A stage show thats in lightning audience is in total darkness. Generals and the opposition allies have settled on the make up of a Sovereign Council which they say will need the country until elections within 3 years the swearing in of that council jus to happen live in the coming hours. Its a council that will replace excuse me replace the jointer which is known formally as the Transitional Military Council that took power after the army force long time ruler omar bashir from power in april it will have 11 members 5 from the military 5 from the opposition as well as another civilian who is agreed upon by both sides lets go live to morgan our correspondent who is in the sudanese capital khartoum so this is a major moment in today inching towards for civilian rule and democracy. Yes indeed martin lets not forget that the grand council has been a point of contention between the Opposition Coalition and the forces of freedom and change and the Transitional Military Council its the reason why talks between the 2 sides collapsed so real time when they finally were able to reach a deal last in july and it looks like this suffering council which will have a largest turmoil role will have representation from both sides from the Opposition Coalition and from there from the military council as well as an 11th member which has been agreed upon by both sides now the point of contention was what the role of that Program Council would be how many people will be in it and it looks like the 2 types of finally agree on that when they signed on saturday and when they reached big read again yesterday and now to sudan and the world that the council will be sworn in and that it will come to power it will largely be supervising because theyre the executive council which is made up of a Prime Minister who will pick his cabinet and all would be from the Opposition Coalition and it will also be to provide them the Legislative Assembly which is 2 thirds of proceeds will go to the Opposition Coalition and so after the period of stopping and starting in the various disagreements it does seem as though there is a certain amount of momentum towards eventually Holding Democratic elections but what about. Those who dont agree those who arent on board those people that are not so tall impressed with the deal so. Well at the moment martin there are a lot of people indeed who were not impressed with the deal but nevertheless it said that they supported the Opposition Coalition choice for a Prime Minister that theyre looking forward to the site of a transitional period but some of the groups that are not in agreement with the deal especially the armed groups are saying that they want once a Transitional Government is formed once that suffering council is pouring in and once an executive council is formed they want to start negotiations over a comprehensive Peace Agreement theyre saying that once a Transitional Government is in place and it will be easier to negotiate the return of refugees the return of i. D. P. s back to their homes and its easy and that will hold until elections are held they are the groups and other parties which were part of the former regime who say that they did not recognize this call talks between the military council and the Opposition Coalition there think that the all to deserve to be represented and their voices should be heard they will be getting steve some of the parties who are not as not going to come between the 2 sides will be getting seen but like you said mark and there are a lot of voices who have been condemning this agreement who are condemning the Transitional Government that has to be formed even before theyre sworn in all right here think you very much more than there live in khartoum. An Australian Court has upheld the sex abuse conviction and for the vatican treasurer occulted and george pell he was jailed for 6 years in march for abusing 2 choir boys 20 years ago alexey obrien reports. Arriving at Court Cardinal george pell was taken in through a door away from the waiting crowd. There was no room inside for everyone the court packed with other survivors of abuse by the Catholic Church and held supporters or interest i just ha ha ha ha. Was finally inside the walls that hangs a pail had failed and a 6 year jail term for abusing 2 quiet boys when he was a ship of melbourne in the ninetys would stand just as maxwell and i accepted the prosecution submission but the compliant was a very compelling witness was clearly not a lawyer was not a fair interest and was a witness of truth palace the highest ranking catholic worldwide to be convicted of child sex offenses he was once the vaticans treasurer and one of the popes closest advisers probably that this was his lawyers had argued that the jurys verdict was unreasonable by stone the evidence and that the jury relied too much on the account of the only surviving victim through his lawyer that victim said he was relieved by the courts decision it is 4 years since i reported to the police. The criminal process has been stressful. The cheney has taken me to places that in my darkest moments i feared i would not return from x. 5 we are now. And we have now. The glorious. Survivors advocates say the Catholic Church still needs to prove its taking clergy abuse seriously you think of the children who are. Crimes committed on the beaches and childrens homes and. They will. Never get the. Pal maintains his innocence and can still appeal to the high court he is going to rot in a cell he will rot in hell and fare well. He wont be eligible for parole until 2022 when hes 81. Brian al jazeera. Now his from the group catholic voices the represents the church in the media hes joining us live from london thank you very much for talking to us so the Catholic Church as a whole over a long period of time sustained huge reputational damage how do you suggest that the church responds to the upholding of the sentencing of Cardinal Pell as well as other cases of child sexual abuse. Well of course the abuse scandal has been terrible and it has been exposed to be incomplete mismanaged for many years and victims set aside so i think we have made a lot of progress in that personally im disappointed with this judgement because i think hes innocent and he maintains his innocence and many people in australia ive spoken to even enemies of pelicans think hes guilty and hes being vetted so i just going to do with that ok that me can have an opinion here we go you know through the Legal Process and thats a real going to be not allowed. Yes i think yes i respect that and i hope he goes to the high court and shows that what hes accused of force impossible but anyway in terms of the more general point i think that the you know in any case it seems people have said that hes been made the scapegoat for the failures of the Catholic Church in australia which i mean very great over 50 years the Royal Commission report was a terrible indictment so i think that lots of terrible things happened and there were very badly managed and we have moved a long way and if you look at the meeting that was held in the vatican in february we have come a long way i think in terms of abuse in countries like the u. K. And the us and australia has stopped but we still need to keep going for example in terms of looking after victims is still very much work in progress we havent been very good so i think whatever all this progress that has been made by by cases by victims bringing cases by the media has been really good to expose all this right while the vatican has responded to the up holding of Cardinal Pells conviction and saying that it confirms its close is to the victims of sexual abuse and its commitment to proceed through the competent ecclesiastical authorities those members of the clergy who commit such abuse now what are all the what all the processes that have been put in place that aid would prevent child sexual abuse continuing at such a rampant pace has been alleged by so many different sources around the world and what sort of methods are now put in place to punish those that are accused of them found guilty of child sexual abuse. Well of course thats thats what weve been working on we all want the same for this abuse to stop for for the for the perpetrators to be punished and for victims to be recompensed. And there has been a lot of progress so i think rules have been put in the usa in 2002 in the u. K. In 2001 that have basically stopped the contemporary abuse or whatever it happens it means that it is dealt with immediately improperly but were dealing with decades of historical abuse which have been dealt with properly and with victims that although the abuse was then the pain is now and so therefore its good that it comes out now. Most recently theres been a document from the holy see saying that this mandatory reporting in the church for anything that happens in terms of abuse and and also to follow all the civil rules of denouncing abuse to the civil authorities so that it can be dealt with right so we have gone from there as i was saying earlier in the many ways perception outweighs reality doesnt it in this case because the church has suffered huge reputational damage i mean there are those that suggest why doesnt the pope francis who is is widely believed to have a great deal of sympathy with victims on this is you much more so than his predecessors why doesnt the pope just issue an edict saying it is not allowed in that it will not be tolerated and anybody who is found to have committed child section to be is will be defrocked will be excommunicated. Well he has. Released such a document most recently several documents but the most recent one that makes it mandatory to report abuse and there are rules that when somebody is caught with a you know having done abuse and condemned then hes defrocked so there are all sorts of rules in place now and pope francis has done just what you just said to the issue decrees and saying this is not to be tolerated 0 tolerance and were going to go after any abuse but remember we are not going against current abuses because there arent any were going against abuses from the past we have to find out we have to encourage victims to report the crimes from the past so that people who. Have been abusing in the past and have not come out yet can be identified and punished and all that but all that is going on at the moment theres been a huge amount of progress and all those documents that you referred to already in place dead larry thank you very much indeed the talking to us jack valera kathleen. Still to come here and out of his era donald trump it sounds that Jewish Americans invented the his political opponents. And a small reprieve to thousands of syrians who are being forced out of its stamboul.
