The context of this visit is that theres been an increase of u. S. Sanctions against iran as an increase of tensions in the region and theres a military buildup but also side uribe has accused iran of being behind the attack on the Oil Facilities for president rouhani said this morning that the United States has cheerier motives. Are massively. Regarding the issues in the region they are exaggerating what has happened to iran cause what is the reason for that the reason is that americans want to keep control of the whole region now they say they want to bring Patriot Defense systems into the region its clear they want to keep control of saudi arabias oil that comes from the eastern part this conflict is not about us it is about the american competition with chinese and others they are taking advantage of this opportunity president rouhani is also expected to present an alternative peace plan thats in the face of the u. S. Naval coalition that theyve put together what the u. S. Says is to protect freedom of navigation through the strait of her most president rouhani said hes planned called her move peace endeavor or hope to talk to regional countries because he says the answer to security and stability lies with gulf countries in the region and the United States is only a source of instability iran also says that the british flag tanker still in peril with the seas back in july is set to be released thats some positive news just as president rouhani is expected to land in new york. Elmo 75 percent of saudi arabias crude oil output has been restored following those recent attacks thats according to a saudi source quoted by Reuters News Agency the source expects full outport by early next week but the wall street journal says repairing the damage to the Worlds LargestOil Processing plant may take months Industry Experts are telling our jazeera that saudi predictions of full production in a few weeks are optimistic. The fight is in yemen has claimed responsibility for those attacks on around case a strike has killed 5 members of one family is here and television. Reports that a mosque was hit in iran province 2 children from the same family are missing. Saudi arabias human rights record has been condemned worldwide for the 2nd time in 6 months australia britain canada and peru are among 24. 00 countries which complained to the Un Human Rights Council in geneva torture allegations on no food detentions and unfair trials of critics in the kingdom all calls for concern and they want the truth revealed about the murder of the saudi journalist Jamal Khashoggi almost exactly a year and a. Lot more to come here it out just there. Including children in an indian administered kashmir you cant go to school because of the governments crackdown on dissent. And other is cloud still over sichuan and over the high ground thats producing snow but for the most part its a bit of rain there might find itself on the hard drive of your crowd of you are not as well but for the rest of china its pretty quiet picture the northeast poncy is not quite in but it feels like it is warmer stopped if you mention shanghai sas was and west was as a cloud band collapses in charge is probably just cloud the rain restrained repeats of it maybe choking back and says. Lets go back to the u. N. Now in new york. The u. N. Secretary general opening up the Climate Summit that. Ive seen it with my own lies from the minicab to the side how to the saw specific in may i went to the island nation of tuvalu where i witnessed an entire country fighting for its very existence against the rising seas. 2 months ago i visited most im big we just by and president did back to back sight clones. A few days ago i was in the bahamas where Hurricane Dorian pounded the country for 2 relend thing days the struction was not simply appalling it was apocalyptic make no mistake when we see those images we are not just seeing damage we are seeing the future if you do not techno dear friends someone asked me the other day doesnt all of this make you despair my answer was a clear and resound no i am hopeful and i am hopeful because of you this is not a climate talks summits we have enough talk this is not a climate negotiating summit because we dont negotiate with nature this is a Climate Action summits from the beginning. From the beginning i said the ticket to entry is not a beautiful speech but concrete action and you are here with commitments governments are here to show you are serious about enhancing nationally the term in country will sions and that the pair is agreements cities and businesses here showing what leadership looks like investing in a green future financial actors are here to scale up action and deploy resources in fundamentally new and meaningful ways and coalitions are here with partnerships and initiatives to move us closer to a resilient Carbon Neutral world by 2050 im very grateful to the leaders and members of the 9 why they range in coalitions that worked with great creativity and passion so that we can all get the most out of these summits. And young people above all young people are here providing solutions insisting on accountability and demanding urgent action they are right. My generation has failed in its responsibility to protect our planet that must change the Climate Emergency is a race we are losing but it is a race we can win the Climate Crisis is caused by ass and the Solutions Must come from us we have the Tools Technology is on our side readily available take logical substitutions already exists for more than 70 percent of todays emissions and we have the road map the 2030 agenda for Sustainable Development and the perrys agreement on Climate Change and we have the imperative and deniable irrefutable science the best science according to the Intergovernmental Panel on Climate Change tells us that any temperature rise about 1. 5 degrees will lead to measured and irreversible damage to the eco systems that supporters but the science also thousands it is not too late as we can do it limiting warming to 1. 5 degrees is still possible but if you require fundamental transformations in all aspects of society how we grow food use land fool our transport and power our economies we need to link Climate Change to a new model of development a fair globalization with less suffering more justice and our money between people and planets their friends there is a costs to every scene but the biggest cost is doing nothing. The biggest cost is subsidizing a dying fossil fuel industry building more and more coal power plants and denying what is plain as day that we are in a deep climate oh and to get out we must 1st stop digging after all. After all. If you scum and sense to give to you after all is it common sense to give 3 millions in hard earned taxpayers money to the fossil fuel industry to. Spread tropical diseases and i can conflicts is it common sense to build ever more coal plants that are trucking of future is it common sense to reward pollution that gives millions with dirty here and makes it dangerous for people in cities around the world to sometimes even venture out of their own. It is time to shift taxes from seventies to carbon and to tax pollution not people just i mean Like Community shanty she can assess the new happily. Desire to cleavage release the gas i feel the same the counseling the mutantes at the end of a. V. C. Didnt send contes. Big is. Right so as the un said she general antonio good terrorist goes into french because hes obviously made his pitches opening pitch in english is now speaking one of the other main un then which is of course with his friends lets talk to our diplomatic editor and james in the middle interesting isnt it the fact that antonia good tennis has had personal experience of some Severe Weather events nice is quite personally shaken by them. Yeah absolutely just over a week ago he went to the bahamas to see the impact of Hurricane Dorian and in the summer he went to mozambique he made it quite clear that Climate Change he thinks is responsible for this he started his speech saying nature is angry and you heard him there say you caught me go see ate with make sure he believes this is a taste of the future yes weve had climate emergences in the past but they are going to get worse unless the world does something only says although its not too late the world in terms of its current steps and the paris climate deal is made clear is not doing enough even that needs to be stepped up and thats why hes called this summit and as you heard him say hes called for World Leaders to come here with concrete action with deliverables rather than just with speeches and most World Leaders are going to follow that cause chancellor merkel for example is here she doesnt often come to the u. N. General Assembly Lots of World Leaders come every year she certainly doesnt and shes coming just for the climate day and then. Flying back to germany president macro will be one of the earliest berlioz speakers in this summit as well the president of france of course the home of that climate deal just a few years ago but notable of all the big countries the one that is not here in terms of their leader and thats the United StatesPresident Trump is here in new york hes actually having his own event of a couple of hours time on the persecution of religious minorities hes having that event rather of them being at this Climate Summit and the u. S. You would think might send another cabinet member but no very low level. Representation its a Career State Department official the Principal Deputy assistant secretary of state oceans and International Environmental and Scientific Affairs so theres no way really that you cannot judge that as a snub by the u. S. To this Climate Summit and tickles the other main absentee if you like e. J. A both are not out of brazil a man who seems to have very similar approaches to these you have Climate Change as President Trump insofar as they seem to be energy thirst type of leaders hes not there either. Hes not there hes another one who is decided not to be here there are others who we suspect to might have spoken but the u. N. Has not invited them and i suspect thats because of their reliance on coal power still and we have with thinking of far from a star power on the Prime Minister of australia Scott Morrison they are not speaking and thats because the un didnt really make a slot available for them i think on this issue of climate the un secretary general was placed things very very carefully tries to be as diplomatic as possible and he is later on going to go to that libel us event show his face there but i think on climate this is a secretary general who is prepared. On that issue to speak out a little bit more strongly than he is on some of the other issues that divide the world all right james for now thank you very much indeed for that summit is now underway and well come back to it of course when there are some other speakers of great interest to say dont. Do not fear we will be keeping you right across that summit as it gets underway with james bays a diplomatic editor in the meantime a look at another story and the worlds oldest travel company telescope thats going out of business leaving tens of thousands of people stranded around 6600000 people even more currently on holiday worldwide with the Company Thomas Cook flights have been grounded and 20000 jobs are at risk. And there are people on these financial and of new yorkers who have been describing their frustration and exhaustion. Its not going to be any flights are going to be going to be stuck here for 7 oclock i think theyre going to fly at 10 oclock am pushed up to 79 meant they mistrust. Not wanted really the full. Can you do. All the people have lost their jobs. Im very anxious. Because i have a sore leg so i dont know if im going on a plane and then have to get glass full at the thickest of farming out are some wheels. So its going to be very difficult. And i wont be pretty tired. But theres been an emergency meeting on the greek island of les pauls because of a sharp rise in migrants and refugees arriving by boat from turkey aid workers at the marina refugee camp say conditions there are horrendous it was built to house 3000 refugees but currently hosts 12000 and is now having to turn your rivals away. Teachers in india when the kashmir say rest in the recent government crackdown preventing students from going back to school at 7 weeks since the Indian Government revoked the regions autonomy and shut off phones and the internet big story gave him the reports d. Some schools have reopened in srinagar but many like this one remain closed experts say the disruption to Education Services will have a long term impact on students this is the most impressionable age. After students in indian administered kashmir have grown up surrounded by poverty and violence the events of the last several weeks have made that already difficult lives even harder victoria gay to be aljazeera. Ok its time for a 2nd look at the top stories here of out there the u. N. Secretary general antonio the terror she has Just Announced the formation of a Constitutional Committee for syria the u. N. Sees the committee as a next step in efforts to find a political solution to end the more than 8 year war in syria i am pleased to announce the agreement of the government of the Syrian Arab Republic and the syrian negotiation screamy sion for a credible balanced and be inclusive Constitutional Committee that will be facilitated by the United Nations in geneva. Well the secretary general has just given the opening address of the global summit on climate its underway at the u. N. 60 World Leaders are attending among those not brazilian president. And the u. The worlds oldest travel company has gone out of business leaving tens of thousands of people stranded there all 600000 people currently on holiday around the world with the company all telescoped flights have been grounded 20000 jobs are at risk the u. K. Civil Aviation Authority says its now beginning the mammoth task of getting british travelers back home and that could be delays all right up to date those are the very latest headlines from there to stay with us there because were keeping you right across the Climate Summit taking place in new york next is. Counting the cost billions spent on ads offenses but drones take out more than ill put saudi arabias Oil Production well look at that knock on effect possible 30000000000. 00 plan to move indonesias sinking capital and the importance of the dollar tina counting the costs on aljazeera. Aljazeera. You can. See. If you stream but issaka 9 days hopes to help change his country through the medium of ducts he is the 1st mexican to hold the prestigious role of lead principal dancer at the English National ballet 2 years ago he was named best male dancer at ballys equivalent of the off. And on days along with his 10 brothers and sisters whose talked to dont spoil his father in the backyard of their home in guadalajara despite living and performing across the world since he was 13 his heart remains in mexico. He recently appeared in a greenpeace film about protecting him. As a cultural ambassador for his country persuading world class dancers to perform and teach there this week and discusses with us the joy of dance while the arts in mexico urgently need Government Support and how young people should have the chance to realize their dreams lead principal of the English National ballet. Talks to aljazeera. Hes a commander stank you for talking to aljazeera i wanted to start by asking you how you would describe dancing to someone whos never seen a ballet or never taken a dance class because essentially you believe dance should be accessible to everyone its almost a basic human right i agree with that statement and actually its. A human right something that its an instinct that we all have you know weve been dancing for a very long time i think from the beginning of time weve done. For really really just purposes we dance for Recreational Purposes and. I think that its. Fine to an instrument. That allows you to feel a freedom that there is only certain ways to access in our life and thats one thing through the physical experience thats why for me has been so exciting at different points of my life because when i was just starting to dance it was purely recreation when i started to understand the mechanics and the techniques behind it and it started realising how bad it was pushing my physical ability to the limit and to discover new limits that was just pure excitement and i the moment that i failed that on a stage then i understood what freedom meant to be able to stand in the space and to cry. Gait moments that are not timetable that are us real get for the audience and for the person creating those moments he had such an unusual childhood he come from not particularly wealthy family you were educated at home and you grew up in mexico which of course isnt exactly known for encouraging mail but it was your father who make sure you were exposed to it on almost a daily basis i think that was the only reason why you ended up being a ballet dancer and you say i had the fortune of having both my parents the next ballet dancers and my dad faced a very different sort of reality when he decided to be a dancer his father was an architect very traditional sort of. Cliche and he said youre in never going to be youre going to go to school and youre going to be an architect like myself and your brother its out there so i leave my ground father died when my dad was 16 years old and he asked his mother for a little bit of money to move to mexico city to the cup to pursue his dream but that meant that he worse basically expelled from his family and he had to find a way of making a living and pursuing these this dream so when we fast forward to when when he started the family 11 children later we you are going to go means my parents decided that dance could be your way you. Teaching or some valuable rules basically that could help us in life and also a son opportunity to maybe aspire to have a better life and in that sense my parents decided to teach us at school at home also school because 11 children. Are very expensive for school and my parents were not very keen on sending us to the public system. So obviously at that point in mexico was very crazy idea that already they living children were causing issues amongst my parents but but it turned out that. Were breaking into our regular programming as the teenage quiet activist groups the term burke is speaking though at the United Nations lets listen how dare you continue to look away and come here saying that you are doing enough when the politics and Solutions Needed are still with nowhere in sight you say you hear us and that you understand the urgency but no matter how sad and angry i am i do not want to believe that because if you really understood the situation and still kept on failing to act then you would be evil and that i refused to believe that. The popular idea of cutting our emissions in half in 10 years only gives us a 50 percent chance of staying below 1. 00 degrees and the risk of setting off irreversible Chain Reactions beyond human control 50 percent may be acceptable to you but those numbers do not include tipping points most feedback loops additional woman hidden by toxic air pollution all the aspects of equity and Climate Justice they also rely on my generation sucking hundreds of billions of tons of your c o 2 out of the air with technologies that barely exist so a 50 percent risk is simply not acceptable to us we who have to live with the consequences. To have a 6 to 7 percent chance of staying below a 1. 5 degrees of global temperature rise the best odds given by the i. P. C. C. The world had 420 gigatons of c o 2 left to emit back on january 1st 2018 today that figure is already down to less than 350 gigatons how dare you pretend that this can be sold with just business as usual and some Technical Solutions with todays emissions levels that remaining c o 2 budgets will be entirely gone within less than 8 and a harvard years there will not be any solutions or plans presented in line with these figures here today because these numbers are too uncomfortable and you are still and not mature enough to tell it like it is. You are failing us but the young people are starting to understand your betrayal the eyes of all future generations or upon you and if you choose to fail us i say we will never forgive you. We will not let you get away with this right here right now is where we draw the line the world is waking up. And change is coming whether you like its not think you. Well weve just been listening there to the teenage climate activist gratitude barack addressing the Climate Action summit which is taking place at the United Nations and lets get more know from our diplomatic editor james beings he joins us now live from the u. N. A very emotional intervention there from getting gretta turned back and she didnt seem to be mincing her words either ditching. Absolutely not that was a very very strong speech she obviously designed it to be as strong as it was but a very strong intervention from this young activist who really has had a stronger voice on these issues than campaigners whove been working on this for literally decades telling the World Leaders gathered in this room that by their actions they are not mature enough to deal with this issues but the young people she represents will have to live with the consequences of whats going on you may hear a roar of motorbikes why me thats just because the other side of the camera is 1st avenue here in the United Nations and President Trump is just arriving here at the United Nations as the secretary general and the dawn both are speaking in the General Assembly and work again stressing to you that although President Trump is arriving here right now he is not going to this Climate Summit he set up his own event worthy of vent on religious minorities around the world but its certainly been put timing wise to rival this Climate Action summit which the u. S. Is clearly snubbing theyre sending. A very junior or relatively junior state Department Official to this summit other World Leaders though will be there youre seeing right now at the General Assembly they got a video message from the pope to those who are. Who are attending this Climate Summit and very very interesting to see those Climate Summit the very strong Harsh Criticism for World Leaders from gretta as i watch which you cant quite see the other side of me President Trump driving past me and not going to the Climate Summit with the centrist thing you mentioned that james the fact that you have these t. V. Rival summits are having a very powerful call to action from gratitude and birds from the pulpit as well we excuse certainly doesnt this presents something of a challenge for those who are leading this quite a bit of action summits because were. There are people who have the power to act you clearly it would seem by snapping this event do you not want to see. Well other big admits is that their Prime Minister modi of india is their president she doesnt often come to new york for this week he comes every every few years but hes sending his foreign minister wang ye so there are other big players here and what the u. N. Stresses and i asked the secretary general about this couple of days ago is even though the president of the United States isnt here various parts of the u. S. In terms of businesses states cities are represented in the u. N. Believe that some of these efforts can actually be carried out north of the government state level but also at. The regional level lets now listen to the pope whos delivering this video statement. To mitigate the negative effects of Climate Change. Yes and to help the poorest and most vulnerable populations. Who suffer the most. While the solution is not good and the planet is suffering and the window of opportunity is still open. Oh we appear to have we appear to have unfortunately lost our connection there paul lets head back to james b. At the u. N. Climate summit james the little bit of the popes statement we did manage to catch he did say there was a window there a chance to make this a gate some of the effects of Climate Change trying to one would assume inject. A feeling of optimism in see what has been quite a bleak picture pain seeds. Yeah and the pope actually is of the World Leaders on this and remember here is the leader of a very small state as well as a very big religion leader of the vatican state has been the head of many other World Leaders on this issue it was 3 years ago that he came up with cyclical Climate Change so he is someone whos been speaking about this i think ahead of some of the others and certainly view that this state where we are now in the emergency of where we are now no longer Climate Change but Climate Crisis is very much the message from the youth activists and you heard grettir totenberg when she talked moments ago making it quite clear that she doesnt believe the current projections on the course the world is on in terms of the paris deal which clearly some countries notably the u. S. Are not sticking with isnt enough to get us where we need to be in terms of reducing emissions and saving the planet and making sure that Climate Change is not irreversible. And so james have there been i understand the the session has only just has only just opened but has there been some indication of a willingness to take certain measures have any ideas been forces at this stage an action plan as. No what were expecting to hear or what certainly the u. N. Secretary general is hoping to hear is individual commitments that go beyond what countries have already proposed so hes hoping that each country is going to come up and say well in addition to what weve already committed this is where were going to go now some of those leaders for the 1st time are now taking to the stage Prime Minister of new zealand now on the stage speaking to all the leaders and what the secretary general said is tony snow all of those leaders including the Prime Minister of new zealand is that he didnt want to have statements and rather beautiful speeches for them instead he want to the concrete plan of action from the various World Leaders when they took to the podium here in new york this is a special day added on to the high level we normally it starts on a tuesday starting on a monday and the focus today only on climate but of course that is not the position from the trumpet ministration which is having a separate event as i say on religious minorities lets listen in for a moment to the Prime Minister of news in it when he visited the pacific recently but if we are to overcome the extraordinary 3 that Climate Change poses we must always start with an honest appraisal of ourselves or the new zealand accounts for only 0. 17 percent of global total emissions our gross emissions have increased roughly 23 percent since 1990 but also as with many here things are starting to turn around here is hope our gross emissions paix in 2006 over 80 percent of our alec tricity already comes from in europe well hydro and wind and we have begun an ambitious agenda. Weve introduced to palin is there a cabin bill the purpose of which is to ensure new zealand lives within the threshold of 1. 00 degrees celsius of Global Warming misses sciri to avoid catastrophic we the ravines for our pacific neighbors we are strengthening our emissions trading scheme to more effectively price climate pollution we try to find 1000000000 trades by tweeting tweeting i put it we have stopped issuing any new him and some offshore oil drilling here. And they place were investing in Green Hydrogen biofuels and the goal of 100 percent renewable alak tricity generation by 2023 we making a late trick and cleaning house more affordable were increasing heavily in rye and trains buses walking with us i wish to 100000000. 00 green if the some of which i want to help ship was green and be private and basement shipped towards 0 Carbon Economy of the future and weve created a 300000000. 00 fine aimed at supporting Climate Mitigation it at attention in the pacific and weve done all of that and just to use. Our Business Community is stepping out with a Climate Leaders Coalition that together represents fully 60 percent of new zealands gross emissions our farming leaders have made their own commitment to cutting emissions as a result of Food Production over the next 5 years we will collaborate to build systems that every farmer will be able to use to measure manage and reduce their own fams emissions we are determined to show their new zealand came in will be the most Sustainable Food producer in the world and we will continue to lead International Collaboration through the Global Research alliance on agricultural Greenhouse Gases mrs secret eery general the situation is stark but new zealand will play our part in the global if it will not be easy but our generation we have it within our grasp not just to prevent the worst but to build the best possible world for the generations to come for talk allow for the pacific for all of us nora tina. Tina cotto to. Thank. And that was the Prime Minister of new zealand just send there are addressing that quiet action at summits the United Nations are to pronounce or care to james bays has been listening in see this has to be said a very busy day james the United Nations what more can you tell us about. The statement made by just send there are certainly outlining a lot of priorities there a lot of action that new zealand has committed to take. And thats exactly what the secretary general antonio terrace wants he wants to hear concrete action he wants to hear new action and im not. Next person off on new zealands climate priority is to be able to check off each of those points against any previous commitments that new zealand has made and tell you whether theyre all entirely new but thats what hes hoping to hear from each of the World Leaders who are queuing up theyre supposed to only speak for 3 minutes each right now you have one of the countries that is most affected by Climate Change because it could literally disappear under the sea and this is the Marshall Islands dr hilda hina whos the president of the Marshall Islands worth reminding you that last Marshall Islands played a very important diplomatic role in the paris climate to green it back in 26 d. Tony de brahma who was then the foreign minister of the Marshall Islands who has since died but he was a very strong advocate at the paris climate talks lets have a listen into the president of the marshall others to join us including by joining yesterdays statement excellent sees we are far from staying within the 1. 00 degree limit set by the perrys agreement falling short would mean the greatest failure of humanity that we have ever seen as the Global Commission on at that station as said now the enough is being done let damped our world today max that we have already locked in let alone the worst that would be yet to come. I joined fellow persevere and Forum Leaders in forming that the Climate Crisis remains the single greatest threat to our Regional Security that is why my government has submitted the resolution to our parliament to declare a National Climate crises including to highlight the special circumstances we face as a low lying kora coral atolls nation we are also developing a Landmark National left optician plan to shore up our own future 5 years ago my baby grand daughter my the filipino was on this very stage i am here for her and for all the children of the Marshall Islands as a president mother and grandmother i want to ensure that women and youth have a voice in visitation making that shapes their future that is why the one pledge is important i call on every leaders there that sign it to do so theres some it might be the moment we choose survival over shell vision its communities over coal and planet over profits it might be about Climate Justice mr secretary general your call is clear brave and timely to sustain action into the long term next year countries my summit their plans to increase by 2030 and to reach 0 emissions by 2050 this is the lens through which history will judge this summit and all of us. The time has come for leaders to do just that. And thank you very much. I took a walk. And weve just been listening there to Hilda Khomeini shes the president of the Marshall Islands a nation of course that would be directly affected by the adverse effects of Climate Change youre watching aljazeera bringing you live coverage of the Climate Action summits 2019 which is being held at the United NationsWorld Leaders lining up to address this summit so this of course is Prime MinisterNarendra Modi of india lets listen in excellence. My global Climate Summit. Un secretary general. But of those about them and about that. Which leverages jim. Thieved the champion of the earth award last year. This is my 1st opportunity to address the United Nations. And it is a happy coincidence that the subject of my 1st meeting in new york is climate excellences. Various efforts being made by Different Countries to fight Climate Change but we must accept that if we have to overcome a serious challenge like Climate Change then what we are doing at the moment is just not enough. What is needed today is a comprehensive approach which covers education values. And everything from lifestyle to development philosophy. What we need is a global Peoples Movement to bring about behavioral change. The respect for nature. And the protection of Natural Resources have been important aspects of both our traditions and present day efforts. Need not greed has been our guiding principle and therefore india is here today not just to talk about the seriousness of this issue but to present a practical approach and a road map we believe that an ounce of practice is worth more than a ton of preaching. In india we are going to increase the share of nontruths postle fuel in our fuel mix and increase by 2020. Renewable energy pass a t a 175 gigawatts and we are committed to further increasing this to 450 gigawatts. We are encouraging ema billeted in our transport sector india is also working to considerably increase the percentage of the bio fuel blended in petrol and diesel we have given gas connections for clean coal going to 115000000 families we have started the judge even in commission for Water Conservation rainwater harvesting and for the development of Water Resources and in the next few years india is going to spend approximately 50000000000. 00 on excellence. If we talk about our actions at the International Level about 80 countries have joined our International SolarAlliance Initiative i am very pleased that india and sweden together with other partners in the street transition are launching. Leadership group within the industry transition time. By bringing governments and the private sector together this initiative will be an Important Role in developing low carbon pathways for industry. In order to make infrastructure resilient in the face of disasters india is launching a coalition for disaster resilient infrastructure. I write all Member States to join the coalition. This year on the occasion of indias Independence Day on the 15th of august we called for a Peoples Movement to end the use of single use plastic i hope that this will create an awareness at a global level against single use plastic and excellences i am pleased to let you know. Tomorrow we are going to in all very similar panels installed by india on the roof of the un building the time to put docking is over the word needs to act now thank you thank you very much thank you very much. Thank. You that was the indian Prime MinisterNarendra Modi addressing the un Climate Action summit lets get more from our diplomats cancer james bays who is why farrahs the United Nations so jane said what warmest he saying about the the action his country is planning to take. Well you heard a list of things that india will too and again following very closely the format that was requested by the secretary general which is not flowery words but deliverables actual things of action that countries will propose when they arrive here were going to see a succession of key World Leaders speaking chancellor merkel of germany is now on the stage and they will be following through the next few hours we believe theres going to be about 60 of these short speeches theyre supposed to speak to only 3 minutes each because they get the chance for a bigger speech the rest of the u. N. General assembly that starts on tuesday goes through to the following monday thats when they get 3040 minute. Its to speak to the world these very short specific climate pledges coming from these World Leaders but the key point i think is were not going to hear from all of the leaders in the world and some of those who are the most important ones on some of these subjects for example the president of brazil the Prime Minister of japan the Prime Minister of australia and of course the president of the u. S. Are not speaking at this summit thats despite the fact that while this summer has been under way of watch the massive motorcade right now so much for stopping you near where im standing right now with President Trump on board and hes gone in for a completely different meeting that hes staging a u. S. Sponsored beating pretty worthy subject on religious minorities but its quite clearly timed i think to coincide with the climate meeting so he doesnt have to go to the climate meeting and he is sending a low level official from the state Department DeputyPrincipal Assistant secretary of state so u. S. Nowhere near a key player nowhere near the cabinet no james you mentioned President Donald Trump perry he did he did manage to time that summer his arrival at his alternative some as it runs about the same time that grettir simberg made terrible printing address this was a very passionate address that the young climate activist made at the opening of this summit for viewers who are just joining us now you just give us a sense of how powerful that Statement Wars and the main message is that she and other activists are trying to convey as this Climate Summit takes place. This is a young climate campaigner just 16 years old who started with her solo protest leaving school on fridays and sitting outside the Swedish Parliament she is now the most forceful voice on Climate Change. In the world she has a resonance of her message that cuts through in a way that activists and scientists whove been speaking on this issue for decades but their messages do not and it was an uncompromising message she delivered in the last half hour she actually said to the World Leaders gathered in the room that the youth representing the youth do not feel those World Leaders are mature enough to deal with this issue she made it quite clear that the current targets are not enough and that those leaders need to step up and do a great deal more of very powerful speech young climate activist or lecturing the leaders of the world and i james this all comes in a very very busy day he has to be said at the United Nations says certainly and terence of the climate speeches weve had we have had the the u. S. President having a terences summit but there have been important developments at the United Nations one of which in regard to syria tell us more. Yeah we finally had news on that Constitutional Committee for syria let me remind you got to go back a long way to resolution 22541 of the things that that resolution of the Security Council won the last time the Security Council was agreed on syria one of the things and its only a small part of what they want to was a new constitutional syria while the u. N. Seized on that as something that perhaps they could action and under the old special envoy stephan de mistura he made its main mission to try and constitute a panel look at come up with a new constitution to syria theyve been arguing for over a year about names about lists one list came from the government side one list from the opposition or one list drawn up by the un of Civil Society and in recent months theyve been argue about the last few names on that list they finalize the list last week and it was agreed to be eating in turkey by the leaders of turkey. He iran and russia i spoke to the secretary general of the un shortly after that he told me that he thought that the deal of been done but he then to make sure that the Syrian Government were fully on board sent a special envoy get pederson to damascus hes had meetings in the last few hours with Walid Moallem who is the foreign minister and Deputy Foreign minister of syria the u. N. Now feels confident this process can go ahead and so they formally announced it the secretary generals announced it but there will be this Constitutional Committee for syria coming up with a new constitution for syria and potentially then paving the way for elections for syria but then of course are all sorts of questions about that who would be allowed to vote in elections what would you do about all of those syrians which amount to nearly half the population of prewar syria live outside syria in neighboring countries and in europe how would that work out those questions obviously have got to be addressed cynics will tell you that they fear that this will go to geneva as previous Peace Initiatives and peace talks have been get bogged down because of the Syrian Governments intransigence when they actually get to the negotiating table and of course this is only about future governments of syria remember the bombardment and the death toll continues hourly as we speak particularly particularly in the clip province which is looking like it will be the last point old battle of this very long war and meanwhile jane since the mothers a never ending stream of things going on at the United Nations at the minute but the tensions with iran have been looming large in the run up to this General Assembly has there been any movements in that regards. Well remember where we were before just over a week ago that attack on Saudi Oil Installations we were at the point where certainly the trumpet ministration were talking up the possibility of a trump Rouhani Meeting and certainly at the g. 7 that took place and been rich. The french were trying to work as a matchmaker mediator to get the 2 together and even brought the Iranian Foreign minister job at the reef to the ritz for discussions there its all changed i think since that attack on the oil institutions in the u. K. Is joining the u. S. Now and saying that it believes that iran was responsible i have to say in the last few minutes President Trump when he arrived here was asked about a meeting with rouhani and simply said well wait and see for the iranian side i was invited with a small group of journalists to a break 1st by the Iranian Foreign minister this morning and he briefed us on the latest he made it quite clear that unless the u. S. Changed some of its positions there would be no meeting between trump and rouhani but he did make it clear that iran is going to put forward a new Peace Initiative joining the General Assembly calling it the whole moves. Because they say they couldnt call it the persian gulf because the arab countries dont agree with that name they call it the arabian gulf so the whole moves initiative a name that everyone could agree to could agree on he said and the idea and he did say it was a long shot is a u. N. Umbrella for a Regional Security framework and theyd invite all the countries that are near the gulf to be part of that it sounds like a reasonably viable idea because similar suggestions have come from the un secretarygeneral theyve come from the russians theyve even at one point come from the u. K. The problem i think is the u. S. Administration the idea of talks taking place without the u. S. Having a seat at the table i think may well be a stumbling block ok james thank you very much indeed. James bays at the United Nations on what is a very very busy day in new york were going to keep across all of that set for the moment and we will be crossing back to the United Nations when well hear from World Leaders like the french president emanuel my crawl and of course the emyr of. Who are both shuttles to speak in the coming few hours from now there you are with aljazeera watching the aljazeera news are and there is plenty more still to come including sharing the birds and european ministers seek a joint policy on at the micro crisis class russia is in danger of again it being banned by the World Anti Doping Agency leo will have more for you in sports.
