Tour a brazilian pioneer of the bossanova style of music has died at the age of 88. 00. But 1st the u. S. Special envoy for afghanistan says the current round of negotiations with. The taliban have been the most productive so far so many years and has been speaking to al jazeera following the 7th round of talks in doha aimed at ending the 18 year war in afghanistan where on sunday taliban delegates will meet rival afghans dozens of high profile acts figures and activists are attending the talks but none of them are officially representing the governments as the taliban have refused to deal directly with the western backed government in khartoum well al jazeera Charlotte Bella sat down with the u. S. Peace envoy right here in doha. This week is the 7th round of talks how do you feel about the progress between yourselves and the taliban so far very good been the best round so far can you put a percentage number on the progress youve made this week i rather not do that. I would rather say we have made substantial progress on all 4 elements that make the framework that we have agreed to a Peace Agreement which is as you know assurances on counterterrorism thats important for the United States on the war. Would draw all of foreign troops which is important for the taleban. Negotiations including a dialogue and an agreement on a road map for the political future of afghanistan and a complete comprehensive permanent cease fire. For the 1st time i can say we have had substantial progress on all 4 if you find out that the taliban policing some of these armed groups and that potentially al qaeda is still operating inside afghanistan what can you do at that point they know that. Redline then to stand and. They will satisfy us on that and all have to be better for patients. Worked for Ronald Reagan and trust but verify so there would have to be verification of about with regard to the commanders that are made so that we would not be satisfied until. We have all that and i can report to you that we have very substantial progress on that do you believe that the political im here in doha actually has the power to command the taliban back in afghanistan 60 something 1000 francs its. Well we dont know that for sure that thats the case that talib here can speak on behalf of every. All over afghanistan but i do believe that they are there a representative of the leadership of the taliban meaning that quite the sure. Leadership sure that their authority to if and where theyre all tall of follow what the agree or not they make the point that they are quite united and what the leadership decides everyone follows and would love to see i do say i do think that when the ceasefire not the slats year the year before was announced there was peace and quiet all over afghanistan so that gives one. Some degree of confidence that what the leadership decides would be followed by there are no guarantees and we will have to wait and see. What happens 1st we need to get an agreement and then to see whether they follow it but they understand what the consequences of not following the agreement that they make or if they dont on or what they have agreed to do then we are free. To do what we want the violence has increased in afghanistan this week its almost like the prospect of peace is fueling the war whats it like watching that from him well i dont know whether this week has been the worst. Horrible weeks. Before but we havent reached an agreement we are both talking and fighting at the same time with new phrase and were looking forward to the phase when the fighting stops and a cease fire takes place it may take a period to get to that we are looking to a reduction in violence leading to a ceasefire but we have an understanding also on that in the model it is that can lead us from where we are to the permanent comfort. And says ceasefire what kind of guarantees can you give to the Afghan People that a lot of the achievements that theyve seen with with freedom of press and womens rights over the last 20 years will be retained and the new political system that involves the taliban. I dont know whether they know this new afghanistan change i often mention to them. You know how long has it been since that particular member has been to kabul and some of them get angry with me for asking the question because they assume that i know how long its been since we came to afghanistan but its not kabul of 1000 years ago its not afghanistan of 1000 years ago afghanistan and an old country for the young nation or a noble nation made of young people they need to. Learn about each other the taliban say they have to change that afghans need to know this new taliban have to see what this change and the taliban need to know what this new afghanistan is like and reach some broader understanding mutual acceptance and the terms of an agreement about the future will be negotiated in the interest and negotiations but i believe this is a necessary for a step so im delighted that taking place secretary of state might pompei or has said that he wants to see a deal done by september the 1st good elections in afghanistan on september the 28th i you feeling the crunch time wise we understand that election or scheduled for the 28. 00 but for us. Peace and the Peace Agreement is more important thats the number one policy agenda and what comes out of the Peace Process will dominate. Well the talks come the mids an upsurge in violence in afghanistan this past week chance been the deadliest in 21000 so far according to the New York Times at least 264 members of the Security Forces were killed between june 28th and july 4th while the military were mostly targeted 58 civilians were also killed these fatalities results from some 49 targeted raids that took place throughout its afghanistan the taliban have claimed responsibility for 37. 00 of those attacks well david the rush is a professor at the National Defense university near. Near East South Asia center for strategic studies policies for that he is also a former director of nato operations at the pentagon joining us now live from washington d. C. Thank you so much for speaking to us here on aljazeera just give me your reaction 1st of all to that interview we heard from charlotte bellows there does it look like a breakthrough maybe incites. Well you know if anybody can pull a rabbit out of the head its a little sod hes probably the most able american capable of dealing with central asia and one of our greatest diplomats of the last generation so but i think the overall situation is not good the american domestic imperative is just to leave were tired of afghanistan tired of the war but even more more so tired of the lack of progress the Afghan Governments made to become a truly National Government step out corruption and and get the gains of all of his people and then the 2nd issue which is out may raised or was charlotte raised with zell was the fact that youre not sure who actually speaks for the taliban you might come to a deal but that deal doesnt you know may not have the ability to extend itself to the actual ground in afghanistan and what about that these afghans who are arriving on some days certainly if the if were not sure if they were the taliban are representing and speaking for what about. The goose chases are the people who are arriving into home sunday for to linux. Well look this is this is always the problem when you have an outside power supporting a domestic government against an insurgency or even an invasion the north koreans have always refused to deal with the South Koreans the vietnam war the north vietnamese refused to deal with the south vietnamese you see this dynamic all the time so these afghans hear me very unhappy that these negotiations are going on but i think that and the real dynamic the real struggle is going to be between the americans and the Afghan Government but i think you know theyre being told you know look weve weve lost patience here and you know youre going to have to come to some sort of an arrangement because our willingness to stay involved here and just prop you up indefinitely thats coming to an end do you think the u. S. Isnt too much of a hurry to get out in afghanistan. But weve been there a while hard to say but you know the the its almost cliche now that the taliban have said you have all the watches we have all the time but Donald Trumps was not elected to perpetuate these wars he kind of promised to scale back our involvement the middle east and this is being increasingly viewed in the United States as a counterproductive war there are some issues that will be left unresolved. And im sure that there are plenty of people in washington think this is premature but the bottom line is the Afghan Government had 19 years to get itself ready for this point im not sure if theyve made good use of that time and what chance does any of these any of these talks have if if the Afghan Government is not so on boards or is not up to the time. Thats thats the big challenge because you might see this dynamic where they take action which spoils any kind of agreement so they have to be brought in you cant have an arrangement that doesnt have all the parties involved what youll have is a facade
