A resignation to the central people. On kongs leader on the defensive after a league recording of her declaring she would quit if she could. Under these 5 people are killed as Hurrican Dorian moves across the caribbean. We. Just heard tragedy. And. A warning to the u. S. Open field as he moves into the quarterfinals. Despite dropping a set overpowered 2014 in the ninetys. There we are here we go the u. K. s breaks a battle is coming to a head today with a showdown in the parliament that could seriously undermine Prime Minister Boris Johnsons or thorough. Opposition parties are expected to put forward legislation to try to stop a no deal exit from the European Union some conservative m. P. s say they will support it but they face threats from their own party if they cross the line if the legislation is passed the Prime Minister has said he may seek parliaments approval for a snap general election on october 14th Boris Johnson insists the United Kingdom will leave the e. U. With or without a deal by october the 31st to show our friends in brussels that we are united in our purpose in peace should vote with the government against cool beans pointless. I would everybody to know there are no circumstances in which i would ask brussels to do then were leaving on the 31st of october no gifts or bonds well the former attorney general Dominic Grieve is one of the conservative leading no deal critics he believes the rebels in the party can stop it i hope so never certain because there are lots of pressures on the company some of them have been are being threatened with the selection with having the whip withdrawn and this is all very draconian and it will be those who are weighing up Party Loyalty against the National Interest this is this is painful and hard but i think we have the numbers. Lets go live now to our correspondent lawrence lee who is outside the palace of westminster the gloves are well and truly off now. They really really are and speaking to Dominic Grieve whos been the leading conservative voice in the campaign against his own conservative government i have a very many months people like him and the liberal democrats the centrist party who are also going to support the motion sue stop. And no deal breaker any sort of bricks that actually at the end of october they are fairly clear that they just about have the numbers and the enormous pressure and the threats that have been put on them by the government threats of being the selected from the conservative party are being thrown out of the conservative party not being able to stand as a conservative in the next election have simply strengthen the resolve actually of some conservatives who have said after all well why would you take this measure against us when there are actually very many members now of Boris Johnsons governments who didnt support series in may and refused to back when when she was trying to get her version of bricks it through parliament and so in that sense it does appear that they think this points tentatively that theyre going to win the vote this evening then the question is absolutely what happens then and to what extent can they actually control the entire sequence of events in parliament over the next few days because the other thing that Dominic Grieve said when we spoke to him was that even if Boris Johnson then wants to call a motion to for a potential vote on election on wednesday they could stop him from doing it because they control the parliamentary timetable and if that happens its completely unclear what happens next and as to the sequencing if it goes to Boris Johnson wanting an Election Year then in a situation where 2 thirds of the 650. 00 m. P. s have got to vote for it and say yes we go with that but then youve got Jeremy Corbyn the Labor Party Opposition leader saying yes ok to an election but his bricks in front bench team are saying actually no to an election before october 31st but yes to an election after halloween i mean i mean as as a layer cake this just gets more and more bonkers by the hour. It. Really does at least one question is if they took boris jones not his words and said ok fine we will agree to an election but it has to be on the state that was being spun by downing street last not october the 14th do they actually believe that the government is being honest in thats because theres so much mistrust floating the rounds there is a view that if the words to be a 2 thirds majority of the election Boris Johnson could then say fine thanks very much were going to have its after weve left the European Union all upset the 31st and in that sense they worried about being double crossed by you as to the question as to whether there are 2 thirds of m. P. s who support an election thats a very difficult question to answer as well because for so many months the labor party has been demanding an election but now theyre saying they might not want to have it at the point which is being offered to them you just say you know that the majority of conservative and these would support that position and so would the Scottish Nationalists because they would clean up in scotland but again the liberal democrats are against it they want a 2nd referendum in states and such that then becomes an enormous separate problem which would only start potentially to be resolved i might not even get results on wednesday because the some of the rebels would say we wont let Boris Johnson call the terms of an election at all and so what happens today looks like its not going to be the start of a process but might not offer as much clarity as we thought yesterday that it was going to was to that the absolute probability of an election being called on wednesday lawrence thanks for that well talk you later im sure. The Iranian Oil Tanker seized off gibraltar before being released appears to have turned off its tracking beacon its the adrian daddio one formally known as the grace one switched off its track on monday and the ship tracking websites had previously shown the vessel off the coast of lebanon and heading northwards the u. S. Secretary of state mike pompei o has that they have intelligence that the ship is heading to the syrian port of tartus also jabari joins us live now from the iranian capital tehran what do we know about the tanker dosser and where do we think it might be headed next. Well peter according to the website tanker tracker this ship is near the syrian waters just off the port city and yes the tracking devices as you mentioned have been turned off over 17 hours now and there is some concern that this vessel is going to be offloading its cargo that is 2100000. 00 barrels of radium crude oil worth over 130000000. 00 onto smaller vessels and then those vessels will head into the refinery in syria the dispute here is between the fact that the ukrainian officials dont recognize of why this vessel was seized on july the 4th in the strait of gibraltar a by the british navy they say that the sanctions that are imposed on the Syrian Government by the European Union are not endorsed by the United Nations and therefore they are not recognized by the iranian officials the British Government said that that was the reason this vessel seized because it was heading to syria iranians have said that that is not the case theyve sold the cargo that is on board this ship and wherever that oil ends up is not really up to them anymore now that vessel was released on august 15th and just last friday the american government. Imposed sanctions on this vessel and the cargo thats on board so anybody thats purchased this oil wherever it heads the United States government will. Set have some fines for them and they warned that the dispute that is ongoing between tehran and washington will only be heightened by this vessel and where it ends up the other aspects of this story is basically sanctions door so sanctions off the back of the 2050 nuclear deal was the states about as old today. Well peter the iranians have set a 2nd 60 day deadline that is coming to an end thursday for the european signatories that are left in this Nuclear Agreement to uphold their on the deal if they dont or or the iranians feel that they havent until then the officials here have said that they will announce another further step of them scaling back their commitment to the Nuclear Agreement this will be their 3rd and theyve said their harshest step that they will take the strongest step that they will take these said they said that since the United States withdrew from this agreement in last year that theyve imposed a series of sanctions on irans oil and Banking Sector and that is crippled really the europeans ability to conduct business with iran the iranians have said that they will no longer be in this deal by themselves theres been a series of diplomatic efforts the Deputy Foreign minister up us archie was in paris on monday he held a 10 hour session with various delegations from the french government to try and salvage what is left of this deal we are waiting for an assertive out zarif was in moscow where he held a special needs with is a russian counterparts all these efforts are underway to try and salvage this deal yet again before the iranians and now its a 3rd step that will most likely take place on friday and theyve said it will be the strongest step they will take in scaling back their commitment to the nuclear rim and so they are expecting some very strong reaction from the International Community once they make that announcement also thanks very much. The u. S. And france may be complicit in war crimes in yemen thats according to a new elated nation for course iran is also being implicated the u. N. Says the Saudi Led Coalitions use of starvation as a tactic may also amount to a war crime investigator say the crimes shouldnt go unpunished and they give a list of suspects so the un rights chief lets listen in to a live News Conference taking place in geneva its an immense and varied the bombing the air strikes. The snipers. They hit the people in their daily lives often without warning in areas where there is not active combat taking place this gives the impression that there is no place that is safe there is no place to hide. The mines less than they would kill and mutilate people for a great deal of time after the end of combat the blockade. Tactics attacks against that are essential to the survival of the population and the restrictions to the provision of humanitarian aid deny the population the food water and the medication that they need at a moment when yemen is undergoing an unprecedented humanitarian crisis more than 24000000 people. More or less 80 percent of the population of yemen depend on humanitarian aid to survive it. People continue to be subjected to arbitrary detention. Are at their arbitrary stuck to their disappeared and theyre subjected to torture theyre subjected to treatment. And theyre also subjected to Sexual Violence and in some cases documented by a group of experts they have died in the custody of the parties to the conflict or shortly after being released the population fears being stopped. Or targeted for having shown the dissidents. The parties are actively recruiting all parties are actively recruiting children. And this includes forcible recruitment parties to the conflict and threatening activists journalists human rights defenders humanitarian workers. They impose upon them restrictions in their work. Interruption of Services Provided to people in all of these are violations of rights of the rights of the population many of these are also on. War crimes. Ladies and gentlemen the proof is overwhelming 5 years have gone by. Is ever more anchored violence worsens day to day. It is essential. For. A great deal of prioritized to the needs of the civilians to underscore that the suffering. Represents. A collective failure by the parts by the parties to the conflict and the International Community has the parties to the conflict and the International Community bear the risk the collective responsibility of resolving this conflict lasting peace requires responsibility. Otherwise the cycle of violence and it will continue the parties to the conflict should immediately give priority to security and to the rights of civilians they must those that. Among their ranks violate International Law there are too many of them it is incumbent upon the International Community and in particular the states that can bring airplanes to bear on the parties to the conflict to condemn and to take measures appropriate measures to prevent violations and to assist yemen to ensure that the authors of these. Infractions are crimes respond for there are actions of experts as recommended to 3rd party states that they have arms transfer transfers and that they not provide weapons to the part of the concert because other words these weapons can be used to. Facilitate serious violations of International Humanitarian law and International Human rights law we urge the International Community to redouble its efforts to put in place a political process that allows for progress to be made a long the road to urgent peace. Command yet france deployed by the special envoy the secretary general for yemen mr Martin Griffiths these efforts are aimed at bringing. And restoring lasting and inclusive peace ensuring. The count ability of the authors of. These violations and serious crimes because and gentlemen we are available to you my colleagues and i are willing and able to respond to your questions i would give the floor now to melissa that dress you. Coming. Some of the. At a time when. All of the. Time. We want to emphasize that. Consequently. Parties to the conflict must immediately. Also. Especially those states that have influence. And take appropriate steps to prevent. Group of experts has recommended that. Prohibit. Transfer. And refrain from providing. This is because of the providing such. Rights. Also. If its. That kind of. Special envoy. Will take your questions could you just start for yourselves. And experts. From 24. But you know. Showing a road map of violations using some point imagery. No one in the International Community can ignore whats going on in yemen as a result thank you. Thank you. We have. A confidential list of possible perpetrators in accordance with the mandate of the mission and we have today handed that list. High commissioner formal transmission to the High Commission as we are required to do under our mandate it is strictly confidential list and so i will say no more about it but yes that has been done insofar as the International Community on the satellite imagery is concerned. Only with this is not just a problem for those in this building this is not only just a problem for the parties to the convent this is a problem for the facts the whole International Community the whole world and it is for the International Community as a whole to take it upon itself to respond and do something about it. Last year old. Swiss press agency to quote 1st question. Now i realize you cant tell us exactly people on that list. That you sent to the committee. How many names there are on the list thats the 1st question and in your recommendation you ask the security guards was taken to a human rights approach in the yemeni crisis but you dont make any specific recommendations. Or on into last. Why or why are you not taking. Thank you. Thank you it seems that is to be. On the list this is strictly confidential list and i feel that we can say no more about it even published numbers indicate in any other way and i think that list must remain strictly confidential. We did not make any specific recommendations on accountability mechanisms because that really is outside our control there are a number of options. But none of them seem particularly feasible at the present time what we have done is we have indicated that there is a clear need to conserve preserve evidence in preparation for any future accountability mechanism how that is done. To states to decide but it is important not just the evidence that we have accumulated dealing with state responsibility for violations is preserved but also that evidence is preserved. That could later be used in criminal trials in relation to criminal violations. I dont go to jesse to choosing his name but im out. To read a small proportion of the time published last august. After the 1st report. I read remember that confidential list of the individuals have been to have International Crimes given to the Home Rights Commission the list of people who were involved International Crimes what happened after what you did had taken the action against as most people or just a year or a case like this review here and afterwards is point to the same practice after the 2nd report and theyre not going to be him and openly is denied and didnt accept the 1st report and did they contact you after the 1st report as the final question how many signals were cute since 2000 and much with 2050 thinking. Conform him on in line with and do you do we can only. Communicate a list that confidential level we cannot. The latest thinking there from quarters in geneva in switzerland. Really boiling a long long period of research where theyve theyve collated various aspects of the aftermath of whats been going on in yemen in its current form certainly since 2015 of the conflict escalated into a fully fledged war lets talk about as we stay with these pictures to know how the hobbs is joining us here in the us the fellow at the Brookings Doha Center a specialist in transnational justice in the arab region know how welcome back to the news hour is the u. N. Getting a little bit ahead of itself talking about yemen in terms of accountability i. E. Nobodys being held to account. Well if i mean its part of their mandate to to try and identify 1st of all the violations and crimes human rights crimes and humanitarian law crimes and its part of their mandate to identify if wherever possible those responsible for such violations so in terms of developing this list as weve just heard of of potential perpetrators thats perfectly within the mandate of this group of eminent experts do you have any idea who or what which organizations may be on that list. Its difficult its very difficult to say i mean whats interesting is i believe that the that the u. K. And the u. S. And france have been specifically mentioned or will be mentioned in this report its as complicit in some of the war crimes in yemen so be very interesting to see if there are individuals from those countries that are mentioned in that list and that comes down to the arms trade one assumes i would imagine so i mean weve seen in previous reports. Previous u. N. Report specifically calling on countries who continue to sell their arms to the Saudi Led Coalition to stop doing so because of the rest the those arms are being used in crimes committed in the war and indeed weve seen other reports that have verified these these weapons from these countries have been used in those crimes is the conflict is still going to get worse before it gets better because over the past what 3 weeks now weve been talking about what the separatists have been doing in the southern half of yemen offset against the reality which is the u. A. E. Forces seem to be distancing themselves just a little bit from the Saudi Led Coalition in terms of whats going on in other parts of the country i mean i think the conflict in yemen is at a very critical juncture right now with you know heard a lot of talk about you know is there or is there a major rift between the saudis and the iraq ts given the attacks in other than there are to strikes and aden last thursday for example but i think in terms of the. You ease role in the self if think its important to view it within the wider context right i mean that the u. A. E. Is not just supporting the Southern Transitional council as a session is movement its support for the s. T. C. Is very much regarded as a gateway for the u. A. E. Is control of essential waterways and resources in this very strategic geographical area in in yemen and so i think that you know the war is has gone a lot worse i hope that it doesnt get even worse but the going back to the un report these reports while they may not want to necessarily lead to an immediate or concrete action with regards to accountability in resolving the war they do still serve a very important purpose in the sense that there are this constant reminder in the midst of this mess of the multiple and complex layers of the conflict in yemen that there are theres vast death and destruction happening in yemen and theyre very strong ammunition for n. G. O. S and governments and the very few conscientious politicians who continue to call for an end to the conflict and for accountability ok the u. N. Special envoy Martin Griffiths not in geneva today were not quite sure why of course but could he can he do more than hes done or might say like stuff and they must do is to do with syria actually have to say ive done the best i can do and battle on somebody else what else can be done. Yes i mean the u. N. Special envoy martin is obviously in a very difficult position as he tries to mediate i think. His statement calling on the saudi Light Coalition to investigate the maher attack against the attention facility. Earlier this week was a little bit disappointing in the sense that in the past the Saudi Coalition has investigated such incidents and basically always the conclusion is it was a mistake or it was perfectly legitimate so i think that perhaps the u. N. Special envoy could go a little bit further especially in light of these reports that are coming out whether its from the group of eminent experts or others to call for stronger Accountability Measures ok thank you so much we will leave it there. Lets go back to top story here on the news the standoff in london u. K. Prime minister Boris Johnson bracing for legal challenges in parliament over his books its proposals the british pound has fallen to its lowest level in more than 2 and a half years lets bring in Dominick Walsh shes a policy analyst with open europe think tank which Touch Research into the nucleus relationship with the e. U. Dominic before we get into the nitty gritty of whats going on in the building behind you can i just ask you to react were just hearing the European Commission is saying we have progressed on the process in the brics it talks but they wont say if im smiling or shouldnt if the progress is on substance what does that mean does that mean that Boris Johnson has managed to get the commission and all those people that reason may had such a difficult relationship with to open up the original agreement. Well i think that the commissions position is always laws in the same which is that they will listen if the u. K. Government tables what it considers to be realistic and workable proposals on the irish backstop and i dont think got starts that thats the key issue is you know that there might be engaging in talks spays is that substance to the u. K. Proposals and can they get through parliament ok the commissioner saying it still needs concrete proposals as you say to replace the backstop but the reality is that the backstop cannot be replaced because youve got the d u p because youve got the conservative party youve got a conservative Prime Minister who wants to push it through and everyone saying this is a square that cannot be cycled. Is certainly still the case that the u. K. Despite the positive mood music in recent weeks in the converse sense that the commission is at least prepared to talk to the u. K. But the u. K. And the e. U. Is still very far pollitz on this on this key question of the irish backstop but also its also the case that attention currently is really focused on a westminster and i know whether or not m. P. s can can pass this. These motions today and tomorrow to try and force an extension 12 school 57 negotiations its sort of taking a little bit of a back. For now they thought 50 is extending. From. January. And then in exactly the same situation but to resume a was in for the past 15 or 18 months. But i dont necessarily think that theyll get to that stage because the pelvis been proposed by backbench m. P. s which would seek to force Boris Johnson to extend out school for. If in the 3 months that you mentioned he wouldnt have to make that decision until the 19th of october so even if the bill passes this week if he was to call a general election for the 14th of october and win a majority he could then repeal that legislation and leave at the end of all tevez hes promised and if he doesnt win a majority and another government comes into power then it wont really be his problem so he was very clear on the steps of downing street yesterday to under no circumstances will he extend the brakes a deadline and red line seems to be above all his other red lines so well so yes theres a chance that he could end up in the same position as to reason may hes been so clear that he wont do that but i dont really think hes left himself the room to do that ok when you talk about him maybe or maybe not getting a majority if it goes as far as the general election is majority at the moment is one just one so if he comes back with the same kind of stats in his favor off to a general election the whole process is still frozen in amber. Absolutely yes nothing then is really anyones guess what would happen if the numbers were the same that they are now yeah i think the conservatives currently leading in the polls but they face considerable challenges in a possible general election because its not necessarily about how many votes you win in the british system its about how many seats you when im there are a number of conservative seats particularly in scotland and in the southeast which voted for made in 2016 which are under threats to fall into either the Scottish National party in scotland or the liberal democrats in england i mean really that means that just just to stand still Boris Johnson would have to either hold a loss of stronger main seats a win a lot of leave seats from the labor party in the north of england so its really quite a difficult position and if theres not a Hung Parliament really its anyones guess what happens could it be dominant that what. Seeing today is a manifestation of the reality of briggs it and its this that 1st past the post parliamentary system can never deliver bricks it yesterday youve mentioned already we saw an unelected Prime Minister being drowned by people demonstrating 50 meters camera right to his left on the gates at the end of downing street saying stop the coup youve got a parliamentary democracy trying to act in a popular vote when most of those 650 m. P. s of 400. 00 plus of the 650. 00 m. P. s voted against brics it but there in the main the european constituencies voted for brics it and youre never ever going to have that happen in a successor way. I dont think its so much about 1st past the post and parliamentary democracy its more about that i think 2 things i think firstly is the reality of the Hung Parliament which is the result of a 2017 general election and as soon as you have a Hung Parliament its much more difficult to get any kind of deal delivered with Just One Party support and i think there was always kind of a failure of both the conservative party and the labor party to come to any kind of agreement with each other at any point in the process and that meant delivering brecks it was much harder but its also the case their m. P. s could have could have voted 3 times to leave the e. U. With this is through normally fashion and they and they didnt do so. Dominic walsh there in london thank you very much.
