That there could be enough evidence in the report to indict the president after he is removed from office so the report does seem to suggest that it has that power im actually surprised that other democrats havent picked up on that but perhaps well see that once they return from the hearing once they gather recoup and try to answer that question and we might see the republicans starting to get worried that the democrats will go in that way which is why we see them really ramping up their attempts to de legitimated the report and also butlers reputation and to try to suggest that he had perhaps more sinister desires or that he was favoring clinton or count or dislike trump while he was making a report. All right thats fascinating i think that is the point to watch out for thanks so much elizabeth are going to watch out for that as they come back from the break and they continue for now thank you for your analysis lets take you back to the United Kingdom of course where weve got a changing of the guard of sorts going on at Buckingham Palace to resume a has resigned as Prime Minister of the United Kingdom moments ago she met Queen Elizabeth to tend to her resignation. Shes now driven out of Buckingham Palace. And shes made way for the new conservative Party Leader Boris johnson who is now we understand actually at Buckingham Palace now looking at pictures a little bit earlier where she gave a speech downing street just before she left for the queen may wish her successor Boris Johnson well she also hoped to inspire others as britains 2nd female Prime Minister. Thank you for putting your faith in me and giving me the chance to say. This is a country of aspiration and opportunity. And i hope that every young girl who has seen a woman Prime Minister now knows for sure that there are no limits to what they can achieve. Well lets cross over now to westminster jonah hall is live for us where are we at right now in this process jonah. Not long i suspect now sunday before we see Boris Johnson Prime Minister baraks johnson making his 1st comments at the podium outside downing street there put together a little bit of flesh people will hope on the bones of his plan to take britain out of the European Union come what may do or die deal or no deal by october the 31st let me bring in my guest in delhis with me as he has been for the last few hours a conservative commentator a talk show host on l b c radio thanks for still being with us here lets reflect for a quick moment though to resume a she has now left downing street. What can we say about a dog good defiant determined but ultimately a Prime Minister whose time was dominated by breaks it and who failed to deliver an answer very accurate summary im not sure one need to delve to that very actually. When she came into the office she had the devil of a job to make bricks at work she had voted remain people on the bright side of the argument didnt really trust her russian that weakening the trust in her declined over the months because i didnt see the the negotiation strategy was likely to work and ultimately she was a failure on said but as she has left on the street now i mean as we speak johnson is meeting the queen he probably now he probably has kissed hands as they say and he now is a Prime Minister and so lets just reflect on the fact that she wasnt a total failure she was on drugs said but she does have some achievements to name essentially on things like Domestic Violence legislation on anti slavery legislation 90 f. G. M. Legislation so and i think she has proved an inspiration to many women shes only our 2nd female Prime Minister the final thing that she said at the end of his creech in downing street basically said to all the young girls in this country see it is possible for a woman to become Prime Minister and i remember that if i go and of margaret thatchers premiership my 8 year old niece said to me uncle ian is it possible for a man to be Prime Minister and thats how thats how young girls need to think in this country now and quite a contrast with the successor of course Horace Johnson in terms of personality in terms of approach even though they both will have premierships largely defined by the brics it what do we expect broadly speaking of course johnson not what is the party expect i think were going to get what weve seen over the last few weeks Boris Johnson to quote his opponent jeremy hunt peddling optimism now theres a lot to be said for that in a politician Ronald Reagan is seen as one of the most successful american president s partly because he was so optimistic morning in america remember all of that rest. Now in a sense it was quite meaningless but it gave everyone a sense of uplift in this country at the moment is very divided not just on burke said but many other things i think people could do with a bit of a not without rhetoric its got to come to the perseverance the dont get determination to succeed and he knows that if you doesnt succeed in getting us out of the e. U. Thats what he will be defined by as well and interesting to note in as well in terms of comparing the 2 that to reason may. Remain hot was not necessarily always entirely in the leave project even though she dedicated herself to break said Boris Johnson by contrast fronted believe campaign he is breaks it well there are many people that think if he hadnt done not leave might not have won because he was so influential in that campaign. His cabinet which we will learn about the siege knowing its going to be seen as probably the most right wing cabinet in british history far more right wing the most of which has ever was but he needs people who believe in the project the problem with trees im able she had to devise a cabinet right from the beginning that she tried to unite the party she tried to bring all wings of the party into the cabin ive been in and youve got to have people who are going to support your policy to take to you and greg said so i expect the cabinet to be ram full of people who support change and before we go in i mean an ideologically united cabinet of course doesnt buy Boris Johnson passage through parliament with the sort of bricks of that he ones what are the chances that we see an election before we see bricks. Before we see by suicide was less than 5050 off the day whether or not were out at the very noon i think the chances of an election in november leaving early december are quite high because if we dont leave that will be i think probably a vote of confidence from the opposition if we do you really are as john said would want to capitalize on that and if it safely. Have an election too so you can get a proper mature a scene that will leave it there thanks very much for your time so Boris Johnson in all likelihood as we speak has become Prime Minister and will shortly be back at downing street to give his very 1st address as british Prime Minister back to you he will indeed journey if i could keep you on the spot there for a minute though the British Press has been talking about of course amongst other things the process of forming a new cabinet brings up to speed. With that process. Well and probably bring him back in is still there hes going to be making his cabinet announcements later the sea feeling or all of them i suspect possibly by i dont know to be fair whether he will make all of these announcements this evening will he i think youd like to but just because you understand me and hes holding out were not necessarily sure where it where hes going to go and if one of the top people says oh thats you know i dont want to do the projects or possible making a cabinet and i dont think well get all of them tonight he will get all of the top ones maybe 10 or dozen but the all this will come early tomorrow morning because the cabinet needs to be sworn in tomorrow afternoon and then have its 1st meeting and how important this pledge of those that we heard about over the last 48 hours or so this pledge that to Boris Johnson will require of senior cabinet ministers to support the idea of a no deal breaks it should it come about and indeed that being the reason why a number of senior cabinet ministers under to reason may was so determined to resign before being pushed because they said just werent prepared to do that i think its incredibly important that he does do that its an old thing to in many ways its not really seen as a very british thing to do to demand total utter loyalty in that way but hes seen whats happened to theresa may its been death by a 1000 resignations and its i think she lost about 50 people from her government not just my cabinet but from the lower ranks as well over 3 years you cant govern like that its impossible to have a what she would call a strong. In stable government with people resigning at the time so i think hes absolutely right to do it but it will be people like amber rod what the former home secretary now work and pensions secretary has always been seen as an avid remain a she has now said that she would be willing to sign up so much of the annoyance of some of her remaining colleagues that he may still in other words be able to have a cabinet perhaps not equally or evenly balanced but containing some old remains sent to me or signed up to into a new way i think there will be a smattering of people who are not sort of signed up Boris Johnson fans but it will be a smattering and what about that idea we discussed earlier. That there may be a number 456 tory m. P. s willing to jump ship to defect to another party possibly the liberal democrats and were waiting to see just how dedicated Boris Johnson is to the idea of keeping a no deal breaks it possibility open before deciding to do so if they look at this cabinet as we expect it to be packed with bricks city is brick city or ultras as some may call them mightnt that push some people across over the edge to to defect and kill the majority of the thin majority that hes got it could do but its a very big thing to defect from another policy a slight leaving a try and politics in this country is very tribal people tend to circle the wagons in times of political trouble maybe have one or 2 that ill believe it when i see it though ok and there we shall leave it here and back to you and as we await our 1st glimpse of Prime Minister Boris Johnson thanks so much jonah and we are indeed waiting for the 1st glimpses of who will now emerged as Prime Minister baraks johnson were looking at pictures there of the car with him to take him back after his meeting with the queen and as i said he will then be the new Prime Minister of Great Britain were following 2 stories here in algeria join us in a very busy hour lets take you to the other very important developing story happening on the other side of the atlantic where. Special counsel is testifying before. Im concerned about it and i dont think its entirely speculative now if something is not entirely speculative that it must have some factual basis but you identify no factual basis regarding the dossier or the possibility that was part of the rush of this Information Campaign now Christopher Steeles reporting is referenced in your report still reported to the f. B. I. That Senior Russian Foreign Ministry figures among with other along with other russians told him that there was and im quoting from the steel dossier extensive evidence of conspiracy between the Truck Campaign team and the kremlin so heres my question did russians really tell that to Christopher Steele or did he just make it all up and was he lying to the f. B. I. Let me back up a 2nd if i could say as i said earlier. With regard to the steel. Thats beyond my purview no it is exactly your purview director muller and heres why only one of 2 things is possible right either steal made this whole thing up and there were never any russians telling him of this vast criminal conspiracy that you didnt find or russians lied to steal now for russians were lying to steal to undermine our confidence in our duly elected president that would seem to be per syslog your purview because you stated in your opening that the organizing principle was to fully and thoroughly investigate russias interference but you were interested in whether or not russians were interfering there Christopher Steele and if steele was lying then you should have charged him with lying like you charge of right of other people but you say nothing about this in your report well pearl meanwhile director youre quite well question is on other topics you write 3500 words about the june 9 meeting between the Trump Campaign and russian lawyer doesnt that scalia you write on page 103 of your report that the president s legal team suggested and im quoting from your report that the meeting might have been a set up. By individuals working with the firm that produced the steel reporting so im going to ask you a very easy question director mueller on the week of june not hooted a russian lawyer vessel thats got to meet with more frequently the Trump Campaign or Glenn Simpson who is functionally acting as an operative for the Democratic National committee what i think is missing here is the fact that this is under investigation of it and elsewhere and just as i got a bad head if i can finish or and if i can finish or and consequently its not within my purview department of justice and f. B. I. Should be responsive to questions on this particular issue it is absurd to suggest that a operative for the democrats was meeting with this russian lawyer the day before the day after the trump tower meeting and yet thats not something you referenced Glenn Simpson testified under oath he had dinner with vessel and skyla the day before and the day after this meeting with the trump team do you have any basis as you sit here today to believe that steele was lying as i said before and say again its not my purview other very best to getting what you so its not your other view to look into whether or not steeles line its not your purview to look into whether or not anti trump russians are lying to steal and its not your purview to look at whether or not Glenn Simpson was meeting with the russians the day before the day after you write 3500 words about the Trump Campaign meeting so im wondering what how did how these decisions are guided i look at the inspector generals report im citing from page 4 of 4 of the inspector generals report it states page stated trumps not ever going to be president right right struck replied no hes not will stop it also in the inspector generals report theres someone identified as attorney number 2 attorney number 2 this is page 419 replied hell no and then added vivaah resistance attorney number 2 in the inspector generals report instruct both worked on your team didnt say. That he has both worked on your team didnt say. I heard struck who else were you talking about attorney number 2 identified in the inspector generals report. And you question what you work for you the guy who said peter struck work at work for me for a period of time yes yeah but so did the other got this at the ball resistance and heres one kind of noticing director muller when People Associated with trump why you threw the book at him when Christopher Steele was nothing and so it seems to be that when Glenn Simpson met with russians not then when the Trump Campaign met with russians 3500 words and maybe the reason why there are this discrepancies in what you focused on the bottom of the gentleman is just hired to stop jeffries of new york is recognized as the mother obstruction of justice is a serious crime that strikes at the core of an investigative effort to find the truth correct. The crime of affection of justice has 3 elements true true the 1st element is an obstructive act correct correct and im struck the fact could include taking an action that would delay and to fear with an Ongoing Investigation as set forth in volume 2 page 8788 of your report true. Im sorry could you again repeat the question in obstructive could include taking an action that would delay or interfere with an Ongoing Investigation tro your investigation found evidence that President Trump took steps to terminate the special counsel correct correct that i miss the malo does ordering determination of the head of a criminal investigation constitute in obstructive act that would be. Let me refer you to the report and let me refer you to page 87. 88 of volume 2 where you conclude the attempt to remove the special counsel would qualify as an obstructive act if it would naturally obstruct the investigation and the grand jury proceedings that might flow from the inquiry correct yes got that no thank you thank you the 2nd element of obstruction of justice is the presence of an obstructive act in connection with an official proceeding true through the special counsels criminal investigation into the potential wrongdoing of donald trump constitute an official proceeding and thats an area which i can i get into ok President Trump tweeted on june 16th 2017 quo i am being investigated for firing the f. B. I. Director by the man who told me to fire the f. B. I. Director which on the june 16th we just read was cited on page 89 in volume 2 constitutes a public acknowledgement by President Trump that he was under criminal investigation correct. I think generally correct one day later on saturday june 17th President Trump called white House Counsel don mcgann at home and directed him to fire the special counsel true i believe to be true i think weve been i may have stated in response to questions so that is correct president trunk told don mcgann quote mahler has to go close quote correct. Your report found on page 89 volume 2 that substantial evidence in the case that by june 17th the president knew his conduct was under investigation by a federal prosecutor who could present any evidence of federal crimes to a grand jury true true the 3rd element. 2nd element having just been satisfied the 3rd element of the crime of obstruction of justice is corrupt intention to true corrupt intent exists if the president acted to obstruct an official proceeding for the improper purpose of protecting his own interests correct. Thats generally correct thank you i want to you know one thing i would say is we are going through the 3 elements of. Of the proof of the. Structure of adjusted charges when in fact the matter is. We got up just one second well thank you mr miller let me move on and interest of time upon learning about the appointment of a special counsel your investigation found it down some stated to then attorney general quote oh my god this is terrible this is the end of my presidency eft is that correct correct is it fair to say that donald trump you to special counsels investigation into his conduct as adverse to his own interests i think that generally is true the investigation found evidence quote that the president knew that he should not have directed donegan to fire the special counsel correct. And where you have that quote page 90 volume 2 there is evidence that the president knew he should not have made those calls them again close quote i say that yes thats accurate the investigation also found substantial evidence that president repeatedly urged mcgann to dispute that he was ordered to have the special counsel terminated correct correct investigation found substantial evidence that when the president ordered on the gansa fired the special counsel and then lie about it donald trump one committed enough struct event to connect it to an official proceeding 3 did so with corrupt intent those are the elements of obstruction of justice this is the United States of america no one is above the law no one the president must be held accountable one way or the other but let me just say if i might i dont subscribe necessarily to your. The way you analyze that im not saying it out of the ballpark im not supportive of that analytical charge thank you. Thank you mr chairman. Over here i i i want to start by thanking you for your service you join the marines and let a rifle platoon in vietnam where you are and a bronze star purple heart and other commendations you served as an assistant United States attorney leading the homicide unit here in d. C. U. S. Attorney for the district of massachusetts and later Northern District of california assistant attorney general for d. O. J. As Criminal Division and the f. B. I. Director so thank you i appreciate that and having reviewed your biography it puzzles me why you handled your duties in this case the way you did. Report contradicts what you taught young attorneys at the department of justice including to ensure that every defendant is treated fairly or is just a sutherland said in the berger case a prosecutor is not the representative of an ordinary party to a controversy but of a sovereignty whose interest in a criminal prosecution is not that its one it case but that justice shall be done and that the prosecutor may strike hard blows but he is not at liberty to strike out ones by listing the 10 factual situations and not reaching a conclusion about the merits of the case you are unfairly shifted the burden of proof to the president forcing him to prove his innocence while denying him a legal form to do so and ive never heard of a prosecutor declining a case and then holding a press conference to talk about the defendant you noted 8 times in your report that you had a legal duty under the regulations to either prosecute or decline charges despite this you disregarded that duty as a former prosecutor also troubled with your legal analysis you discussed 10 separate factual patterns and valving alleged obstruction and then you failed to separately apply the elements of the applicable statutes. I looked at the the 10 factual situations and i read the case law and i have to tell you just looking at the flint matter for example. The 4 statutes that you cited for possible struction 1503150515 extension 12 b. 3 and 1512 c 2 when i look at those concerning the flint matter 1503 isnt applicable because it wasnt a grand jury or trial jury impaneled and director komi was not an officer of the court as defined by the statute 6 section 1505. 00 criminalizes acts that would obstruct or impede administrative proceedings at those before congress and the ministry of agency the department of justice criminal resource manual states that the f. B. I. Investigation is not a pending proceeding 1512. 00 b. 3 talks about intimidation threats of force to tamper with the witness general flynn at the time was not a witness and certainly director komi was not a witness and 1512 c 2 talks about tampering with the record of a man as joe biden described the statute has been debated on the senate floor. He called this a statute criminalizing document shredding and theres nothing in the in your report that alleges that the president destroyed any any evidence so what i have to ask you and what i think people are working around in this hearing is. Let me lay a Little Foundation for the ethical rules require the prosecutor have a reasonable probability of conviction to bring a charge is that correct. Jeli accurate ok and the regulations concerning your job as special counsel state that your job is to provide the attorney general with a confidential report explaining the prosecution or declamation decisions reached by your office you recommended declining prosecution of President Trump and anyone associated with his campaign because there was insufficient evidence to convict for a charge of conspiracy with russian interference in the 2016 election is that fair fair. Was there sufficient evidence to convict President Trump or anyone else with obstruction of justice we did not make that calculation how could you not have made the calculation as regularly well see opinion b. O. C. Opinion office a little counsel indicates that we cannot indict a sitting president one of the tools that a prosecutor would use is not there ok but let me just stop you made the decision on the russian interference you knew you couldnt have indicted the president on that and you made the decision on that but when it came to obstruction you threw a bunch of stuff up against the wall to see what would stick and that is what i would not only going to i would not agree to that characterization at all what we did is provide to the attorney general in the form of a confidential memorandum our understanding of the case those cases that were brought those cases or declined and. One case where the president cannot be charged with a crime ok but the. Could you charge the president with a try im after he left office yes you believe that he committed you could charge the president and states with obstruction of justice after he left office yes ethically under the ethical standards. Im not certain to have a look at the ethical standards but see it in opinion says that the prosecutor why cannot bring a charge against a sitting president nonetheless youre going to continue the investigation to see if there are any other person to whom might be drawn into the conspiracy i mean the gentleman has expired the gentleman from. Director directors you know we are specifically focusing on 5 separate obstruction episodes here today id like to ask you about the 3rd episode its the section of your report entitled the president s efforts to curtail the special counsel investigation beginning at page 90 and by cartel you mean limit correct my colleagues have walked through out the president tried to have you fired to the white House Counsel and because mr me. Again refused the order the president asked others to help limit your investigation is that correct and was Corey Lewandowsky one such individual again or can you remind me what. Is the president s former Campaign Manager correct do you have any fishel position the trumpet ministration i dont believe so your report describes an incident in the oval office involving mr lewandowsky on june 19th 2017 volume 2 page 91 is that correct im sorry whats the citations or page 91 of the 2nd volume yes. What a meeting in the oval office between mr lewandowsky on the president ok and that was just 2 days after the president called on me again at home and ordered him to fire you is that correct early so so right after his white House Counsel missed him again refused to follow the president s order to fire you the president came up with a new plan and that was to go around all of his senior advisers and government aides to have a private citizen try to limit your investigation what did the president tell mr lewandowsky to do do you recall he told him he dictated a message to miss lewinsky for trade general sessions and asked him to write it down is that correct fro and do you or did you and your team see this handwritten message. To get into what we may or may not have included in our investigate the message directed sessions to give and im quoting from your port to give a public speech saying that he planned to meet with the special prosecutor to explain this is very unfair and let the special prosecutor move forward with investigating election meddling for future elections thats a picture 91 is that correct yes i see that q yes it is in other words mr lewandowsky a private citizen was instructed by the president of the United States to deliver a message from the president to the attorney general that directed him to limit your investigation correct correct and at this time as to sessions was still recused from oversight of your investigation correct. Im sorry could you receive your engine was recused from over this you know the attorney general would have had to vitally his own departments rules in order to comply with the president s order correct im not going to get into subsidiary details i just refer you again to page 9192 of the report and if the attorney general had followed through with the president s press mr miller it would have affectively ended your investigation into the president and his campaign as you note on page 97 correct if you. Have and you write i quote taken together the president s directive to indicate that sessions was being instructed to tell the special counsel to end the existing investigation into the president and his campaign with the special counsel being permitted to move forward with investigating election meddling for future elections is that correct or only true yes sir and its an unsuccessful attempt to obstruct justice is still a crime is that correct is correct and mr lewandowsky tried to meet with the attorney general is that right through and he tried to meet with him in his office so he would be sure certain it wasnt a public log of the visit according to what we gathered for the report and the meeting never have been and the president raised the issue again with mr lewandowsky and this time he said and i quote if sessions does not meet with you lewandowsky should tell sessions he was fired. Correct correct so immediately following the meeting with the president lewandowsky then asked mr dearborn to deliver the message whos the former chief of staff to mr sessions and mr dearborn refused to live rick because he doesnt feel comfortable is that correct generally correct so just so were clear mr miller true days after the white House Counsel dom again refused to carry out the president s order to fire you the president directed a private citizen to tell the attorney general of the United States who was were cues that the time to limit your investigation to future elections effectively ending your investigation into the 2016 Trump Campaign is that correct your characterization say the facts as laid out in the report are accurate well most of all in your report you in fact write a page 9997 substantial evidence indicates that the president s effort to have sessions limit the scope of the special counsels investigation to future elections interference was intended to prevent further investigative scrutiny of the president and his campaign conduct is that correct generally and so mr moore you have seen the letter where a 1000 former publican and Democratic Federal prosecutors have to regular reports that anyone but the president committed those acts would be charged with obstruction of justice do you agree with those former colleagues a 1000 prosecutors came to that conclusion. Prosecutor. Thank you mr chairman. Over here mr mr miller you guys your team wrote in the report quote and this is the top of page 2 volume one also on page 173. 00 by the way you said that youd come to the conclusion that quote the investigation did not establish that members of the Trump Campaign conspired coordinated with the russian government in its election interference activities close quote thats accurate statement right thats accurate and im curious when did you personally come to that conclusion. Can you remind me which paragraph youre burning to help page 2 on 2 volume one ok and exactly which paragraph are you looking at an investigation did not establish of course i see what was your question my question now is when did you personally reach the conclusion that we were on going for 2 years. Right you arent going eroded at some point during that 2 year period but at some point you had to come to conclusion that that i dont think theres a clue that theres not a conspiracy going on here there was no conspiracy between this president and the time that the rest of the president s team time and this president and the russians. As you understand developing a criminal case you get pieces of information piece of information witnesses and the like and as you make your case right and when you make a decision on a particular case depends on a number of factors right i mean i cannot say specifically that we reached a decision on a particular defendant. At a particular point in time but it was sometime well before you wrote the report fair enough i mean you wrote the report dealing with a whole myriad of issues certainly is sometimes part of that report is when you reach the decision that ok with with regard to the president himself i dont find anything here fair enough well im not sure and i do agree with that the way to the last minute when you rush to the right and points out that we know whether there are various aspects of a development of a a and her and thats my point there are various aspects that are going to happen but somewhere along the pike. You will come to a conclusion theres no theres no there is fear for this defendant and that right so i cant speak you cant you cant say were fair enough. No im not no im. Im asking all right were looking at Prime Ministers Doris Johnson ladies and gentlemen following 2 developing stories on the right hand of your screen is london thats where the new Prime Minister of the u. K. Has just emerged from a meeting with the queen he is no longer Boris Johnson alone he is Prime Minister Boris Johnson on the left hand your screen have been following those hearings in the us with robert but we are continuing now were going to break into focus a little bit more whats going on in the u. K. Its a very you could say historic moment jonah hole standing by live in westminster jonah 1st of all lets take a step back. And recap this moment shall we this is a controversial figure to some who dont like him you know he was fired from the Times Newspaper he was fired as shadow minister violence in 2004 and hes a very popular and characterful and vibrant figure to others. One. Absolutely an extremely divisive figure Boris Johnson in the politics of this country well liked broadly by the grassroots of the conservative party despised by a great many others who see him not just as a figurehead of conservatism in this country but as the face of the leave campaign had it not been for the support of Boris Johnson when he switched to support believe campaign shortly before the referendum in 2016 many people think leave. Probably wouldnt have won and indeed he himself was in 2 minds ahead of that occasion having famously written 2 newspaper columns supporting both leave and abandon only deciding at the last minute to go the way he did so yes a deeply divisive figure at the 3rd Prime Minister really. As a result of breaks in this country up to David Cameron and to reason may end Boris Johnson the man if there is ever to be a man or a woman presumably to pull this off who is now tasked with the job of pulling britain out of the European Union he says by october the 31st that is the existing deadline he swears he will do that do or die come what may and deal or no deal and it is the last part of that which is of great concern to many who worry that no deal and no deal breaks it is a threat to jobs a threat indeed to the union of the United Kingdom and a lot of his own m. P. s potentially would be prepared to rebel if he went down that road as we speak he is in the process. Not just of heading to downing street but of putting together a cabinet one of the most rightwing cabinets that this government has ever seen full of people who have signed up to a pledge to support no deal the top possibility of no deal should it come to that and Boris Johnson determined absolutely as i say do or die to have brakes it done by october 31st and he well some people feel may well die on fall on his sword and die if he doesnt journal as youre speaking on the right hand of the screen listing the Prime Ministers convoy navigating its way winding through the streets of the lot of london trying to get to downing street your journey your outside parliament behind you is another labyrinth hes going to have to navigate and find his way around if hes to get braids it down bring us up to speed with some of the alliances which already forming to try and trip him up alliances even between members of his own party and the opposition. But well yes look you want to resoundingly tree in the conservative leadership race thats sufficient a victory to allow people to really to feel now that he can do things his own way the way he wants to do them in appoint the people that he wants in positions in which he wants them to be he has a free hand to design hes kept it were going to keep he doesnt have a free and invite any means within Parliament Within the house of commons behind me because essentially he inherits the very same house of commons the very same sitting parliament the 2 reserve made left behind and which blocks 3 times attempts to pass. Deal the only way you change the equation in parliament is by having a general election in terms of getting a deal is he sworn to do and he says thats his priority hes telling brussels that he wants to get rid of the backstop the Northern Ireland backstop that would prevent a hard border on the island of ireland and that is something that brussels could hardly have been clearer about theyre simply not. Prepared to countenance it would mean putting the interests of an exiting member of the European Union ahead of an existing member of the republicans theyre just not going to do that and as far as no deal is concerned what we know there is a majority in parliament against no deal if they are given a vote and that those alliances youre talking about sammy involved Opposition Party time as i mean at least within his own party i want to jump in here sorry jonah let let me jump in here because barras johnson the Prime Minister of the u. K. Is now its downing street lets listen to me like you need to form a government and i have accepted i pay tribute to the fortitude and patience of my predecessor and had deep sense of Public Service but in spite of all her efforts it has become clear that there are pessimists at home and abroad who think after 3 years of indecision that this country has become a prisoner to the old arguments of 2060 and in this home of democracy we are incapable of honoring a democratic mandate and so i am standing before you today to tell you the british people that those critics are wrong the doubters the dooms does the glooms does they are going to get it wrong again the people who bet against britain are going to lose their shirts because were going to restore trust in our democracy and were going to fulfill the repeated promises of parliament to the people and come out of the e. U. A lot of the 31st no ifs or buts. And we will do a new deal a better deal that will maximize the opportunities of brics it while allowing us to develop a new and Exciting Partnership with the rest of europe based on free trade and mutual support i have every confidence that in 1009 days time we will have cracked it but you know what we arent going to wait 99 days because the british people have had enough of waiting the time has come to act to take decisions to give strong leadership and to change this country for the better and the queen has just honored me with this Extraordinary Office of state my job is to serve you look people because there isnt as one point we politicians need to remember it is that the people are our bosses my job is to make your streets safer and were going to end with another 20000 police on the streets and we start recruiting forthwith my job is to make sure you dont have to wait 3 weeks to see your g. P. And we start working this week with 20 new hospital upgrades and ensuring that the money for the n. H. S. Really does get to the front line my job is to protect you or your parents or grandparents from the fear of having to sell your home to pay for the costs of care and so i am announcing not on the steps of downing street that we will fix the crisis in social care once and for all with a clear plan we have prepared to give every older person the dignity and security they deserve. My job is to make sure your kids get as you put education wherever they are in the country and thats why we have already announced that were going to level up for people funding in primary and secondary schools and that is the work that begins immediately behind that black door and though i am today building a great team of men and women i will take personal responsibility for the change i want to see never mind the backstop the buck stops here and ill tell you Something Else about my job it is to be Prime Minister of the whole United Kingdom and that means uniting our country and searing at last the plea of the forgotten people and the left behind towns by physically and literally renewing the tie is that bind us together so that with safer streets and better education and fantastic new road and Rail Infrastructure and full Fiber Broadband we level up across britain with higher wages higher living wage higher productivity we close the opportunity gap giving millions of young people the chance to own their own homes and giving business the confidence to invest across the u. K. Because it is time we are unleashed the productive power not just of london and the southeast but in every corner of england scotland wales and Northern Ireland. The or some foursome that are incarnated in that red white and blue flag who together are so much more than the sum of their parts and whose brand and political personality is admired and even loved around the world for our inventiveness for our humor for our universities our scientists our armed forces our diplomacy for the equalities on which we insist where the race or gender. Or the right of every go in the world to 12 years of quality education for the values we stand for around the world every night everyone knows the values that flag represented stands for freedom and free speech and had yes corpus in the rule of law and above all it stands for democracy and that is why we will come out of the e. U. On october 31st because in the end breaks it was a fundamental decision by the british people that they wanted their laws made by people that they can elect and they can remove from office and we must know respect that decision and create a new partnership with our european friends as warm as close and as affectionate as possible and the 1st step is to repeat unequivocally our guarantee to the 3200000 e. U. Nationals now living and working among us and i say directly to you thank you thank you for your contribution to our society thank you for your patience and i can assure you that under this government you will have the absolute certainty of the right to live and remain and i say next to our friends in ireland and in brussels and around the e. U. I am convinced we can do a deal without checks of the irish border because we refuse under any circumstances to have such checks and yet without that anti democratic backstop. And it is of course vital at the same time that we prepare for the remote possibility the brussels refuses any further to negotiate and we are forced to come out with no deal not because we want that outcome of course not but because it is only common sense to prepare and let me stress that there is a vital sense in which those preparations cannot be wasted and that is because our under and any circumstances we will need to get ready at some point in the near future to come out of the e. U. Customs union and out of regulatory control fully determined at last to take advantage of brics it because that is the course on which this country is now set with high hearts and growing confidence we will now it celebrate the work of getting ready in the ports will be ready and the banks will be ready in the factories will be ready and business will be ready and the hospitals will be ready and our amazing food and farming sector will be ready and waiting to continue selling ever more not just here but around the world and dont forget that in the event of a no deal outcome we will have that extra lubrication of the 39000000000. 00 pounds. And whatever deal we do we will prepare this autumn for an economic package to boost British Business and to lengthen this countrys lead as the number one destination in this continent for eva sees investment and to all those who continue to prophesied disaster i say yes there will be difficulties though i believe that we do energy in application they will be far less serious than some have claimed but if there is one thing that is really sad to the confidence of business over the last 3 years it is not the decisions we have taken it is our refusal to take decisions and to those who say we cannot be ready i say do not underestimate this country do not underestimate our powers of organization and our determination because we know the enormous strengths of this economy in Life Sciences in tech in academia in music the arts culture Financial Services it is here in britain that we are using gene therapy for the 1st time to treat the most common form of blindness here in britain that we are leading the world in Battery Technology that will help cut c o 2 and tackle Climate Change and produce green jobs for the next generation and as we prepare for a post future it is time we look not at the risks but at the opportunities that are upon us so let us begin work now to create free ports that will drive growth and thousands of high skilled jobs in left behind areas that start now to liberate the u. K. s extraordinary bio science sector and to genetic modification rules and lets develop the blight resistant crops that will feed the world lets get going now on our own position navigation and timing satellite and earth observation systems. U. K. Assets orbiting in space with all the long term strategic and commercial benefits for this country lets change the tax rules to provide extra incentives to invest in capital and research and lets promote the welfare of animals that has always been so close to the hearts of the british people and yes lets start now on those free trade deals because it is free trade that has done more than anything else to the billions out of poverty all this and more we can do now and only now at this extraordinary moment in our history and after 3 years of unfounded self doubt it is time to change the record to recover a natural and historic road as an enterprise and outward looking and truly Global Britain generous intent and engaged with the world no one in the last few centuries has succeeded in betting against the plaka know of and ambition of this country they will not succeed today we in this government will work flat out to give this country the leadership it deserves and that work begins not. Thank you very much. Britains new Prime Minister Boris Johnson giving his 1st speech as Prime Minister after just seeing her majesty the queen in downing street looking forward he said to the doubters to both against britain losing their shirts looking forward to a new and Exciting Partnership with europe making britains streets safer making sure that people dont have to wait 3 weeks to see a g. P. Protecting people and their elderly parents from fear well fix the crisis in social care in britain he said we will ensure that our kids get a super education fantastic new infrastructure higher wages lets go live there as lawrence lee whos also outside downing street the official residence of the u. K. Prime minister. Or is john snow making a whole lot of promises a surely if it was that easy his predecessor would have done the same. Well yes he said he talks a good game agent doesnt he and then hes gone to downing street so fulfilling his lifes lifes ambition having obviously come to care as well to be the queen which was which is something unusual to see. That sounded more like to me than anything else was an election manifesto clearly he and his team that made it very very clear that they dont want to be seen as only being interested in the delivery or not the 1st they want suit to get a range of strategies and ideas and plans in place not least as weve said over and over again they could be a general election before brecks its supposed to happen and in those all those things you said money for the Health Service Schools Police social care which is an enormous issue in the u. K. At the cost of the cost of looking after elderly People Forces many people have to sell sell their own homes in this country all of these things even mention climates. Ainge even though he hadnt actually mentioned climate at all during. His his his Election Campaign all of these things are socially liberal policies which he thinks can run hand in hand with his desire for a whole lot of bricks its potentially and while that sounds like a contradiction in terms of very many people in this country being socially liberal and against the European Union he said is actually leaving the European Union is going to set the u. K. Free to be able to do all of these things much more successfully than it can at the moment that one really big problem though with everything he says is to do with the choreography and this is really important because he keeps saying that the u. K. Will leave in october and will then do a deal with the european up to woods but the European Union has said it will do no deal with the u. K. On anything at all if there is no withdrawal agreements and if theres a heartbreaks it and it certainly wont do a deal unless the u. K. Pays 39000000000. 00 pounds as an exit fee which johnson said he wouldnt pay just then if he doesnt secure the rights of european citizens which johnson said he would do and if it doesnt organize a Northern Ireland border which johnson keeps saying can be sorted out without explaining why so back to your original question sounds i was optimistic doesnt expose are going to do it how is he going to do it as you said it sounded awfully like an election manifesto speech he still reliant as was his predecessor upon the small Northern Irish party for his majority in the house of commons if he were to corner election as you said the choreography and this deadline of the 31st of october when could he win could he do that how how quickly could a general election be held in the u. K. It its really tight the only reason why its the election is actually quicker than holding a 2nd referendum i think that the election would effectively be a probably a sort of 2nd referendum in its own terms because people would be voting for the parties based on their backs and preferences but the assumption is he spends organists touring Europe September theres only about a couple of weeks of parliamentary time before the Party Conferences which are at the end of september if by that stage hes got nowhere with the European Union he would have had to and if that and if there hasnt hasnt been a vote in a constantly im told by the labor party by then he either choice to push straight through for a note. Which would be resisted by certainly at least 20 or 30 members of the conservative party as well as have as well as all or all the opposition or he has to go on election which would probably be in the 1st or 2nd week of october directly before the october 31st deadline thats what he says he wants to do he says it will be delivered theres enough times of 2 to come up with a new deal which there is not an after it is delivered he would call a general election probably for the new year because he then need a mandate and would assume he could win having to live a bracks in could be jeremy called in the labor party it depends if you think things are logical that is actually thats the problem if you can get bracks it done before having an election seems very unlikely by lawrence many thanks indeed lets leave shadowy narrow drafty downing street for College Green just down the road jonah hole is westminster what do you make of that jonah. Interesting to listen to lawrences observations but impossible to avoid the sense that this was a speech built rather more on this sense of excusive optimism and hope rather than detail and substance let me bring in my guest now. Joins me shes a conservative commentator and political biographer thanks for joining us it was always going to be a premiership that was going to be kicked off with this great if you see of optimism we know that when he when he accepted his partys leadership yesterday he said do you feel daunted you dont look you dont want to. But should he be daunted by the problems in the building behind you the numbers that exist against a deal the numbers that exist against no deal but the reason that Boris Johnson inherits nothings changed even Boris Johnson with all his bravado and bravura is bound to feel daunted by the parliamentary arithmetic as youve explained the situation hasnt really changed theyve even at the top have changed but the situation with which hes going to have to maneuver this very very complicated set of variables and with very little time quite i was going to say just literally over the next 100 days and in fact he referred to that in the speech outside downing street he said something about you know this could happen in 99 days but were not even going to wait that long were going to get going with all of this stuff now of course i think its very important for him to strike back tone to strike that very positive tone because he is trying to differentiate himself from mrs may was always seem to be a very calibrated politician somebody whos interested in details but didnt have the ability to articulate a wider vision Boris Johnson is all about vision not so much about the details which is why well be watching very closely of the next few days to see who hes going to put in not only in the cabinet not only in this public does. But behind the scenes because hes going to need a very disciplined focused t. V. To achieve what he needs to do to stay in office so that he can then bring in the changes to the domestic agenda that we heard him outline today weve already had some clues about that every night you know names like Dominic Cummings are coming in behind the scenes i mean hes a man held in contempt by this problem and nevertheless widely perceived to be the sort of genius brains behind bricks in the names being floated for his cabinet very right wing very hard pro brick city is makes you wonder how hes going to sort of change the face of britain today with all of these other promises on policing of schooling and gender and sperry so in the Animal Welfare and Everything Else even his cabinet is being built sholay around brooks well im not sure that is the case actually i think what is necessary for him is that he has in those key posts he full who are prepared to stick by his line breaks it which is essentially we would go for no deal if he cannot achieve a deal by the 31st of october i mean the problem for mrs may i think was that she didnt have. She didnt have unanimity in the cabinet on that vital point clearly that wasnt exactly how policy but there was a sense that there were so many tensions pulling in different varieties of in various directions over rex it so it is very important for Boris Johnson that he make sure that his senior team is singing from the same hymn sheet and true and what about these ideas as lawrence mentioned the again this string of great ambitions sounds rather more like an election manifesto what do you think behind the scenes this is a party and a Prime Minister being advised to start thinking seriously about an election and i think thats inevitable i really really do i mean some people have even suggested that he sort of go to the country in the next in the next few days almost in call a snap election i mean the danger for the conservatives in doing that of course is this Pincer Movement from the nigel farage has bred. Party of course and from the resurgent liberal democrats my own feeling is that we probably will have a general election before the end of the year but its more likely. To happen immediately after the 31st of october is 2 scenarios to that essentially if hes not able to take us out in the 31st will he then go to the country to seek a bigger mandate and if he is able to then hell go to the country on the kind of you know what will happen in the media well when theyre having vanquished having been pushed nigel for all or so that seems to me there are only chances of him actually getting bricks through on the 30 by the 31st because on the one hand brussels isnt prepared to give him what he says he wants
