I dont think its strategic enough to call it a specific tactic i think hes pulling the rug out from negotiations not just from the taliban from the possibility of bringing this long war to an end the negotiations that were underway between the us and the taliban even if they had succeeded would not have by themselves ended the war there was still fighting underway between the taliban and the Afghan Government military but it was necessary as a 1st step towards ending the war so cancelling it at the last minute which may well have been under pressure from his National Security advisor john bolton who had long opposed these talks has has really made that far more difficult for people in the afghanistan and some ways people watching from afar might be thinking that if the taliban are still very much engaged in violence not just as you say with the Afghan Military but also targeted as they said targeting foreign.
