liberal party in Office Trudeau is facing strong competition from the main opposition conservatives led by Andrew Scheer preelection polls put both parties neck and neck trudeau seen as one of the last remaining liberal leaders in the worlds major democracies but his campaign has been rocked by several scandals including old photos emerging of him in blackface when you like joins us live now from toronto so tell us what kind of campaign has it been. Well less than inspirational if you ask analysts and even the public here we began the campaign with the 2 main parties the liberal party the conservative party neck and neck and those are the only 2 parties that have ever governed this party for the this country for the past 150 years and absolutely no change really along the way a few Percentage Points here and there but both parties polling well within the margin of error thats not to say there werent any issues you mention the scandals that have taken the sheen off Prime MinisterJustin Trudeau that black face scandal you mentioned some ethics violations he was accused of putting undue influence on his own attorney general to influence a criminal investigation that sort of thing and his opponent was not without his scandals andrew share of the conservatives was found to be a dual us canadian citizen about halfway through the campaign that didnt impress people here either one thing that has happened though is the climate emerging as a big issue left wing parties coming forward to say that this was something canada really needed to take seriously and describing mr trudeau and mr scherer as mr delay and mr deny on the Climate Change issue so its really difficult to see were waiting for a few hours to see how the voters vote but if this neck and neck opinion polling is really in the outcome of the voting its really difficult to see how this is going to go in the days ahead so that if its such a tight race how is it likely or how could it i guess be resolved could we be looking at a Hung Parliament perhaps it was just too early to say. Hung parliament looks like the most likely outcome its very difficult to say which of the 2 main parties would have enough seats to govern if you want to govern in canada 3 in a minority you just have to take a chance and not be voted out on a vote of confidence coalitions are fairly rare here in this country but a lot of people on the progressive the left to the liberal side of the spectrum are hoping that the more left wing parties will support a liberal government led by mr trudeau and perhaps do something on the Climate Change issue equally mr scherer is appealing to other parties like quebec separatists to see if theyll support him again canadians really dont know theres a real air of mystery about how this elections going turn out i will find out soon enough danielle like the latest from toronto daniel thank you. The british Prime Ministers push to have a straight yes or no vote on his brakes a deal in parliament has been blocked just 10 days before the deadline for the u. K. To leave the e. U. The speaker of the lower house said the vote was too similar to what held on saturday and could go ahead catherine stansell has more this is not persuasive the application is another blow for Boris Johnson as the october 31st deadline looms the speaker of the house denying a meaningful vote on his brags its d. O. Todays motion is in substance the same as saturdays motion and the house has decided the matter todays circumstances are in substance the same as saturday circumstances my ruling is therefore that the motion will not be debated today as it would be repetitive and disorderly to do so. On saturday m. P. s voted to make support for the break that deal conditional on passage of the Withdrawal Agreement the legislation to implement it johnson was forced to send a letter asking the e. Johnson says any further delay to brets it will be harmful for britain and the e. U. But despite his determination to leave by the 31st some analysts say the Prime Minister will find it difficult is an irritant for the government because the reason they were hoping to have a meaningful vote before tabling Withdrawal Agreement bill is firstly because its a legal requirement but also because doing so would allow them to have a kind of up down vote on the principles of the deal and that would kind of allowed the. Strength to create momentum behind the deal and they would hope that that kind of Fragile Coalition is in favor of the deal will be able to carry on throughout alleges that process the house of commons is such a vote on the Withdrawal Agreement bill on choose day the result will be very close but even if Boris Johnson gets the support that he needs theres just over a week left before the u. K. Is due to leave the European Union 7 getting everything ratified in that short period of time is a tall order e. U. Leaders may grant a short technical extension if they feel like things are progressing here but thats not 100 percent guaranteed caffein stansell aljazeera london. Israels Prime MinisterBenjamin Netanyahu has failed to form a government for the 2nd time this year netanyahu says he made every effort to form a Broad Coalition but failed to secure support for a parliamentary majority Harry Fawcett has more now from west jerusalem. Well after the end of the last of a series of jewish holy days and on his 70th birthday Benjamin Netanyahu admitted defeat in his efforts to try to form a Coalition Government he laid the blame for that squarely at the feet of the head of the opposition blue and White Party Benny Gantz saying that he and his colleagues had rejected all of his efforts to try to form a unity government indeed they have rejected those efforts they say because they are unwilling to sit even in a rotational arrangement as Prime Minister with a man who as netanyahu is is facing indictments in 3 separate Corruption Cases that an yone is accusing benny gantz of wanting to form a minority government with support from the outside from the 10 members of the joint list the mainly palestinian israeli parties who have committed their support to benny gantz is a proper tensional Prime Minister the head of that joint list grouping has accused netanyahu of inciting against arabs again and he says that he hopes that will be the last time he does so as Prime Minister now the israeli president riven rivlin has indicated that he will give the mandate to benny gantz potentially on tuesday he would then have a 28 day period in which to try to form a government but his prospects either of forming a minority government or indeed of a unity government with could with the could potentially jessops jettisoning netanyahu as prime as Prime Minister and their leader theyve both look extremely unlikely prospect so he may well fail as well if that happens then the mandate would go to the knesset as a whole potentially with anyone from the knesset any member of the knesset who was able to muster enough support potentially trying to form a government him or herself but that too is exceptionally unlikely and that period could well coincide with the attorney generals final decision on whether to indict nessun yahoo or not in these 3 Corruption Cases if there is no government formed after all of this the netanyahu could stay in office until a 3rd election in less than a year that would be potentially in march next year but there may well be a legal challenge as to whether a Prime Minister could continue to sit in office while being indicted and so it does seem that there is a very turbulent bumpy few weeks and months ahead in israeli politics. The british Prime Ministers push to have a straight yes or no vote on his brakes a deal in parliament has been blocked just 10 days before the deadline for the u. K. To leave the e. U. The speaker of the lower lower house said the vote was too similar to the one held on saturday efren stansell has more. This is not persuasive the application is another blow for Boris Johnson as the october 31st deadline looms the speaker of the house denying a meaningful vote on his brags its a deal todays motion is in substance the same as saturdays motion and the house has decided the matter todays circumstances are in substance the same as saturdays circumstances my ruling is therefore that the motion will not be debated to day as it would be repetitive and disorderly to do so. On saturday m. P. s voted to make support for the break that deal conditional on passage of the Withdrawal Agreement the legislation to implement it johnson was forced to send a letter asking the e. Johnson says any further delay to brets it will be harmful for britain and the e. U. But despite his determination to leave by the 31st some analysts say the Prime Minister will find it difficult is an irritant for the government because the reason they were hoping to have a means of h. Before tabling withdraw agreement bill is firstly because its a legal requirement but also because doing so would allow them to have a kind of up down vote on the principles of the deal and that would kind of allowed the do a sort of show of strength to create momentum behind the deal and they would hope that that kind of Fragile Coalition is in favor of the deal will be able to carry on throughout alleges that process the house of commons is such a vote on the Withdrawal Agreement bill on choose day the result will be very close but even if Boris Johnson gets the support that he needs theres just over a week left before the u. K. Is due to leave the European Union 7 getting everything ratified in that short period of time is a tall order e. U. Know that investing in women. Its not just the right thing to do its small its economics because theres a Ripple Effect that spreads into the Wider Community so lets take a look at how this works. In this film we had to Papua New Guinea where women have come up with creative approaches to Family Planning they have to because the nearest clinic might be many hours travel away in the developing world the risk of dying in childbirth goes up when women have more than 4 children but having bigger families is often due to lack of access to Family Planning rather than making a positive choice this is where dr parikh comes in team found that talking to men is a great way to help me. My aim in life is to ensure that all of them only jail him with my people to improve their standards of living. My name is indeed curricle im a Trained Medical doctor and i started my career with trying to take a step back and see what this country really needed. Or the population growth in up and give me is increasing. What were feeling its really the pressure off its increase and this is faced at all levels of our way of life. Actually having more children that they need and thats off. Limits on the theory that we have. Know the plug im no closer. To him not much. Money really. So me. So much so many health. Both in sight you can even look and. Certainly. You can. Second bundle me in 5 years or so to some extent. To stop at the Family Planning local markets only. Weekend. So. Ill be going to see that she may. Get me. To marry me one name. Where. We have. And provide services in Family Planning especially. Well outreach really important because it provides access for that people going to remote areas you would find at the very inaccessible Long Distance that they have to walk through to get to the nearest health center. We still have on the way to grow up and be nice to the rain is quite rough contempt sufferance geographic and its very difficult to get to the most remote rural villages. Which can only go as far as when the road ins and often mostly have. Having to carry one dead well we have a sense of loss of mind. With the climb mountains and this walk is definitely going to be more than a mile in the distinct bit of an image that locals. We think service is right through the clients doorstep its always been a one way approach its one thing taking efficient and effective he said its been a very to the people but if they dont think it then you know it has to come from both sides really. Its a consumer at the end who will of course use it mr khan civilized not winning then yes it could be a waste of resources in essence. Youre right that for governor romney. We always thought especially for the men in the highlands that they would be the Biggest Barriers in terms of accepting caution me a Family Planning. This is cant see my my hes leda off the village bit with the city so you feel you must have one member. Pasted became a lifestyle one of any importance that i thank you next basically and my mom wanted to pass him toss him that made me better not passive not minox but you know. Somebody mama dont know so snoop i mean look im not a clam im a kid ok we must find another place to be unique in another grandma and. We of course have come up against challenges in having your Family Planning since provided to the communities we work with full of the fire resistance kitchen it comes from men. Ok not a bad road to me plus a toggle mary believe look im going to put him in plain clothes. Fine emoting was in a display im going to make him want to destroy and be nice also no more let me give move if you want to know a little got a novel coming close you dont all day and stopped us in our sleep not a thoughtful display probably making a meal out of him or marry me. Look in connection in plain ill certainly believe him when im Something Else some creation god given to make him yours or mine i mean stop me let him watch them stab me like that in a minute and he got. More pity more ill say more disclaimers i may not like at least i miss it no and can come up as a lot i was mr sam made. Me stop lenos immediate stop and listen stop bloody him we had no emotion or listen more blood would put him in plain some one problem on my muscles by and it amazes me that American Companies would carry a pregnancy and yet again make comments about you know the Reproductive Health of a woman and there is this is where they talk about irregular bleeding which i dont see is a big problem as compared to a woman dying in delivery of a pregnancy. Man i can see that as head of the family head of the family you are the Decision Maker so in this industry any what with them is really can sure that he continued to play his role but in doing so he also accepted that planning a family is also his role. On interview i think im going to skip over certain is has become very very popular in this province they have heard about it and then once they had it we have come across that wouldnt they you know that in a boom world. Need so Outreach Coordinator for one of our outreach teams based in mason highlands province hes a registered nurse himself and hes also a stick to me to provide. Golmaal was able to help some of the men in the religious a map for that effect on me procedure so hes currently talking to them about their decision of having an effect on me god bless that youve got all. Those i broke some unbelievable what they were because when i said to me why things about it and were the only thing worth and really went into the open to what i thought i want to mean when or so no you probably do it is that latinos im no want them to look at them or let them know. Something we know will contain through all of history and i are going to vote present in as an apple as much like you but im inside. I mean the benefit for every kind of the bush not fair militarist the problem is that im carrying on but most of the complications are for them but as for being reduced. It will decrease the Maternal Mortality rate and even more telling to reach for the country boys right now its quite hard. Leaving. With. Population distribution weve seen that what the present under 15 years of age now thats a very important statistic for sexual Reproductive Health providers because its face that this is what the percent is going to become that reproductive age is on and that we have to have contact with them before they move into the age of reproduction its just the right thing to do that will prepare a future generation for the issues that we are trying to tackle now. Imagine the contraceptive pill this time as you know its usually referred to as the morning after. We actually meeting im group of young people so basically out talk is to tell them what to do and how. Contribute to the governmental stopping in one month i mean. The above was for that. Long with a comment and say its really to generate the crowd. Was the was the i was i was i. Was was i was if with wont stop talking then people stopped you see some people walking away at the entrance of the crowd. But this he can sustain and we coming week even key message out then he continues to sustain that attention. Some grounding to that can make where we had. Our team dad doing with a dummy prestigious on some of what plants so i have an opportunity to speak to that there is provide and see how do you avoid basically. Weve got rather blunt here weve gotten from really really really really want to we have a group of men who have had a vasectomy have some awareness of plastic to me but they would like more more detail about the procedure and when date to fix this actually t. V. T. V. Which theres a lot of from low very low level of a file when they said no need. Look youll. That archer its male dominated they have to solve a sect or its a way of giving their Decision Making role back to that man because they already did the shame make us so when they decide for less they kill me theyre basically playing their own. You know the roof blew off with us were going to merge you mean it was impossible luck to you you find that men become more responsive when they have small focus Group Discussions because once one asked a question then it just goes gets to go in you. Need last minute law so look worse the sniggler posse. Can make a move you know what. You bust him now if you bust in the 123 days theres really really no work even though all your stuff was there because instead of policing bill muscle really will give somebody a walk so that they are going to affect in the killer control of the mission after the recession they were going for a 1. 00 to 1. 00 counseling and then at the end of that counseling it besides any features is their procedure of course they go into the procedural. Operation was all the more i mean of the robbers. To go pretty low but they give you less than 5 or 6 really. Well recently moved you know. Before. The beginning me. Beginning. To see space not start in the south. Family. Traditionally popping in men dont ask and with their high increase the population and distribution continue will be an issue. Len basically means well not so when it comes to distribution i think theyre the people accept that if you have more children to distribute you have a small portion of them to give to each child and then they think about the future when these children have children and eventually their portion being divided will be subdivided again so when people are given opportunities for them to think about it they realize how much thats going to happen so maybe they should discuss it and thats thats how we take them down they can. All come down to forgive him some not go see. Him somebody die you know who. Fights like a composer no compasses in the where and more how must now grown. More almost thats the. Middle give me a good. Its about. Fighting in this it doesnt take that long. Theres no sophisticated type of instruments that reduce. Our approaches are they they can work in a way because theyre more. So this one of the contribute in fact that it. That the many lakes there are never any any you know like. A set of procedures. In. Doing for sec to me at this stage is really for people who didnt receive that knowledge in the stages of how to plan so now theyre doing a respirator spectors kind of Decision Making when they realize that i have 4 maybe i should stop so its more reactive at this stage but this will progress and as the program gets bigger its my hope that people will become more into planning their family mode so they can decide on the methods and not be reactive with the decisions they make in family plenty. When a woman can decide for her what and how many children she wants him how many years spacing in between it actually imposing we thought she realized. That some of his connection between family size and quality of mature and you hand you become economy clear we can buy gifts. For Family Planning does shape life when you do Family Planning you ensure that a woman finishes head. Shes able to work in any of them and with that she is able to share choices and have a long lasting relationship with their partner and feed and clothe and educate their children that they have. I have 2 daughters. Id like to leave this world a better place for them. Where they feel empowered. And they can make the sions for themselves. In germanys capital there is a barber like no other sort of put it to. Mark geragos from across what you have. But as his city changes hes moving with the time. And going on the road. The stories we dont often hear told by the people who live there. The master barber of brooklyn this is erupting on aljazeera. Across the United States indigenous families are searching for their loved ones for relatives of people who go missing finding closure is often impossible people are meeting here to raise money for the search efforts of the young woman advocates and family members have started to raise awareness about the high rates of violence that disproportionately impact indigenous communities most Tribal Police departments are understaffed and under resourced another factor is that tribes dont have jurisdiction over nonnative americans for all crimes there but a lot of concerns of the federal agencies dont respond that they dont take these crimes seriously a lack of evidence is the main reason federal officials give for declining to prosecute crimes on reservations that shouldnt be the end of the discussion. There should be then a ok lets see what went wrong in this case why the is no evidence or why the evidence isnt good enough and make sure that doesnt happen again. A litmus documentary on aljazeera. This is al jazeera. Everyone on come out santa maria and this is the news from aljazeera lebanons Prime Minister unveils emergency Economic Reforms hoping to diffuse the antigovernment protests but demonstrators skeptical people have no faith. They are right they have no faith and no one was. Also in the news the u. S. Begins with drawing from syria and its troops now across into the northern kurdish region of iraq chiles president declares his country is on the war and what is another overnight curfew violent protests show no sign of letting up and for us drugs Companies Reach a multimillion Dollar Settlement for their role in fueling the Opioid Epidemic and thus avoid try. Hello everyone protesters in lebanon are standing their ground despite the government approving sweeping Economic ReformsPrime Minister saad hariri announced the measures to diffuse one of the biggest demonstrations in years against the nations leadership but activists say theyre not going home until the entire cabinet steps down well start with this report from beirut where. All. The people have spoken calls go beyond fighting corruption they want accountability and early elections and they say they arent leaving the streets until that happens protests are growing by the day the lebanese government however is refusing to step aside instead it is off. A plan that is supposed to fix the economic crisis without hitting the public with more taxes my. Dear the cabinet approved the 2020 budget with a deficit of 0. 6 percent with no new taxes the salaries of top officials including legislators and members of parliament will be cut in half as part of the economic reform package the central bank and the Banking Sector will help in reducing the deficit by a belt 3400000000 are the decisions that we have taken might not fulfill your demands but they fulfill what i have been calling for i will not allow anyone to scare you and its the governments duty to protect your peaceful demands. Too little too late the proposed reforms are not enough to calm the anger people have no faith. They are right they have no faith in no one the government of. Prime minister the president the fundamental people have not made the will even if they think that they were the only force positive for so i would begin to believe that. The way forward according to the protesters involves the government resigning a Transitional Council made up of judges who dont have political affiliations taking over until elections and those elections will be held under a new law whereby lebanon will become one single constituency and sects will no longer just elect their own sectarian leaders. After all the demands the governing alliance has already rejected the protesters are up against those in power who wont hesitate to use it but there is hope they dont know whats going to become whole with the transition is going to happen or. Doesnt. Go to a position of the sun as though this is the belief of people who come from everywhere and were all going to be able to do it or the usual im not in a position to for many here it. New beginning. Those who are taking part in this protest movement say it is a rejection of the political elite who have been in power for decades exploiting the sectarian system of government at the expense of building a strong state that state resources to maintain support in their community now some of their supporters have risen up against the 1st and the serious. The path for political change in lebanon has now been drawn but the road ahead wont be easy i think the most important thing is the sense of liberation would be achieved so one of the livery differences even isnt considered in the industry in the field and believed to be predicted and the be mobilized within that and if that is to be nice to live together then i think thats crossing the way beyond the. Crowds this size protesting for this long young old rich poor Muslim Christian and without backing from Political Parties has not happened in lebanon so recent history a revolution seems to have already happened but the crisis is far from over. Beirut. With us now from washington there was an adjunct professor at the George Washington universitys school of International Affairs for us thank you for your time i was struck by one of the protesters we heard in that report who was basically saying the people have no trust they have no faith in the government makes me think that hariri could promise the world right now and theyre not going to listen ill buy until he goes. That is absolutely correct what we have today is a crisis of governance in lebanon the people who are in the streets in their hundreds of thousands just are unwilling to listen for whatever the the the officials on the platform are going to offer their sense is that theres been plenty of time for the officials that time and again deliver on past promises and they failed one of the more interesting things thats happening was unprecedented really in lebanon is that each of the communities are taking on the established political powers in that very Community People are very aware that they dont want this to be a sunni versus shia or a muslim versus christian so we have revolts within revolves in various communities of people trying to overthrow the political order that they feel has done them wrong its hard to strip away of course all that anger towards the government and the leadership themselves but if we did and just looked at the actual reforms package which mr how do you has put forward do you think those are the kinds of things the kind of rules which can actually make a difference long term to the lebanese economy. Well i mean some of those d reforms are to be applauded no doubt the problem is whether theyre going to be implemented or not and again the people have no trust that they will be implemented i think the point that weve got to walk away with here is that any way you slice it lebanon is in for very difficult times the Socio Economic model that lebanon has employed since the end of the civil war in 1900 is simply no longer sustainable lebanon is already facing a nascent. Currency crisis we have we have had bread shortages fuel shortages that people cant get access to dollars which you know lebanons a dollar rise a commie and any way you slice it lebanon is forced in for tough Economic Times ahead so my concern is that the euphoria that were currently seeing in the streets which is fully understandable these people have achieved more than anybody thought that they would is going to be followed by a very hard crash landing so everything youve described there all these problems is that what you may know by lebanons year of fire i noticed that was the title you guys to an article you wrote i think it is today actually in that we are looking at yes a very long term thing but also this past year it just ramped up a whole lot more. Lebanon has already faced a very difficult year i mean this article is references an incident in lebanon where you know a father set himself on fire for being unable to pay the tuition of his young daughter the indignity that people are have have been having to suffer and unfortunately will continue to suffer in the near future and then again another demonstrated demonstration of the just systematic corruption that the system suffers came last week when wildfires ran havoc with the country and the government was simply unable to respond so the lebanese have already had enough with not just this government but the entire Political Class that has dominated the country for the past 3540 years the problem is that there is no clear and viable solution or no clear path for the road ahead and of course this is primarily about socioeconomics but lebanon is in the middle east and obviously paul takes and geopolitics of iran and saudi arabia and the United States are also playing out in the background oh yes fed us right talking to you really interesting thank you for your time my pleasure. Now we move to other news president obama trump has defended his decision to withdraw u. S. Troops from Northern Syria thats where ankara has been fighting against kurdish backed fires has trouble washington never agreed to actually protect syrian kurds forever a White House Correspondent. They fought and died for years alongside United States forces in the effort to defeat eisel but u. S. President donald trump is defending his decision to withdraw u. S. Troops from northeastern syria allowing turkey to attack the kurdish fighters but we hope the kurds and we never gave the courage and commitment that wed stay for their 400 years of protest that theyve been fighting with the turks for 300 years a people know. And nobody ever committed gee if you do this were going to do that were going to stay with you forever nobody ever said that trump has faced bipartisan criticism in the u. S. Congress about the troop pullout and his decision to drop turkey sanctions as part of the cease fire agreement that expires on tuesday. And despite anger at home and abroad trump maintains the ceasefire is holding even as turkeys president wretch of thai air to one is vowing to continue his military campaign the white house has promised to lift sanctions placed on turkey as part of its cease fire deal but trump isnt ruling out more in the future we have a power that nobody thought we heard to the extent to all sanctions its called tariffs all tariff the hell of it their product coming here they said tremendous amounts of steel to the United States and other things trump also maintains his goal is to keep a 2016 Campaign Promise to bring troops back to the United States his defense secretary who is in the region traveling to saudi arabia late monday says some troops may remain in syria to secure oil fields well others continue fighting against eisel in iraq. The purpose of those forces a purpose of those forces working with the s. D. F. Is to deny access to those oil fields by isis and others may benefit from their revenues it could be earned given the tenuous nature of the cease fire agreement with turkey Democratic Leaders in the us congress are promising to introduce their own bipartisan sanctions against turkey to reverse what they say is a humanitarian disaster unleashed in syria by President Trump kimberly help at al jazeera the white house a couple things to bring to before we speak to a guest about this 1st the u. S. Secretary of state has just given an interview indicating washington is prepared to take military action in the region if for quiet where we see American Interest at stake or fundamental norms around the world that need to be enforced will use all the powers that we have you suggested the economic powers that weve used will certainly use them will use our diplomatic powers as well those are our preference weeper for peace to war but in the event that kinetic action or military action is needed you should know the present trump is fully prepared to undertake that action. And then the turkish president says the military offensive in syria well he says its not a land grab project type one criticised his allies for not supporting what he calls a finds against terrorists. We have polished our offensive in northern parts of syria for 120 hours thats why this is in a crucial time those 120 hours are nearly over tomorrow i will travel to russian president Vladimir Putin for talks and after that we will take the necessary steps all right heres mark kimmitt now former assistant secretary of state for Political Military Affairs he also advises the Iraqi Government on military operations nice to seems to commit more lots for us to talk about lets start 1st of all with Donald Trumps and systems that washington never agreed to fully support the syrian kurds or protect the syrian kurds forever is that more about a domestic audience there drew bringing troops home rather than the issue of actually protecting an ally no i think thats exactly correct Jonathan Cohen the current us un ambassador had spoken many many times about the relationship with the kurds being tactical transactional and temporary those were the 3 ts that guided the policy otherwise turkey would have never allowed the use of the y. P. G. In our operations in the 1st sense tense it was only this temporary nature a nonbinding commitment to the kurds that allowed us to continue those operations without any outside interference so is all the outrage justified i wonder of this that well look at it and think well allies should probably look after each other long term but the way youre describing this is always been flagged up and it was a it was a transactional thing in the 1st place. No thats exactly right that was a policy from day one and i am surprised at the reaction here in washington d. C. I am afraid that people have a tendency not to read or look back on history but from the outset this was meant to be a temporary relationship not a long Term Alliance between the kurds and the United States ok lets move on to some of the things we hear might pump aoe talking about potential military action now its quite one thing if a nato country gets attacked and we know that the chances if a nato country is attacked then the other nato countries will come to its aid but this idea of tonights countries being involved the u. S. Potentially taking action do you think its a real threat well 1st of all i look back at the transcript and the actual interview and it was interesting that at the very time that question was asked it was more about iran i think what secretary pompei a was trying to say is the restraint that President Trump showed in the at cake attacks in the attacks against the takers that restraint should not be confused with an unwillingness to use military force now in the case of the kurdish situation in Northern Syria i think the president would be boxed in if in fact a significant number of americans were killed by Turkish Forces at that point i suspect we would be looking at doing a military response but i dont think that anybody is suggesting and certainly not secretary pompei o that the United States would take unilateral action against a nato partner that would end the alliance but if President Trump wants to take action he talked about other action against turkey doesnt he talks about completely destroying its economy and thats not the same thing but its still pretty aggressive stunts. No it is pretty aggressive stuff but. One has to remember that that weve always had difficult relationships with our nato partners france in the sixtys pulled out of the military Alliance Great britain in the eightys refused to allow cruise missiles to be based on their countries i think we need to understand that alliances are just that they are groupings of people put together for specific purposes rarely are alliances made up of friends ok mark kimmitt joining us from washington today thank you for your time sir heres whats coming up for you on this news hour well be live in canada on election day the latest on what is a neck and neck race also the israeli Prime MinisterBenjamin Netanyahu gives up on forming a government find out who is set to replace him. And in sport football is in colombia threaten to go on strike despite facing threats of having to make contracts or not. The latest from chile now where the government has decided to enforce curfew in areas across the country for a 3rd consecutive night after another day of violence earlier monday Police Used Tear Gas and water cannon to disperse thousands of protesters in the capital santiago has been rocked by 2 weeks of often violent protests at least 11 people have been killed and hundreds more have been injured the demonstrations started over an increase in the price of train tickets which has since been scrapped. Well early on monday residents in san diego spent hours queuing for food and fuel many shops and businesses were attacked during the protests rejoin walmart says more than 100. 00 of its stores with the weekend in some cases that might most schools and businesses remain close his month with us now well into the evening now about quarter past 8 in the evening and in santiago whats it like there now with the curfew and. Come on were now about 20 minutes into the curfew and if you could be here around me this is what its been sounding like for the last 20 minutes. Back again now for the 3rd night in a row this is whats known as a cassette a lot so people are walking out of the balconies of their of their apartment buildings and theyre banging on pots and pans this is a way for them to continue to protest without having to go outside of their homes and risk arrest now that the curfew has gone into effect this evening a state of emergency remains in effect here in china and so do the protests despite these this curfew there are still hundreds if not thousands of people who are defying the curfew or continuing to protest and continue to face off against authorities we mentioned that now the military is out on the streets trying to regain control of the streets trying to regain order if youre in she like and this is been one of the biggest points of contention for demonstrators as more sectors of society continue to join in these demonstrations the list of demands against the government continues to grow no no longer are people protesting the the increase in the price of metro theyre now saying that theyre angry about pension reform theyre angry about the low minimum wage theyre angry about the increase in the inequality in general in the country here in charlotte i want to listen few statistics that were just put out by the National HumanRights Institute theres been a 1003. 133. 00 people that have been arrested since the un rest broke out 88. 00 other people have been injured and 11 people at least have died within the context of the ongoing political crisis again this is one of the biggest things that people are angry about what theyre characterized as a heavy handed response from authorities against mostly Peaceful Protesters and all so manuel curfews in place state of emergency standards military on the streets what it seems though that thats not making a huge difference at this point i wonder is there any thoughts about what happens next. Thats a great question and its on everybodys mind what happens next there was an extraordinary session of congress on sunday to ratify the reversal of course on that increase in price for metro that was an expectation that monday would be a much calmer day that perhaps people would still be out protesting i dont think anybody expected there to be this much on rest again on the streets of the chilean capital on monday there were well over a 1000 people in part of cape cod which is an iconic part of the city its historically been a place where Political Movements begin and for now even the even from what were hearing from protesters with this growing list of demands theres no telling when when the unrest will subside from all. The rubble in santiago thank you. Canadians are voting in an election that has Prime MinisterJustin Trudeau battling to keep his the ball policy in Office Facing strong competition from the main opposition conservatives preelection polls show both parties neck and neck though of course trudeaus campaign was rocked by several scandals including old photographs of him in blackface with daniel likens fronto forests to top of his i dont know whats the feeling today about i guess how those scandals and things might actually affect how people vote. Will come on its really difficult to say because as youve said throughout this campaign hes been neck and neck Justin Trudeau neck and neck with his conservative challenger a rookie party leader Andrew Scheer not really clear that the black face scandal that scandals that affected mr sharon himself including discovering that hes been concealing the fact hes a dual us canadian citizen were not really clear that it really move the voters all that much the big motion had to be in more left wing parties that have actually done quite well the greens and the left of center new democrats were just starting to get the 1st results in from the most easterly part of the country 5 times owns 5 different swathes of vote counting going on here and its really difficult to predict anything out of what were seeing so far it really neck and neck is the way its going to be until we get to the most vote rich parts of the province like here in the toronto area where some say the election could be won or lost right so im just looking at the clock about 20 past 7 in the evening where you are i think when might we get some sort of indication and based on what you just said. Well the polls close here in a couple of hours about 2 hours time just over 2 hours time and not just here but also in the french speaking province of quebec Something Like 4050 percent of the canadian population lives here and this is likely where well get a pretty good indication of who is going to win but even then its not clear at all that anyones going to get a majority mr trudeau had a pretty good majority in the 2015 election a couple of months ago it looked like he was probably going to get reelected with another one and then things just seem to soften for him in his opponents came on so really even after we get this vote rich part of the country counted it could just continue marching across the country and go right down to the wire in the middle of the night local time before we know what the results going to be ok a long night ahead for you then down your lack for us in toronto thank you israels Prime MinisterBenjamin Netanyahu has failed to form a government for the 2nd time this year and to now he says he made every effort to form a Broad Coalition to fail to secure support for a parliamentary majority president riven rivlin will now have to know whose centrist rival benny gantz to try to cobble together a coalition he will get 28 days to do so and if he fails israel could likely face its good general election since april here is how he foresaw in west jerusalem with more. Well after the end of the last of a series of jewish holy days and on his 70th birthday Benjamin Netanyahu admitted defeat in his efforts to try to form a Coalition Government he laid the blame for that squarely at the feet of the head of the opposition blue and White Party Benny Gantz saying that he and his colleagues had rejected all of his efforts to try to form a unity government indeed they have rejected those efforts they say because they are unwilling to sit even in a rotational arrangement as Prime Minister with a man who as netanyahu is is facing indictments in 3 separate Corruption Cases than young is accusing benny gantz of wanting to form a minority government with support from the outside from the 10 members of the joint list the mainly palestinian israeli parties who have committed their support to benny gantz as a prop attentional Prime Minister the head of that joint list grouping has accused netanyahu of inciting against arabs again and he says that he hopes that will be the last time he does so as Prime Minister now the israeli president riven rivlin has indicated that he will give the mandate to benny gantz potentially on tuesday he would then have a 28 day period in which to try to form a government but his prospects either of forming a minority government or indeed of a unity government with could with the could potentially jetted status an ng i was prime as Prime Minister in their leader theyve both look extremely unlikely prospect so he may well fail as well if that happens then the mandate would go to the knesset as a whole potentially with anyone from the knesset any member of the knesset who was able to muster enough support potentially trying to form a government him or herself but that too is exceptionally unlikely and that period could well coincide with the attorney generals final decision on whether to indict nessun yahoo or not in these 3 Corruption Cases if there is no government formed after all of this the netanyahu could stay in office until a 3rd election in less than a year that would be potentially in march next year but there may well be a legal challenge as to whether a Prime Minister could continue to sit in office while being indicted and so it does seem that there is a very turbulent bumpy few weeks and months ahead in israeli politics. In the news ahead tens of thousands of people in sudan are back out on the streets will be looking at whats driven them theyre also looking at political. Breaking down a president ial election thats led to protests and left millions of people confused and support bangladeshs tour of india could be in jeopardy after the cricket has announced strike action. How is the cold air thats coming down from the Higher Ground and the war over texas is what produced this line of tornadoes some damage which im sure you have seen while the line is still pretty active if i take you overnight to get to daylight on tuesday it runs all the way eastwards through the ohio valley and eventually we end up with this position doesnt look quite as tornadic but still the rain is there from there where out through washington and wrapping around this eastern side of counter now behind it the air is still code not severely so theres been a snow returning to washington oregon for example however the plain states and down through texas its quiet now and the temperatures arent excessive douses come down to a more reasonable 20 for the same sort of pattern exists on wednesday druggy bit colder air into the northwest particularly see the Higher Ground is warming up and he gently in dallas in the right has stopped in washington now we have a very active weather rain wise in panama and costa rica that hes going to continue with the next day or so. Is trying to reassure allies in afghanistan that it is committed to finding a political solution to years of fighting despite the fact its reducing the number of troops in the country defense secretary marcus made the comments during his unannounced visit to kabul mohammed as will. The presence of american troops and afghan. Ston has long been a controversial issue on monday secretary of defense mark and the top u. S. General in afghanistan told a News Conference in kabul the pentagon has been quietly reducing its troop numbers over the last year or at least 2000 weve reduced or authorized strength by 2000 here so theres a constant look as a military commander to optimize it for sure and what its based on is understand the risks to the force risks of the mission and look at it in terms of capabilities as to try to reassure allies by saying the move doesnt mean the u. S. And the taliban but those talks failed after President Trump playing the taliban for a surge in violence. And there has been an increase in attacks in recent months mainly from the taliban and ice a linked groups adding more pressure on local Security Forces afghans are also waiting to find out who won last months general election the results have been delayed because of technical problems both parties to the conflict progovernment and Government Force are equally responsible for the killing of civilians and people i really tired with the violence and want something to be front and they know that both the United States and the taliban have failed already and thats what theyre looking for. And actually. As the future of afghanistan remains uncertain theres no official indication of talks resuming with the taliban or what the departure of u. S. Troops will mean for security in the region here mohammed al jazeera. There is confusion over the interruption of the result interpretation of the results of bolivias president ial election and that sparked protests in the past the electoral of 30 years only released partial results incumbent president evo morales is ahead of his rival callousness neither candidate has an outright majority which means there may be a runoff meserves accused of stopping the vote count to change the results. We want to denounce that the government is trying to preventers going to a 2nd round. That was clearly established on sunday following the orders of the government of evo morales the Supreme Electoral Tribunal stop the vote count of 83 percent we know it has the rest of the information and we demand it make it public has gone home and now in the past i think i was right the 1st time when i said interruption to the vote count however has there been any further update to the numbers. There has been a further update almost 24 hours after that wreck the count suddenly froze and it was a really cleared up why it froze its now been resumed and were now a point in which were heading with very close to a point in which president evill morale is high is enough of a majority to win this out right in the 1st round its less than one percentage point and theres now 95 percent of the votes in now thats going to make a lot of people in bolivia very very skeptical about this because generally weve spoken to a couple of analysts about this generally you usually know the same night of the actual vote the rock the count can usually tell you in that same note that there wasnt really any explanation about why it was frozen the organization of american states which was sort of the only external body that was observing in this elections put out a tweet the morning after saying that the electoral tribunal needs to explain why they froze that preliminary vote count a nice to start get it going again we actually talked to people from the electoral tribunals well they said to us that it was about avoiding confusion and avoiding fake news and they were just going to go straight to the the full vote count all of the acts coming in and that was going to be the one they were going to go with so why theyve suddenly gone but this preliminary vote count now is a little bit of a mystery and as i say theres people already protesting outside with the electoral tribunal working and this isnt going to sort of lift up muito so even though we are still waiting for the official results john are people starting to talk about starting to think about another vote a runoff. Yeah i think people have been thinking about a run of for quite some time here prior to the elections because the polls have been saying that president ever more rallies who in the last 2 elections has won by a landslide more than 60 percent of the vote and each time he has lost popularity here and for the 1st time in quite some time theres been a credible challenge in Carlos Messer this is a former interim president he didnt do that well in his time as an interim president but since then hes become a journalist hes had his own Television Program and hes become sort of a respected intellectual figure in bolivia and he was expected to push president ever moralise hard and the the the results that came out in the preliminary vote that was 83 percent completed as of last night showed as weve been talking about that he was within the range to push for a runoff he was even celebrating last night that he got into the runoff and as we saw he came out this morning he said that he thinks the government is dealing behind the scenes manipulating the numbers for fraud so we have to see what emerges now what direction the preliminary vote takes is 95 percent this reported wont have to wait that much longer but if that does turn into a 1st round victory for evermore liz i think that we can expect to see more protests here in bolivia ok thank you for that update John Heilemann in the past supporters of independence in spains catalonia region want the Prime Minister to hold talks with the separatist leaders hundreds of them once again rallied in barcelona the regional capital protests erupted last week after 9 separatist leaders were jailed over got the news 2017 independence bid which itself was declared illegal Prime MinisterPedro Sanchez visited to barcelona on monday to meet police dealing with the protests he shrugged off the call to meet the catalan regional president. His in bustling with more. These Pro Independence demonstrators have gathered outside the interior ministry which theyve been pelting with paint and eggs and theyre calling for the resignation of the regions interior minister this is that a day of demonstrations since the sentences were handed down to those cattle and separatist leaders for their focus has shifted to men now more concerned with Police Brutality they blame the National Force for the violence seen on the streets of us alone over the last few days which injured a number of protests is 13 of us still in hospital that also calling for their leaders to sit down and tools and earlier today acting Prime Minister producers was actually in barcelona on a surprise visit he was kept far away from press and protesters and again no fools from the council and president came to order to talk with him instead sanchez said to a very strongly 2 worded less accusing him of failing to restore public wouldnt failing in his public duty and many here see that as a missed opportunity there is another side to this story earlier we were at the National Police headquarters where spaniards had brought flowers thanking the police for their work because 48 percent of do believe in the unity of spain what both sides do agree on is that they dont want to see a return to the violence that is damaging the image of the city as a Tourist Destination hotels are already reporting a 30 percent drop in bookings both sides one dialogue but with elections just 3 weeks away it seems the government is more focused on reelection. Now for Drugs Companies have reached a last minute settlement in the United States in the 1st of many federal court cases over their role in a massive opioid addiction the agreement follows a tentative National Settlement last month in which the York City Council make it purdy sama agreed to pay up to 12000000000. 00 the full story now from john hendren. The leaders of 2 ohio counties walk out of a courthouse and into a landmark settlement in the United StatesOpioid Epidemic we are the poster child tag a county has seen thousands of people die and the last several months and the last several years scuse me and and its a tragedy in Summit County was no different this settlement with 4 companies is worth 260000000. 00 critics call that pennies on the dollar but ohios summit in Cuyahoga County has called it money they need to cope with the crisis now people are dying now we have to deal with these issues now so the fact that we were able to get the money in the short time frame is very helpful and thats one of the motivations for settling this deal settled claims against distributors Amerisource BergenCardinal Health and mckesson and the israeli opioid manufacture to have a in a statement the distributor said while the companies strongly dispute the allegations made by the 2 counties they believe settling the bellwether trial is an important stepping stone to achieving a global resolution and delivering meaningful relief to have a declined to comment the Pharmacy CompanyWalgreens Boots Alliance did not reach a settlement saying in a statement that the Company Never manufactured the drugs nor sold them to socalled pill mills the partial settlement by 2 ohio counties came at 1 am cleveland time hours before the start of the 1st federal trial of drug makers and distributors that trial combined thousands of cases brought by local communities across the u. S. Against companies blamed for the Opioid Crisis that has led 2400000 Overdose Deaths over 2 decades the settlement with the ohio counties could serve as a benchmark for a larger 48000000000. 00 settlement with the Drug Companies that would end the federal prosecution entirely a question local communities are asking is is that enough money is there enough money to fix this problem and this is going to take a society effort the companies do. Not admit wrongdoing but communities in the suit say they overprescribed and deceptively advertise the drugs and failed to flag unusually high numbers of prescriptions settlement money will be used for treatment and alternatives to prosecution for those addicted to opioids at the cleveland courthouse the federal case moves forward as drug makers and distributors negotiate to come to a settlement that is expected to be the biggest Opioid Settlement ever john hendren aljazeera. With us now from philadelphia William Solomon who is the chairman and c. E. O. Of the Accreditation Council for medical affairs thanks for your time today. Just listening to johns report there it just made me feel like this is something of a carrot victory youve got a settlement youve got 260000000. 00 which will be going back into helping people hurt by the crisis but no one admission any guilt here yeah exactly i mean i think really this is a wake up call to a lot of the pharmacy oh is that the old way of doing things needs an overhaul and we need to look really at the process that brought us here to begin with whats the old way of doing things. The old way of doing things really is that every company has its own way of training and preparing people for going out and educating doctors and that needs to change we need to have a standardized uniform way where everyone thats going out and educating physicians educating Health Care Providers has to meet a minimum standard criteria number one number 2 we need to make sure that if you do something wrong that your company youre a bad actor youre involved in something unethical that that information is collected in some type of central database that prohibits you from doing it in another company we had a situation like that with with a company known as insist there are a few ticks where you had a district Sales Manager who was involved in a kickback scheme with the physician at his Prior Company did the same thing at instance got fired that the same thing as the other company that is to stop you think about lawyers doctors if they do anything thats unethical what happens there de bar they lose their license right to prevent them from doing that again we dont have anything like that in place today in the pharmaceutical industry so we need to really look at this and say to ourselves how can we prevent another Opioid Crisis in the future Something Different this is to me just the tip of the iceberg we need to change so is it about. Regulation a regulatory body im sure there is a regulatory body already or is it about does the need to be more Government Intervention to really address the crisis and as you point out the way that the companies operate. Right i think really and this is what we do at the Accreditation Council for medical affairs we are all about saying look the pharmaceutical companies for the most part and by the way im a 15 year veteran of the pharmaceutical industry and most of us want to do the right thing but we need to have standards just like we have standards in any other type of profession think about a hairdresser in america a hairdresser has to be licensed to cut hair nothing in a way from a hairdresser so the people that are educating doctors that are helping to facilitate research with physicians at these Academic Centers they need to be credentialed centrally thats what we do at the Accreditation Council for medical affairs Doctors Today once they graduate medical school 65 percent of their education comes from where it comes from the pharmaceutical industry so its really not just a nice to have its really some its an obligation and its really the right thing to do for patients and for the Public Health in general and i wonder just as a final question if we can bring it back to the people we use this phrase Opioid Crisis quite freely how bad is it for the people in america its bad its bad youre talking about not just the individual patients that are affected and that are addicted to these opioids but their families the impact on society the impact on unemployment i mean it has a ricochet and a domino effect especially in the midwest part of the country where you see a greater prevalence of these issues but i would say across the entire country its a major problem and this is why youre seeing that these that these states are stepping in and saying something has to be done and i think its good that were making an allocation of some of the money towards these Addiction Treatment centers but we need to catch it at the source right you need to go back to the farms will companies and say ok look what can we change who will come in to better what can we do to raise the bar solomon going to us from philadelphia thank you really do appreciate your time. But the british Prime Ministers push to have a straight yes or no vote on his breaks that deal in parliament has been blocked the speaker of the house of commons that the vote was too similar to one held on saturday and so it wouldnt go ahead the next chance to vote will be on tuesday a decision which is a blow to Boris Johnson who is adamant the u. Users with political messages the social media platform says the russians tried to influence voters in swing states like florida and virginia the account holders pretended to be locals and posted comments targeting both sides of the political spectrum while discussing the 2020 president ial candidates heres more with alan fischer in washington. This is all about facebook trying to get its house in order before the 2020 president ial election or at least being seen to try to get its house in order before the 2020 president ial election you remember the platform to a lot of criticism in 2016 for except ing advertising from russia directly and through proxies and many people see that that advertising was months leading and it led to people being misinformed and in some cases was actually dangerous well theyre changing the rules for some political advertising on facebook 1st of all theyre going to flag up anything that is put on there by state funded media the see that that is going to follow the example that has been set by you choose which introduced that practice recently they are also going to flag up any videos or pictures they see are false and misleading or partly misleading and this comes in response to a number of democratic president ial candidates who have been criticizing facebook quite vociferously over the last few days a lizabeth warrant a front runner among them and interestingly on monday facebook also announced it had suspended a number of accounts with direct links to russia and also to iran you know there are some cynics who would suggest that the timing of this is all very convenient because Mark Zuckerberg is due to appear on capitol hill on wednesday hes not planned to talk about elections and political advertising instead hes going to talk about the new Digital Currency that facebook is intending to introduce something that could make the company a significant amount of money. S. Opioid epidemic. Protesters in lebanon and standing their ground despite the government approving sweeping Economic ReformsPrime Minister saad hariri announced the measures to defuse what are the biggest demonstrations in years against the nations leadership but the activists say theyre not going anywhere until the entire cabinet steps down saying hold the reports now from beirut all. The people have spoken calls go beyond fighting corruption they want accountability and early elections and they say they arent leaving the streets until that happens protests are growing by the day the lebanese government however is refusing to step aside instead it is offering a plan that is supposed to fix the economic crisis without hitting the public with more taxes my ass i phone within. The cabinet approved the 2020 budget with a deficit of 0. 6 percent with no new taxes the salaries of top officials including legislators and members of parliament will be cut in half as. Part of the economic reform package the central bank and the Banking Sector will help in reducing the deficit by about 3400000000 the decisions that we have taken might not fulfill your demands but they fulfill what i have been calling for i will not allow anyone to scare you and its the governments duty to protect your peaceful demands. Too little too late the proposed reforms are not enough to calm the anger people have no faith. They are right they have no faith and no one. Prime minister the president of the fundamental people have no faith in the world. Even if they think that they will be the only force positive force so i would begin to believe that. The way forward according to the protesters involves the government resigning a Transitional Council made up of judges who dont have political affiliations taking over until elections and those elections will be held under a new law whereby lebanon will become one single constituency and sects will no longer just elect their own sectarian leaders. Demands the governing alliance has already rejected the protesters are up against those in power who wont hesitate to use it but there is hope they dont know whats going to become. Or. Position. The system with the people whom. Were all going to be able to do or who she was a supporter for many here its a new beginning. Crowds this size protesting for this long young old rich poor Muslim Christian and without backing from Political Parties has not happened in lebanon so recent history a revolution seems to have already happened but the crisis is far from over. Beirut on the news and we spoke to. An adjunct professor at George Washington universitys Elliott School of International Affairs he told us the situation in lebanon is unprecedented and what we solved by tried and tested techniques what we have today is a crisis of governance in lebanon the people who are in the streets in their hundreds of thousands just are unwilling to listen for whatever the the officials on the platform are going to offer. Their sense is that theres been plenty of time for the officials to time and again deliver on past promises and they fail one of the more interesting things thats happening with unprecedented really in lebanon is that each of the communities are taking on the established political powers in that very Community People are very aware that they dont want this to be a sunni versus shia or a muslim versus christian so we have revolts within revolts in various communities of people trying to overthrow the political order that they feel has done them wrong. We had protests because these government want to do for out i but on sunday night theyve been celebrating the preliminary folk should challenge a call this mess heading into a 2nd round with the incumbent president at the rallies one the last 2 elections by a landslide then the folk out froze was the president came out shortly after and said he thought he would win outright. Rule votes came in the lesson the next morning the count still hadnt advanced. Carlos messer accused authorities of manipulating figures behind the scenes a little you have a noise the government is trying to prevent is going to a 2nd round its time for money money having that analyst told how to 0 point that suddenly suspending the folk out is highly unusual here nor is let be made obvious cockles it is the 1st time its happened in the last 4 elections it has always been a reliable indicator and its generated a lot of certainty in the past was this morning or bolivia it was only uncertainty this confusion is only going to have to serve the countries a little. And made up was the cost was ever more i was across. Now the tribunal has started a new vote count on a different web page whichever way that turns out there will be limits to president moralists his power in the future hes lost his 2 thirds majority in the polluted senate the previously all powerful leader need to make deals now. But 1st up a potential crisis needs to be averted a substantial part of the electorate reassured that their vote was not in day that john holden now does it or the powers. Israels Prime MinisterBenjamin Netanyahu has failed to form a government for the 2nd time this year so president Reagan Rivlin will now ask netanyahu centrist rival benny gantz to try to cobble together a coalition heartfelt reports from western missouri. Well after the end of the last of a series of jewish holy days and on his 70th birthday Benjamin Netanyahu admitted defeat in his efforts to try to form a Coalition Government he laid the blame for that squarely at the feet of the head of the opposition blue and White Party Benny Gantz saying that he and his colleagues had rejected all of his efforts to try to form a unity government indeed they have rejected those efforts they say because they are unwilling to sit even in a rotational arrangement as Prime Minister with a man who as netanyahu is is facing indictments in 3 separate Corruption Cases than young is accusing benny gantz of wanting to form a minority government with support from the outside from the 10 members of the joint list the mainly palestinian israeli parties who have committed their support to benny gantz as a prop attentional Prime Minister the head of that joint list grouping has accused netanyahu of inciting against arabs again and he says that he hopes that will be the last time he does so as Prime Minister now the israeli president riven rivlin has indicated that he will give the mandate to benny gantz potentially on tuesday he would then have a 28 day period in which to try to form a government but his prospects either of forming a minority government or indeed of a unity government with could with the could potentially jetted status an ng i was prime as Prime Minister and a leader theyve both look extremely unlikely prospect so he may well fail as well if that happens then the mandate would go to the knesset as a whole potentially with anyone from the knesset any member of the knesset who was able to muster enough support potentially trying to form a government him or herself but that too is exceptionally unlikely and that period could well coincide with the attorney generals final decision on whether to indict nessun yahoo or not in these 3 Corruption Cases if there is no government formed after all of this the netanyahu could stay in office until the 3rd election in less than a year that would be potentially in march next year but there may well be a legal challenge as to whether a Prime Minister could continue to sit in office while being indicted and so it does seem that there is a very turbulent bumpy few weeks and months ahead in israeli politics. Supporters of independence in spains catalonia region what the Prime Minister to hold talks with separatist leaders hundreds of the once again rallied in the regional capital barcelona protests erupted last week after 9 separatist leaders were jailed over catalonians 2017 independence bid which was declared illegal Prime Minister visited boston on monday to meet police dealing with the protest here shrugged off calls. Regional president. The british Prime Ministers push to have a straight yes or no vote on his brags that deal in parliament has been blocked the speaker of the house said the vote was too similar to one held on saturday and so it wouldnt go ahead the next chance to vote will be tuesday the decision is a blow to paris johnson who is adamant the u. K. Will leave the e. U. In just 10 days he has already been forced to ask for another delay here is there a challenge with more from londoners. This has many twists and turns as we see over the days and weeks and months and years since this started and but this is going to be a very very crucial and perhaps decisive week for brakes it because this Withdrawal Agreement bill is basically the nuts and bolts of how britain comes out of the European Union and what opposition parties want to do is to perhaps try and amend that Withdrawal Agreement bill as it goes through the house of commons perhaps attaching an amendment that means that the u. K. Stays inside the Customs Union perhaps attaching an amendment that says that it has to be put back to the people in a 2nd referendum or perhaps voting it down entirely now of course the government is going to be fighting that the government wants this thing to pass through as quickly as possible it wants to get this through parliament by the end of the week now most m. P. s many m. P. s are going to be saying whoa whoa thats way too fast this is an incredibly important bit of constitutional legislation one of the most important constitutional changes to the u. K. In living memory and it needs more time to get that nailed down but of course the government is still thinking that it can get out of the e. U. By the 31st of october and it is going to try everything it can can do to make that happen abortion has been officially decriminalized and same sex marriage is to be legalized in Northern Ireland the legislation took effect at midnight local time there were protesters from both sides of the debate gathered at the Northern IrishParliament Hours before the legalization was due to take effect the laws were passed by m. P. s in london though as the local parliament in belfast hasnt been sitting for almost 18 months that was when a power sharing government there collapsed. I think that like were happy that it happened maybe not so happy that it doesnt come from our government. But i think its a victory. On july the 24th it was actually the British Government the Westminster Parliament before stand legislation it wasnt a storming government and who we elected on our own and peace for our west mr opposed any change in the middle so this is on democratic and its wrong so its important that were here today to be a voice for the most vulnerable unborn children in our society. Im going on to hong kong haiti to the u. K. People are out on the streets demanding change the issues are many problems ruction to Climate Change so as global protests appear to be on the rise we ask whats driving these demonstrations this is inside story. Hello and welcome to the program im Richelle Carey people in different parts of the world are increasingly expressing their discontent with our governments policies its impossible these days for us to report the news without mentioning a protest somewhere in the world many of the specific issues may be different but there are common themes at the core corruption and justice Climate Change human rights are testers for challenging authorities even in places where it was once considered unthinkable to do so but just as the demands are varied so are the outcomes some have found success through their campaigns others have not and governments are divided on how to address what appears to be a global phenomenon of protest movements seek a closer look at some of the protests that are happening right now and lebanon crowds are calling for a complete overhaul of their government angry over a crumbling economy hong kong has experienced months of protests against what seen as a growing influence from beijing and catalonia days of marches have consumed the regions streets as the pro and anti secession movements make their voices heard in chile sudan haiti and around the world people are angry and theyre out on the streets now novel slow i am for the reforms i am against the destruction of lebanon lebanon has been badly damaged by the politicians for 30 years today there are thrones are shaking i am with the reforms and early parliamentarian elections would become one if you have a little good. Morality a little bit of nationalism if you have a little bit of love for the country than please hand over the keys because the people come stand it any longer i ask you to step down step down let the people go we cant take it any longer i think with social injustices everywhere the minority concentrates hold the wealth this is about how the robot in supermarkets in health care how they profit with our pensions and there have been some a store protests over the past 10 years the arab spring of course took place in 2011 it shook the foundations of countries across north africa and the middle east and the u. S. The killing of an unarmed black man triggered nationwide marches that gave rise to the black lives Matter Movement and 2014 an uprising in ukraine altered the course of that country the recent yellow best move in in france and bricks of protests in the u. K. Seek to do the same and Latin America Corruption and struggling economies have triggered mass protests in brazil in venezuela and earlier this year a Global Climate strike rallied support from millions around the world. Lets bring in our panel now joining us and winchester the u. K. Matt clemente senior lecturer in the department of applied social sciences at the university of winchester and berlin john betty skull open a sociologist to receive a doctorate from Yale University earlier this year and in lancaster also in u. K. A melinda misra a senior lecturer in the department of politics philosophy and religion welcome to all of you matt ill start with you is it just us sir or does it seem like that there has been a decade of protests and that the numbers really seem to be increasing at least over the past year or 2. I think it has been a decade of protests as you said really that 2011 was when it kicked off in a quite a big scale not just in the arab world but also i read on to your storage protests in greece in britain over pensions in france acception cetera on the occupy movement in spain so that was quite a quite a big man in america of course and that was quite a big start to it but really its only continued since then. What is one of your observations ben is it seems that that every week every month every week there is a new protest and it seems to be varied in its locations theres not a continent it seems that hasnt been touched by this. Yeah i think its typical of protest movements to come in waves i mean in europe experience you see it in 48 and there is an emulation aspect to these movements people see. Other countries are going for these movements and they start you know following the example but i think if you look at what events events unfold at a national level. Its a lot of the time has to do with informal movements and you know the traditional conventional wisdom in the social science studies this is that the social Movement Organizations proceed 1st back meeting resources or they see a political opportunity and then the champion but what you see actually as a new love this case is people react to an event that really causes indignation and anger and this 1st kind of explosion of unrest then encourages people to take for their actions so this is what you see right now in lebanon with. This decision by the government to tax whats up calls which really symbolized i think the iniquity of the lebanese government and printed a number of people to go on the streets and very quickly the dynamics change and the protest movement takes life on its own and has a great point on the window at id like your thoughts on that too is there some sort of commonality when it comes to. A Tipping Point that really pushes people out in the streets obviously for varying countries in oh theres always different. Underlying issues that it perhaps 10 bubbling up but is there a Common Thread when it comes to a Tipping Point where people to say im not taking this anymore. Well at the heart of this debate of the heart of this undertaking what we have is something called if you see it crossed it will no longer trusting their governments people are no longer saddened that whatever the government is doing on their behalf is for their good and that is one of the reason why people are coming out into the street so the Tipping Point that youre talking about is when people realize that they have to take things onto their own hands to make that change to bring about that transformation and that is exactly what were witnessing from hong kong to. Equador from spring to what is happening now in chile so there is not only the deficit to trust but people also feel that they can bring about their transformation they do not need that government they do not have the Office Operators who bring about their plans for medicine so that belief in the power of their own self belief the Community Spirit has propelled these movements to the forefront that we have been witnessing in the last one decade or so. You nodding to that when he said death at a deficit. Of trust and that that being the Tipping Point that when you talk about a deficit of trust what are the types of things that contribute to that thats got to be a really extreme thing for people to to feel like theyre theyre almost in a loan and the governments not in it with them. Absolutely but i think thats the point that extremism or radicalism is becoming more d mainstream that becomes a more normal option for many people to take perhaps in the past would not have considered it this is because the existing arrangements tara calley told the extreme center talking about the marketplace politics of their liberalism which condit governed. Economic regimes in all parts of the world is failing the majority population in whichever country you talk about service whats led to the loss of face and then as the last week it was saying as the momentum of getting involved in street protests that masses of people getting together i believe that getting organized is a crowd starts to change the consciousness of those people involved you only have to look at some large hong kong what began as a protest simply about. A threatened dangerous sex traditional but now many of the young people are talking about a revolution in hong kong and ive really expanded that monster thats come out of the experience of of qana fighting together on the streets and organizing together on the streets of that process itself has changed that the people themselves i realize that you know youre not necessarily an expert on on hong kong specifically but you know these issues and im glad you brought that up because i think that one thing that has been really striking about hong kong is the length of these protests and the intensity really sames seems to be there they seem to be extremely organized what are some your observations about the protests in hong kong in particular. Yes i think its been a remarkable level of coordination a you can see the imagination that people show when you look at the ways in which people discards themselves and mask up in different ways so that they dont get recognized by the on that present security cameras the way that they adjust their tactics to try and make sure that the forces of repression cannot kind of beat them off the streets is very very notable in the hong kong case and i think it is a sign of a growing level radicalization. And then some of the arguments about our the uncompressed is for example pro western and assume simply not true a lot of the complaints been about the policing of this. Thing many of the senior Police Officers actually from the x. Colonial regime are ex british Police Officers in fact so i think that you know theyre just talking about organizing for their rights and organizing on a massive scale. And some of these look lets go back to 2011 to knead said then that can kind of be seen as some as something that kind of set all of this off what what worked in tunisia. Well we can talk about the political transition but 1st id like to go back to the question of where really explains these demonstrations and id like to really offer a consequent to this idea that youre really all has to do with a lack of trust thing that many countries where people lack trust in their government but that doesnt mean theyre actually go on into the street to demonstrate because most of the time most people just be paid that other people and theyre going to go and protest so there is there is the really important dynamic in protest movements which is when people are just their expectations when they start to believe that other people are going to go into the streets and in an authoritarian regime as we saw in tunisia and for the arab spring its very difficult because people are afraid of being killed or ending in the given jell so in the settings where protests are often very unusual the mere fact of having a demonstration in itself can contribute to shattering this idea that people have that other people are going to acquiesce to to to power and which is why it didnt mix of protest groups are really crucial and in the case of tunisia because these protests with president kennedy they also happened to come at a time where social media the influence of social media was really starting to be felt they escalated extremely quickly and they could panic. In the government and ultimately the success i mean the we can talk about the organizers tactics but ultimately the success of a protest movement always has to do with the dynamics of who the target group in the case of the arab spring it was authoritarian regimes and ultimately it has to do with its strategic game with you know psychological and social aspect but basically the goal is to convince the target that they have nothing else they can do nothing else but comply and for this and. To see things this way you can understand well issues such as the internal city directory of the target group. Is crucial so in. In syria because the military and security your predecessor was united by securing ties and so dominated by whites. They could not envision a situation in which a conceding would actually yelled anything good for them enough manager in tunisia was very different because the military and security approaches was professional and owns the protest reach a certain size they understood that their only option was either to kill a large number of civilians or to turn their weapons against benelli which eventually what happened to check it happened in egypt so i think the dynamics of we often focus on that on the actual protest movement themselves but its very important to take into account the dynamics of the target groups in most cases the state and its elites so im a lot of what about that about when you what does it take for there to to be cracks and the groups that are targeted say that the military you know turning on a leader or Something Like that what is it when these what causes those types of cracks when what we are witnessing at the moment is that naafa the false dawn in Human History perhaps in the 21st century ma says feel that they can talk to the policy without any fear that they can march and the whole world will be watching and they will be taken care of that is exactly what is happening if we talk about nonviolent protests from out of spring to hong kong so that is a big thing because in the past the gunmans code martin what was happening in 91 to them im in square when you have that long individual who was standing in front of the marching tank and he was mowed down so if you look at 90902019 almost 30 s. K. Decades we see a sea change happening here. So government so much more cautious as to who can be here and ive got. Let me ask you something about ethanol and i see what youre saying that the protesters feel like you know that if we can get the eyes of the world on us maybe that will give us some level of safety but does that actually in some cases just force the government to use different tactics i mean people get disappeared all the time in jails. Well i mean i can give you a very recent example its too close to expect that where the equator and the government of lenin moreno undertook the most read to measures which was a part of the new liberal program of cause and people went out into the streets the government had to change the capital from quito to go or kill and the whole thing went on for 2 weeks finally the International Community that is in niger innis and something on one catholic charge had to intervene on behalf of the mass of the Indigenous People and the government finally had to give in in terms of for the pulling back on the street the measures that it had introduced so i would so the idea is people are taking this cosmopolitan responsibility seriously so if hong kong protest has been a success so far it is because that cosmopolitan responsibility that has come in will support from all the powers or the masses all over the world so that is something that we havent heard in the past unfortunately that has given the im a nice and peaceful protest movement has succeeded because of that now let me ask you we were talking a lot about hong kong because its been such a long as such a sustained movement but part of the hong kong tactics has been i guess you could say extreme civil disobedience and you know once when the airport was partially shut down its its disrupted trains when when movements take life when they take hold. They have to plan for not for lack of a better word taking the public off at some point. Well i think initially speaking theres often a tendency just saying can we find a middle path allows allow some degree of compromise that doesnt push things right to the edge because initially protesters are often worried about alienating a passive majority that havent yet joined on the streets who they want at least supporting them if you know lots of young active police possibly maybe actively supporting them so initially maybe the suppression towards moderation but as us become sustained and they grow in momentum potentially more people join and also like i said people can see that possibly those moderate options dont really work for them and you know if you think about the Extinction Rebellion movement thats been popping up all over the globe at the moment against Climate Change you know that is a recognition that theres this very very little fight in any Institutional Capacity to deliver resul even if that capable no willingness to do the reform and therefore its only by the people acting and demonstrating in powerful ways that the pressure can be brought to bear they believe. That the protests that weve been seeing over the past decade they have been in dictatorships and authoritative. Regimes and democracies as well what. Does it take more for people in a democracy to actually go out and protest because maybe they have. A fun a functioning democracy that is because they have a sense of comfort i mean whats the the difference that motivates people in those different types of situations. Well i think you know i think the barrier for you know the fresh field for activism is much higher in you know 310 sitting because the risks of of you know being killed or being flown in jail which is much more important obviously i think the biggest challenge that demonstrators have to face in democracies is that at the protest are routine ised we have a series of laws that are low protest in a certain conditions and as a result they do not reprise isnt political craziness most of the time they are just part of the normal life of a democracy and as a result they really fail to create among the target group the government most of the time the feeling that there is there is an extraordinary set of events that they need to react to which is why the strategy of occupying spaces which is ugle in most im a christian which started with by wall street and we see now with extensive Extinction Rebellion is actually a very efficient because it breaks this understanding that the protest movement is just like another protest movement and thats crucial i think to forcing government needs to consider the possibility that it will have to compromise and id like to go back to the point that you you roached with the other guest regarding what prompts cracks authoritarian sitting. I think leaving the case of hong kong aside because its its a kind of of foreign occupying power in most authoritarian settings what prompts cracks within the military and Security Apparatus is really a Critical Mass of demonstrators in a capital city you know if it happens in a pro provincial town its its a regional rebellion if its a small protest in the capital city it doesnt really frighten the regime once you have a Critical Mass of people in the capital city it creates the possibility it if it sees it sows doubt among members of the military and Security Apparatus that the regime is going to survive and owns they start their own ng that the regime is going to survive then they start to consider the possibility that they will not obey orders and the last. Of the military and Security Apparatus start to doubt that they will obey orders then exam self open to the possibility of a rebellion and when the rebellion starts to meet lee the worst is a civil war between loyalists and rebels or which encourages under some conditions a physicist to actually tag along with the rebellion even if they dont particularly dislike the regime so there you have a kind of complex a game of anticipation we do know that the government which i think makes this moment extremely sensitive to 2 small incidents and small events that can tilt ok that action of the country as a whole ok let me bring an end to this in and democracies. Can a vote be considered a protest i mean for example voting you know for bracks it cant that be classified as as a protest vote. Yes you can when you are talking about bringing about the change the transfer mess and regime change if we talk about then we can say that it is a form of protest but it is a protest that bill gavin to the citizens to bring about a new government every 4 years of ideas of what about maybe the dump but your protest implies that you are so dissatisfied that you are on happy with the current regime so it is happening within that specific time sponsor lets say 5 years so that is the reason why you want either to change the government so that a new government can come in and pick up from where you had started or you want to get rid of every on certain things that you are facing at the moment so yes it can take place in a democracy through a Voting System but what we are witnessing is that that ability or that space or that process is not enough to plenty of people in different places and if there is a reckoning that things are not going to change if we are going to have more of the same in the next 4 years next 5 years or what are you that a leads to a certain sense of exist there isnt a certain degree of disillusionment and that forces individuals to go to the streets and it could also become a part in a democratic process where they realize that the government is not going to do anything because its hands are tied or the International System is such that it is going to undermine the masses now lets talk about what is happening in chile are just pick that has been a chorus moment and because because the government has taken some austerity measures and people are out in the streets people have been killed that have been lynching that have been bomb attacks factories have been set on fire why is that happening it is happening because the government is forced to take a some stand which the masses find on palatable so to. What a long slow to slog it contactless going to democracy in brighton as you would in the area where the same time and in that they dont have any of the charts and the clue that they have to come out into the street ok were just about out of time but im going to try to get in one more quick question to you matthew. Is is income inequality driving a lot of whats happening i believe its having a very significant effect because it its unavoidable its not just that sense of injustice that comes from seeing the gap getting bigger and bigger between rich and poor but you know so many Public Services people rely on are considerably being privatized all plans privatized them so that you know even if why is that you want to carry on why is that people think well id rather just continue with macho cities and not protest i find that the avenues constantly cutoff up for example bar to grading the quality of the hospitals i mean and i would argue certainly in the british case its great to have so many aspects of our Public Service use of austerity which created the bitterness which in the end led to it coming out in the end of it to leave in the 2016 referendum and then all the kind of political shock waves that continued in the country since then matthew that will be the last word.
