Citys infrastructure just ahead. Nigerian Army Soldiers are being accused of detaining thousands of children in their efforts to crush the armed group. Human rights watch says children have been barred from seeing their families and forced to live in squalid conditions as the head of greece reports and made a goody the capital of borno state military denies the accusations. Friends are not doing what they love most playing football. But they havent always enjoyed such freedoms. They were raised by mothers married to book or apply to. The boys now 12 were rescued by the Nigerian Army 5 years ago and taken to a detention camp. Conditions they say why basic. They gave us good food to eat was a given to us when we think hes a sometime this soda will stop us from playing the among ourselves when its time for bed we had marked and some pillows spread on the floor. So not only will they brought us food we had clean water and even clothes they didnt beat me. But activists say some children have experienced a lot worse Human Rights Watch says the army has been Holding Thousands of children in squalid conditions it says many have had no access to lawyers and families havent been told of their arrest or detention the organization said such cases may constitute enforced disappearance as the Nigerian Military says the allegations are false i mean come under say 4 years ahead tools of engagement and its just that theyre almost being guided by those who are saying no child was deliberately mistreated the army says steps have been taken to address previous allegations human rights activists on their part i q state governments are failing the children they say only a few of them have so far received any form of support to deal with their trauma the United Nations says at least 2200 children have been released by the nigerian authorities from detention most of them without charge the u. N. Childrens fund has since rehabilitated thousands of children and reunited them with their families use of were seized by book as a teenager now we need to early twentys is among dozens of dear article eyes young men who have been given a new start is still remembers the 1st 2 weeks in the detention center. It. Was that we serene did and were taken to a Police Station in gaza where we were beaten by Security Officials and vigilantes we were later transferred to the game a military barracks for 14 days where some soldiers wanted to beat us more but we were told that we were being transferred to be d. Radicalized it was traumatic to go. Back to the say rehabilitation is an important step for children to can buy a book. He would rise to watch the surge in the Nigerian Army to release those remaining in detention immediately. Or for more on this now were joined by as i did receive holmes live to us from mind in nigeria so ahmed that aside over the dispute over the treatment of charcoal of some of these children is the army acknowledging that its Still Holding hundreds if not thousands of children. Well the army is saying that its no longer holding any child and its still it is an interest on our detention facility is what one Senior Commander was telling us is that when these children were recovered from areas previously occupied by boko haram they bring them in to secure locations and debrief them and then hand them over to social welfare workers who in turn will take care of them but again if you look at the numbers were talking about and considering the fact of the northeast its a theater of operations for war i guess but then you realize that there are not enough facilities to deal with the number of children were talking about now over the past years the government and eunice about talking about thousands of children who have been handed over to them by Security Forces and vigilantes were fighting against book or im in the northeast of the country so the army in effect is saying that its no longer holding anybody but the activists in terms of human rights activists are talking about hundreds still being held by autologous in the north east of nigeria mostly of course in borno state while the book or implied is still and go in and its still very tough for either one address there thanks so much for that lets bring in now joe baca in the blue jays shes the childrens Rights Advocacy director at Human Rights Watch good to have you with us as you are hearing perhaps from our correspondent there the army well its 1st of all flatly denies Human Rights Watch findings saying theyre false the military says its not Holding Children in detention what it considers to be Detention Centers it says apprehended children are. Housed in secure places and said we all response to all of that. Well the United Nations since 2013 has documented the detention of more than 3600 children in military Holding Facilities in northeast nigeria we interviewed more than 30 of these children in june of this year many of them had been detained at barracks for months and some for years in fact 2 of the children we interviewed have been held there without charge for 3 years but many of the children we interviewed described trying to escape boko haram attacks when they were arrested and as folks of iran suspects they have been held generally without charge without any opportunity to go to court or to see a judge only one of the children we interviewed ever had a chance to say that they thought might have been an attorney there held without any contact with the outside world in appalling conditions children described cells with 250 year 300 teenie asked them to a 10 by 10 meter area hundreds of detainees sharing a single toilet with overwhelming stench detainees fainting from the heat and in fact sometimes bodies being taken from. We acknowledge that the Nigerian Military has released over 2000 children and the rate of detention according to un statistics has dropped significantly between 20172018 if there are no children there now thats wonderful news but we really encourage nigerian authorities to open the barracks to the United Nations so that they come can come and verify whether or not any children are there and in any case where urging nigerian authorities to sign whats called the handover protocol to ensure that when children are apprehended by the military that there swiftly transfer to civilian Child Protection authorities so that instead of languishing for months or years in military detention they can be reunited reunited with their families and get the rehabilitation of the Community High point that they need let me jump in if i can a so fall from what youve seen those children who are detained obviously are going any kind of derives its allies ation process. But as i mentioned most of the children that we interviewed appeared to be both victims not boko haram fighters none of the children we interviewed expressed any sympathies with boko haram in fact some of them felt that the boko haram commanders should be dealt with by severely. But the children described no programs while they were in detention no education so i was just a time to really do authorities tell you what is ok why these kids being held them if theyre not undergoing any of the radicalization because most of them may not even have anything to do with boko haram what was the official reason for holding kids then. Thats an excellent question as i mentioned virtue very few of these children are ever charged with a crime and so our evidence shows that there is you know very little evidence or weak evidence to hold them in the 1st place we approached the during authorities 2 months ago with our preliminary findings asking them for comment and to date we have no received no reply. Interesting thank you so much for coming in and sharing your experience with that job back of their i pleasure. Now britains Prime MinisterAbbas Johnson and his cabinet are desperately searching for a way to navigate out of that brags it impossible theyve just been meeting after a night of high drama in parliament johnsons push for an early election was thrown out before parliament was suspended for 5 weeks lawrence the begins our coverage from london. Mr speaker the lords will also rise by how much is this commission to declare to declare how well it said to ask housewife eyes this is and so also declared the prior Great Holiday and. These are the prices of this honorable have really no. Choice what the outside world makes of the purchase parliament shutting down for 5 weeks when the u. K. Is going through the biggest political crisis since world war 2 is anyones guess its most certainly less than popular among the opposition and peace on the speaker of the house of commons this is not however a normal part of geisha it is not difficult it is not standard its one of the longest for decades and it represents not just in the minds of many colleagues but huge numbers of people outside and to be executives be asked. As conservatives file doubts they were heckles by opposition m. P. s who refused to leave they tried to stop the speak up from leaving and then signed protest songs in the chamber. To demonstrate only too clearly the collapse of traditional politics here government ministers of offered no explanation of the deal they all seeking if there is such a deal less aching let alone any work time proposals presented to Parliament Scrutiny no wonder they are so keen to baroque so early to avoid any scrutiny of what were doing the right 293. 00. The left 46 johnson had lost his 6 votes in 6 days even fewer and peace casting their ballots for a sober election but had done well. He tried it the 1st time and so while the opposition accused him of cowardice for suspending parliament he accused them of the same thing theyre right on the bill james remove his cronies together with those other opposition parties have been trying to disguise their proposed risk cowardice by coming up with ever more rangers excuses for joining you know an election until the end of october and perhaps november when hell freezes over. In media the delay and procrastination that has become the hallmarks of the opposition before parliament was put into this induced coma the opposition was able to force Boris Johnson in civil corner he is now going to have to seek some sort of compromise with the European Union if the u. K. Is to leave the block by the end of october as he insists must happen but that in turn will infuriate the most pro brecks it right wing of the party and will inevitably cost them seats whenever the National Election happens with his cabinet holding its regular meeting these calculations will all be in play rumors abound of the potential for more resignations from the ruling party as johnsons many critics say his grip over bricks it becomes ever weaker. Snape joins us live from london so is there a way out on the horizon anywhere after that cabinet meeting. Well well not looking at it certainly given the leaks that have come out susa reporters close to the conservative Party Johnson apparently said that he didnt believe his government was extreme and thats he apparently wouldnt or wasnt able to say what hed do on october the 19th the day after the european summit meeting if he doesnt have a deal by then and of course both of those things presuppose he was asked the question by his own ministers do you think you are extreme and secondly what what is your plan he going to resigning in to break the law are you going to be the lore and go for the extension and break your own promise to the people in the conservative party and of the moments hes not prepared to say or doesnt know what the answer but that the. That were now in a position where someone is senior in the conservative party is William Hague the former conservative party leader has written in the Daily Telegraph which is the conservative partys own go to newspaper this morning that he regards johnson as being guilty of quotes a disgusting acts if you pull chrissy a disgusting act of hypocrisy he wrote through the summary sacking of these 21 very senior conservatives who refused to back in they do it when you have that level of language being used at the highest level of the conservative Parliamentary Party from one former leader against the currently that you can see what a mess theyre in and the old facts are that hes lost 6 votes in 6 days he says hes prepared to go with no deal even though plainly there is no majority either in the parliament or indeed among the public for no deal the most recent polling ive seen will support the new deal about 25 percent and at the same time he says hes not prepared to back down in any sort of way that that the rest of parliament or the european thinks he has to on this issue of the backstop and where the Customs Union fits in the low sort of things and so theyre now going to have to spend several weeks i think trying to figure out among themselves what it is theyre going to do without telling anybody else all right thanks so much the there.
